Save the American Steel Industry Act of 2001 - Establishes: (1) the Steelworker Retiree Health Care Board in the Department of Labor; (2) the Steelworker Retiree Health Care Trust Fund; and (3) the Health Care Benefit Costs Assistance Program. Requires the Board to: (1) provide, under the Program, for payments to designated steelworker group health plans to assist in the funding of qualified retiree health benefits; and (2) establish policies for the Trust Fund that provide for prudent investments and low administrative costs. Amends the Internal Revenue Code to impose on steel sold by the manufacturer, producer, or importer an excise tax whose proceeds shall be deposited into the Trust Fund. Authorizes any person who acquires another person that produces any of the specified categories of steel products contained in this Act to apply to the Secretary of Commerce for a grant to defray the costs necessary to bring, and maintain, the resulting entity into compliance with U.S. environmental laws. Requires the Secretary to determine whether or not such mergers will promote the retention of at least 80 percent of the jobs of the steel workers and production capacity for such steel products. Sets forth penalties for failure to achieve such retention levels.

Amends the General Education Provisions Act to apply certain labor standards on construction projects financed under such public school modernization bond program under this Act and specified zone academy bond provisions under the Taxpayer Relief Act of 1997. Amends the Workforce Investment Act of 1998 to establish provisions concerning employment and training activities related to the construction or reconstruction of public school facilities. Directs the Secretary of the Interior to establish a pilot program under which eligible Indian tribes have the authority to issue qualified tribal school modernization bonds to provide funding for the construction, rehabilitation, or repair of tribal schools, including advance planning and design. Amends the IRC to establish a limited tax credit for qualified tribal school modernization bonds.

Muscular Dystrophy Community Assistance, Research and Education Amendments of 2001, or the MD-CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), in coordination with specified national research institutes, to: (1) expand research and related programs concerning various forms of muscular dystrophy, including Duchenne, myotonic, and facioscapulohumeral muscular dystrophy. Requires the Director to: (1) award grants and contracts for establishing at least five related centers of excellence; and (2) provide for a related tissue donation program. Requires the Secretary of Health and Human Services to establish the Muscular Dystrophy Coordinating Committee to coordinate NIH programs and other Federal programs. Authorizes the Secretary, through the Centers for Disease Control and Prevention, to: (1) award grants and cooperative agreements for muscular dystrophy data collection and analysis; and (2) conduct a National Muscular Dystrophy Surveillance Program. Requires the Secretary, through the Centers, to establish at least three centers of excellence in muscular dystrophy epidemiology. Requires the Secretary to establish a program to provide professionals and the public with muscular dystrophy information.

Gun Show Background Check Act of 2001

Gun Show Background Check Act of 2001 - Amends the Brady Handgun Violence Prevention Act to require registration of gun show promoters and to set forth the responsibilities of promoters, licensees, and other transferors. Provides that if any part of a firearm transaction takes place at a gun show, each licensed importer, manufacturer, and dealer who transfers one or more firearms to a person who is not licensed shall, within ten days after the transfer, submit a report of the transfer to the Secretary of the Treasurer. Sets forth penalties for violations. Grants the Secretary authority to enter the place of business of any gun show promoter and any place where a gun show is held, during business hours and without a showing of reasonable cause or a warrant, for purposes of examining records and the inventory of licensees conducting business to determine compliance with this Act. Increases penalties for: (1) serious record-keeping violations by licensees; and (2) violations of criminal background check requirements. Modifies provisions regarding the national instant criminal background check system and the destruction of records in cases where receipt of a firearm would not violate the Brady Act or State law to provide for such destruction as soon as possible, consistent with the Attorney General's responsibility to ensure privacy and security of the system and to prevent system fraud and abuse, but in no event later than 90 days after the licensee first contacts the system.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Local Law Enforcement Enhancement Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Medicare Early Access and Tax Credit Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Purchase of Medicare Benefits by Certain Individuals Age 62-to-65 Years of Age) (Medicare buy-in) entitling to the same Medicare benefits as an individual entitled to benefits under Medicare part A (Hospital Insurance) and enrolled under Medicare part B (Supplementary Medical Insurance) an enrolled individual age 62 to 65 who: (1) would be eligible for such benefits if 65; but (2) is not eligible for benefits under a Federal health insurance program or a group health plan (other than merely through a Federal or State COBRA continuation provision). Provides for the determination and payment of monthly premiums under the new part D program. Creates in the Treasury the Medicare Early Access Trust Fund to hold the premiums paid pursuant to this Act. Provides for oversight and accountability concerning the status of the Trust Fund. Amends SSA title XVIII to provide access to Medicare benefits to displaced workers age 55-to-62 and their spouses. Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to provide for COBRA (Consolidated Omnibus Budget Reconciliation Act of 1985) continuation benefits for certain retired workers who lose retiree health coverage. Amends the Internal Revenue Code to provide an individual with a tax credit for 50 percent of certain COBRA continuation coverage premiums and Medicare buy-in premiums.

Equal Protection of Voting Rights Act of 2001 - Establishes the Commission on Voting Rights and Procedures to study: (1) election technology and systems; (2) ballot design and uniformity; (3) ballot and polling place access; (4) voting systems capacity and election administration efficiency; (5) voter registration and maintenance of voter rolls; (6) alternative voting methods; (7) voter intimidation; (8) accuracy of voting, election procedures, and election technology; (9) voter education; (10) election personnel and volunteer training; (11) implementation of provisions of the Uniformed and Overseas Citizens Absentee Voting Act on registration and voting by absent uniformed services voters and overseas voters in elections for Federal office; (12) establishment of the date on which such elections are held as a Federal or a State holiday and on establishment of modified polling place hours; and (13) Federal assistance to State and local authorities to improve the administration of elections for Federal office. Directs the Commission to develop specific recommendations, consistent with certain uniform and nondiscriminatory election technology and administration requirements under this Act, regarding: (1) best practices in voting and election administration; (2) Federal assistance to State and local authorities to improve administration of Federal elections; (3) increased voter registration, accuracy of voter rolls, and participation and inclusion of legal voters, and (4) improved voter education and training of election personnel. Authorizes the Attorney General to make grants to approved State, territory, and locality applicants to pay the Federal share of the costs of activities to: (1) improve, acquire, or replace voting equipment or technology and improve the accessibility of polling places; (2) implement new election administration procedures to increase voter participation and reduce disenfranchisement, such as "same-day" voter registration procedures; (3) educate voters concerning voting procedures, voting rights or voting technology, and to train election personnel; and (4) implement Commission recommendations. Specifies certain uniform and nondiscriminatory requirements each voting system used in an election for Federal office must meet with regard to election technology and administration. Outlines requirements for provisional voting and sample ballot mailings to voters. Authorizes the Attorney General to bring a civil action in an appropriate district court to enforce the requirements of this Act for election technology and administration through the Office of Civil Rights of the Department of Justice.

Innocence Protection Act of 2001 - Amends the Federal judicial code to authorize a person convicted of a Federal crime to apply to the appropriate Federal court for DNA testing to support a claim that the person did not commit: (1) the Federal crime of which the person was convicted; or (2) any other offense that a sentencing authority may have relied upon when it sentenced the person with respect to such crime. Sets forth: (1) guidelines for the court to use in ordering DNA testing; (2) post-testing procedures; (3) provisions regarding preservation of evidence; (4) criminal penalties for destroying or altering DNA evidence; and (5) provisions regarding post-conviction DNA testing in State criminal justice systems. Prohibits a State from denying an application for DNA testing made by a prisoner in State custody who is under sentence of death if specified conditions apply. Provides grants to prosecutors for DNA testing programs. Establishes the National Commission on Capital Representation. Withholds funds from States not complying with standards for capital representation. Provides for capital defense incentive grants and resource grants. International Counter-Money Laundering and Foreign Anticorruption Act of 2001 - Authorizes the Secretary of the Treasury to require domestic financial institutions and agencies to take special measures, such as requiring record-keeping and reporting of certain transactions, identification of beneficial owners, and limitations on payable through and correspondent accounts, if the Secretary finds that a jurisdiction outside the United States, financial institutions operating abroad, or one or more classes of transactions within or involving a foreign jurisdiction is of primary money laundering concern. Immunizes from liability financial institutions and their staff making certain disclosures of possible legal violations to a government agency. Prohibits them from notifying anyone involved that the transaction has been reported. Sets penalties for violation of geographic targeting orders and record-keeping requirements. Amends: (1) the Federal Deposit Insurance Act to authorize an insured depository institution to disclose certain information concerning the possible involvement of an institution-affiliated party in potentially unlawful activity; and (2) the Annunzio-Wylie Anti-Money Laundering Act to make certain provisions of the Bank Secrecy Act applicable to it. Expresses the sense of Congress that: (1) in international deliberations, the U.S. Government should emphasize an approach that addresses governmental corruption; and (2) the United States should continue to actively and publicly support the objectives of the Financial Action Task Force on Money Laundering with regard to combating international money laundering.

Amends the National Energy Conservation Policy Act (NECPA) to: (1) mandate that each Federal agency undertake a comprehensive review of practicable measures for increasing energy and water conservation, and for using renewable energy sources; (2) allow as an approved benefit ancillary to an energy savings or performance contract those savings resulting from reduced operation and maintenance costs at replacement facilities; and (3) repeal the termination dates governing the authority to enter into energy savings performance contracts (thus extending such authority indefinitely).

Defines a "brownfield site," with exceptions, as real property, the expansion, redevelopment, or reuse of which is complicated by the presence or potential presence of a hazardous substance or pollutant. Exempts from liability under CERCLA certain owners of real property contiguous to property on which there has been a hazardous substance release or threatened release and bona fide prospective purchasers. Provides for grants to States or Indian tribes for establishing or enhancing response programs. Restricts authority to take enforcement actions under CERCLA in cases of hazardous substance releases addressed by a State response plan.

Rural Law Enforcement Assistance Act of 2001- Directs the Attorney General, through the Office of Justice Programs, Bureau of Justice Affairs, to make a grant annually to the National Center for Rural Law Enforcement (if the Center's Executive Director makes certain certifications) to be used to develop an education and training program for criminal justice or law enforcement agencies in rural areas. Includes among program purposes: (1) the development and delivery of management, forensic, and computer education and training for employees of such agencies; and (2) the delivery of assistance (in a consulting capacity) to criminal justice agencies in the development and coordination of programs, training, and research relating to crime in rural areas. Permits the Center to use grant funds to enhance the program, including: (1) by providing educational opportunities for rural law enforcement agencies; and (2) through coordination with institutions of higher education to encourage and deliver programs of study with those institutions for employees of such agencies. Directs the Center to establish eight regional centers comprised of specified States. Requires that all funds for such regional centers be distributed by, and each regional center submit a budget request to, the Center.
