Stop Woke Investing Act This bill requires the Securities and Exchange Commission (SEC) to amend regulations to limit the inclusion of shareholder proposals in proxy statements. A proxy statement is provided to shareholders prior to a public company holding a shareholder meeting and contains information relevant to a shareholder vote. Under current SEC rules, certain qualifying shareholder proposals must be included on a company's proxy statement, including proposals that raise significant social policy issues. Under the bill, a shareholder proposal must have a material effect on the financial performance of the company to be included in a proxy statement. The bill also establishes a cap on the number of shareholder proposals required to be included with respect to a shareholder meeting depending on the size and type of the company. In addition, a proposal submitted by a member of the board of directors is prohibited from inclusion.

Safeguarding American Education From Foreign Control Act This bill establishes a special disclosure rule requiring institutions of higher education (IHEs) to disclose any gift from or contract with a foreign source that is associated with a covered nation (i.e., North Korea, China, Russia, or Iran). Under current law, an IHE must disclose to the Department of Education (ED) a gift from or contract with a foreign source that is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source. This bill establishes a special disclosure rule relating to foreign sources associated with covered nations. Specifically, the bill requires an IHE to disclose any gift from or contract with a foreign source that is associated with a covered nation, regardless of the amount of the gift or contract. The bill also directs ED to (1) transmit disclosure reports and related records to the Federal Bureau of Investigation (FBI) and the Office of the Director of National Intelligence (ODNI), and (2) transmit periodic disclosure reports to the Department of State. Further, ED must notify the FBI and the ODNI regarding its investigations into noncompliance. American Farmers Feed the World Act of 2023 This bill imposes limits and requirements on international food assistance provided under Title II of the Food for Peace Act and makes other changes to the assistance program. First, the bill eliminates the use of food procured outside of the United States, food vouchers, or cash transfers as food as assistance under the program. Second, the bill restricts the U.S. Agency for International Development (USAID) from using more than 50% of its annual appropriations for program expenses other than the procurement of agricultural commodities and ocean transportation. Additionally, the bill limits the amount that USAID may provide to qualified organizations to be used for purposes such as administration, personnel, and program evaluation. Under current law, USAID must spend a minimum of 7.5% and a maximum of 20% of its annual appropriations for these purposes. The bill reduces the minimum to 5% and the maximum to 10%. The bill also cancels the Local and Regional Procurement assistance program, which funds field-based (i.e., outside the United States) agricultural projects. The bill also modifies some of the respective powers of USAID and the Department of Agriculture (USDA). For example, the bill transfers from USAID to USDA the authority to approve drawing emergency food aid from the Bill Emerson Humanitarian Trust. The bill also renames the assistance program as the Peter O'Brien Food for Peace Program.

Justification and Examination of Transportation Staff's Executive Travel Costs Act of 2023 or the JETSET Costs Act of 2023 This bill restricts the use of Department of Transportation (DOT) aircraft by the Secretary of Transportation and the Secretary's executive staff. Specifically, the bill prohibits the Secretary and the Secretary's executive staff from traveling on a DOT aircraft unless it is determined that the cost of the flight is at least 5% less than the cost of a flight on a commercial airline. A DOT aircraft is any aircraft owned, operated, or maintained by DOT. This restriction does not apply when emergency travel is required and commercial service is unavailable. The DOT Office of Inspector General (OIG) and Congress must be notified in writing within seven days after such emergency travel is completed. Further, the Federal Aviation Administration must revise Order 2500.36N ( Application of Flight Hour Rates ) to reflect the true cost of flight operations. When calculating per-seat costs of a flight, DOT (1) may not charge different rates to non-DOT officials, and (2) must use the actual and full cost of a flight on a DOT aircraft when comparing such flight to any commercial alternative. DOT's OIG must submit an annual report to Congress that includes an itemization and justification of each trip and flight in which the Secretary or the Secretary's executive staff traveled on a DOT aircraft. If the intention is to alter that policy, the report must provide additional information about the policy objectives and anticipated effects of the action. After the President submits a report, the bill provides Congress with a 30-day period to review it; this period is extended to 60 days for reports submitted between July 10 and September 7. During this period, Congress may enact a joint resolution approving or disapproving the action. During the review period, the President may not take the action unless Congress passes a joint resolution of approval; if Congress enacts a joint resolution of disapproval, the bill prohibits the President from taking the action. The bill also outlines procedures for the introduction and consideration of these types of joint resolutions.
