TABLE OF CONTENTS: Title I: Admission of Immigrants Title II: Admission of Refugees Title III: Asylum Reform Title IV: Criminal Aliens Title V: Financial Responsibility Title VI: Employer Sanctions Title VII: Border Security Title VIII: Alien Smuggling Title IX: Local Cooperation Title X: Citizenship Immigration Stabilization Act of 1993 - Title I: Admission of Immigrants - Amends the Immigration and Nationality Act (Act) with respect to: (1) immigration levels; (2) visa allotment; and (3) petition approval. Title II: Admission of Refugees - Limits nonemergency refugee admissions in any fiscal year to 50,000. Title III: Asylum Reform - Amends provisions with respect to: (1) alien inspection and exclusion by immigration officers; (2) asylum; and (3) judicial review. Title IV: Criminal Aliens - Expands the definition of "aggravated felony." (Sec. 402) Provides for the expedited deportation of certain nonpermanent resident aliens convicted of an aggravated felony. (Sec. 403) Authorizes judicial deportation for an alien convicted of a felony. (Sec. 404) Increases penalties for reentry or failure to depart. (Sec. 406) Authorizes the deportation of an alien prisoner prior to sentence completion under specified circumstances. (Sec. 407) Amends Federal criminal law to require the issuance of a judicial order of deportation in the case of an alien being sentenced for an aggravated felony. (Sec. 408) Authorizes Federal incarceration and deportation of certain State-convicted aliens. (Sec. 409) Amends Federal criminal law to increase penalties for specified visa and passport related crimes. (Sec. 410) Requires State or local law enforcement agencies to notify the district Immigration and Naturalization Service office upon the felony arrest of an alien. Title V: Financial Responsibility - Authorizes the admission of an alien otherwise excludable as a public charge (as defined by this Act) if such alien has a sponsor guarantee of financial responsibility. (Sec. 503) Limits benefits, including unemployment benefits, for illegal aliens. Title VI: Employer Sanctions - Revises employer sanction provisions, including: (1) work eligibility documents; and (2) social security telephone verification. Title VII: Border Security - Increases Border Patrol personnel levels. Establishes: (1) a border crossing fee; and (2) a Border Control Trust Fund. (Sec. 704) Amends the Act to establish increased penalties or a required pilot program for international carriers that bring in more than specified numbers of undocumented aliens. Title VIII: Alien Smuggling - Directs the Secretary of State to enter into cooperative foreign arrangements to prevent the unlawful entry of aliens into the United States. (Sec. 802) Directs the Secretary of Defense to instruct the Coast Guard with respect to preventing the illegal entry of aliens into the United States by sea. (Sec. 803) Amends Federal criminal law to bring specified alien related activities under the purview of the Racketeer Influenced and Corrupt Organizations (RICO) provisions. (Sec. 804) Increases alien smuggling penalties. (Sec. 805) Expands forfeiture provisions for smuggling or harboring aliens. (Sec. 806) Amends Federal criminal law to authorize wiretaps for alien smuggling investigations. Title IX: Local Cooperation - Prohibits specified Federal program assistance to States or local entities that do not use the SAVE system to verify an alien applicant's immigration status. Title X: Citizenship - Makes it unlawful (and establishes penalties) for a noncitizen to vote in a Federal or State election.

TABLE OF CONTENTS: Title I: Regulatory Improvements Subtitle A: Reduction of Regulatory Burdens Subtitle B: Studies and Reports Title II: Enhanced Credit Availability and Deposit Insurance Protection Title III: Technical and Conforming Amendments Depository Institutions Regulatory Improvements Act of 1993 - Title I: Regulatory Improvements - Subtitle A: Reduction of Regulatory Burdens - Amends the Federal Deposit Insurance Act (FDIA) to direct Federal banking regulatory authorities, when prescribing regulations, to consider and minimize their impact upon the availability of credit for businesses and upon low- and moderate-income communities. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to direct the Appraisal Subcommittee to encourage the States to develop reciprocity agreements allowing certified appraisers to perform appraisals in sister States. Amends the FDIA to permit: (1) annual State examinations of insured depository institutions in lieu of Federal examinations; (2) biennial examinations for certain small-sized depository institutions in good standing; and (3) the exemption of insured depository institutions controlled by certain depository institution holding companies from the Act's examination requirements. Authorizes coordinated Federal and State examinations. Directs the Federal Financial Institutions Examination Council (FFIEC) to review the regulatory burden incurred by insured depository institutions and credit unions in preparing mandated condition reports. Amends Federal banking law to repeal certain publication requirements for national banks, State non-member insured banks, and Federal Reserve banks. Requires the appropriate Federal regulatory agency to consider the administrative burdens placed upon depository institutions when determining the effective date for regulations changing the form of condition reports. Excludes from the purview of the FDIA certain depository institution branches and automated teller machines. Amends Federal law to modify the recordkeeping requirements for monetary instruments transactions. Amends the Real Estate Settlement Procedures Act to repeal certain disclosure requirements with respect to federally related home equity mortgage loans that are statutorily mandated elsewhere. Amends the Electronic Fund Transfer Act to increase consumer liability for unauthorized electronic funds transfers where the cardholder has substantially contributed to such use. Amends the Housing and Urban Development Act of 1968 to modify its homeownership debt counseling notification requirements. Amends the Real Estate Settlement Procedures Act of 1974 to: (1) modify the disclosure requirements for federally related mortgage loans; and (2) exempt from its purview specified credit extension transactions. Subtitle B: Studies and Reports - Requires the Secretary of the Treasury to report to certain congressional committees on the impact of risk-based capital standards upon domestic institutions and credit availability. Requires reports to the Congress by: (1) the Board of Governors of the Federal Reserve System (the Board) on certain sterile reserves associated with depository institutions; and (2) the Office of Management and Budget and the Congressional Budget Office on the budgetary impact of interest payments associated with such reserves. Requires Federal banking regulatory agencies to review and eliminate regulations requiring insured depository institutions to produce unnecessary internal written policies. Directs FFIEC to reduce, where appropriate, the burdensome effect upon community banks of compliance requirements associated with risk-based capital rules. Requires the Board to study and report to the Congress on ways to streamline the credit-granting process. Title II: Enhanced Credit Availability and Deposit Insurance Protection - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to limit lender liability for the release of petroleum or a hazardous substance associated with property acquired in the ordinary course of business. Shields Federal banking and lending agencies from strict liability for the release of petroleum or a hazardous substance associated with property acquired in the ordinary course of business. Title III: Technical and Conforming Amendments - Makes technical and conforming amendments to specified Federal law.

Reforestation Tax Act of 1993 - Amends the Internal Revenue Code to provide taxpayers a partial inflation adjustment for the deduction from gross income for qualified timber gain. Allows such deduction in computing adjusted gross income. Excludes from conditions of the material participation rules, for purposes of the passive loss limitations, closely held timber activity if the aggregate hours devoted to management of the activity for any year is generally fewer than 100 hours. Increases the amount allowable as a deduction for amortization of reforestation expenditures and provides an inflation adjustment after calendar year 1994. Applies such inflation adjustment to the reforestation credit. Shortens the amortization period from 84 to 60 months.

World War II Cadet Nurse Civil Service Fairness Act - Includes service of at least one year but less than two years in the Cadet Nurse Corps during World War II as creditable service for purposes of civil service retirement. (Current law provides for individuals with two or more years of service.) Requires the retirement annuity of an affected individual to be redetermined upon the filing of an appropriate application with the Office of Personnel Management and the deposit of required amounts into the Civil Service Retirement and Disability Fund.

Commends Syria and Lebanon for participation in the Middle East peace process and encourages their continued cooperation in efforts to settle ongoing regional conflicts. Expresses congressional support for the sovereignty, political independence, and territorial integrity of Lebanon. Considers the Government of Syria in violation of the Taif Agreement of 1989 (calling for Syrian withdrawal from Lebanon). Urges: (1) Syria to withdraw its armed forces to the gateway of the Bekaa Valley; (2) Syria and Lebanon to agree upon a firm timetable for the complete withdrawal of Syrian forces; (3) the President to consider withholding U.S. assistance to Syria and the Secretary of the Treasury to consider directing the U.S. executive directors of all international financial institutions to vote against loans or assistance to Syria until such withdrawal occurs; (4) the Syrian Government to increase its cooperation with the Lebanese Government in efforts to disarm nongovernmental armed groups and militias in Lebanon; and (5) the President to consider methods of revitalizing the Taif Agreement and to encourage the negotiation of a firm timetable for complete withdrawal of Syrian forces from Lebanon.

Community Regulatory Relief Act - Provides that any requirement under a Federal statute or regulation which creates a Federal mandate shall apply to State or local government only if all funds necessary to pay the direct costs incurred by the government in conducting the activity are provided by the Federal Government for the fiscal year in which the direct cost is incurred. Requires the Director of the Congressional Budget Office to analyze the effects of each bill or resolution on each state and local government's compliance with a Federal mandate. Requires each measure reported or considered in either House of the Congress to be accompanied by such an analyses. Requires reports by the Director to the President and the Congress estimating the direct costs of such compliance for each fiscal year in which a Federal mandate will be in effect.

TABLE OF CONTENTS: Title I: Initiatives Within the Department of the Interior Title II: Initiatives Within the Department of Energy Lower Mississippi Delta Initiatives Act of 1993 - Title I: Initiatives Within the Department of the Interior - Directs the Secretary of the Interior (the Secretary) to: (1) establish a scholarship program for natural resource and environmental studies; (2) encourage pre-college enrichment programs in designated subject areas; (3) implement a volunteer education enrichment program in cooperation with State departments of education and local school districts in the Lower Mississippi Delta Region (the Delta Region); and (4) implement a program to encourage women and minorities in the Delta Region to pursue science careers. (Sec. 103) Directs the Secretary to transmit to the Congress: (1) a study of nationally significant sites within the Delta Region; (2) recommendations for a transportation network linking such sites; and (3) a study outlining recommendations for funding Native American and Delta African American Heritage Routes and Centers. (Sec. 105) Directs the Secretary to provide technical and financial assistance to historically Black colleges and universities to undertake a survey of historic and prehistoric structures on campus. Title II: Initiatives Within the Department of Energy - Directs the Secretary of Energy (the Secretary) to establish the Delta Energy Technology and Business Development Center (the Center). Authorizes the Secretary to make grants to the Center. (Sec. 203) Amends the Energy Policy and Conservation Act to require the Secretary to make grants to schools or hospitals for energy conservation projects, and to provide supplemental Federal financing for energy conservation projects at schools and hospitals in the Delta Region. Authorizes appropriations. (Sec. 204) Requires the Secretary to: (1) report annually to certain congressional committees regarding opportunities for minority colleges and universities to participate in Department of Energy (DOE) activities and laboratories; (2) encourage partnerships involving minority colleges or universities, or private sector entities owned or controlled by disadvantaged individuals; (3) establish scholarship programs for students pursuing energy-related and/or technical disciplines either at minority colleges and universities, or at colleges and universities in the Delta Region; (4) encourage pre-college enrichment programs in energy-related and/or technical disciplines; (5) implement a volunteer program for education enrichment at DOE; and (6) implement a program to encourage women and minorities in the Delta Region to pursue careers in technical disciplines. (Sec. 205) Directs the Secretary to conduct a research and demonstration program to determine the economic viability of integrated biomass energy systems within the Delta Region. Authorizes appropriations. (Sec. 206) Amends the Energy Conservation and Production Act to direct the Secretary to make grants to States and Indian tribal organizations in the Delta Region for weatherization of low-income dwelling units. Authorizes appropriations.

Minor Crop Pesticides Act of 1993 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to define "minor use" as the use of a pesticide on an animal or a commercial agricultural crop or site or for the protection of public health where: (1) the use does not provide sufficient economic incentive to support registration; and (2) the Administrator of the Environmental Protection Agency (EPA) has not determined that the use presents an unreasonable adverse environmental effect. Prohibits data that relates solely to a minor use, without the permission of the original data submitter, from being considered by the Administrator to support a minor use application by another person for ten years following the submission of the data. Requires the Administrator, on the request of a registrant, to extend the deadline for the production of residue chemistry data required solely to support a minor use pesticide up to two years subject to specified conditions. Applies the same extension conditions to data for reregistrations. Permits the Administrator, with respect to the registration of a pesticide for a minor use, to waive applicable data requirements if such use does not have an adverse environmental effect. Provides for expedited review (within 180 days of submission) of applications to support minor use pesticide registrations. Requires the Administrator to conditionally amend a registration to permit additional minor uses even if data is insufficient if the applicant has submitted satisfactory data pertaining to the proposed minor use and amending such registration would not increase environmental risks. Authorizes the Administrator to conditionally register or amend the registration of a pesticide for a minor use if: (1) the active ingredient has been listed for reregistration; (2) the minor use was a registered use of a product that has been canceled, proposed for cancellation, or deleted as a use after December 24, 1988; and (3) the use requires only residue chemistry data for reregistration. Outlines additional requirements for conditional registrations. Directs the Administrator to establish a minor use program within the Office of Pesticide Programs. Requires the Secretary of Agriculture to establish a minor use grant program to ensure the availability of a minor use crop protection chemical. Authorizes appropriations.

Uniform Child Support Enforcement Act of 1993 - Amends the Social Security Act and the Internal Revenue Code to replace the current system for the collection and distribution of child support and enforcement of child support orders by the States with a new Federal system under which States are required to transmit copies of such orders to the Internal Revenue Service for it to collect the support through wage withholding and other means, distribute it to the individual entitled, and enforce support orders in a manner similar to that used for tax evasion.

Declares that model mental health and substance abuse services related to prevention, diagnosis, treatment, rehabilitation of mental illnesses and substance abuse disorders, and the promotion of mental health should be considered in determining mental health and substance abuse services to be included as part of any benefits package contained in any comprehensive health care or health insurance reform bill passed by the Congress. Requires the Secretary of Health and Human Services to establish a Commission, under the auspices of the Substance Abuse and Mental Health Services Administration, to study and report to appropriate congressional committees on further recommendations.

Amends title XVIII (Medicare) of the Social Security Act to eliminate the annual cap on the amount of payment for outpatient physical therapy and occupational therapy services under Medicare part B (Supplementary Medical Insurance). Revises the limitation on beneficiary liability for payment of any amounts billed in excess of the applicable limiting charge for physician services. Applies such limitation to nonparticipating suppliers and other persons, as well as nonparticipating physicians. Includes in the Secretary of Health and Human Services' annual explanation of Medicare benefits information on refunds of such amounts. Makes carriers responsible for determining, prior to making payment, whether the amount billed for services is in excess of the applicable limiting charge and, if so, notifying the physician or other providers as appropriate. Requires the reports to the Congress on changes in excess charges for physician services to reflect additional information on the services involved.

Commends radio amateurs for their contributions to technical progress in electronics and for their emergency radio communications in times of disaster. Urges the Federal Communications Commission to continue and enhance the development of the amateur radio service as a public benefit by adopting rules and regulations which encourage the use of new technologies within the amateur radio service. Declares that reasonable accommodation should be made for effective operation of amateur radio from residences, private vehicles and public areas and that regulation at all levels of government should facilitate and encourage amateur radio operation as a public benefit.

Full Faith and Credit for Child Support Orders Act - Amends the Federal judicial code to require the appropriate authorities of each State to enforce according to its terms a child support order made by a court of another State, provided that the court has subject matter jurisdiction to hear the matter and enter such an order and has personal jurisdiction over the contestants and that the contestants are given reasonable notice and opportunity to be heard. Prohibits such authorities from seeking or making a modification of such an order unless the authority has jurisdiction to make such a child support order and: (1) the court of the State no longer has continuing, exclusive jurisdiction of the order because that State no longer is the child's State or the residence of any contestant; or (2) each contestant has filed written consent to that authority making the modification and assuming continuing, exclusive jurisdiction over the order. Permits a State court thaht no longer has continuing jurisdiction over such orders to enforce prior orders with respect to unsatisfied obligations.

Impact Aid Reauthorization Act of 1993 - Reauthorizes and revises Federal law relating to financial assistance for local educational agencies in areas affected by Federal activity (impact aid). Extends the authorization of appropriations and authorizes additional appropriations for deposit in a contingency fund. Requires certain reservations of funds for: (1) impact aid relating to Federal acquisition of real property; (2) the contingency fund; and (3) heavily impacted need areas. Requires forward funding. Adds a hold harmless provision under impact aid relating to Federal acquisition of real property, whereby no eligible local educational agency (LEA) shall receive less than 90 percent of the preceding year's amount in payment for any fiscal year. Revises impact aid relating to federally connected children with respect to computation of payments, giving various weights in the formula to different categories of such children (with more emphasis given to children living on Indian lands and children in special education programs). Revises provisions for sudden and substantial changes in attendance to include increases resulting from base closure or military realignment activities. Directs the Secretary of Education to report certain expenditures within 30 days and include certain costs in annual budget submissions. Authorizes appropriations. Revises the method of making Federal impact aid payments. Includes a learning opportunity threshold to allow eligible LEAs to provide all their children a basic opportunity to learn. Requires States to meet an adequacy threshold before they can apply for equalization of State aid payments to all LEAs. Establishes a National Advisory Panel on School Finance and Impact Aid Equalization. Directs the Secretary of Defense to reserve certain amounts to provide supplemental impact aid to LEAs in cases of high need related to military changes. Establishes the Department of Education Contingency Fund for special impact aid under certain conditions. Requires negotiated rulemaking under certain conditions.

Amends the Elementary and Secondary Education Act of 1965 to reauthorize and revise the program for instruction on the history and principles of democracy in the United States. Requires the program to foster civic responsibility and continue and expand the educational activities of the We the People...The Citizen and the Constitution program. Allows the use of funds for advanced training of teachers in civics and government, after the education program has been implemented. Authorizes appropriations.

Fairness for Adopted Children Act - Establishes the National Advisory Council on Adoption (the Council), to be appointed by the Secretary of Health and Human Services (HHS). Authorizes appropriations for FY 1993 through 1995. Terminates such Council after three years. Directs the Secretary of HHS to: (1) report to the Congress, within 30 days, on the status of the implementation of the adoption data collection system required under specified provisions of the Social Security Act; (2) report monthly to the Congress on the progress made in implementing such system; and (3) consult with the Council in developing regulations to carry out such reporting requirements. Amends the Public Health Service Act to require the Secretary to award grants to States to enable them to establish programs to provide maternal health certificates to eligible pregnant women who are residents of a maternity home, or on a waiting list or receiving out-patient services from a maternity home. Limits such women's income to 175 percent of the State poverty level, not including support received from parents, guardians, or the father of the child. Sets forth eligibility requirements for the maternity home, including that it have the capability to serve at least four pregnant women concurrently. Requires the use of certificates to pay the reasonable costs associated with residence in, or services of, the maternity home. Allows the use of certificates to cover expenses incurred during a period that ends not later than one month after the birth of the child. Authorizes appropriations for FY 1993 through 1995. Amends the Higher Education Act of 1965 (HEA) to establish a program of fellowships for graduate study in social work, in innovative programs concerning the effects of adoption on the adopted children, their adoptive families, and their biological parents who make an adoption plan. Authorizes of appropriations for FY 1993 through 1995. Directs the Secretary of Education, within one year after enactment of this Act, to make grants to States to carry out adoption education programs. Authorizes appropriations for FY 1993 through 1995. Amends the Employee Retirement Income Security Act of 1974 to prohibit discrimination by insurance companies in the writing or executing of insurance policies on the basis of whether a child is adopted. Makes it an unlawful employment practice for an employer to discriminate against an employee with respect to a term or condition of any leave benefit on the basis of the fact that a child of an employee is not a biological child. Amends the Social Security Act to provide payments to States for expenses incurred in placing a child with special needs in adoptive homes if the child is placed within three months of becoming available for adoption. Expresses the sense of the Congress that each State should adopt and enforce specified types of adoption laws, rules, or regulations.

Wetlands Simplification Act - Amends the Food Security Act of 1985 (FSA) to provide that: (1) a technical determination with respect to wetland or converted wetland on agricultural lands (including the identification of wetland and the development of a wetland restoration or mitigation plan) shall be used in the administration of the Federal Water Pollution Control Act (FWPCA) (thus giving the Soil Conservation Service sole Federal responsibility for making such determination); and (2) any area of agricultural land or any activities related to the land determined to be exempt from the requirements of FSA shall also be exempt from FWPCA requirements as long as such lands are used for agriculture.

Dietary Supplement Health and Education Act of 1993 - Amends the Federal Food, Drug, and Cosmetic Act to define a "dietary supplement" as a food for special dietary use that includes a vitamin, a mineral, an herb, an amino acid, or another ingredient used to supplement the diet by increasing total dietary intake. Excludes a dietary supplement from the definition of the term "drug" and the term "food additive". Deems a dietary supplement adulterated if it presents a substantial and unreasonable risk of illness or injury. Deems a food misbranded unless the label lists the daily value of specified nutrients which shall reflect the daily intake of each nutrient that will promote optiomal health. Prohibits such value from being less than the U.S. Recommended Daily Allowance. Deems a dietary supplement misbranded unless it meets specified guidelines. Establishes an Office of Dietary Supplements within the National Institutes of Health. Authorizes appropriations.

King Holiday and Service Act of 1993 - Amends Federal law to: (1) authorize appropriations for the Martin Luther King, Jr. Federal Holiday Commission; (2) extend the Commission; and (3) revise its membership. Amends the National and Community Service Act of 1990 to authorize the Commission to make grants to eligible entities to carry out service opportunities on Martin Luther King, Jr.'s birthday. Authorizes appropriations.

Traumatic Brain Injury Act of 1993 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Administrator of the Agency for Health Care Policy and Research, to conduct a study concerning traumatic brain injury. Requires the study to seek to: (1) identify common therapeutic interventions which are used for the rehabilitation of individuals with traumatic brain injuries; and (2) develop practice guidelines for the rehabilitation of traumatic brain injury. Authorizes appropriations. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention, to conduct studies concerning traumatic brain injury and establish a uniform reporting system. Authorizes appropriations. Directs the Secretary to cooperate with, and provide assistance to, public and private nonprofit entities to reduce the incidence of traumatic brain injury through the establishment and effectuation of prevention projects. Authorizes the Secretary to award grants to State and local entities, and to public or nonprofit private entities, to support: (1) special prevention and public awareness initiative projects; (2) model traumatic brain injury prevention, research, and support programs; (3) projects that study the service needs of individuals with traumatic brain injury; and (4) projects involving grants for services coordination. Authorizes appropriations. Authorizes the Secretary, acting through the Director of the National Institutes of Health, to provide assistance to public and private nonprofit entities to support the conduct of basic and applied research concerning traumatic brain injury, especially with respect to the biomechanics of brain injury. Authorizes appropriations. Directs the Secretary to award grants to States for the establishment of programs related to traumatic brain injury. Authorizes appropriations. Designates October 1993 as National Head Injury Month.

Authorizes the Secretary of Education to make grants to States and eligible entities for parents as teachers programs. Makes any State eligible for such a grant, except that the grant must be made directly to an eligible entity already operating a parents as teachers program if such an entity exists in the State on the date of enactment of this Act. Sets forth program requirements, limiting services to families during the period from birth to the child's attaining age three. Directs the Secretary to: (1) establish a Parents as Teachers National Center for information dissemination and technical and training assistance for States and eligible entities establishing and operating such programs; and (2) evaluate such programs within four years. Provides for a declining Federal share of program costs. Authorizes appropriations.

Port of Entry Inspections Improvement Act of 1993 - Amends the Immigration and Nationality Act to create grounds for exclusion of an alien who: (1) uses or attempts to use a fraudulent document to enter the United States, or to board a common carrier for such purpose; or (2) uses a document to board a common carrier and then fails to present such document to an immigration official upon arrival at a U.S. port of entry. Prohibits the granting of asylum to an alien who is found to be using fraudulent entry documents or who fails to present entry-related documents, unless a specially trained immigration officer determines such actions were pursuant to departure from a country: (1) in which the alien had a credible fear of persecution; or (2) from which there was a significant danger that the alien would be returned to a country in which he or she would have a credible fear of persecution. Provides for port of entry exclusion and deportation without administrative or judicial appeal (except by a limited petition of habeas corpus) for such admission document fraud. Increases penalties for certain alien smuggling offenses. Creates a separate offense and penalty for an alien smuggler who seriously injures or jeopardizes the life of an alien.
