Safe Roads Act of 2019 This bill directs the Department of Transportation to implement motor vehicle safety standards that (1) require new commercial motor vehicles to be equipped with an automatic emergency braking system, (2) establish performance requirements for such braking systems, and (3) require such systems to be used while the commercial vehicles are in operation.

Medicare Diagnostic Radiopharmaceutical Payment Equity Act of 2019 This bill establishes separate payment requirements for diagnostic radiopharmaceuticals under the Medicare prospective payment system for hospital outpatient department services. The bill's requirements apply to diagnostic radiopharmaceuticals that have an average daily cost of $500 or more in 2020 and as adjusted based on a specified fee schedule factor in each year thereafter.

Domestic Workers Bill of Rights Act This bill provides rights and protections for domestic workers, including pay and leave rights, and health and safety protections. The bill, among other things repeals the exemption under the Fair Labor Standards Act of 1938 for domestic live-in employees from certain minimum wage and maximum hour requirements; requires written notices of termination and allow other communications for live-in domestic employees; requires written agreements for domestic workers covering wages, sick leave, benefits, and other matters; allows domestic workers to request and receive changes to work schedules due to personal events; sets forth certain privacy rights for domestic workers; expands coverage to domestic workers under Title VII of the Civil Rights Act of 1964 against discrimination in employment; and increases the federal medical assistance percentage (FMAP) for certain Medicaid-funded medical services provided by domestic workers. The Department of Labor shall (1) award grants for a domestic worker national hotline for reporting emergencies, training on hazards facing domestic workers, and workforce investment activities for domestic workers; and (2) establish a Domestic Worker Wage and Standards Board to investigate standards in the domestic workers industry. Labor must provide domestic workers with a document that describes the rights and protections under the domestic workers bill of rights. The Department of Health and Human Services must collect state Medicaid program data on the personal or home care aide workforce.

This resolution states that immigrants and their descendants have made America stronger and naturalized citizens are just as American as those whose families have been in the United States for generations. It also expresses a commitment to keep America open to those who lawfully seek refuge from violence and oppression and those willing to work hard to achieve the American Dream, regardless of race, ethnicity, faith, or country of origin. The resolution strongly condemns as racist the President’s comments about immigrants and those who look to the President like immigrants and states that these have legitimized hatred of new Americans and people of color, including his reference to immigrants and asylum seekers as “invaders.”

Recovering America’s Wildlife Act of 2019 This bill provides funding for (1) the conservation or restoration of wildlife and plant species of greatest conservation need; (2) the wildlife conservation strategies of states, Indian tribes, or territories; or (3) wildlife conservation education and recreation projects. The Department of the Interior must use a portion of the funding for a grant program. The grants must be used for innovative recovery efforts for species of greatest conservation need, species listed as endangered or threatened species, or the habitats of such species.

Law Enforcement Suicide Data Collection Act This bill directs the Federal Bureau of Investigation (FBI) to establish a new program—the Law Enforcement Officers Suicide Data Collection Program—to prevent and understand law enforcement suicides. Federal, state, and local law enforcement agencies may submit to the FBI, and the FBI must report on, data about suicides and attempted suicides of current and former officers.

Strategic and Humane Southern Border Migrant Response Act This bill imposes requirements related to the handling of migrants from Northern Triangle countries (El Salvador, Guatemala, and Honduras) and terminates certain policies requiring asylum seekers to wait in Mexico before applying and while cases are pending. The President shall report on a plan for processing asylum seekers apprehended at the U.S.-Mexico border. The Department of Homeland Security (DHS) shall establish a task force to implement the plan. Customs and Border Protection (CBP) shall maintain family unity to the greatest extent possible, unless there is a legal requirement or safety concern requiring otherwise. DHS shall (1) make every effort to ensure that apprehended individuals have access to bathrooms and showers, water, appropriate nutrition, hygiene, and sanitation (currently, the statute only requires access to food and water); (2) establish uniform medical screening procedures for detained individuals and programs that provide alternatives to detention; (3) increase its capacity to care for families and unaccompanied children by contracting with qualified entities and hiring additional CBP officers; and (4) restore a program that allowed certain minors in Northern Triangle countries to apply for refugee status without traveling to the United States. The Government Accountability Office and DHS Inspector General shall audit and conduct uninspected inspections of detention facilities. Any Member of Congress may inspect such facilities without prior notification The Department of State shall work with the United Nations to increase the capacity of Northern Triangle countries and Mexico to handle and care for those seeking refugee resettlement.

Trusted Traveler Reconsideration and Restoration Act of 2019 This bill directs (1) the Government Accountability Office to review Department of Homeland Security (DHS) trusted traveler programs, and (2) DHS to extend the enrollment period where an individual's participation in a trusted traveler program was revoked in error.

Weatherizing Infrastructure in the North and Terrorism Emergency Readiness Act of 2019 This bill requires the Department of Homeland Security to develop and conduct a collective-response-to-terrorism exercise that includes managing cascading effects on critical infrastructure, such as an extreme cold-weather event caused by a polar vortex.

Short-Term Detention Standards Act This bill requires U.S. Customs and Border Protection (CBP) to make every effort to ensure that apprehended individuals are given access to appropriate temporary shelter, bathrooms and shower facilities, water, appropriate nutrition, hygiene, personal grooming items, and sanitation needs. Currently, CBP is only required to make every effort to provide food and water.

Fair and Open Skies Act This bill prohibits the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements under the United States-European Union Air Transport Agreement of April 2007, unless DOT finds that issuing the permit or exemption would be consistent with Article 17 bis of the agreement, which provides that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure compliance with Article 17 bis . The bill modifies policy considerations relating to air carrier certificates to require DOT to consider preventing entry into U.S. markets by flag of convenience carriers (i.e., foreign air carriers established in a country other the home country of their majority owner in order to avoid regulations of the home country) and preventing the undermining of labor standards. In carrying out such air carrier certificate requirements, DOT must consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy relating to the elimination of discrimination and unfair competition, the Department of State and DOT must include in their considerations the undermining of labor standards.

Clean Water Standards for PFAS Act of 2019 This bill requires the Environmental Protection Agency (EPA) to address certain perfluoroalkyl and polyfluoroalkyl substances, commonly known as PFAS. These man-made substances may have adverse human health effects. A variety of products contain these substances, such as nonstick cookware, waterproof clothing, stain-resistant fabrics, food packaging, and fire-fighting foams. The bill requires the EPA to expand the list of toxic pollutants under the Clean Water Act to include such substances. In addition, the EPA must develop effluent standards and pretreatment standards for the substances.

Federally Requiring Earned Education-debt Discharges for Vets Act or the FREED Vets Act This bill requires the Department of Education (ED) to automatically discharge loans under the Federal Family Education Loan program for certain borrowers who are veterans of the U.S. Armed Forces. Specifically, ED must automatically discharge a veteran borrower's loan when the Department of Veterans Affairs has assigned the borrower a rating of total disability for a service-connected disability or has determined the borrower to be unemployable due to a service-connected condition, determine whether a state might impose a tax liability for the discharge of such a loan, and provide the borrower with a notification related to potential tax liability and an opportunity to opt out of such loan discharge.

Greg LeMond Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Greg LeMond, in recognition of his contributions to the nation as an athlete, activist, role model, and community leader.

National Opposition to Hate, Assault, and Threats to Equality Act of 2019 or the NO HATE Act This bill establishes various grants within the Department of Justice for states and units of local government to improve law enforcement activities to address hate crimes, including by improving the reporting of hate crime data to relevant national systems. It also allows a court to order, as a penalty for a violation of a federal hate crime statute, a defendant to participate in educational classes or community service related to the community harmed by the defendant's offense as part of a supervised release.

Therapeutic Fraud Prevention Act of 2019 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

This resolution expresses support for (1) equal rights and protections for all people, regardless of actual or perceived sexual orientation or gender identity; and (2) the designation of LGBTQ Equality Day on June 26 to commemorate Supreme Court decisions handed down on that day in 2003, 2013, and 2015. The resolution also acknowledges the need for further legislation to ensure that people in the United States are free from all forms of discrimination on the basis of actual or perceived sexual orientation or gender identity.

Water Resources Research Amendments Act This bill reauthorizes through FY2023 the water resources research program and otherwise revises the program, including by increasing the federal share of grant funding under the program for water resources research and technology institutes.

Restore Honor to Service Members Act This bill requires the Department of Defense (DOD) to review the discharge characterization of a service member who was discharged on the basis of sexual orientation (i.e., on the basis of Don't Ask Don't Tell or a similar policy) if the service member requests such a review. If the service member's discharge is characterized as other than honorable, and if there were no aggravating circumstances that would have independently caused the discharge to be characterized as other than honorable, then DOD must change its characterization of the discharge to honorable.

LGBTQ Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine in which data sets information about sexual orientation and gender identity is not included, and to assess needed changes in survey methods related to asking questions on sexual orientation and gender identity. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity.

Jumpstart Our Businesses by Supporting Students Act of 2019 or the JOBS Act of 2019 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. It also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the National and Community Service Administration; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; and (4) modifies the calculation of national service educational awards. Furthermore, the bill creates a 21st Century American Service Outreach Program to notify individuals age 17 and not more than age 30 about their eligibility to participate in national service programs,; increases living stipends for such volunteers and the cap on such full-time positions; provides a living allowance to members of the National Civilian Community Corps, under specified conditions; and provides an exclusion from gross income, for income tax purposes, for such educational awards and living allowances.

Public Service Freedom to Negotiate Act of 2019 This bill prohibits strikes by certain individuals and requires the issuance of rules that provide for federal minimum standard collective bargaining rights and procedures. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that would probably result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

School Food Modernization Act This bill provides for loan guarantees and grants to support healthy meals under the National School Lunch Program and School Breakfast Program. The bill directs the Department of Agriculture (USDA) to issue loan guarantees to local educational agencies (LEAs), school food authorities, tribal organizations, and other eligible entities to finance infrastructure improvements or equipment purchases to facilitate their provision of healthy meals through the school meal programs. USDA must also award competitive matching grants to assist LEAs, school food authorities, and tribal organizations in purchasing the durable equipment and infrastructure they need to serve healthier meals and improve food safety. USDA must give preference under both programs to applicants that demonstrate a substantial or disproportionate need for food service infrastructure or durable equipment, and shall establish fees for the loan guarantee program. In addition, USDA must award competitive matching grants to experienced third-party training institutions to provide school food service personnel with the training and technical assistance they need to (1) meet or exceed nutrition standards under the school meal programs, and (2) improve the efficacy and efficiency of the school meal programs.

This resolution (1) recognizes the increase in educational opportunities, including in sports, for women and girls since the passage of title IX of the Education Amendments of 1972; and (2) encourages the Department of Education and Department of Justice to ensure that students have a safe learning environment by working to ensure schools prevent and respond to discrimination and harassment on the basis of sex.

Opioid Workforce Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for hospitals that have addiction or pain medicine programs, with an aggregate increase of 1,000 positions over a five-year period.

National Green Bank Act of 2019 This bill establishes a U.S. Green Bank to finance climate change mitigation and adaptation projects at the state and local level by capitalizing regional, state, and municipal green banks. The Department of the Treasury must issue green bonds to provide the bank with (1) an initial capitalization of $10 billion; and (2) additional capitalization, upon the bank's request, of no more than $50 billion in aggregate at any one time. The bill also establishes in the Treasury a revolving Green Bank Establishment Fund.

Real-Time Beneficiary Drug Cost Bill This bill provides statutory authority for certain provisions of the Centers for Medicare & Medicaid Services rule titled "Modernizing Part D and Medicare Advantage to Lower Drug Prices and Reduce Out-of-Pocket Expenses," published on May 23, 2019. The rule requires, in part, Medicare prescription drug plan sponsors to implement an electronic, real-time benefit tool that is capable of integrating with at least one prescriber's electronic prescribing system or electronic health record. The tool must provide prescribers with patient-specific, real-time formulary and benefit information, including information regarding cost-sharing, formulary alternatives, and utilization management requirements. The rule takes effect January 1, 2021.

Hold Accountable and Lend Transparency on Campus Sexual Violence Act or the HALT Campus Sexual Violence Act This bill addresses dating violence, domestic violence, sexual assault, or stalking incidents on college campuses, including by expanding requirements governing the disclosure of such incidents and efforts to prevent them. The bill requires the Department of Education (ED) to develop a biennial sexual violence climate survey. Statistics from the survey must be included in the annual campus security report provided by institutions of higher education (IHEs) to current and prospective students and employees. The bill permits ED to impose civil penalties on IHEs that have violated a law under the jurisdiction of its Office for Civil Rights. It also directs ED, the Department of Health and Human Services, and the Department of Justice to create a campus sexual violence task force.

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

Defending All Veterans In Education Act or the DAVIE Act This bill requires a for-profit institution of higher education (IHE), in order to participate in federal student-aid programs, to derive at least 20% of its revenue from sources other than federal funds. Current law requires a for-profit IHE to derive at least 10% of its revenue from sources other than federal funds. The bill also expands the definition of federal funds to include GI education benefits, with an exception for the monthly housing stipend provided under the Post-9/11 Educational Assistance Program.

Nuclear Energy Leadership Act This bill addresses nuclear energy innovation. Among other things, the bill directs the Department of Energy (DOE) to (1) establish a long-term nuclear power purchase agreement pilot program; (2) advance the research and development of domestic advanced, affordable, and clean nuclear energy; (3) develop a 10-year strategic plan for its Office of Nuclear Energy; (4) provide for a versatile, reactor-based fast neutron source; (5) establish a program to make available high-assay, low-enriched uranium for use in commercial or noncommercial advanced nuclear reactors; and (6) provide competitive grants to develop the capability to transport high-assay, low enriched uranium. DOE, the National Nuclear Security Administration, and the Nuclear Regulatory Commission must jointly establish a University Nuclear Leadership Program to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education.

LGBTQ Essential Data Act This bill directs the Centers for Disease Control and Prevention to take measures to increase the frequency of collection of information on the sexual orientation and gender identity of deceased individuals through the National Violent Death Reporting System.

JROTC Cyber Training Act This bill directs the Department of Defense to implement a program to prepare Junior Reserve Officers' Training Corps students for careers in computer science and cybersecurity. The program may include such elements as internships and cooperative research opportunities, funding for training of instructors, activities to improve the quality of training in these fields, and informal education.

United States Call Center Worker and Consumer Protection Act of 2019 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Improving Mental Health Access for Students Act This bill requires institutions of higher education (IHEs) that participate in federal student aid programs to share contact information for suicide prevention resources with students. If IHEs distribute student identification cards, then they must include on the cards phone numbers for the National Suicide Prevention Lifeline, the Crisis Text Line, and a campus mental-health center or program. If IHEs do not create such cards, then they must publish the numbers on the IHEs' websites.

Mental Health Parity Compliance Act This bill revises the mental health parity rules to require private health insurance plans that offer both medical and mental health coverage to prepare a comparative analysis of nonquantitative treatment limitations (NQTLs). (NQTLs are limitations on the scope or duration of benefits for treatment, such as preauthorization requirements.) The comparative analysis must be available for the Department of Health and Human Services upon request and must include (1) a description of the NQTL and the specific services to which it applies, (2) the factors used to determine when the NQTL will apply, and (3) a description of how the NQTLs applicable to mental health or substance use disorder benefits are comparable to, and no more stringent than, the NQTLs applicable to medical or surgical benefits, among other information.

Feed Emergency Enhancement During Disasters Act or the FEEDD Act This bill modifies the federal crop insurance program to authorize agricultural producers who harvest second crops as a result of a prevented planting to be eligible for specific crop insurance if certain conditions are met. Specifically, a producer may collect an indemnity that is equal to 100% of the prevented planting guarantee for the acreage of the first crop if (1) the acres planted are in an area with low hay or forage supplies due to widespread excessive moisture, flood, or drought; (2) the second crop will be planted with an intended use of animal feed that is hayed, gazed, or chopped; and (3) the second crop will be donated or used by the producer.

Improving Legal Services for Female Veterans Act This bill requires the Department of Veterans Affairs to establish a partnership with at least one nongovernmental organization to provide legal services to women veterans. The partnership must focus on the 10 highest unmet needs of women veterans as identified by the Community Homelessness Assessment, Local Education and Networking Groups (CHALENG) survey.

Broadband Data Improvement Act of 2019 This bill requires (1) broadband service providers to fulfill certain reporting requirements, and (2) the Federal Communications Commission (FCC) to establish a challenge process to aid in broadband mapping. Specifically, the bill requires each provider to report certain information regarding the geographic availability of broadband service it provides. The FCC must contract with an entity to provide data submission assistance to a provider that is unable to comply with this reporting requirement. Among other responsibilities, such entity shall provide support for the required challenge process and establish an ongoing data validation and verification process. The FCC is also required to establish a framework for a process whereby information challenging the accuracy of the National Broadband Map may be submitted. Subject to the challenge process and feedback received therefrom, specified federal agencies shall use the National Broadband Map to determine the extent of broadband availability and the areas of the United States that remain unserved.

Domestic Terrorism Documentation and Analysis of Threats in America Act or the Domestic Terrorism DATA Act This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between international terrorism and domestic terrorism. Specifically, the bill requires the Department of Homeland Security (DHS), the Department of Justice, and the Federal Bureau of Investigation to submit joint reports on domestic terrorism. Additionally, the Science and Technology Directorate within DHS must do the following: create a National Center for the Study of Domestic Terrorism to advance research on trends in domestic terrorism, and report on international terrorism that has a nexus to such trends.

Puppies Assisting Wounded Servicemembers Act of 2019 or the PAWS Act of 2019 This bill authorizes the Department of Veterans Affairs to provide service dogs to veterans with mental illnesses, including post-traumatic stress disorder, regardless of whether they have a mobility impairment.

Puppies Assisting Wounded Servicemembers Act of 2019 or the PAWS Act of 2019 This bill requires the Department of Veterans Affairs (VA) to implement a grant program for the purpose of pairing service dogs with eligible veterans. Organizations that receive grants shall provide veterinary health insurance coverage, hardware, and travel expenses for each service dog and veteran participating in the program. Eligible veterans are those who (1) are enrolled in the VA health care system, (2) have been evaluated and treated for post-traumatic stress disorder (PTSD) but remain diagnosed with PTSD, (3) may benefit from a service dog, and (4) agree to successfully complete training provided by an eligible organization. Veterans are required to see a VA health care provider at least once every six months to determine whether the veteran continues to benefit from a service dog. Eligible organizations are nonprofit organizations that provide service dogs to veterans with PTSD, meet publicly available standards set forth by the Association of Service Dog Providers for Military Veterans, have expertise in the needs of veterans with PTSD, agree to cover all costs in excess of the grant amount to guarantee the benefits of the program, agree to reaccept or replace a service dog provided to a veteran, and submit an application to the VA. Any improvement in PTSD symptoms as a result of the provision of a service dog shall not affect the veteran's eligibility for any other VA benefits. The Government Accountability Office must report on the grant program.

Wounded Warrior Service Dog Act of 2019 This bill provides for the establishment of program for the provision of service dogs to certain Armed Forces members. It requires the Department of Defense to establish a K-9 Service Corps Program to award grants to nonprofit organizations to assist them in planning, designing, establishing, or operating programs to provide assistance dogs to members with a disability who are receiving receiving medical treatment, recuperation, or therapy; those in medical hold or medical holdover status; or those on the temporary disability retired list in cases where medical principles indicate that the disability may be of a permanent nature.

Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.
