School Milk Nutrition Act of 2019 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture. The bill permits schools participating in the program to offer students low-fat flavored milk.

Partnership Fund for Peace Act of 2019 This bill requires the U.S. Agency for International Development (USAID) to establish the Partnership Fund for Peace for promoting economic development in Palestine and reconciliation between Israelis and Palestinians. Specifically, the bill directs the USAID to establish this fund to finance (1) small and medium-sized Palestinian entrepreneurs and companies in order to promote the private sector and create jobs in Palestinian territories, and (2) people-to-people peacebuilding programs that support reconciliation between Palestinians and Israelis. An economic partnership, entrepreneur, or company requesting support from the fund must include a Palestinian entrepreneur or company as a partner. A people-to-people partnership requesting support from the fund must include a nonprofit organization that brings Palestinians and Israelis together for reconciliation or nonprofit organizations that further reconciliation between Arab and Jewish citizens of Israel.

Creating Opportunities through Defense Engineering Requirements Act of 2019 or the CODER Act of 2019 This bill modifies processes for the acquisition of software for the Department of Defense (DOD). It requires DOD to establish guidance for the use of pathways for the rapid acquisition of software applications and upgrades that are intended to be fielded within one year: An applications pathway shall provide for the use of rapid development and implementation of applications to be used with commercially available hardware. An upgrades pathway shall provide for the rapid development and insertion of software upgrades for hardware systems solely used by DOD. The bill requires DOD to establish software development and acquisition training and management programs enabling software personnel to earn a certification in software development and acquisition.

Comprehensive TB Elimination Act of 2019 This bill reauthorizes for FY2020-FY2025 and revises the tuberculosis (TB) prevention and treatment grant program administered by the Centers for Disease Control and Prevention. The Health Resources and Services Administration may also award grants to state and local governments and federally qualified health centers for TB prevention and treatment efforts. Additionally, the Government Accountability Office must report on national TB prevention and treatment efforts.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

This resolution recognizes the 75th anniversary of the amphibious landing of the allied forces on D-Day, June 6, 1944, at Normandy, France, during World War II. The resolution expresses appreciation to the members of the U.S. and allied forces who participated in the operations, as well as all others who contributed to the success of the operations; recognizes the landing as a decisive point in history that led to world leadership and a free people committed to modern liberal democracy and all its tenets; recognizes the importance of World War II history and D-Day as symbols of the costs of freedom, the perils of fascism, and the nature of U.S. global alliances and partnerships; thanks the young people of the allies for their involvement in events celebrating the anniversary of the Normandy landings; calls for expanding educational efforts about the lessons of World War II; recognizes the efforts of France and the people of Normandy to preserve the world heritage represented by the Normandy beaches and the sunken material remains of the landings by inscribing these on the UNESCO World Heritage List; requests the President to issue a proclamation recognizing the living veterans of the campaign; and calls on the people of the United States to observe the 75th anniversary.

Securing American Science and Technology Act of 2019 This bill establishes a working group and a roundtable related to the security of science and technology. The bill directs the National Science and Technology Council to establish an interagency working group to coordinate activities to protect federally funded research and development from foreign interference, cyberattacks, theft, or espionage and to identify and track threats. The National Science Foundation, the Department of Energy, and the Department of Defense shall enter into an agreement with the National Academies of Science, Engineering, and Medicine to create a new National Science, Technology, and Security Roundtable.

Women's Health Protection Act of 2019 This bill prohibits state or local governments from imposing certain restrictions on access to abortion services. Specifically, state or local government may not require unnecessary tests or procedures in connection with the provision of abortion services, the same health care provider who provides abortion services to perform such tests or procedures, providers to offer medically inaccurate information to patients before or during abortion services, providers to refrain from prescribing certain drugs, certain hospital facility transfer agreements, one or more medically unnecessary in-person visits, or patients to disclose the reason for seeking abortion services. The bill also prohibits limitations or requirements that both single out and impede access to abortion services based on a number of factors (e.g., restrictions that are reasonably likely to decrease the availability of abortion services in a state). A state or local government also may not prohibit abortions prior to fetal viability nor prohibit abortions after fetal viability in cases where the health care provider determines that continuing the pregnancy poses a risk to the patient's life or health. Additionally, the Department of Justice, individuals, or health care providers may bring a lawsuit to prospectively enjoin a limitation or restriction that is prohibited by this bill. The bill further requires the government defending such a limitation or restriction to show that (1) it significantly advances the safety of abortion services or patient health, and (2) such advancement cannot be met by a less-restrictive measure.

American Grown Act This bill permits funds appropriated or otherwise available to a federal agency to be used for the procurement of a cut flower or cut green for decorative use only if it is produced in the United States.

This bill amends the Internal Revenue Code to provide that installment payment of taxes on deferred foreign income shall not prevent a credit or refund of overpayments of tax or an increase in estimated taxes.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2019 or the DISCLOSE Act of 2019 This bill expands prohibitions and requires additional disclosures related to political spending. Specifically, foreign nationals are further restricted regarding their involvement in election related activity, including by prohibiting their participation in the decision-making process regarding an election expenditure. Existing foreign money prohibitions are expanded to prohibit disbursements for paid internet or digital communications. The Federal Election Commission must perform an audit after each election cycle to determine the incidence of illicit foreign money. In general, organizations making political expenditures must disclose donors who have contributed $10,000 or more during an election cycle. Certain of these organizations, including corporations, must also disclose their beneficial owners. The bill requires organizations to provide additional disclosures on certain political ads, including the donors who contributed the most money to that organization in the last year.

Extinction Prevention Act of 2019 This bill requires the Department of the Interior to provide financial assistance for the conservation of butterflies and moths in North America; plant species in Hawaii, Guam, American Samoa, and the Northern Mariana Islands; freshwater mussels in the United States; and bony fish found in desert ecosystems in Arizona, California, Colorado, Nevada, New Mexico, and Utah. Among other things, the bill establishes the North America Butterfly Conservation Fund, the Pacific Islands Plant Conservation Fund, the Freshwater Mussels Conservation Fund, and the Southwest Desert Fish Conservation Fund. In selecting projects for assistance, Interior must prioritize projects that conserve threatened and endangered species.

Respond to the Needs in the Opioid War Act or the Respond NOW Act This bill establishes the Opioid Epidemic Response Fund through FY2024 to fund programs and activities addressing the opioid and substance use epidemic, including Substance Abuse and Mental Health Services Administration demonstration grants; Centers for Disease Control and Prevention surveillance, prevention, and treatment programs; Food and Drug Administration support of innovation in non-opioid and nonaddictive medical products for pain treatment; National Institutes of Health research on creating longer-lasting or faster-acting antidotes for opioid overdoses; Health Resources and Services Administration efforts to increase the availability and capacity of the behavioral health workforce; and Administration for Children and Families programs for child abuse prevention and treatment. The bill also extends funding through FY2024 for programs to help states and tribal organizations address substance use prevention and treatment, allows a practitioner to dispense narcotic drugs for maintenance treatment or detoxification treatment to an increased number of patients under specified conditions, and includes methadone treatment in Medicare coverage.

Eastern Mediterranean Security and Energy Partnership Act of 2019 This bill authorizes the Department of State to enter into cooperative agreements to enhance cooperation on energy matters between the United States and Israel, Greece, and Cyprus. The Department of Energy may establish a joint U.S.-Eastern Mediterranean Energy Center in the United States to further dialogue and academic cooperation in energy innovation technology, water science, and technology transfer. An existing ban on transferring defense articles and services on the U.S. Munitions List to Cyprus is modified to allow for such transfers if Cyprus is the end user of the articles or services. Specifically, the State Department shall not deny exports, reexports or transfers of defense articles and services to or from Cyprus if the request is made by or on behalf of Cyprus and if Cyprus is the end user of such articles or services. No funds may be obligated or expended to facilitate the transfer of an F-35 aircraft (or to provide any related items or data) to Turkey unless the President certifies to Congress that Turkey does not plan to accept delivery of the S-400 air defense system from Russia. The State Department shall report on (1) a strategy for enhancing security and energy cooperation with Eastern Mediterranean countries, (2) malign Russian influence in the region, and (3) violations of Cyprus's exclusive economic zone and Greece's sovereign territory in the Aegean Sea.

Stopping Harmful Image Exploitation and Limiting Distribution Act of 2019 or the SHIELD Act of 2019 This bill establishes a new criminal offense related to the distribution of intimate visual depictions. Specifically, it makes it a crime to knowingly distribute (or intentionally threaten to distribute) an intimate visual depiction of an individual (1) with knowledge of or reckless disregard for the individual's lack of consent and reasonable expectation of privacy, and (2) without a reasonable belief that distributing the depiction touches a matter of public concern. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both.

Securing the Rights our Veterans have Earned Act of 2019 or the SERVE Act of 2019 The bill expands eligibility for Department of Veterans Affairs hospital care, medical services, and nursing home care to former members of the Armed Forces who were discharged from service under conditions other than honorable or with an entry-level separation by reason of sexual orientation or gender identity (including by reason of a gender dysphoria diagnosis).

Military Spouse Hiring Act This bill expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A "qualified military spouse" is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

Secure 5G and Beyond Act of 2019 This bill requires the President, in consultation with relevant federal agencies, to develop a strategy to secure and protect U.S. fifth and future generations (5G) systems and infrastructure. Such strategy shall (1) ensure the security of 5G mobile telecommunications systems and infrastructure within the United States; (2) assist mutual defense treaty allies, strategic partners, and other countries in maximizing the security of 5G systems and infrastructure; and (3) protect the competitiveness of U.S. companies, privacy of U.S. consumers, and integrity of standards-setting bodies against political influence.

No Passport Fees for Heroes' Families Act This bill waives the passport fees for certain family members of a member of the Armed Forces if the family members are traveling abroad to visit the Armed Forces member in the hospital. This waiver applies to the husband, wife, domestic partner, children, parents, grandparents, and siblings of an Armed Forces member.

Protecting America's First Responders Act This bill revises the Public Safety Officers' Benefits Program. That program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or injured in the line of duty. Specifically, it revises the payment amount of disability benefits for claims pending more than one year. The amount must be based on the date of the adjudication of such claim rather than the date of the injury. It also increases the interim benefit payment amount and adjusts it based on the Consumer Price Index. Additionally, the payment amount of death benefits must be the greater of (1) the amount payable as of the date of the public safety officer's death, or (2) the amount payable based on the date of the adjudication of the claim. Currently, such amount is based only on the date of death. Next, the bill includes within the definition of firefighter for purposes of benefits an individual whose primary duty during an emergency response is to secure the scene or manage traffic. Further, the bill allows applicants who were denied benefits in the previous three years to reapply for benefits. The Bureau of Justice Assistance of the Department of Justice (DOJ) must use all available investigative tools, including subpoenas, to (1) expedite the processing of a claimant's eligibility for a death, disability, or education benefit; and (2) obtain necessary information from third parties (e.g., public agencies). Finally, DOJ must provide retroactive educational assistance to eligible survivors of public safety officer.

Physical Therapist Workforce and Patient Access Act of 2019 This bill makes the provision of physical therapy services a profession eligible for the National Health Service Corps (NHSC) Loan Repayment Program. The NHSC Loan Repayment Program assists specified health care professionals to repay eligible student loans in exchange for providing services in areas with limited access to health care.

PFAS Monitoring Act of 2019 This bill directs the Environmental Protection Agency (EPA) to test public water systems for certain perfluoroalkyl and polyfluoroalkyl substances (PFAS) in drinking water. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Initially, the EPA must monitor for at least 30 PFAS. Within two years, the EPA must validate one or more test methods for monitoring the total amount of all PFAS.

Protecting LGBTQ Youth Act This bill expands programs that prevent and treat child abuse and neglect to address issues facing lesbian, gay, bisexual, and transgender youth. Specifically, these programs include (1) research and reporting requirements, (2) providing technical assistance, (3) grants to states and local agencies to train child-welfare personnel, and (4) community-based prevention-service grants, among others.

Tyler Clementi Higher Education Anti-Harassment Act of 2019 This bill addresses harassment at institutions of higher education (IHEs). Harassment includes certain conduct undertaken through technological means that limits a student's ability to benefit from the IHE's programs, or creates a hostile or abusive educational environment at the school. Specifically, the bill requires each IHE to include in its annual security report a statement of policy regarding harassment on the basis of a student's actual or perceived race, color, national origin, sex (including sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, and a sex stereotype), disability, or religion. In addition, the Department of Education may award grants to IHEs to initiate, expand, or improve programs to (1) prevent the harassment of students; (2) provide counseling or redress services to students who have been harassed or accused of subjecting other students to harassment; or (3) educate and train students, faculty, or staff to prevent harassment or address harassment if it occurs.

Pregnant Workers Fairness Act This bill prohibits employment practices that discriminate against making reasonable accommodations for job applicants or employees affected by pregnancy, childbirth, or related medical conditions. Specifically, the bill declares that it is an unlawful employment practice to (1) fail to make reasonable accommodations to known limitations of such job applicants or employees, unless the accommodation would impose an undue hardship on an entity's business operation; (2) deny employment opportunities based on the need of the entity to make such reasonable accommodations to an applicant or employee; (3) require such job applicants or employees to accept an accommodation that they do not want, if such accommodation is unnecessary to perform the job; (4) require such employees to take paid or unpaid leave if another reasonable accommodation can be provided to their known limitations; or (5) take adverse action in terms, conditions, or privileges of employment against an employee requesting or using such reasonable accommodations. The bill sets forth enforcement procedures and remedies under various statutes that cover different types of employees in relation to such unlawful employment practices. The Equal Employment Opportunity Commission must provide examples of reasonable accommodations that shall be provided to affected job applicants or employees unless the employer can demonstrate that doing so would impose an undue hardship. The bill prohibits state immunity under the Eleventh Amendment to the Constitution from an action for a violation of this bill.

Methane Waste Prevention Act of 2019 This bill addresses methane emissions from oil and gas operations. (Methane is emitted during the production and transport of coal, natural gas, and oil.) The bill provides statutory authority for the Environmental Protection Agency rule titled Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources , published on June 3, 2016. The bill directs the Department of the Interior to establish specified requirements for reducing and preventing the waste of natural gas, including by venting, flaring, and fugitive releases, from all oil and gas operations; and measuring and reporting the production and disposition of all gas subject to the mineral leasing laws, all such gas produced, consumed on site, or lost through venting, flaring, or fugitive releases. All such requirements shall include consistent enforcement mechanisms for any operations not in compliance with them.

Breast Cancer Research Stamp Reauthorization Act of 2019 This bill reauthorizes through December 31, 2027, provisions requiring the U.S. Postal Service to issue a special postage stamp for first-class mail that costs more than the regular first-class stamp to raise funds for breast cancer research.

Cyber Ready Workforce Act This bill directs the Department of Labor to award grants to workforce intermediaries (entities that facilitate the establishment of registered apprenticeship programs and that may partner with a business or community-based organization, or specified other partners) to support the establishment, implementation, and expansion of such programs in cybersecurity.

Election Security Act of 2019 This bill addresses election security through grant programs and requirements for voting systems and paper ballots. The bill establishes requirements for voting systems, including that systems (1) use individual, durable, voter-verified paper ballots; (2) make a voter's marked ballot available for inspection and verification by the voter before the vote is cast; (3) ensure that individuals with disabilities are given an equivalent opportunity to vote, including with privacy and independence, in a manner that produces a voter-verified paper ballot; and (4) be manufactured in the United States. The National Science Foundation must award grants to study, test, and develop accessible voter-verified paper ballot voting and best practices to enhance the accessibility of such voting for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. The Election Assistance Commission (EAC) must award grants to states to (1) replace certain voting systems, carry out voting system security improvements, and implement and model best practices for ballot design, ballot instructions, and the testing of ballots; and (2) conduct risk-limiting audits. The bill provides for information sharing with states regarding threats to election infrastructure. The Department of Homeland Security must issue a national strategy to protect against cyberattacks, influence operations, disinformation campaigns, and other activities that could undermine the security and integrity of democratic institutions. The EAC must provide for the testing of voting system hardware and software and decertify such technology that does not meet guidelines.

Preserving Overseas Immigration Services Act This bill prohibits the Department of Homeland Security from closing or consolidating any field office of the International Operations Division of the Refugee, Asylum, and International Operations Directorate of U.S. Citizenship and Immigration Services unless it obtains the approval of specified congressional committees.

ABLE Accounts for Veterans Act of 2019 This bill requires the Social Security Administration to exclude contributions made by certain disabled veterans to state-sponsored savings accounts that allow eligible individuals to save for qualified disability expenses when determining whether such veterans have exceeded a specified earnings limit for Social Security Disability Insurance benefits.

Purple Heart Freedom to Work Act This bill increases the monthly income limit that is used to determine whether certain Purple Heart recipients are eligible for Social Security Disability Insurance (SSDI) benefits. Specifically, when making such determinations with respect to Purple Heart recipients who are entitled to SSDI benefits based on combat-related injuries, the Social Security Administration must use the limit that applies to individuals who are blind rather than the lower limit that applies to other SSDI recipients. In addition, the bill phases out SSDI benefits for these Purple Heart recipients, with benefits reduced by $1 for every $4 of earnings in excess of the limit.

Safe Schools Improvement Act of 2019 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to (1) limit students' ability to participate in, or benefit from, school programs; or (2) create a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

PFAS Waste Incineration Ban Act of 2019 This bill requires the Environmental Protection Agency (EPA) to promulgate regulations to address the disposal by incineration of perfluoroalkyl or polyfluoroalkyl substances, commonly referred to as PFAS. These substances are man-made and may have adverse human health effects. A variety of products contain the substances, such as nonstick cookware or weatherproof clothing. The EPA must promulgate regulations to prohibit the disposal by incineration of foam that contains PFAS and is used to fight fire. In addition, the EPA must promulgate regulations (1) identifying additional wastes containing PFAS for which a prohibition on incineration may be necessary to protect human health and the environment, and (2) prohibiting such disposal of the identified wastes.

PFAS Right-To-Know Act This bill requires the Environmental Protection Agency (EPA) to include all perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFAS, in the Toxic Release Inventory of chemicals. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Certain industrial facilities that manufacture, process, or use PFAS must annually report to the EPA on their PFAS releases, which will be included in the Toxic Release Inventory.

Deferred Removal for Iraqi Nationals Including Minorities Act of 2019 This bill defers the removal of qualified Iraqi nationals from the United States for two years from the date of the bill's enactment. To qualify, an Iraqi national shall (1) have been ordered removed to Iraq before the date of the bill's enactment, and (2) have resided in the United States on or before January 1, 2014. Aliens under removal deferral under this bill (1) shall be authorized for employment, and (2) may not be detained for immigration status-related reasons or for a motion by the alien to reopen removal proceedings. An alien shall not receive removal deferral under this bill where (1) the Department of Homeland Security determines that the alien is directly responsible for specific and significant harm to U.S. security, (2) the alien voluntarily returns to Iraq, or (3) the alien is subject to extradition.

Prevent Blood Loss with Emergency Equipment Devices Act of 2019 or the Prevent BLEEDing Act of 2019 This bill authorizes the use of Department of Homeland Security (DHS) grant funds for certain anti-blood loss purposes. Specifically, a grant under the Urban Area Security Initiative or the State Homeland Security Grant Program may be used to purchase or distribute anti-blood loss supplies (tourniquets, gauze, dressings, or other appropriate materials) for use in medical emergencies in places where people gather; to provide training on the proper use of anti-blood loss supplies to enhance public safety; or to make grants to an eligible entity for such purposes. DHS shall (1) allocate such funds by a formula developed by DHS that takes into consideration the relative populations of each geographic area for which a grant is made; and (2) conduct outreach to inform state, local, and tribal governments and high-risk urban areas that apply for grants under that initiative or program of the availability of funds under this bill.

Great Lakes Environmental Sensitivity Index Act of 2019 This bill requires the National Oceanic and Atmospheric Administration to update at least once every seven years its environmental sensitivity index products for each coastal area of the Great Lakes. An environmental sensitivity index product is a map or similar tool that is utilized to identify sensitive shoreline resources prior to an oil spill event.

Protecting the Right to Organize Act of 2019 This bill amends the National Labor Relations Act and related labor laws to extend protections to union workers. Specifically, it revises the definition of "employee" and "supervisor" to prevent employers from classifying employees as exempt from labor law protections, expands unfair labor practices to include prohibitions against replacement of or discrimination against workers who participate in strikes, makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership, permits workers to participate in collective or class action litigation, allows injunctions against employers engaging in unfair labor practices involving discharge or serious economic harm to an employee, expands penalties for labor law violations, including interference with the National Labor Relations Board or causing serious economic harm to an employee, and allows any person to bring a civil action for harm caused by labor law violations or unfair labor practices.

Securing American Nonprofit Organizations Against Terrorism Act of 2019 This bill establishes in the Department of Homeland Security a Nonprofit Security Grant Program, under which the Federal Emergency Management Agency (FEMA) shall make grants to eligible nonprofit organizations (tax-exempt organizations and those determined to be at risk of a terrorist attack) for target hardening and other security enhancements to protect against terrorist attacks.

Fentanyl Sanctions Act This bill establishes programs to address illicit opioid trafficking and imposes sanctions on foreign individuals and entities involved in such activities. The President shall impose sanctions on foreign individuals and entities identified as opioid traffickers or those that own, control, or supply opioid precursors. The sanctions include bans on (1) receiving loans, (2) foreign exchange transactions, (3) property transactions, and (4) certain investments that fall under U.S. jurisdiction. The President may waive sanctions on certain parties for national security and humanitarian concerns. The President shall report to Congress about the implementation of such sanctions and also on cooperative efforts with Mexico and China to combat illicit opioid trafficking. The bill establishes the Commission on Synthetic Opioid Trafficking, which shall develop a strategy to combat the flow of synthetic opioids into the United States. The commission shall report on various topics including the scope of illicit trafficking in other countries and the deficiencies in other countries' regulation of pharmaceutical and chemical production. The Office of the Director of National Intelligence (ODNI) shall establish a program to assist in enforcement efforts and sanctions against illicit opioid traffickers, with a focus on illicit finance. ODNI shall periodically report to Congress about the intelligence community's counter-narcotics efforts.

Mainstreaming Addiction Treatment Act of 2019 This bill removes the requirement that a health care practitioner apply for a separate waiver through the Drug Enforcement Administration to dispense certain narcotic drugs (e.g., buprenorphine) for maintenance or detoxification treatment (i.e., substance use disorder treatment). Further, the bill directs the Substance Abuse and Mental Health Services Administration to conduct a national campaign to educate health care practitioners and encourage them to integrate substance use disorder treatment into their practices.

Ski Area Fee Retention Act This bill establishes the Ski Area Fee Retention Account. A specified portion of rental charges for ski area permits on a Forest Service unit shall be deposited in such account. Amounts in the fund shall be available to the unit for expenditure without further appropriation for ski area administration, improvements, visitor services, and leasing of administrative sites. Funds may be reallocated only if the rental charges collected exceed the reasonable needs of the unit.
