Increases from $600 to $1,000 the monthly special pension for individuals entered on the Army, Navy, Air Force, and Coast Guard Medal of Honor Roll. Directs the Secretary of Veterans Affairs to increase such amount by the same percentage that benefit amounts under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act are increased each year after 2001.

Amends Federal provisions concerning the Montgomery GI Bill (educational assistance for veterans) to allow eligible veterans to elect to receive accelerated payment of such assistance for education leading to employment in a high technology industry. Makes eligible those veterans who are: (1) enrolled in an approved program of education leading to such employment; and (2) charged tuition and fees which, on a monthly basis, exceed 200 percent of the monthly rate of basic educational assistance allowance otherwise payable. Makes such accelerated payment the lesser of: (1) 60 percent of the established charges for such education; or (2) the aggregate amount of basic educational assistance to which such veteran remains entitled. Revises, generally, provisions concerning determinations by the Secretary of Veterans Affairs of an individual's enrollment, pursuit, and attendance under an approved program. Includes within the definition of "educational institution" for purposes of eligibility for Montgomery GI Bill assistance any private entity that offers a courses to fulfill requirements for a license or certification for employment in a high technology occupation.

Veterans' Compensation Cost-of-Living Adjustment Act of 2001 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2001, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Repeals the requirement that, in order to be presumed service-connected and therefore compensable through the Department of Veterans Affairs, respiratory cancers of individuals who served in the Vietnam era must become manifest to a degree of ten percent or more within 30 years following such service. Requires the Secretary of Veterans Affairs to reconsider each claim that was denied by reason of such requirement. Provides a retroactive effective date for the award of an otherwise valid claim. Extends from ten to 20 years the effectiveness of a determination by the Secretary of a presumption of service-connection for diseases associated with exposure to certain herbicide agents while serving in Vietnam during the Vietnam era.

Inspector General for the Federal Bureau of Investigation Act of 2001 - Amends the Inspector General Act of 1978 to establish in the Department of Justice (DOJ) an Office of Inspector General for the Federal Bureau of Investigation (FBI). Requires the Attorney General to establish procedures under which the Inspectors General for DOJ and the FBI provide for the allocation of audits and investigations in cases of overlapping jurisdiction. Outlines required duties of the Inspector General, including FBI audits and investigations. Transfers appropriate functions to such Inspector General.

Chesapeake Bay Watershed Nutrient Removal Assistance Act - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to provide grants to States and municipalities to upgrade municipal wastewater treatment plants of a specified capacity and located within the Chesapeake Bay watershed with nutrient removal technologies.

Bridges to the Cuban People Act of 2001 - Exempts from the embargo on trade with Cuba (including prohibitions under the Cuban Democracy Act of 1992 against the unloading at a U.S. port of vessels that previously entered a Cuban port to engage in trade) the export of any agricultural commodity, farm machinery or equipment, medicine, or medical device, or any travel incident to the delivery of such items. Prohibits the President from prohibiting or regulating travel to or from or within Cuba by U.S. nationals or lawful resident aliens, including specified transactions ordinarily incident to such travel, financial or otherwise. Authorizes the President to provide scholarships for Cuban nationals who seek to undertake graduate study in public health, public policy, economics, law, or other field of social science. Authorizes the President to waive certain sanctions against, and restrictions on assistance to, Cuba, including the exclusion from the United States of certain aliens who have confiscated property in Cuba of U.S. nationals or who traffics in such property, if he determines that it will promote the peaceful transition to democracy in Cuba or will further U.S. national economic interests. Prohibits the Secretary of the Treasury from limiting the amount of remittances to Cuba that any U.S. person may make. Exempts from prohibitions or restrictions on trade with Cuba the import of certain drugs, biological products, and medical devices into the United States. Prohibits the use of funds to enforce unilateral sanctions on the export of goods and services intended for the exclusive use of children in Cuba.

Authorizes the presiding judge of a U.S. appellate court or U.S. district court to permit the photographing, electronic recording, broadcasting, or televising to the public of court proceedings over which that judge presides. Directs: (1) a district court, upon the request of any witness in a trial proceeding other than a party, to order the face and voice of the witness to be disguised or otherwise obscured to render the witness unrecognizable to the broadcast audience of the trial proceeding; and (2) the presiding judge in a trial proceeding to inform each witness who is not a party of his or her right to make such request. Authorizes the Judicial Conference of the United States to promulgate advisory guidelines to which a presiding judge may refer in making decisions regarding the management and administration of photographing, recording, broadcasting, or televising described in this Act.

Trade Law Reform Act of 2001 - Amends the Trade Act of 1974 to repeal the requirement that the cause of serious injury (or threat) be substantial to the domestic industry producing an article like or directly competitive with an article that is being imported into the United States in such increased quantities with respect to the President's taking action to facilitate efforts by such industry to make a positive adjustment to the import competition. Defines "cause" to mean a cause that contributes significantly to serious injury (or threat) to the domestic industry but need not be equal to or greater than any other cause. Revises certain factors the International Trade Commission (ITC) must consider when investigating whether an article is being imported into the United States in such increased quantities as to be a substantial cause of serious injury (or threat) to the domestic industry producing an article like or directly competitive with the imported article. Repeals, similarly, the requirement that such injury be substantial. Amends the Tariff Act of 1930 to revise various factors that the ITC must consider in making material injury determinations in countervailing duty and antidumping duty proceedings. Directs the Secretary of Commerce to implement a steel import notification and monitoring program. Requires a person to have a steel import notification certificate before entering certain steel products into the United States. Authorizes certain entities or groups of workers which are representative of a domestic industry that produces an article like or directly competitive with an imported article to file a request to monitor such imports if serious injury to the domestic industry is caused or threatened. Provides for the treatment of certain steel products for purposes of bilateral agreements or quantitative restriction arrangements covering such products. Applies this Act to goods from Canada and Mexico.

Community Character Act of 2001 - Directs the Secretary of Commerce to establish a program of grants to States and tribal governments to promote comprehensive land use planning at the State, tribal, and local levels. Allows use of grant funds for technical assistance (including development of land use planning legislation), providing funding for local government units to carry out land use planning activities, or acquiring equipment or information technology to facilitate such activities. Authorizes the Secretary to develop voluntary educational and informational programs for the use of land use planning and zoning officials.

Bipartisan Federal Election Reform Act of 2001 - Establishes the Blue Ribbon Study Panel to study, with respect to Federal elections, methods of: (1) voting and counting votes, of ballot design, of voter registration, of maintaining secure and accurate lists of registered voters, and of ensuring that all registered voters appear on the polling list at the appropriate polling site; (2) provisional voting; (3) ensuring accessibility of voting, registration, polling places, and voting equipment to all voters; (4) registering members of the armed forces and overseas citizens to vote, and ensuring that they timely receive ballots that will be properly and expeditiously handled and counted; (5) recruiting and improving the performance of poll workers; and (6) educating voters. Requires the Panel also to study: (1) Federal and State voting eligibility laws; (2) matters relevant to voting and administering elections in rural and urban areas; and (3) how the Federal Government can assist State and local authorities to improve election administration and what levels of funding would be necessary for such assistance. Requires the Panel to make related recommendations. Establishes the Election Administration Commission to: (1) adopt or modify and periodically update Panel recommendations; (2) issue or adopt updated voting system standards; and (3) perform a variety of other specified duties. Establishes the Federal Election Reform Grant Program under which the Commission may award grants to applicant States and localities to pay the Federal share of costs associated with implementing any recommendation adopted or modified by the Commission. Establishes the Election Administration Advisory Board. Amends the Voting Act concerning maximum access to polls by absent uniformed services and overseas voters to replace the current recommendation imposed upon the States to achieve such maximum access with a requirement that each State, in each Federal election, perform certain tasks.

Declares that Congress: (1) believes strongly that an economically stable Republic of Korea is in the best overall foreign policy and economic interests of the United States; (2) believes that economic policies and practices effectively limiting U.S. manufacturers' access to the Korean automotive sector are inconsistent with the general trend toward a market-oriented approach, and that the relationship between the United States and the Republic of Korea has been, and will continue to be, significantly harmed by unfair treatment of imports of U.S. motor vehicles; (3) calls on the Republic of Korea to immediately end the practices that have led to the disparity in market access and to meet its commitments contained in the 1998 Memorandum of Understanding it signed with the United States; and (4) calls on the United States Trade Representative, the Secretary of Commerce, and the Secretary of State to monitor and report to Congress on steps that have been taken to end the disparity in market access for imported U.S. motor vehicles in the Republic of Korea.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Civil Rights Tax Relief Act of 2001 - Amends the Internal Revenue Code to exclude from gross income amounts received by a claimant on account of claims based on unlawful discrimination (as defined). Permits income averaging for backpay and frontpay awards received on account of such claims.

Area Wage and Base Payment Improvement Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment. Sets forth certain limits on the reduction of duties on such products.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Nursing Employment and Education Development Act (the NEED Act) - Amends the Public Health Service Act to authorize appropriations for the nursing workforce development student loan repayment program and permit the service required by such program to be performed in a skilled nursing facility, in a home health agency, in a public health department, or in a nurse-managed health center. Provide for a Nurse Corps Scholarship program to provide scholarships to individuals seeking nursing education in exchange for service from such individuals in a critical nursing shortage area upon completion of such education, a public awareness and education campaign encouraging pursuit of the nursing profession, an area health education centers program to develop models of excellence for nurses, community nurse outreach grants, educational assistance for nurses from diverse or disadvantaged backgrounds, career ladder program grants for nurses, nurse training grants, nurse internship and residency grants, a fast-track nursing faculty loan program, a stipend and scholarship program to encourage individuals to seek advanced nursing degrees, and a National Commission on the Nursing Crisis.

Stem Cell Research Act of 2001 - Amends the Public Health Service Act to permit the Secretary of Health and Human Services to only conduct, support, or fund research on human embryos for the purpose of generating embryonic stem cells and utilizing stem cells that have been derived from embryos in accordance with the provisions of this Act. Makes it unlawful for any person receiving Federal funds to knowingly acquire, receive, or otherwise transfer any human embryos for valuable consideration if such action affects interstate commerce. Directs the Secretary, in conjunction with the Director of the National Institutes of Health (NIH), to issue guidelines expanding on the rules governing human embryonic stem cell research to include rules that govern the derivation of stem cells from donated embryos under this Act.

Nurse Reinvestment Act - Amends title XVIII (Medicare) of the Social Security Act to provide for nurse education training payments to qualified entities. Amends title XIX (Medicaid) of the Social Security Act to temporarily increase the matching rate for Medicaid nurse aide training and competency evaluation programs. Amends the Internal Revenue Code to provide for the exclusion from gross income of amounts received under the National Nursing Service Corps Scholarship Program. Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible educational entities in order to increase the number of nurses. Authorizes appropriations. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages. Authorizes appropriations.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

No Oil Producing and Exporting Cartels Act of 2001 (NOPEC) - Amends the Sherman Act to declare it to be illegal and a violation of the Act for any foreign state or instrumentality thereof to act collectively or in combination with any other foreign state or any other person, whether by cartel or any other association or form of cooperation or joint action, to limit the production or distribution of oil, natural gas, or any other petroleum product (petroleum), to set or maintain the price of petroleum, or to otherwise take any action in restraint of trade for petroleum, when such action has a direct, substantial, and reasonably foreseeable effect on the market, supply, price, or distribution of petroleum in the United States. Denies a foreign state engaged in such conduct sovereign immunity from the jurisdiction or judgements of U.S. courts in any action brought to enforce this Act. States that no U.S. court shall decline, based on the act of state doctrine, to make a determination on the merits in an action brought under this Act. Authorizes the Attorney General and the Federal Trade Commission to bring an action in U.S. district court to enforce this Act. Amends the Federal judicial code to make an exception to the jurisdictional immunity of a foreign state in an action brought under this Act.

Empowering Parents Act of 2001 - Enhancing Public Education Through Choice Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Public School Choice Programs. Directs the Secretary of Education to make competitive grants to State educational agencies (SEAs) and local educational agencies (LEAs), including those serving the lowest performing schools, to enable them to implement programs of universal public school choice. Gives priority to those SEAs and LEAs that: first, serve the lowest performing schools; second, serve the highest percentage of students in poverty; and third, form partnerships for interdistrict approaches to such programs. Public Charter Schools Equity Act - Amends ESEA to establish a program for credit enhancement initiatives to promote public charter school facility acquisition, construction, and renovation. Amends the Internal Revenue Code to exclude from gross income any interest paid on loans by public charter schools. Amends ESEA to direct the Secretary to make competitive Grants for Public Charter School Facilities to States for the Federal share of the cost of programs in which the States make per-pupil payments to public charter schools to help finance school facilities.

Amends the Lobbying Disclosure Act of 1995 to include under the term "lobbying contact" any oral or written communication to a covered official on behalf of a client with regard to the issuance of grants of executive clemency in the form of pardons, commutations of sentence, reprieves, and remissions of fines (thus, requiring individuals who lobby the President on pardon issues to register under such Act). Amends the Ethics in Government Act of 1978 to require that each financial disclosure report filed by the President include the identity of the source, a brief description, and the value of all gifts, pledges, or commitments of a gift aggregating $5000 or more for the establishment of the President's Presidential library received from any source other than a relative of the President during the preceding year.

Local Law Enforcement Enhancement Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Ombudsman Reauthorization Act of 2001 - Amends the Solid Waste Disposal Act to revise provisions regarding the Ombudsman. Expands the duties of the Ombudsman to include: (1) assisting citizens in resolving problems with the Environmental Protection Agency (EPA) Office of the Assistant Administrator for Solid Waste and Emergency Response; (2) proposing changes in EPA administrative practices to mitigate such problems; and (3) conducting investigations, making findings of fact, and making nonbinding recommendations concerning such problems. Describes additional administrative and investigative powers of the Ombudsman. Reauthorizes appropriations for the Ombudsman through FY 2010.

Directs the Secretary of Labor, in accordance with specified provisions of the Occupational Safety and Health Act of 1970, to issue a final rule relating to ergonomics.

Immigrant Children's Health Improvement Act of 2001 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (SCHIP) of the Social Security Act to grant States the option of covering certain categories of eligible women and child resident aliens under the Medicaid and SCHIP programs.

Nutrition Assistance for Working Families and Seniors Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make legal immigrants eligible for food stamp program benefits. Amends the Food Stamp Act of 1977 respecting the food stamp program to: (1) increase standard income deductions; (2) increase the minimum household allotment; (3) increase the transitional benefits period; (4) provide for personnel training, a toll-free information number, pilot programs for inter-program application and verification, and Internet and telephone participation; (5) provide grants for partnerships and technology to enhance program access, including outreach to families with low program participation, or participating in (or unable to participate in) the temporary assistance for needy families program. Amends the Emergency Food Assistance Act of 1983 to authorize additional appropriations for emergency food assistance commodities.

Violence Against Women Office Act - Establishes in the Department of Justice a Violence Against Women Office. Provides that the Office shall: (1) have jurisdiction over all matters related to administration, enforcement, coordination, and implementation of all responsibilities of the Attorney General or the Department of Justice related to violence against women, including formula and discretionary grant programs authorized under the Violence Against Women Act of 1994; and (2) be solely responsible for coordination with other offices or agencies of administration, enforcement, and implementation of the programs, grants, and activities under such Act.

Disapproves and nullifies the rule submitted by the United States Agency for International Development relating to the restoration of the Mexico City Policy (which denies funding to any organization that uses its own funds to provide or promote abortion services overseas).

Mental Health Equitable Treatment Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act, respectively, to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. Exempts specified small employers from such requirements. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality.

Access to Innovation for Medicare Patients Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide for Medicare coverage of self-injected biologicals approved by the Food and Drug Administration that are prescribed as a complete replacement for a drug or a biological that otherwise cannot be self-administered.
