Alaska Timber Industry Fairness Act - Establishes a two-year grant program for retooling projects that are designed to facilitate the economic adjustment of specified timber entities by allowing them to: (1) improve or alter their business and practices to become more competitive within the timber industry; or (2) shift to a type of business that is not related to the timber industry. Authorizes the Assistant Secretary for Economic Development of the Department of Commerce to provide grants under such program to any entity that operated in the timber industry in Alaska on January 1, 2008, that operated in Alaska for not less than 10 years, and that can demonstrate that it has been harmed by federal laws or regulations relating to the timber industry, including the United States Forest Service's policies and land management plans completed pursuant to National Environmental Policy Act of 1969. Sets forth provisions concerning eligible uses of grant funding. Treats a grant recipient as a small business concern owned or controlled by socially and economically disadvantaged individuals (as that term is defined in the Small Business Act) for three years after the grant was approved.

Small Business Energy Innovation Act of 2008 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy, in consultation with the Administrator of the Small Business Administration (SBA), to make grants and loan guarantees to small business concerns for the development of innovative energy-efficient technologies and products. Amends the Small Business Act to establish in the SBA the position of Director of Energy Innovation to coordinate SBA energy innovation activities and technical assistance programs. Establishes an energy innovation grant program to provide grants, on a competitive basis, to private, nonprofit organizations, including institutions of higher education, that are capable to providing technical assistance relating to renewable and advanced energy efficiency systems, advanced transportation fuels, carbon capture and sequestration practices and technologies, and other energy efficiency technologies.

Southeast Alaska Native Land Entitlement Finalization Act - Authorizes Sealaska Corporation, the Regional Corporation for Southeast Alaska, to select and receive conveyance of its remaining land entitlement under the Alaska Native Claims Settlement Act (ANCSA) from specified: (1) economic development land; (2) sites with sacred, cultural, traditional, or historical significance (with certain restrictions on sites located within a unit of the National Park System); and (3) Alaska Native futures sites with traditional and recreational use value. Authorizes the Director of the National Park Service to enter into a cooperative management agreement with Sealaska, other village corporations and urban corporations, and federally recognized Indian tribes with cultural and historical ties to Glacier Bay National Park to recognize and perpetuate values associated with the Tlingit homeland and culture, wilderness, and ecological preservation. Requires the Secretary of the Interior to complete the conveyance of lands to Sealaska within one year of selection. Prohibits Sealaska from selecting or receiving any conveyance of lands from within any conservation system unit, federally designated wilderness area, or certain land use designation areas. Sets forth provisions relating to: (1) covenants and conditions on land conveyances to Sealaska, including covenants prohibiting commercial timber harvesting or mineral development; (2) authorized uses for the sacred, cultural, traditional, and historic sites; and (3) nonexclusive access and use rights that are required to be included in conveyances to Sealaska of native enterprise sites.

Salmon Lake Land Selection Resolution Act - Ratifies the Salmon Lake Area Land Ownership and Consolidation Agreement, which was executed by the Department of the Interior, the state of Alaska, and the Bering Straits Native Corporation on July 18, 2007. Authorizes the Secretary of the Interior to carry out all actions permitted or required under the Agreement.

Pacific Salmon Stronghold Conservation Act of 2008 - Establishes the Salmon Stronghold Partnership Board with members from federal, state, tribal, and non-governmental organizations, and other entities with significant resources regionally dedicated to the protection of wild salmon ecosystems, including representatives of specified organizations and Oregon, Washington, California, Idaho, and Alaska. Requires the Assistant Administrator for the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration (NOAA) to carry out specific information and assessment functions associated with the network of salmon strongholds. Provides for: (1) the establishment of a salmon stronghold watershed grants and technical assistance program; and (2) agency coordination. Sets forth provisions concerning: (1) conditions relating to salmon stronghold conservation projects; (2) project funding; and (3) project accountability. Prohibits acquiring private property without the owner's consent.

Drug Trafficking Vessel Interdiction Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to 15 years for knowingly operating or attempting or conspiring to operate by any means, or for embarking in, any submersible or semi-submersible vessel that is without nationality and that is navigating or has navigated into, through, or from waters beyond the outer limit of the territorial sea of a single country or a lateral limit of that country's territorial sea with an adjacent country, with the intent to avoid detection. Imposes an additional civil fine of up to $1 million for violations.

Volunteer Pilot Act - Exempts certain small passenger or cargo charitable flights with standard airworthiness certificates, provided certain conditions are met, from: (1) the requirement to obtain an air carrier or commercial operator certificate; and (2) drug and alcohol testing requirements.

Veterans Health Care Budget Reform Act of 2008 - Requires, beginning with FY2010, a two-fiscal-year budget authority for the following accounts of the Department of Veterans Affairs (VA): (1) Medical Services; (2) Medical Administration; and (3) Medical Facilities. Requires the Comptroller General to conduct a study on the adequacy and accuracy of VA baseline model projections for health care expenditures.

Designates September 2008 as National Prostate Cancer Awareness Month. Declares that the federal government has a responsibility to: (1) raise awareness about prostate cancer screening and treatment; (2) increase funding for prostate cancer research; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Telehealth for America Act of 2008 - Amends provisions of the Communications Act of 1934 relating to universal service to require a telecommunications carrier, on request, to provide telecommunications services, advanced telecommunications services and information services, and network management services (currently, only telecommunications services) to any public or nonprofit health care provider serving rural areas at rates that are up to 60% less than (currently, reasonably comparable to) urban areas in that state. Includes 14 specific types of providers, facilities, agencies, and organizations under the terms "rural health clinics and rural health care providers" (as part of the definition of "health care provider").

Hospice Protection Act of 2008 - Prohibits the Secretary of Health and Human Services from phasing out or eliminating the budget neutrality adjustment factor in the Medicare hospice wage index before October 1, 2009.

Recognizes September 11, 2008, as a day of solemn commemoration of the events of September 11, 2001. Offers condolences to the families, friends, and loved ones of the innocent victims of the September 11, 2001, terrorist attacks. Honors the heroic service, actions, and sacrifices of first responders, law enforcement personnel, state and local officials, volunteers, and others who aided the victims and, in doing so, risked and often gave their own lives. Recognizes the service, actions, and sacrifices of U.S. personnel who have given so much to support our freedom and defend our security. Reaffirms that the people of the United States will never forget the challenges our country endured on and since September 11, 2001, and will work to defeat those who attacked us.

Amends the Internal Revenue Code to allow the owner of a telecommunications business to defer for three years the tax on the gain, up to $350 million, from a sale of such business to a business owned by a member or members of a socially or economically disadvantaged group (e.g., Black Americans, Hispanic Americans, Native Americans, or Asian Pacific Americans) or to reduce the basis of property held by such seller by the amount of gain realized from a sale. Defines "telecommunications business" as any business providing communication services by wire, cable, radio, satellite, or other technology if governed by the Communications Act of 1934 or the Telecommunications Act of 1996. Authorizes the Administrator of the Small Business Administration (SBA) to guarantee loans for the purchase of a telecommunications business under this Act. Directs the Comptroller General to audit the administration of the tax deferral provisions of this Act, to report on such audit every five years, and to include in such report an assessment of the small business loan guarantee program.

ADA Amendments Act of 2008 - Amends the Americans with Disabilities Act of 1990 (ADA) to redefine the term "disability," including by defining "major life activities" and "being regarded as having such an impairment." Sets forth rules of construction regarding the definition of "disability," including that: (1) such term shall be construed in favor of broad coverage of individuals under the Act; (2) an impairment that substantially limits one major life activity need not limit other major life activities in order to be a disability; (3) an impairment that is episodic or in remission is a disability if it would substantially limit a major life activity when active; and (4) the determination of whether an impairment substantially limits a major life activity shall be made without regard to the ameliorative effects of specified mitigating measures. Prohibits employment discrimination against a qualified individual on the basis of disability. (Current law prohibits employment discrimination against a qualified individual with a disability because of the disability.) Prohibits the use of qualification standards, employment tests, or other selection criteria based on an individual's uncorrected vision unless the standard, test, or other selection criteria, as used by the covered entity, is shown to be related to the position and is consistent with business necessity. Declares that nothing in the Act: (1) alters the standards for determining eligibility for benefits under state worker's compensation laws or under state and federal disability benefit programs; (2) alters the requirement to make reasonable modifications in policies or procedures, unless such modifications would fundamentally alter the nature of the goods, services, facilities, or accommodations involved; or (3) provides the basis for a claim by an individual without a disability that the individual was subject to discrimination because of the individual's lack of disability. Declares that the authority of the Equal Employment Opportunity Commission (EEOC), the Attorney General, and the Secretary of Transportation to issue regulations includes the authority to issue regulations implementing the definitions of this Act. Makes conforming amendments to the Rehabilitation Act of 1973.

Commends and expresses gratitude to: (1) the men and women of the U.S. Armed Forces for the service, sacrifices, and heroism that made the success of the troop surge in Iraq possible; and (2) General David H. Petraeus, General Raymond Odierno, and Ambassador Ryan Crocker for the distinguished wartime leadership that made such success possible. Recognizes the success of the troop surge in Iraq and its strategic significance in advancing U.S. vital national interests in Iraq, the Middle East, and the world, in particular as a strategic victory in a central front of the war on terrorism. Recognizes that the gains achieved as a result of the troop surge are significant but not permanent, and that it is imperative that no action be taken that jeopardizes those gains or dishonors the service and sacrifice of the men and women of the U.S. Armed Forces who made those gains possible.

National Infantry Museum and Soldier Center Commemorative Coin Act of 2008 - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Whaling Convention Amendments Act of 2008 - Amends the Whaling Convention Act of 1949 to require the Secretary of Commerce to authorize aboriginal subsistence whaling if it: (1) is for subsistence purposes (including the sale of authentic native articles of handicrafts and clothing); (2) does not include the striking, taking, or killing of calves or any whale accompanied by a calf; and (3) is not accomplished in a wasteful manner. Requires the Secretary of Commerce to establish catch limits for the Alaska Native aboriginal subsistence hunt of bowhead whales for any year or set of years if: (1) the International Whaling Commission has failed to adopt applicable catch limits; and (2) the biological status of the affected bowhead stock or stocks is such that, based on the most recent review of their status by the Scientific Committee of the Commission, the aboriginal subsistence needs request submitted to the Commission by the United States for that year or set of years is sustainable.

Honors and commemorates the selfless acts of heroism displayed by the late Private First Class Jacob Joseph Chestnut and Detective John Michael Gibson of the U.S. Capitol Police on July 24, 1998. Expresses: (1) the condolences of the Senate to the wives, children, and other family members of Private First Class Chestnut and Detective Gibson on the 10-year anniversary of their passing; (2) gratitude and appreciation for the professional manner in which the U.S. Capitol Police carry out their diverse missions; and (3) appreciation for the dedication U.S. Capitol Police officers have for protecting the Capitol Complex. Commends the U.S. Capitol Police for their continued courage and professionalism in protecting the Capitol Complex and its employees and visitors.

Prohibits the Administrator of the Environmental Protection Agency (EPA), or a state with an approved National Pollutant Discharge Elimination System (NPDES) permit program under the Federal Water Pollution Control Act, from requiring an NPDES permit for a covered vessel for the next two years for any discharge: (1) of effluent from properly functioning marine engines; (2) of laundry, shower, and galley sink wastes; or (3) that is incidental to the normal operation of a covered vessel. Defines "covered vessel" to mean a vessel that is less than 79 feet in length or a fishing vessel. Requires the Administrator to evaluate the impacts of such discharges, excluding discharges: (1) from a vessel of the Armed Forces; (2) of sewage from a vessel, other than the discharge of graywater from a vessel operating on the Great Lakes; and (3) of ballast water. Provides that such prohibition does not apply with respect to: (1) rubbish, trash, garbage, or other such materials discharged overboard; (2) other discharges when the vessel is operating in a capacity other than as a means of transportation; (3) ballast water discharges; or (4) any discharge that contributes to a violation of a water quality standard or poses an unacceptable risk to human health or the environment.

National Nanotechnology Initiative Amendments Act of 2008 - Amends the 21st Century Nanotechology Research and Development Act to expand the scope of the National Nanotechnology Program (the Program), including directing the Program to utilize the perspectives of the industrial community to promote the rapid commercial development of nanoscale-enabled devices, systems, and technologies. Requires issuing guidance to agencies that describes a strategy for transitioning research into commercial products and technologies. Revises requirements regarding the Program's triennial strategic plans. Requires participating agencies to support the activities of the committees of standards setting bodies involved in the development of standards for nanotechnology. Requires the National Nanotechnology Coordination Office to be supported by funds from each participating agency. Makes the National Nanotechnology Advisory Panel a distinct entity. Instructs the Panel to establish a subpanel to enable it in assessing whether societal, ethical, legal, environmental, and workforce concerns are adequately addressed by the Program. Rewrites provisions for triennial external review of the Program. Designates a Coordinator for Societal Dimensions of Nanotechnology, who shall convene a panel to develop a research plan. Establishes an Education Working Group to coordinate, prioritize, and plan the educational activities supported under the Program. Provides for one or more grants to establish Nanotechnology Education Partnerships to recruit and help prepare secondary school students to pursue postsecondary level courses in nanotechnology. Requires agencies supporting nanotechnology research facilities to provide access to companies that are developing prototypes of nanoscale products, devices, or processes. Sets forth provisions concerning nanotechnology related projects under existing nanotechnology transfer programs. Makes it an objective of the Program to establish industry liaison groups. Requires coordination and leveraging of federal investments with nanotechnology research, development, and technology transition initiatives. Requires the Program to include support for nanotechnology research and development in areas of national importance. Requires the Program to support nanomanufacturing research, including in green nanomanufacturing, energy production, water purification, agriculture, and health care. Requires specified reviews by the Advisory Panel of certain program component areas and nanotechnology research facilities. Sets forth provisions regarding nanoscale characterization and metrology. Requires: (1) a Government Accountability Office (GAO) study of nanotechnology related codes, standards, and regulations; and (2) public outreach.

Expresses the sense of the Senate to: (1) condemn the Mugabe regime for its manipulation of the country's electoral process and reject the June 27, 2008, presidential runoff election as illegitimate; (2) encourage the President's efforts to expand sanctions on those individuals responsible for violations of human and political rights in Zimbabwe; (3) applaud the governments of Benin, Botswana, Liberia, Kenya, Nigeria, Senegal, Sierra Leone, and Zambia for condemning such election; (4) encourage the U.N. Security Council to authorize a United Nations Special Representative for Zimbabwe; (5) urge African leaders to engage in the political resolution effort; (6) urge the United States and the international community to assemble a comprehensive economic and political recovery package; and (7) support a democratic political solution that reflects the will and respects the rights of the people of Zimbabwe.

Fisheries Fuel Tax Relief Act of 2008 - Amends the Internal Revenue Code to allow commercial fishermen a tax credit for excessive fuel costs (the excess amount paid for such fuel over an adjusted base price).

Title VII Fairness Act - Amends the Americans With Disabilities Act of 1990 and title VII (Equal Employment Opportunities) of the Civil Rights Act of 1964 to delay the start of the time period for filing charges of employment discrimination until the aggrieved person has, or should be expected to have, enough information to support a reasonable suspicion of the discrimination, provided the aggrieved person demonstrates that the person did not have, and should not have been expected to have, enough information to support a reasonable suspicion of such discrimination on the date on which the alleged discrimination occurred. Prohibits applying these amendments to alleged discrimination relating to pensions or pension benefits. Applies the above Civil Rights Act of 1964 amendment to discrimination claims brought under: (1) specified provisions of the Americans with Disabilities Act of 1990; and (2) provisions of the Civil Rights Act of 1964 relating to employment by the federal government.

Gas Price Reduction Act of 2008 - Amends the Outer Continental Shelf Lands Act (OCSLA) to prescribe procedures for petition, by the governor of a state with a new producing area within the offshore administrative boundaries beyond the state's submerged land, to make the new producing area available for oil and gas leasing. Directs the Secretary of the Treasury to deposit specified percentages of outer Continental Shelf revenues into: (1) the general fund of the Treasury; and (2) into a special account in the Treasury for disbursal to both new producing states and to the Land and Water Conservation Fund. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008, to repeal the prohibition against funding: (1) regulations regarding a commercial leasing program for oil shale resources on public lands; or (2) an oil shale lease sale. Instructs the Secretary of Energy to: (1) expand and accelerate research and development efforts for advanced batteries; and (2) implement a direct loan program for up to 30% of the costs of advanced battery production. Expresses the sense of the Senate that the federal government should implement policies to increase federal purchases of plug-in electric drive vehicles. Directs the Secretary of the Treasury, the Chairman of the Board of Governors of the Federal Reserve System, the Chairman of the Securities and Exchange Commission (SEC), and the Chairman of the Commodity Futures Trading Commission (CFTC) to study jointly and report to Congress on the international regime for regulating trading in energy commodity futures and derivatives. Amends the Commodity Exchange Act to prohibit the CFTC from permitting a foreign board of trade to provide to participants subject to CFTC jurisdiction direct access to electronic trading and order matching unless specified requirements are met. Directs the CFTC to: (1) promulgate rules for routine reporting requirements for index traders and swap dealers in energy and agricultural transactions; and (2) disaggregate and make public monthly information on the positions and value of index funds and other passive, long-only positions in the energy and agricultural futures markets. Instructs the CFTC to report to certain congressional committees on: (1) the scope of commodity index trading in the futures markets; (2) whether classification of index traders and swap dealers in the futures markets can be improved for regulatory and reporting purposes; and (3) whether index trading activity is adversely impacting the price discovery process in the futures markets and whether different practices and controls should be required. Instructs the CFTC to hire additional employees.

Respecting States Rights and Concealed Carry Reciprocity Act of 2008 - Amends the federal criminal code to provide for reciprocity for the carrying of certain concealed firearms in different states by persons who are not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm and who are: (1) carrying a valid state license or permit for carrying a concealed firearm; or (2) otherwise entitled to carry a concealed firearm in their state of residence.

National Sea Grant College Program Amendments Act of 2008 - Amends the National Sea Grant College Program Act to: (1) substitute "management" for "utilization" in the definition of "field related to ocean, coastal, and Great Lakes resources"; (2) substitute "extension services" for "advisory services" in the definition of "project"; and (3) add a definition for "regional research and information plan." Adds regional and national projects as elements of the national sea grant college program. Removes a reference to the sea grant review panel from provisions relating to the administration of the program. Refers to regional or national (under current law, national) strategic investments being developed with the approval of sea grant colleges and the sea grant institutes (under current law, with the approval of the sea grant review panel and the colleges and institutes). Revises the program director's duties. Requires that sea grants or contracts be responsive to the needs or problems of the nation, as well as to individual states and regions. Limits the special grant and graduate fellowship amounts that may be provided to 5% (under current law, 1%) of the amount appropriated for the National Sea Grant College Program. Requires that sea grant colleges provide extension (under current law, advisory) services. Exempts marine policy fellowships from federal cost sharing requirements. Redesignates the sea grant review panel as the National Sea Grant Advisory Board and modifies it's duties and powers. Allows any appropriated amounts exceeding the amounts appropriated for FY2003 to be distributed (among other places) to certain regional or national (under current law, national) strategic investments. Repeals a National Sea Grant College Program Act Amendments of 2002 provision requiring an annual report to the House Committee on Resources and Science and the Senate Committee on Commerce, Science, and Transportation on coordination of oceans and coastal research activities of the National Oceanic and Atmospheric Administration (NOAA), including the Coastal Ocean Program and the National Sea Grant College Program, and the National Science Foundation.

Veterans 2nd Amendment Protection Act - Prohibits considering a veteran, surviving spouse, or child who is mentally incapacitated, deemed mentally incompetent, or experiencing an extended loss of consciousness from being considered adjudicated as a mental defective for purposes of the right to receive or transport firearms without the order or finding of a judge, magistrate, or other judicial authority of competent jurisdiction that such veteran, surviving spouse, or child is a danger to him- or herself or others.

Oil Speculation Control Act of 2008 - Amends the Commodity Exchange Act to define "institutional investor" as a long-term investor in financial markets (including pension funds, endowments, and foundations) that invests in energy commodities as an asset class in a portfolio of financial investments and does not take or make physical delivery of energy commodities on a frequent basis. Establishes in the Commodity Futures Trading Commission (CFTC) an Office of the Inspector General. Directs the CFTC to carry out a review of the trading practices of index traders, swap dealers, and institutional investors in markets under the CFTC's jurisdiction to: (1) ensure that index trading is not adversely impacting the price discovery process; (2) determine whether different practices or regulations should be implemented; and (3) gather data for use in proposing regulations to limit the size and influence of the institutional investor positions in commodity markets. Directs the CFTC to exercise emergency authority to prevent institutional investors from increasing their positions in energy commodity futures and commodity future index funds. Defines: (1) "bona fide hedging transaction or position" as a transaction or position that represents a hedge against price risk exposure relating to physical transactions involving an energy commodity and (2) "speculator" as any institutional investor or investor of an investment fund that holds a position through an intermediary broker or dealer. Directs the CFTC to enforce speculation limits with respect to speculators in energy markets. Set forth recordkeeping and reporting requirements relating to large trader transactions and positions applicable to index traders, swaps dealers, and institutional investors in markets under the CFTC's jurisdiction. Requires the CFTC to promulgate regulations to establish separate classifications for index traders, swap dealers, and institutional investors to enforce recordkeeping and reporting requirements and to enforce position limits and position accountability levels with respect to energy commodities. Imposes certain institutional investor speculation limits with respect to energy commodities.

Preserving Access to Medicare Act of 2008 - Craig Thomas Rural Hospital and Provider Equity Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) revise the payment adjustment for low-volume hospitals; (2) extend increased Medicare payments for ground ambulance services; (3) extend the authorization for Medicare rural hospital flexibility program grants; (4) provide for rebasing for sole community hospitals; and (5) extend the rural home health add-on policy through 2009. Revises the formula for payments for physician services to provide an update to the single conversion factor of: (1) 0.5% for the remainder of 2008; and (2) 1.1% for 2009. Extends the Physician Assistance and Quality Initiative (PAQI) Fund. Directs the Secretary of Health and Human Services to establish a Physician Feedback Program. Revises requirements or provides for: (1) incentive payments for electronic prescribing and primary care services in physician scarcity areas; (2) the Medicare anesthesia teaching program; (3) advanced diagnostic imaging services; (4) Medicare coverage of items and services under cardiac rehabilitation and pulmonary rehabilitation programs; (5) phase-out of the indirect costs of medical education (IME) from capitation rates; (6) quality improvement programs; and (7) certain prohibitions with respect to marketing of Medicare Advantage and prescription drug plans. Amends the Public Health Service Act to authorize the Secretary to establish specified pilot projects regarding chronic kidney disease. Amends the Tax Relief and Health Care Act of 2006 to extend the transitional medical assistance (TMA) and abstinence education programs. Amends SSA title XIX to extend: (1) the qualifying individual program; and (2) the Medicaid disproportionate share hospital (DSH) allotment for Tennessee and Hawaii. Provides for: (1) asset verification under Medicaid; and (2) reduction in payments for Medicaid administrative costs to prevent certain payment duplications. Amends the Deficit Reduction Act of 2005 to extend authority for supplemental grants under SSA title IV part A (Temporary Assistance for Needy Families) (TANF). Amends the Medicare, Medicaid and SCHIP Extension Act of 2007 to provide for additional funding for state health insurance assistance programs, area agencies on aging, and aging and disability resource centers. Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to make appropriations for federal reimbursement of eligible providers for emergency health services furnished to undocumented aliens.

Electronic Employment Verification Reauthorization Act of 2008 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the employment eligibility confirmation pilot programs permanent. Redesignates the basic pilot program as the E-verify program (program). Requires that any person or employer that enters into a federal contract participate in the program. Requires that an employer electing to verify the employment eligibility of existing employees do so not later than 10 days after notifying the Secretary of Homeland Security of such election. Authorizes the Secretary to require an employer or class of employers to participate in the program if the Secretary has reasonable cause to believe that the employer has engaged in material employment violations under the Immigration and Nationality Act. Requires that an employer participating in the program use the confirmation system to reverify an individual's work authorization not later than three days after the date on which such individual's employment authorization is scheduled to expire. Requires that the Director of United States Citizenship and Immigration Services establish in a rural setting or in an area with fewer than 10,000 residents a demonstration program to assist small businesses verify the employment eligibility of newly hired employees.

Military Voting Protection Act of 2008 - Amends the Uniformed and Overseas Citizens Absentee Voting Act to direct the Secretary of Defense (the presidential designee) to establish procedures for: (1) collecting absentee ballots of military overseas voters in elections for federal office; and (2) delivering such ballots to the appropriate state election officials. Requires the designee to: (1) ensure that such ballots are delivered prior to the time established for the closing of the polls on the date of the election; (2) carry out delivery requirements through a contract with a private provider of express mail services, which shall include a mechanism for ballot tracking; and (3) take steps to ensure that such voters are able to cast their votes in a private and independent manner, and that vote contents remain private while in the designee's possession or control. Expresses the sense of Congress that the Department of Defense (DOD) should: (1) utilize existing and emerging technologies to enhance the ability of members of the Armed Forces to meaningfully participate in elections and have their votes counted; and (2) continue to closely examine the option of electronic voting, with the objective of protecting voter privacy and guarding against voter fraud.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Federal Land Avalanche Protection Act of 2008 - Directs the Secretary of Agriculture, acting through the Chief of the Forest Service, to establish an avalanche protection program to: (1) identify the potential for avalanches on federal land and inform the public about the probability of avalanches and the potential adverse effects; (2) carry out ongoing research to improve avalanche forecasting; and (3) reduce the risks and mitigate the effects of avalanches. Requires the Secretary: (1) to coordinate the program to ensure protection for recreational users of public land under the Secretary's and Secretary of the Interior's jurisdiction, using resources of the Forest Service's National Avalanche Center; (2) to establish an advisory committee to assist in program development and implementation; and (3) with the Secretary of Transportation and the Secretary of the Army, to establish a central depository for weapons, ammunition, and parts for avalanche control purposes. Authorizes the Secretary to make grants to carry out projects and activities to: (1) assist in the prevention, forecasting, detection, and mitigation of avalanches; (2) maintain essential transportation, utilities, and communications; (3) assist avalanche artillery users to ensure the availability of adequate supplies of artillery and explosives required for avalanche control in specified areas; and (4) assist persons in providing public education about avalanches and in conducting research and development activities for alternatives to minimize reliance on military weapons for avalanche control. Directs the Secretary to give priority to projects carried out in avalanche zones with a high frequency or severity of avalanches or in which deaths, injuries, or damage to public facilities and communities have occurred. Requires the Administrator of General Services to transfer specified property suitable for avalanche control purposes to a user of surplus ordnance.

Amends the Clean Air Act to require the applicable volume of ethanol derived from corn starch in renewable fuel for the years 2006 through 2022 to not exceed nine billion gallons. Requires the renewable fuel regulations to impose penalties for failures to comply with advanced biofuel, cellulosic biofuel, and biomass-based diesel standards.
