Federal Food Donation Act of 2007 - Directs the Administrator for Federal Procurement Policy to revise the Federal Acquisition Regulation to require all contracts above $25,000 for the provision, service, or sale of food, or for the lease or rental of federal property to a private entity for events at which food is provided, to include a clause that: (1) encourages the donation of excess, apparently wholesome food to nonprofit organizations that provide assistance to people with inconsistent access to sufficient, safe, and nutritious food; (2) provides that executive agency heads shall not assume responsibility for the costs and logistics of collecting, transporting, maintaining the safety of, or distributing such food; and (3) provides that executive agencies and contractors making donations are protected from civil or criminal liability under the Bill Emerson Good Samaritan Food Donation Act. Requires the Secretary of Agriculture to establish in the Department of Agriculture a Coordinator of Community Food Security and Gleaning that shall provide technical assistance relating to federal food donation activities to governmental agencies, nonprofit organizations, agricultural producers, and private entities.

Human-Animal Hybrid Prohibition Act of 2007 - Amends the federal criminal code to prohibit and to set penalties for: (1) creating or attempting to create a human-animal hybrid (a being with human and non-human tissue as specified in this Act); (2) transferring or attempting to transfer a human embryo into a non-human womb, or a non-human embryo into a human womb; or (3) transporting or receiving for any purpose a human-animal hybrid.

Provides that tax planning inventions are not patentable. Defines a "tax planning invention" as a plan, strategy, technique, scheme, process, or system to reduce, minimize, avoid, or defer tax liability or to facilitate compliance with tax laws, excluding tax preparation software and other tools or systems used solely to prepare tax or information returns.

Affordable Footwear Act of 2007 - Expresses the sense of Congress that the elimination of duty on certain imported footwear would provide significant benefit to U.S. consumers, particularly lower-income families. Amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain footwear (including children's shoes) made of rubber or plastics that are imported into the United States. Amends the Caribbean Basic Economic Recovery Act to provide footwear imported directly from Haiti into the United States with the same preferential treatment that is provided to certain imported footwear under the Dominican Republic-Central American-United States Free Trade Agreement.

Commemorates the 40th anniversary of the election of Carl Stokes as the Mayor of Cleveland and the first African-American mayor of a major American city, one of the most significant events in the American Civil Rights movement.

Expanding American Homeownership Act of 2007 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Directs the Secretary of Housing and Urban Development (HUD) to reinstate the current downpayment requirement in the event of increased defaults. Authorizes the Secretary to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Sets forth maximum upfront premium amounts. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain HUD-insured blanket mortgage. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Limits the authority of the Secretary to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a one- to four-family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area. Redefines mortgagee to allow participation in the federal mortgage insurance program by state-licensed mortgage brokers and correspondent lenders who make, underwrite, or service mortgage loans.

Recognizes the contributions of American citizens of Jewish descent who emigrated from the Soviet Union. Commemorates: (1) the 40th anniversary of the mass movement for freedom by and on behalf of Soviet Jewry; and (2) the 20th anniversary of the December 6, 1987, Freedom Sunday rally for Soviet Jews. Condemns incidents of anti-Semitism, xenophobia, and religious persecution in the independent states of the former Soviet Union and encourages the development of democracy, religious freedom, rule of law, and human rights in those states.

Plain Language in Government Communications Act of 2007 - Requires each executive agency, not later than one year after enactment of this Act, to use plain language in any covered document issued or substantially revised after the enactment of this Act. Defines "covered document" to include: (1) documents that provide information about any government requirement or program or that are relevant to obtaining any government benefit or service; and (2) letters, publications, forms, notices, or instructions. Requires the Office of Management and Budget (OMB) to issue guidance on implementing such requirements to agencies as a circular. Authorizes agencies, pending issuance of such guidance, to follow the guidance of the Plain English Handbook published by the Securities and Exchange Commission (SEC), the plain language guidelines developed by the Plain Language Action and Information Network, or their own plain language guidance as long as it is consistent with the Network's guidelines. Requires each agency head to report to specified congressional committees on how the agency intends to: (1) communicate the requirements of this Act to employees; (2) train employees to write in plain language; (3) meet the plain language requirement; (4) ensure ongoing compliance with this Act; and (5) designate a senior official to be responsible for implementing this Act. Requires: (1) agency heads to report on compliance to OMB; and (2) OMB to report on the progress of agencies to such committees.

Aeronautics Competitiveness Act of 2007 - Authorizes appropriations for FY2009-FY2011 for the National Aeronautics and Space Administration (NASA) for Science, Aeronautics, and Exploration for aeronautics research. Establishes an advisory committee on priorities in aeronautics research. Requires the NASA Administrator to develop particular aeronautics technologies, including for the Next Generation Air Transportation System, to a demonstration ready level. Sets the maximum number of NASA aeronautics scholarships at no more than seven at any one time. Requires the Administrator of the Federal Aviation Administration (FAA) to establish a program to provide fellowships for graduate students in research in aviation or aeronautics. Requires the Secretary of the Department of Defense (DOD) to prescribe regulations governing DOD's payment of contractors' costs for education and professional development of their aeronautics workforce.

Dam Rehabilitation and Repair Act of 2007 - Amends the National Dam Safety Program Act to require the Federal Emergency Management Agency (FEMA) to establish a program to provide grant assistance to states for use in rehabilitating publicly-owned dams that fail to meet minimum safety standards and pose an unacceptable risk to the public (deficient dams). Sets forth provisions regarding procedures for grant awards and fund allocation. Requires: (1) a state receiving a grant under this Act to comply with requirements applicable to contributions of federal funds under the Robert T. Stafford Disaster Relief and Emergency Assistance Act; and (2) FEMA to develop a risk-based priority system for identifying deficient dams for which such grants may be made. Limits the federal share of rehabilitation costs to 65%. Prohibits funds from being used to: (1) rehabilitate a federal dam; (2) perform routine operation or maintenance; (3) modify a dam to produce hydroelectric power; (4) increase water supply storage capacity; or (5) make any other modification that does not also improve safety. Conditions the receipt of grants by states upon compliance with specified requirements regarding contracts for architectural and engineering services. Provides that such contracts shall not be considered to confer a proprietary interest upon the United States.

More Children, More Choices Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to require a state SCHIP plan to specify how it will achieve coverage for 90% of targeted low-income children. Prohibits SCHIP payment for children with family income above 250% of the applicable poverty line. Sets forth special rules for SCHIP payment for children with family income above 200% of the applicable poverty line. Provides for standardization of income determinations. Applies citizenship documentation requirements to SCHIP beneficiaries, and increases the federal matching rate for citizenship documentation enforcement under SSA title XIX (Medicaid) and SCHIP. Places limitations on SCHIP eligibility based on substantial net assets. Requires state SCHIP plans to describe how they will provide for targeted low-income children covered under a group health plan. Revises federal financial participation requirements for employer-sponsored insurance. Requires the offering of alternative coverage options under SCHIP. Changes the allotment distribution formula for allotments to the states and the District of Columbia, particularly for targeted low-income children and pregnant women. Prohibits redistribution of unused allotments. Reauthorizes the SCHIP program through FY2012 at increased levels. Directs the Secretary of Health and Human Services to make grants to eligible entities to improve outreach to and enrollment of eligible children. Amends the Internal Revenue Code to allow: (1) a limited tax credit for qualified health insurance for any dependent child; and (2) advance payment to insurance providers of health insurance credit for purchasers of such insurance. Directs the Secretary to establish a State Health Innovation Commission to make grants to states for innovative health reform projects. Expresses the sense of the Senate that any increases in federal budget outlays resulting from this Act be fully offset by reductions in federal budget outlays, and that any reductions in federal revenues resulting from this Act be fully offset.

NASA 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Challenger Center for Space Science Education; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Authorizes the Administrator of the Environmental Protection Agency (EPA) to accept, as part of a settlement of any alleged violations of environmental law, diesel emissions reduction Supplemental Environmental Projects if the projects: (1) protect human health or the environment; (2) are related to the underlying alleged violations; (3) do not constitute activities that the defendant would otherwise be legally required to perform; and (4) do not provide funds for EPA's staff or for contractors to carry out EPA's internal operations.

Expresses the sense of Congress that: (1) nothing in this Act shall be construed as a recommendation by Congress that any particular contingency plan be exercised; (2) it is necessary and prudent for the Department of Defense (DOD) to undertake robust and comprehensive contingency planning; (3) contingency planning for a redeployment of Armed Forces from Iraq should address appropriate protection for U.S. Armed Forces, civilians, contractors, and third party and Iraqi nationals who have aided the U.S. mission in Iraq, and the preservation of military equipment; and (4) such planning should describe a range of scenarios and timetables for redeployment, and describe possible missions of Armed Forces remaining in Iraq. Directs the Secretary of Defense to report to the congressional defense and appropriations committees on the status of planning for the redeployment of Armed Forces from Iraq. Requires the Secretary and the Chairman of the Joint Chiefs of Staff to brief such committees on matters contained in the reports.

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 silver coins in commemoration of disabled American veterans and emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to calendar year 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Patient and Pharmacy Protection Act of 2007 - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 to delay for six months, from September 30, 2007, through March 31, 2008, the effective date of the requirement to use tamper-resistant prescription pads under title XIX (Medicaid) of the Social Security Act to prescribe covered outpatient drugs.

Calls for Congress to support: (1) efforts to promote awareness about the incidence, symptoms, and treatment options of cancer among children; (2) increased investment in childhood cancer research; (3) incentives to encourage medical trainees and investigators to enter the field of pediatric oncology; (4) incentives to encourage the development of drugs and biologics designed to treat pediatric cancers; (5) policies that encourage participation in clinical trials; (6) medical education curricula designed to improve pain management for cancer patients; (7) enhanced education, services, and other resources related to late effects from treatment; and (8) grassroots efforts to promote awareness and support research for cures for childhood cancer.

Reaffirms the Senate's commitment to: (1) a lasting solution to the Israeli-Palestinian conflict based on the establishment of two states, Israel and Palestine; and (2) Israel's security. Denounces the use of violence and terror. Calls on: (1) President Bush to engage Israel and the Palestinian Authority (PA) to begin negotiations; (2) Hamas to recognize Israel's right to exist, renounce and end all terror and incitement, and accept past agreements and obligations with Israel; (3) moderate Arab states to intensify their diplomatic efforts toward a two-state solution; and (4) Israeli and Palestinian leaders to embrace efforts to achieve peace and refrain from taking any actions that would prejudice final status negotiations. Welcomes the Arab League Peace Initiative. Urges President Bush to consider appointing as Special Envoy for Middle East Peace an individual who has held cabinet rank or someone equally qualified with an extensive knowledge of foreign affairs and the Middle East region in particular.

Bipartisan Task Force for Responsible Fiscal Action Act of 2007 - Amends the Congressional Budget Act of 1974 to establish the Bipartisan Task Force for Responsible Fiscal Action to address, and report to the President and Congress on, the nation's long-term fiscal imbalances, including those attributable to the Medicare and Social Security programs and the gap between their projected revenues and expenditures. Provides for expedited legislative consideration of Task Force recommendations.

Allows a federal agency head to waive the application of civil service retirement system and federal employee retirement system provisions restricting annuities and pay upon reemployment with respect to an annuitant employed as a limited time appointee, but prohibits waiving such provisions with respect to an annuitant for more than: (1) 520 hours of service performed during the six months following the individual's annuity commencing date; (2) 1040 hours of service performed during any 12-month period; or (3) 6240 hours of service performed during the individual's lifetime.

Amends title XIX (Medicaid) of the Social Security Act, as amended by the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007, to: (1) apply the required use of tamper-resistant prescription pads under the Medicaid Program at first only to Controlled Substances Act schedule II narcotic drugs prescribed after September 30, 2007; and (2) delay the application of the requirement to other covered outpatient prescription drugs until after March 31, 2009.

Lewis and Clark National Historic Trail Extension Study Act of 2007 - Directs the Secretary of the Interior to conduct a study to determine the suitability and feasibility of extending the Lewis and Clark National Historic Trail to include the Eastern Legacy sites (the sites associated with the preparation or return phases of the Lewis and Clark expedition, commonly known as the "Eastern Legacy," including sites in Virginia, the District of Columbia, Maryland, Delaware, Pennsylvania, West Virginia, Ohio, Kentucky, Tennessee, Indiana, Missouri, and Illinois).

Medicare Long-Term Care Hospital Patient Safety and Improvement Act of 2007 - Creates a cross reference to provisions in the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 and the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 for the prospective payment of long-term care hospitals. Makes the base rate for a long-term care hospital for the rate year 2008 the same as that used for discharges in the previous rate year. Defines "long-term care hospital" and establishes new patient criteria for long-term care hospital prospective payment. Requires the Secretary to approve distinct part rehabilitation units in certain long-term care hospitals if rehabilitation services are not included within one of the major diagnostic categories. Requires the Secretary to recommend to Congress and, after rulemaking, implement national long-term care hospital facility and patient criteria. Directs the Secretary to contract with one or more appropriate utilization and quality control peer review organizations to review the medical necessity of long-term care admissions and continued stays for individuals entitled to benefits under Medicare part A. Creates a separate classification for certain long-stay cancer hospitals, including satellites or remote locations if certain requirements are met.

Blue Collar Computing and Business Assistance Act of 2007 - Directs the Under Secretary of Technology of the Department of Commerce to award grants to eligible entities (any nonprofit, consortium of nonprofits, or partnership between a for-profit and a nonprofit) to establish up to five Advanced Multidisciplinary Computing Software Centers throughout the United States. Requires each Center to conduct: (1) general outreach to small businesses and manufacturers in all industry sectors within the geographic region assigned to the Center by the Under Secretary; and (2) technology transfer, development, and utilization programs for businesses throughout the United States in the specific industry sector assigned to the Center by the Under Secretary.

Expresses the sense of the Senate that the government of the Russian Federation's decision to suspend implementation of the 1990 Treaty on Conventional Armed Forces in Europe (CFE Treaty) will unnecessarily heighten tensions in Europe, and urges such suspension's reconsideration. Recognizes the CFE Treaty as a cornerstone of European security. Calls on the Russian Federation to fulfill its Istanbul Commitments of 1999 and withdraw all remaining forces and military equipment from Georgia and Moldova. Calls on all States Parties to ensure that the resolution of the current disputes surrounding the CFE Treaty be considered a priority at the highest political levels. Encourages officials of the government of the Russian Federation to refrain from belligerent statements that polarize relations and jeopardize security in Europe.

National Women's History Museum Act of 2007 - Requires the Administrator of General Services to enter into an occupancy agreement with the National Women's History Museum, Inc. (Museum Sponsor) to allow the Museum Sponsor to locate a National Women's History Museum, at the Pavilion Annex (the building and specified surrounding land in Washington, D.C.), which shall extend for a period of not more than 99 years.

Urges the President of the United States to: (1) work with members of the U.N. Security Council and the African Union (AU) to ensure deployment of the United Nations-African Union peacekeeping force to protect civilians in Darfur, Sudan; (2) work bilaterally and with member states of the North Atlantic Trade Organization (NATO), the United Nations, the European Union (EU), the AU, and other partners to assist such force; and (3) work with Congress to ensure funding for such force. Urges: (1) the Secretary-General of the United Nations and the Chairperson of the AU to expedite such force's deployment; and (2) President al-Bashir and the government of Sudan to facilitate such deployment without condition; and (3) the President's Special Envoy to Sudan to continue his legislative outreach to bring peace to Darfur through an inclusive political process. Urges President Bush, the Security Council, the AU, the EU, the League of Arab States, regional nations, and individual nations with economic or political influence over Sudan to: (1) hold President al-Bashir and the government of Sudan accountable for any failure to facilitate such force's deployment; and (2) be prepared to implement meaningful measures, including sanctions, an arms embargo, and a no fly zone for Sudanese military flights over Darfur if the government of Sudan obstructs the peacekeeping mission's deployment.

Teacher Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow elementary and secondary school (K-12) teachers a tax credit for 50% of their education expenses (books, supplies, computer equipment, and supplementary materials) and their professional development expenses up to $300 in any taxable year.

United States Authorization and Sunset Commission Act of 2007 - Establishes the U.S. Authorization and Sunset Commission, to be comprised of four Representatives and four Senators. Requires the Commission to submit to Congress, not later than 18 months after this Act's enactment and at least once every 10 years thereafter, a legislative proposal (referred to as the Commission Schedule and Review bill) that includes a schedule of review and abolishment of agencies and programs. Requires such schedule to provide a time line for the Commission's review and proposed abolishment of: (1) at least 25% (as measured in dollars) of unauthorized agencies or programs; and (2) if applicable, at least 25% of the programs identified by the Office of Management and Budget (OMB) through its Program Assessment Rating Tool program (or similar review program) as ineffective or results not demonstrated. Requires agencies performing similar or related functions to be reviewed concurrently. Sets forth review criteria. Requires the Commission to submit to the Congress and the President every two years a report that analyzes and includes (as appropriate) proposals and legislative provisions to reauthorize, reorganize, consolidate, expand, or transfer each agency and program scheduled for review. Provides for expedited congressional consideration of a resulting bill.

Wired for Health Care Quality Act - Amends the Public Health Service Act to establish the Office of the National Coordinator of Health Information Technology. Establishes a public-private Partnership for Health Care Improvement to recommend specific actions to achieve a nationwide interoperable health information technology infrastructure. Provides for the adoption by the federal government of standards for the electronic exchange of health information. Establishes the American Health Information Community to provide advice to the Secretary of Health and Human Services and the heads of any relevant federal agencies concerning the policy considerations related to health information technology. Authorizes the Secretary to award grants for the: (1) purchase of qualified health information technology systems; (2) implementation of regional or local health information plans; and (3) development of academic curricula integrating qualified health information technology systems in the clinical education of health professionals. Requires the Secretary to provide for the development and use of health care quality measures to measure the quality and efficiency of health care that patients receive. Extends health information privacy requirements to an operator of a health information electronic database. Gives individuals the right to inspect and obtain a copy of their protected health information stored in electronic format. Directs the Comptroller General to report on the circumstances in which it is necessary and workable to require that individuals be notified if their individually identifiable health information is wrongly disclosed. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality, to develop a Health Information Technology Resource Center.

Great Lakes Short Sea Shipping Enhancement Act of 2007 - Amends the Internal Revenue Code to exempt from the harbor maintenance tax commercial cargo (other than bulk cargo) loaded or unloaded at U.S. ports in the Great Lakes Saint Lawrence Seaway System. Defines the "Great Lakes Saint Lawrence Seaway System" as the waterway between Duluth, Minnesota and Sept. Iles, Quebec, Canada, encompassing the five Great Lakes, their connecting channels, and the Saint Lawrence River.

Convention on Supplementary Compensation for Nuclear Damage Contingent Cost Allocation Act - Declares that certain funds designated under provisions (commonly known as the Price-Anderson Act) of the Atomic Energy Act of 1954 to provide indemnification shall be used to cover the contingent cost resulting from any nuclear incident for which such funds would be available to compensate for public liability (Price-Anderson incident). States that certain funds made available to the United States under the Convention on Supplementary Compensation for Nuclear Damage shall be used to satisfy public liability resulting from a Price-Anderson incident. Requires participation by each nuclear supplier in a retrospective risk pooling program to cover the contingent cost resulting from a nuclear incident outside the United States that is not a Price-Anderson incident. Requires the Secretary of Energy to report to Congress every five years on whether there is a need for continuation or amendment of this Act.

Refugee Crisis in Iraq Act - Directs the Secretary of State (Secretary) to establish processing facilities in Iraq and in countries in the region for eligible Iraqis to apply and interview for U.S. admission as refugees or as special immigrants. Includes among refugees of special humanitarian concern: (1) Iraqis who were employed by, or worked for or directly with the U.S. government in Iraq; (2) Iraqis who were employed in Iraq by a U.S.-based media or nongovernmental organization or an organization that has received a grant from, or entered into a cooperative agreement or contract with the U.S. government; (3) spouses, children, sons, daughters, siblings, and parents of Iraqis who worked for the U.S. government or who are special immigrants; and (4) Iraqis who are members of a religious or minority community and have close family members in the United States. Authorizes the Secretary to identify other priority groups in Iraq. Authorizes the Secretary of Homeland Security to provide special immigrant status to an otherwise admissible Iraqi national (and spouse and children) who was employed by, or worked for or directly with the U.S. government in Iraq for at least one year in or after 2003. Directs the Secretary to: (1) establish in the U.S. embassy in Baghdad, Iraq, a Minister Counselor for Iraqi Refugees and Internally Displaced Persons; and (2) designate in the U.S. embassies in Cairo, Egypt; Amman, Jordan; Damascus, Syria; and Beirut, Lebanon a Minister Counselor to oversee U.S. resettlement of persons considered refugees of special humanitarian concern. Directs the Secretary, with respect to each country with a significant population of displaced Iraqis, including Iraq, Jordan, Egypt, Syria, Turkey, and Lebanon, to: (1) consult with other countries regarding resettlement of the most vulnerable members of such refugee populations; and (2) develop mechanisms in and provide assistance to countries with a significant population of displaced Iraqis to ensure their well-being and safety in their host environments. Amends the Immigration and Nationality Act to permit a qualifying Iraqi applicant for asylum or withholding of removal whose claim was denied on the basis of changed country conditions to file for reopening of his or her claim.

Authorizes the Secretary of Education to make grants to one or more nonprofit educational organizations established to research, display, interpret, and collect artifacts relating to the history of the Underground Railroad. Requires each grant agreement to require the organization to: (1) establish a facility to house, display, and interpret the artifacts related to the history of the Underground Railroad; (2) demonstrate substantial private support for the facility through the implementation of a public-private partnership between a state or local public entity and a private entity providing certain matching funds; (3) create an endowment to fund shortfalls in the costs of ongoing facility operations; (4) establish a network of satellite centers throughout the United States to help disseminate information regarding the Underground Railroad; and (5) establish the capability to link the facility electronically with other local and regional facilities with interpretive Underground Railroad collections and programs.

Reaffirms the Senate's commitment to: (1) a lasting solution to the Israeli-Palestinian conflict based on the establishment of two states, Israel and Palestine; and (2) Israel's security. Denounces the use of violence and terror. Calls on: (1) President Bush to engage Israel and the Palestinian Authority (PA) to begin negotiations; (2) the Hamas-led PA to recognize Israel's right to exist, renounce and end all terror and incitement, and accept past agreements and obligations with Israel; and (3) moderate Arab states to intensify their diplomatic efforts toward a two-state solution. Urges President Bush to consider appointing as Special Envoy for Middle East Peace an individual who has held cabinet rank or someone equally qualified with an extensive knowledge of foreign affairs and the Middle East region in particular.

Declares that the Senate: (1) has heard with profound sorrow and deep regret the announcement of the death of the Honorable Craig Thomas, a former Senator from Wyoming; (2) mourns the loss of one of its most esteemed members; and (3) expresses its condolences to the people of Wyoming and to his wife, Susan, and his four children. Declares that when the Senate adjourns June 5, 2007, it shall stand adjourned as a further mark of respect to the memory of Senator Thomas.
