Home Oxygen Patient Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use.

Ethanol Education and Expansion Act of 2007 - Amends the Agricultural Risk Protection Act of 2000 to direct the Secretary to make grants to majority-controlled producer-based business ventures to install E-85 fuel infrastructure, including infrastructure necessary: (1) for the direct retail sale of E-85 fuel, including E-85 fuel pumps and storage tanks; and (2) to directly market E-85 fuel to gas retailers, including in-line blending equipment, pumps, storage tanks, and load-out equipment; and Provides for infrastructure installation subgrants to direct retailers of E-85 fuel located in a rural area. Defines "E-85 fuel" as a blend of gasoline at least 85% derived from ethanol (or any other percentage, not below 70%, as determined by the Secretary for requirements relating to cold start, safety, or vehicle functions). Requires a grant equal to 20% of the total installation costs. Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary to establish a program, funded by the Commodity Credit Corporation, to make competitive grants to eligible nonprofit organizations or institutions of higher education to educate governmental and private entities that operate vehicle fleets, other interested entities, and the public about the benefits of E-85 fuel use.

ITFA Extension Act of 2007 - Amends the Internet Tax Freedom Act to extend until November 1, 2011: (1) the ban on state and local taxation of Internet access and on multiple or discriminatory taxes on electronic commerce; and (2) provisions allowing states with Internet tax laws enacted prior to the ban to continue enforcing such laws.

Western Hemisphere Traveler Improvement Act of 2007 - Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to require as part of the certifications required prior to implementation of the western hemisphere travel initiative (Initiative), that: (1) a pilot program of at least one state has been initiated and evaluated to determine if an enhanced driver's license valid only for citizenship verification for U.S. entry from Canada meets documentation requirements; (2) a study has determined the number of passports and passport cards that will be required to be issued; and (3) sufficient passport adjudication personnel have been hired. Authorizes a person under 16 years old who is a U.S. or Canadian citizen to enter the United States with a birth certificate if the person: (1) is accompanied by the individual's legal guardian; and (2) is entering the United States from Canada or Mexico. Authorizes a person under 18 years old to enter the United States with a birth certificate if the person is traveling under adult supervision with a public or private school group, religious group, social or cultural organization, or a youth sports team. Directs the Secretary of State and the Secretary of Homeland Security to establish a state driver's license and identity card enrollment program to permit a U.S. citizen with a qualifying driver's license or identity card or a Canadian citizen with a qualifying comparable document to enter the United States from Canada by land or sea without providing other citizenship documentation. Authorizes program expansion to include other countries. Directs the Secretary of Homeland Security to accept a birth certificate as proof of citizenship for any U.S. citizen who is traveling from one part of a state to a noncontiguous part of that state through Canada if: (1) the citizen cannot travel by land to such part of the state without traveling through Canada; and (2) the travel in Canada is limited to no more than two hours. Directs the Secretary of State, during the two-year period beginning on the date on which the Secretary of Homeland Security publishes a final rule in the Federal Register to carry out the Initiative, to: (1) provide one facility in each of at least six designated cites or ports of entry in which a passport or passport card may be procured without an execution fee; and (2) develop at least six mobile teams along the U.S. northern and southern borders to issue passports or other identity documents without an execution fee. Requires the Secretary of Homeland Security to do a cost-benefit analysis of the Initiative prior to publishing such final rule. States that Congress' intent in enacting section 546 of the Department of Homeland Security Appropriations Act, 2007 was to prevent the Secretary of Homeland Security from implementing the Initiative before the earlier of June 1, 2009, or the date on which the Secretary certifies to Congress that an alternative travel document (passport card) has been developed and widely distributed to eligible U.S. citizens. Amends the State Department Basic Authorities Act of 1956 to extend passport processing authorities for civil service and foreign service annuitants.

Stop Over Spending Act of 2007 - Second Look at Wasteful Spending Act of 2007 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to transmit annually to Congress a maximum of four special messages that propose to rescind dollar amounts of discretionary budget authority, items of direct spending, and targeted tax benefits. Requires an analysis by: (1) the Congressional Budget Office (CBO) of an estimated savings in budget authority or outlays resulting from such rescission; and (2) the Joint Committee on Taxation of an estimated savings resulting from repeal of targeted tax benefits. Requires any rescinded budget authority, items of direct spending, or targeted tax benefit to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases or revenue reductions. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under this Act. Sets forth procedures for expedited congressional consideration of a proposed rescission. Requires: (1) the President to issue an order fully implementing without change all sequestrations required by the Office of Management and Budget (OMB) in its Final Sequestration Report; and (2) the Government Accountability Office (GAO) to report to Congress and the President on the order's compliance with this Act. Prescribes requirements for discretionary sequestration reports by OMB and GAO, discretionary spending and maximum deficit limits, federal tax gap initiative, executive and legislative branch sequestration procedures, and congressional response to low economic growth. Provides adjustments in such discretionary spending limits for: (1) the Global War on Terrorism overseas; (2) U.S. forces in such War; (3) addressing deficiencies at Walter Reed Army Medical Center for injured individuals resulting from such War; (4) continuing disability reviews and Supplemental Security Income (SSI) redeterminations for the Social Security Administration; (5) health care fraud and abuse; and (6) unemployment insurance improper payment reviews. Authorizes the President to exempt military personnel accounts from sequestration or provide a lower uniform percentage reduction. Prohibits the President's budget from exceeding the maximum deficit amount for any fiscal year. Requires biennial budget resolutions, appropriations Acts, and government strategic and performance plans. Establishes the National Commission on Entitlement Solvency and the Commission on Congressional Budgetary Accountability and Review of Federal Agencies. Amends the Congressional Budget Act of 1974 to revise budget resolution requirements. Authorizes the chairman of the Committee on the Budget to notify the Senate of a Medicare funding warning. Makes it out of order to consider any legislation that would cause any increase in direct spending, net of proposals to change direct spending receipts, or revenues contained in the measure if the Senate has been notified of such warning for two consecutive calendar years. Makes it out of order in the Senate to consider legislation that includes a federal income tax rate increase. Requires the concurrent resolution on the budget, for any year when the CBO projects an on-budget deficit (excluding Social Security) for the budget year or any subsequent fiscal year, except in specified circumstances, to: (1) reduce on-budget deficits relative to the CBO projections and put the budget on a path to achieve on-budget balance within five years; and (2) include provisions to protect Social Security and facilitate deficit reduction, other than reducing Social Security benefits. Requires the CBO to prepare an estimate for legislation reported from committee (except measures within the jurisdiction of the Committee on Appropriations) on whether the measure would cause a net increase in direct spending exceeding $5 billion in any of the four 10-year periods between FY2016-FY2055. Sets forth provisions avoiding Pay-As-You-Go points of order in the Senate against consideration of appropriations legislation. Provides for such Pay-As-You-Go points of order in certain circumstances.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Amends the Higher Education Act of 1965 to authorize the Secretary of Education to award competitive grants to states for the establishment of a task force composed of state, higher education, and early childhood education representatives and tasked with planning and reviewing the implementation of statewide early childhood education professional development and career systems. Includes among task force duties: (1) developing a professional development and career lattice that provides for a variety of early childhood professional roles with varying professional qualifications and responsibilities, including strategies that offer compensation commensurate with a individual's credentials and training support; (2) assisting institutions of higher education to develop articulation agreements that convert diverse training into academic credits; (3) supporting undergraduate and graduate degree programs in early childhood education; and (4) subjecting the system to quality assurance measures. Directs state grantees to submit their statewide plans for such systems to the Secretary within one year of receiving a grant.

Skilled Worker Immigration and Fairness Act - Amends the Immigration and Nationality Act to exempt from the annual H-1B (specialty occupation/fashion models) visa cap an alien who has: (1) earned a master's or higher degree in science, technology, engineering, or mathematics from an institution of higher education outside of the United States; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Sets H-1B annual limits at: (1) 115,000 for FY2007; and (2) for each subsequent fiscal year, the greater of 115,000 or a market-based calculation. Exempts from numerical limitations on employment-based immigrants: (1) aliens who have earned advanced degrees in science, technology, engineering, or math and have been working in their fields in the United States under a nonimmigrant visa in the three years prior to filing for adjustment; (2) recipients of national interest waivers; and (3) immediate relatives of employment-based immigrants. Permits an alien (and dependents) to file for adjustment of status whether or not an employment-based immigrant visa is immediately available if: (1) a petition on behalf of the alien has been approved; or (2) adjudication of such petition is pending. Revises H-1B provisions with respect to: (1) application fraud and misrepresentation; (2) employer penalties; (3) Department of Labor investigations; (4) Department of Labor and Department of Homeland Security (DHS) information sharing; (5) information provided to an H-1B nonimmigrant upon visa issuance; (6) prohibiting H-1B-exclusive employment advertising; and (7) prohibiting an employer of fewer than 50 employees in the United States from having more than 50% H-1B nonimmigrant employees.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Industrial Bank Holding Company Act of 2007 - Amends the Federal Deposit Insurance Act (FDIA) to apply the bank share or asset acquisition requirements of the Bank Holding Company Act of 1956 to any company that is or would become an industrial bank holding company. Subjects an industrial bank to Federal Deposit Insurance Corporation (FDIC) requirements regarding registration, reporting, and bank examinations. Prohibits the FDIC from imposing capital or capital adequacy requirements on functionally regulated affiliates of any depository institution controlled by industrial bank holding companies meeting certain criteria. Requires a federal supervisory agency of an industrial bank holding company to forego examination of any depository institution subsidiary of the holding company. Authorizes the FDIC to require from either a regulatory agency or a holding company that controls an industrial bank any information necessary to: (1) assess risk to the industrial bank; or (2) determine its condition. Prohibits an industrial bank from being controlled by a commercial firm, except in certain circumstances. Prescribes activity and branching limitations affecting industrial bank subsidiaries of certain commercial firms. Authorizes a federal supervisory agency to order a holding company or a nonbank subsidiary to terminate an activity or its ownership or control over certain depository institution subsidiaries if the activity or ownership or control of a nonbank subsidiary represents a serious risk to a depository institution subsidiary of the holding company. Subjects foreign bank acquisition or control of an industrial bank to approval of the Board of Governors of the Federal Reserve System. Requires a holding company of an industrial bank to serve as a source of financial and managerial strength to its subsidiary banks. Subjects an industrial bank holding company to: (1) enforcement by the FDIC, including its nonbank subsidiaries; and (2) the prompt corrective action requirements of the FDIA.

Requires the President to appoint, by and with the advice and consent of the Senate, one additional district judge for the eastern district of California and one additional district judge for the district of Nebraska. Prohibits filling of the first vacancy in the office of district judge in each of the offices of district judge authorized by this Act occurring 10 years or more after the confirmation of the judge named to fill the temporary district judgeship created by this Act. Amends the Judicial Improvements Act of 1990 to extend the temporary judgeships in the district of Hawaii, the district of Kansas, and the northern district of Ohio. Prohibits filling of the first vacancy in the office of district judge in the district of Hawaii occurring 20 years or more after the confirmation of the judge named to fill the temporary judgeship created by such Act.

Makes permanent (under current law, expires December 31, 2007) the requirement that the Secretary of Veterans Affairs furnish, upon request, an appropriate government headstone or marker for the graves of certain veterans eligible for burial in national cemeteries, but buried in private cemeteries.

Securing America's Future Economy Budget Process Reform Act, or SAFE Budget Process Reform Act - Amends the Congressional Budget Act of 1974 (CBA) to require adoption of a joint resolution by the House and Senate to extend discretionary spending caps in the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Amends the Gramm-Rudman-Hollings Act to extend Pay-As-You-Go requirements, and certain deficit control rules. Makes it out of order in the Senate to consider direct spending or revenue legislation that would cause a deficit or increase the deficit for any one of three applicable time periods. Amends CBA to require the Congressional Budget Office (CBO) to prepare an estimate for legislation reported from committee (except measures within the jurisdiction of the Committee on Appropriations) or placed on the Senate Legislative Calendar, including related amendments or conference reports, on whether the measure would cause a net increase in direct spending in excess of $5 billion in any of the five 10-year periods beginning with the budget year. Federal Insurance Budgeting Act of 2005 - Requires that, starting FY2012, the President's budget submission to Congress be based upon the risk-assumed cost of federal insurance programs for accrual budgeting purposes. Amends cost requirements of federal insurance programs. Requires agencies responsible for federal insurance programs to develop models to estimate their risk-assumed cost by year. Amends CBA to revise the federal and congressional budget processes by establishing a two-year budgeting and appropriations cycle and timetable. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Establishes the Commission on Federal Budget Concepts. Repeals Gramm-Rudman-Hollings Act requirements for emergency adjustments to spending legislation. Amends CBA to prescribe requirements for such adjustments, including a reserve fund for emergencies.

Expresses the sense of the Senate that the Soviet Union's decades-long occupation of Estonia was illegal and a violation of Estonia's sovereignty. Expresses support for Estonia as a sovereign state and a member of the North Atlantic Treaty Organization (NATO) and the Organization of Security and Cooperation in Europe (OSCE). Condemns: (1) recent acts of violence and looting in Estonia; (2) attacks and threats against Estonia's embassies and officials in Russia and other countries; and (3) political efforts to exploit the memory of the victims of the Second World War. Urges all activists to express their views peacefully. Honors the sacrifice of all those, including Red Army soldiers, who gave their lives to defeat Nazism. Supports the government of Estonia's efforts to initiate a peaceful dialogue with the government of the Russian Federation. Urges the governments of all countries to: (1) condemn the violence that has occurred in Estonia, Moscow, and elsewhere in 2007, and to urge all parties to express their views peacefully; (2) assist the government of Estonia in its cyber-attacks investigation; and (3) fulfill their obligations under the 1961 Vienna Convention on Diplomatic Relations.

Government Pension Offset Reform Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a federal or state pension plan. Declares that such benefit reductions shall be equal to the amount by which two-thirds of the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $1,200, adjusted for inflation.

Children's Health Care Quality Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to establish a program to: (1) identify quality and performance measures for pediatric service providers; and (2) award grants or contracts for the development, validation, and testing of new and emerging measures. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish demonstration projects to award grants to states to improve the delivery of health care services to children under Medicaid and SSA title XXI (State Children's Health Insurance Program) (SCHIP). Requires demonstration projects in the categories of: (1) health information technology systems; (2) disease management for children with chronic conditions; (3) evidence-based quality improvement; and (4) quality and performance measures for providers of children's health care services. Requires the Comptroller General to make recommendations to Congress for the design and implementation of a demonstration project to evaluate the suitability of existing quality and performance measures for children's inpatient hospital services for public reporting, differentiating quality, identifying best practices, and providing a basis for payment rewards.

Christopher and Dana Reeve Paralysis Act - Amends the Public Health Service Act to permit the Director of the National Institutes of Health (NIH): (1) acting through the Director of the National Institute of Neurological Disorders and Stroke, to expand and coordinate NIH activities on paralysis research; (2) to award grants to plan, establish, improve, and provide basic operating support for Christopher and Dana Reeve Paralysis Research Consortia; (3) to educate and disseminate information and receive public comment on NIH programs and research regarding paralysis; (4) acting through the Director of the National Institute of Child Health and Human Development and the National Center for Medical Rehabilitation Research, to expand and coordinate NIH research with implications for enhancing daily function for persons with paralysis; and (5) to make grants to plan, establish, improve, and provide basic operating support for multicenter clinical trial networks to design clinical rehabilitation intervention protocols and measures of outcomes on paralysis. Permits the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to study the health challenges associated with paralysis and other physical disabilities and carry out projects and interventions to improve the quality of life and long-term health status of individuals with such conditions. Permits the Secretary to award grants for activities related to paralysis, including to: (1) establish paralysis registries; and (2) disseminate information to the public.

New Markets for State-Inspected Meat and Poultry Act of 2007 - Directs the Secretary of Agriculture to review each state's meat and poultry inspection program, which shall include: (1) determination of plan effectiveness; and (2) identification of changes necessary for future transition to a state program as provided for by this Act. Amends the Federal Meat Inspection Act to authorize the Secretary to approve a qualifying state meat inspection program and allow the shipment in commerce of carcasses, parts of carcasses, meat, and meat food products so inspected. Requires the Secretary to review approved plans annually. Authorizes the Secretary to: (1) enter into a cooperative agreement to establish the relationship between a state program and the Secretary; (2) provide partial reimbursement for state costs to meet federal requirements; and (3) appoint advisory committees. Prohibits from state inspection plan participation establishments that have more than 50 employees, except for those subject to state inspection as of 90 days after the effective date of this Act. Directs the Secretary to temporarily suspend or take over a noncomplying state program (or an establishment). States that: (1) an establishment in a state with an approved state program may apply for either state or federal inspection; and (2) a state or local government shall not prohibit or restrict the movement or sale of meat or meat food products that have been inspected and passed in accordance with this Act for interstate commerce. Exempts from such inspection provisions retail stores and restaurants (including specified central kitchen facilities) if the operations are conducted for sale of such prepared articles in normal retail quantities or for service of the articles to consumers at such establishment. Makes similar amendments to the Poultry Products Inspection Act.

Expresses the heartfelt condolences of the Senate to the victims and their families, and to students, faculty, administration and staff and their families who have been deeply affected by the tragic shootings at Virginia Tech in Blacksburg, Virginia. Expresses its hope that the tragedy will lead to a shared national commitment to take steps that will help our communities prevent such tragedies in the future. High-Tech Worker Relief Act of 2007 - Amends the Immigration and Nationality Act to increase the number of annual H-1B (specialty occupation) visa entrants for FY2007 and FY2008. Eliminates the 20,000 annual cap on aliens with master's or higher degrees who can enter the United States without being subject to H-1B visa limits. Exempts from direct numerical limitations: (1) aliens with an advanced degree in science, technology, engineering, or math who have been working in a related field in the United States during the three-year period preceding their application for an employment-based immigrant visa; (2) certain aliens who are priority workers or who have received a national interest waiver; and (3) immediate relatives.

Senior Professional Performance Act of 2007 - Amends federal provisions concerning locality-based comparability payments to exclude certain senior-level and scientific and professional positions from positions for which the maximum limitation on total basic and comparability pay is level III (rather than level IV) of the Executive Schedule. Increases the rate of basic pay for certain senior-level positions to level III. Provides that in the case of an agency that has a performance appraisal system that is certified as making meaningful distinctions based on relative performance, a rate of basic pay fixed under this Act for such positions shall not be greater than the rate of basic pay payable for level II. Prohibits an employee from suffering a reduction in pay by reason of transfer from an agency with an applicable maximum rate of pay prescribed under such performance appraisal system to an agency with an applicable maximum rate of pay prescribed by a rate no greater than a specified level. Stipulates that appointments to positions classified above a GS-15 may be made on approval of the appointee's qualifications by the Director of the Office of Personnel Management (OPM) on the basis of qualification standards developed by the agency involved in accordance with criteria prescribed by the Director. Provides that appointments to positions of specially qualified scientific and professional personnel are made without competitive examination on such basis. Provides that this Act's amendments may not result in a reduction in the rate of basic pay for certain senior-level positions. Limits an agency's certification of performance appraisal systems to 24 months. Provides for extensions of such certifications.

Human Cloning Prohibition Act of 2007 - Amends the Public Health Service Act to prohibit any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; or (3) shipping or receiving an embryo produced by human cloning or any product derived from such an embryo. Prohibits knowingly importing such an embryo. Sets forth criminal and civil penalties. Provides that nothing in this Act restricts areas of scientific research not specifically prohibited, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans. Directs the Government Accountability Office (GAO) to assess the need to amend such prohibition, including through: (1) a discussion of new developments, the need for somatic cell transfer to produce medical advances, current public attitudes and prevailing ethical views concerning its use, and potential legal implications of somatic cell transfer research; and (2) a review of any technological developments that may require technical changes to such prohibition.

Federal Workforce Performance Appraisal and Management Improvement Act of 2007 - Revises provisions relating to the establishment of performance appraisal systems by certain federal agencies. Requires agencies to establish one or more new performance appraisal systems to promote high performance. Revises provisions relating to the responsibilities of the Office of Personnel Management (OPM) for the development of performance appraisal systems. Revises provisions relating to specific mandatory training programs for supervisors. Revises provisions relating to federal employee pay rates and systems with respect to employees whose performance rating is below the fully successful level to, among other things, prohibit a pay increase for such employees.

Generating Opportunity by Forgiving Educational Debt for Service Act of 2007 - Amends the Internal Revenue Code to exclude from gross income student loan repayments by the federal government on behalf of federal employees and members of the Armed Forces on active duty. Exempts such repayments from social security taxes.

Universal Health Care Choice and Access Act - Provides for health promotion and disease prevention activities, including requiring the Secretary of Health and Human Services to convene an interagency coordinating committee to develop a national strategic plan for prevention. Amends the Internal Revenue Code to: (1) allow participants in high deductible health care insurance plans an increased tax deduction for contributions to a health savings account; and (2) allow individual taxpayers a refundable tax credit for health insurance costs paid. Requires states to establish and operate a qualified high risk pool or a state-designated alternative that ensures access to private health insurance for medically uninsurable individuals. Health Care Choice Act of 2007 - Amends the Public Health Service Act to apply the laws of the primary state (as designated by the health insurance issuer) to individual health insurance coverage offered by that issuer in the primary state and in any secondary state if certain requirements are met. Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize the Secretary to adjust the amount of the Medicare Part B premium for participation in certain healthy behaviors. Establishes in the Treasury a Medical Retirement Account Fund to distribute retirement benefits to individuals who renounce eligibility for Medicare. Amends SSA title XIX (Medicaid) to establish a Medicaid Advantage program to provide individuals a medical home where they receive a seamless continuum of medical care and care management that meets certain requirements. Allows the Secretary to award grants to states for administrative health care tribunals for the resolution of disputes concerning injuries allegedly caused by health care providers. Amends SSA title XI to create safe harbors from civil and criminal penalties in current anti-kickback laws for providing certain health information technology and training services.

Telework Enhancement Act of 2007 - Requires the head of each executive agency, the Chief Justice, the Speaker of the House of Representatives, and the Majority Leader of the Senate to: (1) establish a policy under which federal employees shall participate in telework to the maximum extent possible without diminishing employee performance or organizational operations; and (2) appoint a Telework Managing Officer. Exempts from the policy executive branch employees: (1) whose duties involve the daily handling of secure materials, necessary contact with special equipment, or a daily physical presence; (2) who are assigned to national security or intelligence functions; or (3) whose functions are otherwise inappropriate for teleworking and which are designated as functions to which the policy does not apply. Provides for the Speaker, the Majority Leader, and Chief Justice to designate ineligible legislative and judicial branch employees. Requires the head of each executive agency to ensure that: (1) telework training is incorporated in the agency's new employee orientation procedures; and (2) periodic employee reviews are conducted for all employees to ascertain whether telework is appropriate for the employee's job description and the extent to which it is being utilized by the employee. Requires the Comptroller General to: (1) establish a system for evaluating telework policies and participation; and (2) publish an annual report rating each entity's policy and participation.

Senator Paul Simon Study Abroad Foundation Act of 2007 - Establishes in the executive branch the Senator Paul Simon Study Abroad Foundation to carry out this Act under the authorities of the Mutual Educational and Cultural Exchange Act of 1961. Requires the Foundation to award grants, increasingly for study in nontraditional study abroad destinations, to: (1) U.S. students; (2) nongovernmental institutions that provide and promote study abroad opportunities for U.S. students, in consortium with institutions of higher education (IHEs); and (3) IHEs, individually or in consortium.

Stopping Overseas Subsidies Act - Amends the Tariff Act of 1930 to apply countervailing duties to nonmarket economies. Authorizes the use of alternative methodologies in determining whether a subsidy is countervailable with respect to the People's Republic of China (PRC). Requires congressional approval for revocation of nonmarket economy country determinations made by the administering authority. Requires a United States International Trade Commission study of how the PRC uses government intervention to promote investment, employment, and exports.

Iran Counter-Proliferation Act of 2007 - Amends the Iran Sanctions Act of 1996 to expand the definitions of "petroleum resources" and "person." Expresses the sense of Congress concerning certain sanctions against Iran. Subjects Russia to specified nuclear energy cooperation prohibitions unless the President certifies to Congress that: (1) Russia has suspended all nuclear assistance and transfers of advanced conventional weapons and missiles to Iran; or (2) Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects Iran to specified economic sanctions unless the President certifies to Congress that Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Requires the Director of National Intelligence to submit to Congress an updated National Intelligence Estimate on Iran. Authorizes the President to: (1) carry out exchange programs with the people of Iran; and (2) make voluntary grant-based contributions to the International Atomic Energy Agency (IAEA) for the establishment of an international nuclear fuel bank to maintain a reserve of low-enriched uranium in case of a disruption in the supply of reactor fuel by normal market mechanisms. Sets forth specified Iran investment-related reporting requirements.

Economic Development Act of 2007 - Authorizes any state to provide to any person for economic development purposes tax incentives that otherwise would be the cause or source of discrimination against interstate commerce under the Commerce Clause of the Constitution. Disqualifies any incentive that: (1) is dependent upon the state or country of incorporation, commercial domicile, or residence of an individual; (2) requires the recipient to acquire, lease, license, use, or provide services to property created in the state; (3) is reduced or eliminated as a result of an increase in out-of-state activity by the recipient or other person or as a result of such other person not having a taxable presence in the state; (4) results in loss of a compensating tax system, because the tax on interstate commerce exceeds the tax on intrastate commerce; (5) requires that other taxing jurisdictions offer reciprocal tax benefits; or (6) requires that a tax incentive earned with respect to one tax can only be used to reduce a tax burden for, or provide a tax benefit against, any other tax that is not imposed on apportioned interstate activities.
