Foreign Service Act Amendment Act

The bill amends the Foreign Service Act in connection with the fulfillment of Estonia's task of the Presidency of the Council of the European Union in the first half of 2018. The purpose of the changes is to simplify the personnel appointments related to the EU presidency and to reduce the related workload, to enable the smooth and operative deployment of employees to positions related to the EU presidency, and to make the current regulation clearer. Current law does not currently allow the EU Flexibility related to the chairmanship of the Council and operational processing of documents related to assignments in conditions of increased workload. The bill will also enable the State Chancellery to send professional diplomats on the basis of the Foreign Service Act. The change is related to the fulfillment of the tasks of the EU presidency, due to which the number of officials sent from the State Chancellery will increase. The draft creates an opportunity to take professional diplomats into the foreign service even if they only know English as a foreign language. So far, knowledge of two foreign languages ​​is required, one of which is English or French. A professional diplomat is a specialist in his field, for whom his professional knowledge is the most important. The change is necessary because the requirement to know two foreign languages ​​is an obstacle to sending a competent specialist as a professional diplomat.

Estonian-Russian state border agreement between the Republic of Estonia and the Russian Federation and the Act on the Ratification of the Agreement between the Republic of Estonia and the Russian Federation on the Delimitation of the Maritime Areas of Narva and the Gulf of Finland

The agreements determine the state border between Estonia and Russia and delimit the sea areas of the Narva River and the Gulf of Finland between these countries. The negotiable state border differs minimally from the currently guarded temporary control line. Compared to the current Line of Control, some lands on both sides are being transferred to the other side; both on lakes and on land, according to the agreement, changes will take place on both sides of the control line in equal measure. On March 7, 2014, the government initiated the draft law on the ratification of treaties. The draft passed the first reading in the Riigikogu on April 16, 2014. The second reading was not reached due to the end of the composition of the Riigikogu, as a result of which the draft fell out of the Riigikogu's proceedings and the government had to initiate the draft again. The law enters into force in a general manner. Agreements enter into force 30 days after the date of exchange of letters of ratification.

The bill provides for removing the head of the delegation Hannes Hanso from the delegation and appointing Marianne Mikko as the head of the delegation.
