Act on Amendments to the National Audit Office Act, the Political Parties Act and other laws (control body for political party funding)

As the main amendment, the bill provides for the replacement of the Committee for Monitoring the Financing of Political Parties with a new control body - the National Audit Office. The explanatory letter reasons that due to the increase in the professionalism of control activities, the control of political party funding becomes more understandable for the target group and the transparency of funding increases. Voter information is a prerequisite for making informed electoral decisions. The target group is political parties, electoral unions and individual candidates. The change affects the entire target group. A change in the control body does not lead to changes in funding requirements. The target group must be informed with sufficient time about the change of organization and the need to submit reports to the new organization. The National Audit Office will continue the ongoing inspection operations instead of the Party Financing Supervision Commission (ERJK), and the National Audit Office, as the legal successor, will also participate in the ongoing court proceedings instead of the ERJK.

The Act on Amendments to the Investment Funds Act and Amendments to Other Acts Related thereto

The purpose of the bill is to increase the productivity of the II pillar pension funds by reducing the fees of mandatory pension funds, as well as to expand the investment opportunities of pension funds. The corresponding EU directive concerning the employer's pension fund will be adopted into Estonian law.
