An Act to amend the Child Protection Act and other laws

The purpose of the amendment is to ensure that the assistance provided to the child is based on his or her real needs and interests, and that the assistance is coordinated and transparent. The changes help to better protect the rights of a child in need, including in the execution of court decisions concerning the child. In the future, a clearer distinction will be made between situations where the intervention requires the leading role of the child protection worker of KOV, and cases where support for the child's well-being can take place especially in the area where the child's difficulties appeared (e.g. health care, education, family). The bill changes the basis for initiating child protection case management by a child protection worker, thereby reducing the workload of child protection workers. This helps reduce the burnout of professionals and supports the focus on the children who need the support of the child protection worker the most. In addition, the draft specifies the duties of a child protection worker for a child in need in assessing the need for help and providing him with help, including enforcement procedures related to handing over the child and enabling communication with the child. The changes to the TMS also specify the roles of the bailiff and the police in such enforcement proceedings and create a basis for suspending the enforcement action in situations where its continuation may harm the child's well-being.

Perehüvitiste seaduse muutmise seadus

Eelnõu näeb ette teha seaduses järgmised muudatused: sünnitoetuse suurus on 1000 eurot iga sündinud lapse kohta; kaksikute sünni korral on sünnitoetuse suurus 3000 eurot ning kolmikute või suurema arvu mitmike sünni korral on sünnitoetuse suurus 10 000 eurot iga sündinud lapse kohta, lapsendamistoetust makstakse 1000 eurot iga lapsendatud lapse kohta.
