Ukraine Security Supplemental Appropriations Act, 2024 This bill provides FY2024 supplemental appropriations for federal departments and agencies to respond to the conflict in Ukraine. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. Specifically, the bill provides appropriations to the Department of Defense (DOD), Department of Energy science programs, the National Nuclear Security Administration, the Administration for Children and Families, the Department of State, and the U.S. Agency for International Development. The funding is provided for purposes such as supporting current U.S. military operations in the region, the Ukraine Security Assistance Initiative, replacing defense articles that were provided to Ukraine, reimbursing DOD for defense services and training provided to Ukraine, the Foreign Military Financing Program, economic support for Ukraine, refugee and entrant assistance, international narcotics control and law enforcement, and the development and production of isotopes. The bill also includes provisions that expand the authorities of the President to transfer defense articles and services from DOD to foreign countries or international organizations, require the President to transfer long-range Army Tactical Missile Systems to Ukraine, require the President to enter into an agreement with Ukraine regarding repaying the United States for the economic assistance it has provided to Ukraine, require certain funds that are provided for Ukraine to be matched by other donors, and establish various oversight and reporting requirements for assistance provided to Ukraine.

All sales of coins issued under this bill must include a surcharge to be paid to the Rosie the Riveter Trust to support the National Park Service in maintaining and repairing the Rosie the Riveter WWII Home Front National Historical Park.

Protecting Native Americans’ Credit Act of 2024 This bill excludes specified medical debt incurred by Native Americans from credit reports. The bill applies to medical debt related to treatment authorized by an Indian Health Service facility and performed at a non-Indian Health Service facility and medical debt wrongfully charged by the Department of Health and Human Services. This type of debt must be excluded from a credit report if the medical debt was incurred as a result of services received in the last year or if the debt has been fully paid or settled.  The bill also establishes a dispute process for such debt.

(the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

The funding is provided for purposes such as supporting current U.S. military operations in the region; replacing defense articles that were provided to Israel; reimbursing DOD for defense services and training provided to Israel; and procuring Israel's Iron Dome, David's Sling, and Iron Beam defense systems to counter short-range rocket threats. The bill also provides appropriations to the State Department for Diplomatic Programs, Emergencies in the Diplomatic and Consular Service, and the Foreign Military Financing Program. The funding is provided to the State Department for purposes such as (1) increasing security at U.S. embassies impacted by the attacks on Israel, and (2) conducting emergency evacuations of U.S. government personnel and citizens in the region. Finally, the bill includes provisions that expand the authorities of the President to transfer defense articles and services from DOD to Israel.

Specifically, the bill requires Interior to (1) enter into contracts, award grants, and provide technical assistance to Indian tribes and tribal organizations for activities related to buffalo restoration or management; (2) consult with tribes and tribal organizations on initiatives that affect buffalo or buffalo habitat, including efforts to contain or eradicate diseased buffalo; and (3) develop a policy relating to buffalo and buffalo habitat management activities on Indian land. Additionally, Interior may enter into agreements with tribes or tribal organizations to transport surplus buffalo from federal land onto Indian land.

Poarch Band of Creek Indians Lands Act This bill applies the Indian Reorganization Act (IRA) to the Poarch Band of Creek Indians. Additionally, the bill reaffirms previous decisions by the Department of the Interior to take land into trust for the tribe under the IRA. A 2009 Supreme Court case,  Carcieri v. Salazar, decided that Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the IRA was enacted in 1934. This bill (1) affirms the applicability of the IRA to the Poarch Band of Creek Indians, thereby deeming the tribe to be under federal jurisdiction as of June 18, 1934, for purposes of the IRA; and (2) reaffirms prior decisions by Interior to take land into trust for the benefit of the tribe.
