Chronic Wasting Disease Support for States Act

Chronic Wasting Disease Support for States Act - Directs the Secretary of the Interior to establish an official national database on chronic wasting disease for the surveillance and monitoring of data regarding chronic wasting disease in wild and captive cervid (member of the deer family) populations and other wildlife. Requires such Secretary to: (1) develop a national surveillance and monitoring program to identify the rate of chronic wasting disease infection in deer and elk wild herds; (2) allocate funds for the development and implementation of management strategies to address chronic wasting disease; and (3) make grants to support research on chronic wasting disease. Requires the Secretary of Agriculture to: (1) develop a national surveillance and monitoring program to identify the rate of chronic wasting disease infection in captive deer and elk herds; (2) upgrade federal laboratories to facilitate timely processing of samples from the surveillance and monitoring programs and related epidemiological investigation; (3) expand and accelerate research on chronic wasting disease; and (4) increase the number and size of grants made to support such research.

To provide for the conveyance of a small parcel of Natural Resources Conservation Service property in Riverside, California, and for other purposes.

Directs the Secretary of Agriculture to convey to the Riverside-Corona Resource Conservation District, without consideration, specified federal land administered by the Department of Agriculture's Natural Resources Conservation Service in Riverside, California, contingent on the District's agreeing to: (1) use the property for land conservation and related research and to make the property available to other public agencies engaged in similar activities; and (2) permit the Natural Resources Conservation Service to continue to occupy and use that part of the property known as Buildings B and D.

Trade Adjustment Assistance Improvement Act

Trade Adjustment Assistance Improvement Act - Amends the Trade Act of 1974 to allow the filing of a petition with the Secretary of Labor for certification of eligibility to apply for trade adjustment assistance (TAA) by adversely affected workers in a service sector firm, its subdivision, or a public agency. Revises group eligibility requirements for TAA to cover: (1) a shift, by a public agency to a foreign country, of production of articles or in provision of services, like or directly competitive with articles which are produced, or services which are provided by the workers' firm, subdivision, or public agency; and (2) instances where the workers' firm, subdivision, or public agency obtains or is likely to obtain such services from a foreign country. Provides for industry-wide certification of adversely affected workers for TAA. Increases the amount of payments for training of adversely affected workers under the Act. TAA Health Coverage Improvement Act of 2007 - Amends the Internal Revenue Code to increase the tax credit for the health insurance costs of certain TAA workers and Pension Benefit Guaranty Corporation (PBGC) pension recipients. Sets forth requirements to prevent a lapse of health care coverage for TAA workers and their families. Replaces alternative trade adjustment assistance for older workers provisions with eligibility requirements for wage insurance benefits to older workers who have received an industry-wide certification to apply for TAA. Increases the maximum allowance to cover costs of an adversely affected worker for job search expenses and relocation expenses. Establishes an Office of the Trade Adjustment Assistance Ombudsman. Extends the TAA program for workers through FY2012. Revises the TAA program for communities negatively impacted by trade. Establishes a TAA for communities program to coordinate the federal response. Allows the filing of a petition with the Secretary of Commerce for certification of eligibility to apply for TAA by a service sector firm. Extends the TAA program for firms through FY2012. Extends the TAA program for farmers through FY2012.

Food Stamp Equality Act of 2007

Food Stamp Equality Act of 2007 - Amends the Food Stamp Act of 1977 to make individuals convicted of specified federal or state drug-related offenses eligible for food stamp or similar benefits. (Current law denies food stamp benefits to such individuals.) Authorizes a state to: (1) deny or limit food stamp benefits to such individuals; or (2) continue to provide such benefits under a previous opt-out provision.

Trans Fat Truth in Labeling Act of 2007 - Directs the Commissioner of Food and Drugs to promulgate a final regulation revising federal regulations applicable to the declaration of the trans fat content on a food label to require that if the trans fat content of a serving of a food is less than .5 grams and is declared in the nutrition information on the label or in the labeling of the food, such content shall be expressed through the use of an asterisk or other notation stating that such content is less than .5 grams (instead of zero).

Protect America's Wildlife Act of 2007

Protect America's Wildlife Act of 2007 - Amends the Fish and Wildlife Act of 1956 to add to airborne hunting offenses a prohibition against any person shooting or attempting to shoot any bird, fish, or other animal before 3:00 a.m. following a day on which the person has traveled by aircraft other than on a regularly scheduled commercial aircraft. Increases the fine for such offenses to not more than $50,000 (currently, $5,000). Prohibits a state from authorizing or undertaking any action otherwise prohibited under such Act for the purpose of increasing any game population or sport hunting. Authorizes a state to shoot predators from an aircraft to prevent a biological emergency, if: (1) the head of the state's fish and wildlife agency determines that such an emergency is imminent and there is no other means available to eliminate the emergency; (2) the shooting is conducted by an officer or employee of such agency or of the U.S. Department of Agriculture (USDA); (3) the shooting occurs only in the area where the emergency exists; and (4) the shooting removes only the minimum number of predators necessary to eliminate the emergency. Allows the Secretary of the Interior to authorize an otherwise prohibited action to prevent the extinction of any endangered or threatened species under the Endangered Species Act of 1973 if there is no other means available to address the threat of extinction. Authorizes citizen suits under the Fish and Wildlife Act of 1956.

Fresh Produce Safety Act

Fresh Produce Safety Act - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to require the Secretary of Health and Human Services (the Secretary) to establish standards for good manufacturing practices for the minimal processing of produce, including standards related to sanitation and water. Requires the Secretary to provide for unannounced inspections of processing facilities to determine if produce processed in the facilities is in compliance with the requirements of this Act. Directs the Secretary to establish general standards for good agricultural practices for the production of raw agricultural commodities, including requirements related to manure, animals, water, and environmental conditions. Gives officers and employees duly designated by the Secretary the authority to inspect appropriate facilities to determine compliance with the standards for good agricultural practices. Directs the Commissioner of Food and Drugs to establish and maintain an active surveillance system to assess the frequency and sources of human illness in the United States associated with the consumption of fresh produce. Directs the Commissioner and the Secretary of Agriculture to design and implement a national public education program on food safety relating to produce. Directs the Secretary of Agriculture to conduct research to assist in the implementation of this Act and the requirements of the FFDCA that relate to produce. Requires the Secretary to establish procedures for equivalency with foreign countries that intend to export raw agricultural commodities and minimally processed produce to the United States.

Food and Drug Import Safety Act of 2007

Food and Drug Import Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to provide for research on the development of tests and sampling methodologies for use on imported food. Requires the Secretary to assess and collect fees on imported food and drugs. Directs the Secretary to restrict the importation of all food to metropolitan ports of entry with a Food and Drug Administration (FDA) laboratory for testing such food. Deems a food, drug, or device to be misbranded it its labeling fails to identify its country of origin. Requires the Secretary to establish a program under which: (1) persons importing food voluntarily agree to abide by specified food and security guidelines; and (2) the Secretary agrees to expedite the movement of such food through the inspection process. Increases civil penalties for the manufacturer or importer of adulterated food. Sets forth provisions governing the reorganization of FDA field laboratories and district offices. Requires the Secretary to issue an order requiring an immediate cease in the distribution of food that may cause serious, adverse health consequences or death. Subjects all imported food to U.S. food safety standards. Sets forth a certification system for a foreign facility seeking to import food. Requires the Secretary to require, as good manufacturing practices, that processed food undergo testing to detect substances that may render the food adulterated. Defines the term "color additive" to include carbon monoxide that may affect the color of fresh meat, poultry products, or seafood, unless the label bears a specified statement.

Las Cienegas Enhancement and Saguaro National Park Boundary Adjustment Act

Las Cienegas Enhancement and Saguaro National Park Boundary Adjustment Act - Requires the Secretary of the Interior, if Las Cienegas Conservation, LLC offers to convey to the Secretary title to the Empirita-Simonson parcel of land and the Bloom parcel of land (the non-federal land), to accept the offer and simultaneously convey to Las Cienegas Conservation, LLC the Sahuarita parcel of land (the federal land). Requires the values of the federal and non-federal lands exchanged to be equal, as determined by appraisals. Requires Las Cienegas Conservation, LLC, to: (1) pay the costs of carrying out the exchange of such lands; (2) enter into an agreement with Pima County, Arizona, to convey to Pima County a certain well site; and (3) relinquish to Pima County any water rights to such well site held by Las Cienegas Conservation, LLC. Requires: (1) the Empirita-Simonson parcel of non-federal land, upon acquisition by the Secretary, to become part of the Las Cienegas National Conservation Area; and (2) the Bloom parcel of non-federal, upon acquisition by the Secretary, to become part of the Saguaro National Park. Modifies the boundary of the Las Cienegas National Conservation Area to exclude the 40-acre tract that is leased by the Bureau of Land Management (BLM) to the town of Elgin, Arizona, for a sanitary landfill. Instructs the Secretary to provide to the Secretary of Agriculture a right-of-way through the non-federal land for motorized public road access to the boundary of the Coronado National Forest.

Consumer Food Safety Act of 2007

Consumer Food Safety Act of 2007 - Requires the Secretary of Health and Human Services to: (1) administer a national program to protect human health by ensuring that the food industry has effective programs to assure the safety of food; (2) prescribe regulations regarding harmful substances in food, registration of facilities, sanitary food processing, proper labeling, processing controls, and inspections of registered facilities; (3) establish tolerances to limit the quantity of contaminants in food; (4) establish a system to ensure the safety of imported food; (5) include food in an active surveillance system; (6) establish guidelines for a sampling system of food products; (7) rank food categories based on their health hazard and identify approaches to minimize such hazards; and (8) design and implement a food safety education program. Amends the Federal Food, Drug, and Cosmetic Act to require notification of the Secretary of any adulterated or misbranded food. Sets forth provisions regarding ceasing distribution of food, recalls, and civil penalties for violations of this Act. Prohibits any person from being discriminated against because that person participated in any way in carrying out the purpose of specified federal food laws or refused to violate any law, rule, or regulation. Allows the Secretary to impose traceability requirements on a type or class of food product as necessary to assure the protection of the public health. Allows civil actions against the Secretary for failing to perform any nondiscretionary act or duty to ensure the safety of food products.

Idaho Land Conveyance Act of 2007

Idaho Land Conveyance Act of 2007 - Authorizes the Secretary of Agriculture (the Secretary), if the Sun Valley Company offers to convey to the Secretary specified non-federal land that is owned by the Company, to accept the offer, and on conveyance of such land, to simultaneously convey to the Company specified Forest Service land. Requires: (1) the Secretary to transfer to the Secretary of the Interior administrative jurisdiction over the non-federal land; and (2) the Secretary of the Interior to transfer to the Secretary administrative jurisdiction over specified Bureau of Land Management (BLM) land. Provides for: (1) the non-federal land to become part of BLM's Shoshone District and the boundaries of such District to be adjusted to include such land; and (2) the BLM land to become part of the Sawtooth National Forest and the boundaries to be adjusted to include the BLM land.

Back to School: Improving Standards for Nutrition and Physical Education in Schools Act of 2007 - Directs the Secretary of Agriculture to revise the standards that set a minimal nutritional value for competitive foods and beverages (sold outside of the federally-funded school lunch and breakfast programs) so that they are consistent with those described in a report of the Institute of Medicine (Institute) of the National Academy of Sciences (NAS), dated April 25, 2007. Applies such standards to all competitive foods and beverages sold on school campuses during the school day. Requires the Secretary of Health and Human Services (Secretary) to arrange for the Institute to develop recommendations, every five years, for updating such standards so they reflect the current Dietary Guidelines for Americans and scientific knowledge. Requires the Secretary of Agriculture, after receiving the Institute's recommendations, to revise such standards. Directs the Secretary to establish the Nutrition Standards in Schools Task Force to assist in establishing a user friendly system for identifying foods and beverages that meet nutrition standards. Directs the Secretary of Agriculture to award grants to states, high-need local educational agencies (LEAs), and Indian tribes to provide food service and school personnel with the training needed to implement nutrition standards. Requires federally-funded LEAs to implement policies requiring student participation in physical education programs that meet standards for physical activity issued by the Secretary, based on recommendations from the National Association for Sport and Physical Education. Directs the Secretary to award competitive grants to states, high-need LEAs, and Indian tribes to provide teachers with the training and support needed to implement such physical education programs. Requires the Carol M. White Physical Education program to meet the Secretary's standards for physical activity.

Puget Sound Watershed Comprehensive Conservation Project Act of 2007 - Requires the Secretary of Agriculture to: (1) carry out a competitive grant program for the Puget Sound area to provide comprehensive conservation planning to address water quality; and (2) enter into cooperative agreements with state and local governments, Indian tribes, or non-governmental entities with a history of working with agricultural producers to carry out projects under the program. Authorizes the Secretary to: (1) provide project demonstration grants, provide technical assistance, and carry out information and education programs to improve water quality in the area by reducing soil erosion and improving sediment control; and (2) provide a priority for projects and activities that directly reduce soil erosion or improve water quality.

A bill to prohibit the closure or relocation of any county office of the Farm Service Agency until at least one year after the enactment of an Act to provide for the continuation of agricultural programs for fiscal years after 2007.

SAFER Meat, Poultry, and Food Act of 2007

Safe and Fair Enforcement and Recall for Meat, Poultry and Food Act of 2007 or SAFER Meat, Poultry and Food Act of 2007- Amends the Federal Meat Inspection Act, the Poultry Products Inspection Act and the Federal Food, Drug, and Cosmetic Act to: (1) require a person, other than a household consumer, who has reason to believe meat, poultry, or food products to be adulterated or misbranded to so notify the Secretary of Agriculture or the Secretary of Health and Human Services, as appropriate; (2) provide the Secretary of Agriculture with authority for voluntary (by transporters, shippers, distributors, and handlers) and mandatory (upon the failure of voluntary action) nondistribution and recall, withdrawal of inspectors from violating facilities, consumer and health official notification, and imposition of civil penalties; and (3) provide the Secretary of Health and Human Services with authority for voluntary (by transporters, shippers, distributors, and handlers) and mandatory (upon the failure of voluntary action) nondistribution and recall, consumer and health official notification, and imposition of civil penalties.

TRACE Act of 2007

Tracing and Recalling Agricultural Contamination Everywhere Act of 2007 or TRACE Act of 2007- Amends the Federal Meat Inspection Act to direct the Secretary of Agriculture to establish a traceability system for all stages of manufacturing, processing, packaging, and distribution of food. States that cattle, sheep, swine, goats, horses, mules and other equines, and poultry presented for slaughter for human consumption, and the carcasses or parts of carcasses and the meat and food products of those animals, shipped in interstate commerce shall be identified in a manner that enables the Secretary to trace: (1) each animal to any location at which the animal was held at any time before slaughter; and (2) each carcass or part of a carcass and food product forward from slaughter through processing and distribution to the ultimate consumer. Directs the Secretary to establish a traceability system for all stages of production, processing, and distribution of meat and meat food products produced through the slaughter of such animals. Authorizes the Secretary to: (1) prohibit or restrict entry to a slaughtering establishment of an animal not so identified; and (2) require a person or entity to maintain records. Amends the Poultry Products Inspection Act and the Egg Products Inspection Act to establish similar provisions for poultry and poultry products and for eggs and egg products.

To prohibit the closure or relocation of the field office of the Farm Service Agency in Clark County, Indiana.

Bountiful City Land Consolidation Act - Allows the city of Bountiful, Utah, to acquire specified National Forest System land in the Wasatch-Cache National Forest, a part of which is used under permit for a shooting range, in exchange for the city conveying certain lands in Bountiful to the United States through the Secretary of Agriculture.

To provide for the conveyance of a small parcel of National Forest System land in the George Washington National Forest in Alleghany County, Virginia, that contains the cemetery of the Central Advent Christian Church and an adjoining tract of land located between the cemetery and road boundaries.

Subjects such conveyance to the condition that the Church accept the real property in its condition at the time of conveyance, commonly known as conveyance "as is."

Pigford Claims Remedy Act of 2007

Pigford Claims Remedy Act of 2007 - Declares that any Pigford claimant (relating to a racial discrimination action against the Department of Agriculture) who has not previously obtained a determination on the merits of a Pigford claim may, in a civil action, obtain that determination. Asserts that it is Congress's intent that this Act be liberally construed so as to effectuate its remedial purpose of giving a full determination on the merits for each denied Pigford claim. Directs the Secretary of Agriculture to provide a claimant with a report on farm credit loans made within the claimant's county or adjacent county during a specified period which shall contain information on all accepted applicants (but without any personally identifiable information), including: (1) the applicant's race; (2) the application and loan decision dates; and (3) the location of the office making the loan decision. Sets forth provisions respecting: (1) expedited claim resolution; and (2) foreclosure limitation. Defines: (1) "Pigford claimant" as an individual who previously submitted a late-filing request under the consent decree in the case of Pigford v. Glickman (1999); and (2) "Pigford claim" as a discrimination complaint as defined and documented by such consent decree.

Santa Fe National Forest Title Claim Resolution Act - Directs the Secretary of Agriculture, acting through the Forest Service Regional Forester, Southwestern Region, to convey to Ramona and Boyd Lawson (the claimants) specified National Forest System land in the Santa Fe National Forest in New Mexico (the federal land) in exchange for: (1) the granting by the claimants to the United States of a scenic easement to the federal land that protects the purposes for which such land was designated under the Wild and Scenic Rivers Act and is determined to be acceptable by the Secretary; and (2) a releasing of the United States by the claimants of their claim and any additional related claims of theirs. Declares that such conveyance of federal land constitutes a full satisfaction of the claim.

Regional Ground and Surface Water Enhancement Program Act of 2007 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to: (1) identify areas in which protecting or improving water quality or water quantity, or both, is a priority; (2) establish (within the environmental quality incentives program) a regional water enhancement program to improve agricultural water quality or water quantity; and (3) invite prospective partners to submit competitive grant proposals for regional water enhancement partnerships.

To provide for a boundary adjustment and land conveyances involving Roosevelt National Forest, Colorado, to correct the effects of an erroneous land survey that resulted in approximately 7 acres of the Crystal Lakes Subdivision, Ninth Filing, encroaching on National Forest System land, and for other purposes.

Modifies the boundaries of Roosevelt National Forest, Colorado, to exclude from it a parcel of real property consisting of approximately seven acres that was erroneously included within the Crystal Lakes Subdivision, North Filing, as a result of the failure of a 1975 survey of the Subdivision to correctly locate the original quarter corners as specified. Directs the Secretary of Agriculture to use the authority provided by the Small Tracts Act to convey all interest of the United States in and to the real property excluded from the boundaries of Roosevelt National Forest under this Act to the landowners whose real property adjoins the excluded land and who have occupied the excluded land in good faith reliance on the erroneous survey.

Southeast Arizona Land Exchange and Conservation Act of 2007

Southeast Arizona Land Exchange and Conservation Act of 2007 - Directs the Secretary of Agriculture (the Secretary) to convey to Resolution Copper Mining, LLC, all and interest of the United States in and to specified federal land in Pinal County, Arizona, in exchange for Resolution Copper conveying to the United States title to: (1) the Secretary to specified non-federal land in Gila, Yavapai, Maricopa, Pinal, and Coconino Counties, Arizona, and (2) the Secretary of the Interior to specified non-federal land in Pinal and Gila Counties, Arizona. Directs the Secretary to convey specified land in Pinal County to the town of Superior, Arizona. Instructs Resolution Copper to deliver to the Secretary an executed document reviewed by, and acceptable to, the Secretary which grants a permanent conservation easement to the easement area (the surface estate of the Apache Leap Natural and Cultural Resource Conservation Easement Area) to one or more of the following grantees: (1) a qualified unit of government or Indian tribe; or (2) a land trust or other qualified organization. Requires Resolution Copper and the grantee or grantees to determine whether the area covered by the easement should be managed to establish additional cultural and historic resource protections or measures. Directs: (1) the Secretary to construct in the Global Ranger District of the Tonto National Forest one or more replacement campgrounds for the Oak Flat Campground; and (2) the Secretary of the Interior to immediately convey to the Arizona State Parks Board approximately 2,000 acres of land under such Secretary's jurisdiction within the exterior boundary of the proposed Tam O'Shanter Area State Park for the establishment of such Park. Requires the Secretary of the Interior, immediately upon request by the Board, to grant the Board a right-of-way for a State Park access road across any federal lands on the Tam O' Shanter Access Road in order to provide public access to the proposed State Park.

Amends the Farm Security and Rural Investment Act of 2002 to require the Secretary of Agriculture to permanently reduce base acres for land that: (1) has been developed for commercial or industrial use; (2) has been subdivided and developed into multiple residential units or other nonfarming uses; or (3) is no longer intended for farm use. Includes within a producer agreement for direct or counter-cyclical payments prohibitions against the land: (1) being in residential use (including land subdivided and developed into residential units or other nonfarming uses); or (2) no longer being intended for farm use. Requires: (1) Farm Service Agency certification of an agreement; and (2) annual audits of direct and counter-cyclical payments and base acreage by the Secretary.

Waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions from the Committee on Rules.

Harvesting Energy Act of 2007

Harvesting Energy Act of 2007 - Extends: (1) federal procurement of biobased products; (2) biorefinery development grants; (3) the biodiesel fuel education program; (4) the energy audit and renewable energy development program; (5) the biomass research and development program; (6) assistance for renewable energy systems and energy efficiency improvements, including pyrolysis and thermochemical conversion systems; (7) cooperative research and extension projects; (8) the bioenergy program, including establishment of feedstock residue management and transition assistance programs; (9) research, extension, and educational programs on biobased technologies and products; (10) the environmental quality incentives program; and (11) high-priority research and extension initiatives. Establishes: (1) a biochar research and demonstration program; (2) a strategic biofuel feedstock reserve program; (3) a direct payment program for value-added and renewable energy enterprises; (4) a biomass feedstock pilot program; (5) biochar demonstration projects; and (6) demonstration projects for farm and rural applications of plug-in electric drive vehicles. Provides for Department of Agriculture (Department) use of flexible fuel vehicles. Directs the Secretary of Agriculture, in conjunction with the Colorado Renewable Energy Collaboratory, to carry out a renewable energy research and development program. Directs the Secretary to: (1) establish a standardized protocol for market-based trading of greenhouse gas emissions reductions from soil carbon sequestration to monitor soil carbon sequestration and increases in soil carbon stocks associated with agricultural management practices; (2) provide grants to land-grant colleges and universities to develop renewable energy and value-added curricula and provide renewable energy extension services; and (3) provide grants to nonprofit organizations to educate fleet operators and the public about biodiesel and other renewable fuels. Provides for a joint Department-Department of Energy study and report on reducing the costs of producing electricity from renewable resources.
