Farmers Home Administration Guaranteed Loan Improvements Act of 1987 - Amends the Consolidated Farm and Rural Development Act to permit leaders and subsequent loan holders to sell the guaranteed portion of certain Farmers Home Administration (FmHA) loans provided that: (1) all related fees due the Secretary of Agriculture are fully paid; and (2) the loan has been fully disbursed to the borrower. Authorizes the issuing of pool certificates representing ownership of the guaranteed portion of such FmHA loans. Directs the Secretary to: (1) provide for the central collection of registration information; (2) provide for specified seller-buyer disclosure; (3) regulate market makers in pool certificates; (4) require market makers to service all pools and provide the Secretary with payment and default information; and (5) report annually to the appropriate congressional committees regarding secondary market operations.

National Nutrition Monitoring and Related Research Act of 1987 - Title I: Nutrition Monitoring and Related Research - Establishes a ten-year coordinated program, to be known as the National Nutrition Monitoring and Related Research Program, which will be implemented by the Secretaries of Health and Human Services and Agriculture. Establishes an Interagency Board for Nutrition Monitoring and Related Research to facilitate the implementation of such program. Authorizes the Secretaries to appoint an Administrator of Nutrition Monitoring and Related Research to coordinate such program. Sets forth the functions of the Secretaries with respect to such program, including: (1) establishing matching grants programs for specified nutritional and dietary purposes; and (2) submitting an annual report to the President for transmittal to the Congress. Requires the Secretaries to prepare and implement a comprehensive national nutrition monitoring and related research plan which shall: (1) assess and report on U.S. nutritional and dietary trends; (2) assess and report on low-income food and household expenditures; (3) sponsor and conduct research; (4) develop and update a national dietary and nutritional status data bank; (5) assist State and local agencies in developing procedures and networks for nutrition monitoring and surveillance; and (6) focus the activities of Federal agencies. Requires the plan to allocate the project functions and activities among the various Federal agencies and offices involved. Provides that the comprehensive plan shall be carried out during the period ending with the close of the ninth fiscal year following the fiscal year in which the final comprehensive plan is submitted. Requires the Secretaries to provide for and coordinate such scientific research and development as may be necessary to support the coordinated program and comprehensive plan. Authorizes appropriations. Title II: National Nutrition Monitoring Advisory Council - Establishes an 11-member Advisory Council to: (1) provide scientific and technical advice on the development and implementation of all components of the coordinated program and the comprehensive plan; (2) evaluate such program and plan; and (3) submit an annual report to the Secretaries. Title III: Dietary Guidance -Directs the Secretaries, by the start of 1990 and every five years thereafter, to publish and review dietary guidelines for the general public.

Farm Debt Restructuring Act of 1987 - Directs the Secretary of Agriculture to make assistance payments on behalf of eligible farmers who enter into qualified debt restructuring agreements. Bases eligibility upon: (1) farm ownership; (2) farm loan indebtedness; (3) farm income and sales; and (4) gross farm income. Requires: (1) a qualified debt restructuring agreement to provide for specified principal and interest reductions, and no loan origination fees or points; and (2) the parties to consider loan extensions of at least five years. Sets maximum annual payment amounts. Provides for a three-year period of assistance. Requires borrowers to fully reimburse the Secretary over five years, beginning five years (with a two-year postponement if necessary) after the first assistance payment has been made. Amends the Food Security Act of 1985 to prohibit debt restructuring assistance under this Act to borrowers who produce commodities on erodible land or on converted wetlands.

Amends the Food Security Act of 1985 to provide that if the Secretary of Agriculture increases rental payments offered to prospective conservation reserve participants, similar increases must be provided to participating producers of the same commodity.

Alternative Agricultural Products Research Act of 1987 - Establishes in the Department of Agriculture the New Products Research Board to be administered by the Assistant Secretary of Agriculture for Science and Education. States that the Board shall advise the Assistant Secretary with respect to research project selection and evaluation under this Act. Authorizes a plant modification research program focusing on the development and production of new (non-food and-fiber) industrial and commercial products. Gives priority to biotechnological research projects. Sets forth project selection criteria. Authorizes FY 1988 through 2007 appropriations.

Sugar Program Improvements Act of 1987 - Amends the Food Security Act of 1985 to set sugar price supports at 12 cents per pound through 1991. (Current price support levels are 18 cents per pound through 1990.) Limits payments to persons who produced 1985 or 1986 sugarcane or sugar beet crops and who produced sugarcane or sugar beets from at least two of the 1982 through 1984 crops. Sets forth payment rate provisions.

Farmers Home Loan Buy Back Act of 1987 - Directs the Secretary of Agriculture, in administering the sale of specified Farmers Home Administration rural development obligations as provided for under the Omnibus Budget Reconciliation Act of 1986, to give the issuers the right of first refusal. Sets forth sale price provisions.

Rural Development Reorganization Act of 1987 - Title I: Reorganization of the Department of Agriculture - Renames the Department of Agriculture the Department of Agriculture and Rural Development. Directs the Secretary of Agriculture and Rural Development to establish and maintain a revitalized nationwide rural development program as set forth in the Rural Development Act of 1972, the Rural Development Policy Act of 1980, and this Act. Establishes in such Department a Rural Development Administration headed by an Administrator appointed by the Secretary, with the advice and consent of the Senate. Directs the Secretary to transfer to the Rural Development Administration those agencies, offices, or entities in the Department performing rural development functions. Amends the Agriculture and Food Act of 1981 to expand the number of designated assistance areas from 225 to 450. Establishes within the Rural Development Administration an Office of Advocacy for Rural Development, whose Chief Counsel shall be appointed by the President, with the advice and consent of the Senate. Specifies the functions and duties of such Office. Directs the Comptroller General to investigate and report to the President and the Congress about services, functions, and missions of other Federal departments and agencies which could be transferred to the Secretary of Agriculture and Rural Development. Directs the Secretary to report, by geographical areas of the United States, to the Congress: (1) within six months after enactment of this Act on the extent to which rural development offices and activities of the Federal Government were located or relocated to rural areas during FY 1981 through 1986; and (2) within six months after the end of each fiscal year beginning with FY 1987 on the extent to which Federal offices and activities were located or relocated to rural areas. Title II: State Cooperative Agreements and Plans - Authorizes the Administrator, Rural Development Administration, to enter into cooperative agreements with States: (1) to delegate to any State the authority to cooperate in carrying out the provisions of this Act; and (2) to assist States in the development and administration of Federal programs that provide educational opportunities, job training, health services, and other specified benefits to rural residents. Conditions any agreement or financial assistance under this Act upon a State's submission for approval of a comprehensive plan for a State rural development program. Permits the Secretary and other Federal agency heads to enter into agreements with State and local governments to provide educational training, job training, health services, and other benefits to rural residents. Directs the Administrator in cooperation with the Secretary to use the Cooperative State Extension Service to inform rural residents about such programs. Establishes in the National Agricultural Library the National Rural Assistance Information Clearinghouse, which shall distribute information and data about Federal, State, and local programs. Title III: Rural Technology Grants - Amends the Consolidated Farm and Rural Development Act to direct the Secretary to make grants to nonprofit institutions to establish rural technology development centers to seek to improve rural economic conditions. Permits the Secretary to provide employment-related technical assistance to economically distressed rural areas. Title IV: Special Grants - Amends the Rural Development Act to direct the Secretary to make grants to programs assisting displaced farmers. Specifies the kinds of services to be provided. Authorizes appropriations. Title V: Miscellaneous Amendments - Makes conforming amendments to the Community Economic Development Act of 1981 and other Federal law. Title VI: Administrative Provisions - Sets forth administrative provisions. Title VII: Block Grants - Subtitle A: Rural Development Assistance Grant - Amends the Consolidated Farm and Rural Development Act to direct the Rural Development Administration to make grants to States: (1) to provide rural economic development technical assistance, rural community leadership development, and community and areawide rural economic development planning; or (2) for measures designed to facilitate development of private business enterprises. Authorizes appropriations. Subtitle B: Rural Infrastructure Block Grant Act - Directs the Secretary, for each fiscal year, to allocate to each State funds for rural infrastructure development according to a congressionally approved formula. Lists factors to be considered in devising such formula. Requires submission of a proposed formula to the agriculture committees of both Houses of Congress. Makes such proposed formula effective after 90 calendar days unless a joint resolution is enacted either disapproving the formula or substituting another formula. Authorizes appropriations. Title VIII: Special Assistant to the President for Rural Policy - Directs the President, within 90 days after enactment of this Act, to appoint a Special Assistant to the President for Rural Policy who shall: (1) systematically review Federal programs affecting rural areas; and (2) assist in the preparation of a comprehensive rural development strategy designed to maximize the effectiveness and increase the responsiveness of Federal programs to rural areas. Requires the Secretary, within one year after enactment of this Act, to transmit the rural development strategy to the congressional agriculture committees and to report annually to such committees on any changes to such strategy. Requires the Special Assistant to use the Office of the President to maximize coordination of Federal programs affecting rural areas. Title IX: Effective Date - Sets forth the effective date of this Act.

Amends the Rural Electrification Act of 1936 to permit Rural Electrification Administration borrowers to prepay Federal Financing Bank loans without penalties if: (1) private capital is used to replace such loans; and (2) any savings will be used to avoid future rate increases, passed on to customers, or used to improve the borrower's financial strength.

Agricultural Quarantine Enforcement Act - Prohibits first-class mail parcel service (excluding letters) for any plant- or animal-related article unless the sender permits an agricultural inspection of such parcel. Makes it unlawful for a sender not to declare such articles. Provides for the: (1) detention of interstate mail (including mail from Puerto Rico); (2) inspection of international mail; and (3) detention of mail from outside the United States. Directs the Secretary of Agriculture to: (1) coordinate activities under this Act with the United States Postal Service and the United States Customs Service; and (2) conduct a public education campaign. Authorizes the Secretary to assess civil penalties for violations of this Act.

Amends the Agriculture and Food Act of 1981 to extend the national donated commodity processing program through June 30, 1992. Makes conforming amendments to the Child Nutrition Amendments of 1986 and the School Lunch and Child Nutrition Amendments of 1986.

Imported Products and Commodities Safety Act of 1987 - Title I: Imported Meat and Poultry Products - Directs the Secretary of Agriculture to submit a report to the Congress about the Department of Agriculture's resources for sampling and enforcement methods regarding pesticide and drug residues in imported meat and poultry products. Title II: Imported Raw Agricultural Commodities - Directs the Secretary of Health and Human Services to prepare a plan specifying the Food and Drug Administration's resources for sampling and enforcement methods (including district data sharing) regarding pesticide residues in imported raw agricultural commodities. Requires the Secretary to: (1) prepare a fiscal year commodity import monitoring summary; and (2) submit an annual enforcement report to the appropriate congressional committees.

Agricultural Mortgage Marketing Act of 1987 - Amends the Farm Credit Act of 1971 to establish as a federally-chartered institution of the Farm Credit System (System) the Agricultural Mortgage Enhancement Corporation (Corporation). States that the Corporation shall not be liable for the debts of any other System institutions. Directs the Corporation to provide a secondary agricultural mortgage market by: (1) developing uniform underwriting, security appraisal, and repayment standards; (2) determining the eligibility of agricultural mortgage marketing facilities to contract with the Corporation for credit enhancement of specific mortgage pools; and (3) providing credit enhancement to assure the repayment of principal and interest on pools of qualified agricultural mortgage loans. Sets forth provisions relating to: (1) the Board of Directors; (2) operating powers; (3) agricultural mortgage marketing facility certification (including revocation); (4) credit enhancement of qualified agricultural mortgage loans; (5) the required ten-percent contribution reserve (including distributions of any earnings on such reserve and loss allocation); (6) standards for qualified agricultural mortgage loans; (7) credit enhancement; (8) exemption from Federal and State securities laws under specified conditions (including authorized investments); and (9) termination of credit enhancement authority five years after enactment of this Act.

Farmer-Initiated Loan Restructuring Act - Amends the Consolidated Farm and Rural Development Act to permit farmers in disaster-affected areas to request emergency farm loan principal and interest deferments. Terminates such loan restructuring authority two years after enactment of this Act.

Rural Area Revitalization Act of 1987 - Amends the Food Security Act of 1985 to authorize FY 1988 through 1992 appropriations for Rural Development Loan Fund intermediate borrowers. Authorizes the Secretary of Agriculture to make 1988 through 1992 grants for: (1) rural business, employment, and infrastructure development; and (2) stimulation of growth and diversification in rural communities affected by chronic underemployment in basic economic sectors, such as agriculture. Limits: (1) Federal cost sharing to 75 percent, unless waived by the Secretary; and (2) grant eligibility to projects serving communities with populations of not more than 20,000 people. Amends the Consolidated Farm and Rural Development Act to authorize grants for rural drinking water projects. Directs the Secretary to establish an office in the Farmers Home Administration of the Department of Agriculture whose primary purpose shall be to encourage different approaches to economic and community development in rural areas.

Directs the Secretary to prepare a fiscal year summary of sampling activities which shall specify: (1) commodity types and volume; (2) country of export; (3) number of samples taken; and (4) violations, including commodity and pesticide, and the name of the importer. Directs the Secretary, when a violation has been found, to monitor such commodity during the successive growing season. Directs the Secretary to: (1) submit an enforcement report to the appropriate congressional committees; and (2) include within such report a description of any pesticide residue detection research.

Amends the Agricultural Act of 1949 to set 1988 through 1990 soybean support prices at $5.70 per bushel. (Currently such levels are a minimum of $4.50 per bushel for 1988 through 1990.) Requires (current law authorizes) soybean loan repayment at the lesser of prevailing world prices or the crop loan level.

Nutrition for Homeless Individuals Act of 1987 - Title I: Food Stamp Program - Amends the Food Stamp Act of 1977 to define "homeless individual" for purposes of such Act as defined in the Urgent Relief for the Homeless Act. Authorizes food stamp outreach for the homeless. Requires States to provide food stamps within five days of application to: (1) the homeless; and (2) persons whose combined gross income and liquid resources is less than their monthly rent and utilities. Title II: Temporary Emergency Food Assistance Program (TEFAP) - Amends the Temporary Emergency Food Assistance Act of 1983 to provide for an increased variety of commodities for distribution under the temporary emergency food assistance (TEFAP) program. Increases FY 1987 TEFAP authorizations. Authorizes FY 1988 program appropriations. States that any FY 1987 or 1988 appropriations in excess of such authorizations shall be used for the homeless. Title III: Effective Date - Makes the provisions of this Act, with stated exceptions, effective not later than 160 days after enactment.

Agricultural Surplus Commodity Reduction Act of 1987 - Title I: Wheat - Subtitle A: Marketing Quotas - Amends the Agricultural Adjustment Act of 1938, effective for the 1988 through 1990 wheat crops, to direct the Secretary of Agriculture to proclaim national marketing quotas for wheat: (1) for each of the 1988 through 1990 marketing years by May 15, 1987; and (2) for each of the 1991 through 1993 marketing years by April 15, 1990, if 1988 through 1990 marketing quotas are approved by referendum as provided for by this Act. Bases the national quota on domestic and export requirements, emergency food aid needs, and adequate carryover stocks. Bases farm marketing quotas on the 1981 through 1985 plantings. Subjects producers and purchasers of excess marketed wheat to specified fines and criminal penalties. Sets forth the conditions under which such penalties shall be applied. Permits excess wheat to be stored and marketed in succeeding years under specified conditions. Provides that: (1) if national marketing quotas are proclaimed the Secretary shall conduct a referendum to determine whether eligible producers favor or oppose marketing quotas (in lieu of target prices and deficiency payments); and (2) if more than 50 percent of such producers approve the quotas, they shall become effective for the marketing quota period. Prohibits the transfer of farm marketing quotas except that the Secretary may reallocate surrendered quotas. Subtitle B: Loan Rates for the 1988 through 1993 Crops of Wheat - Sets 1988 through 1993 wheat loan rates at $4.65 per bushel. Authorizes prevented planting disaster payments. Amends the Food Security Wheat Reserve Act of 1980 to extend the wheat reserve program through 1993. Title II: Feed Grains - Amends the Food Security Act of 1985, effective for the 1987 through 1990 feed grain crops, to exclude land diversion payments from the $50,000 payment limitation. Amends the Agricultural Act of 1949 to make the deficiency payment date the end of the fifth month of the marketing period. Title III: Oats - Amends the Agricultural Act of 1949, effective for the 1988 through 1990 wheat and feed grain crops, to permit excess oats to be planted on highly erodible land without the loss of 1987 wheat and feed grain benefits. Title IV: Soybeans - Amends the Agricultural Act of 1949, effective for the 1988 through 1990 soybean crops, to: (1) set loan rates at $4.77 per bushel; and (2) require a marketing loan program (which currently is merely authorized). Title V: Export Enhancement - Amends the Food Security Act of 1985 to extend the export enhancement program through FY 1993. Title VI: Availability of Surplus Agricultural Stocks for Liquid Fuels and Ethanol Production - Amends the Agricultural Act of 1949 to require that at least $30,000,000 of Commodity Credit Corporation surplus grain be made available for each of FY 1988 through 1990 for ethanol and liquid fuel industrial development.

Amends the National School Lunch Act to permit a school district that was receiving, as of January 1, 1987, cash or letters of credit in lieu of commodities for its school lunch program (program) to elect to extend such alternative assistance program for each school year ending before July 1, 1992. States that such an election shall not affect the distribution of any bonus program commodities.

Agricultural Export Reserve Act of 1987 - Directs the Secretary of Agriculture, in consultation with the United States Trade Representative, to carry out an export expansion program for the 1987 through 1991 marketing years. Establishes an agricultural surplus Export Reserve for such program. Permits such Reserve to be used for barter for strategic and other stockpiled materials, either for direct ownership or for storage use as collateral. Sets forth policy guidelines for such Reserve, including a prohibition on its use to expand exports to any nation with which the United States does not have full diplomatic relations or against which the President has imposed a trade embargo. Establishes the Export Reserve Advisory Council to advise the Secretary and the Trade Representative on how best to use such Reserve. Requires semi-annual reports to the appropriate congressional committees.

Amends the Agricultural Act of 1949 to suspend 50 percent minimum planting requirements for the 1987 crops of wheat, feed grains, rice, and cotton. Prohibits haying and grazing on additional acreage.

Optional Acreage Diversion Act of 1987 - Amends the Agricultural Act of 1949, effective for the 1987 and 1988 wheat and feed grain crops, to provide that a producer who devotes any amount in excess of 50 percent of permitted wheat or feed grain acreage to conservation use shall receive deficiency payments at a bushel-rate established by the Secretary of Agriculture (but not less than the projected rate for such crop).

Cotton Research and Promotion Program Act of 1987 - Directs the Secretary of Agriculture to issue a proposed cotton marketing order amendment which would: (1) subject imported cotton to marketing assessments under the Cotton Research and Promotion Act; and (2) include cotton importers on the Cotton Board. Directs the Secretary to conduct a cotton producer referendum regarding such proposed amendment. Terminates the Board's authority to process assessment refunds as of the date the Secretary announces the results of such referendum.

Directs the Secretary of Agriculture to: (1) initiate discussions with other major grain-producing nations (including European Economic Community members, Canada, Australia, and Argentina) leading toward an agreement to reduce grain production; and (2) report to the Congress by March 1, 1988. Directs the President to enter into joint development assistance agreements with nations having a positive trade balance with the United States. Amends the Foreign Assistance Act of 1961 to: (1) prohibit the use of U.S. assistance for construction projects which would be detrimental to American farmers; and (2) limit the use of U.S. assistance to purchase foreign goods and services. Directs the Secretary to require that countries receiving U.S. food assistance give future purchase preference to U.S. food and food products. Amends Federal law to direct the Commodity Credit Corporation to make agricultural commodities available free to nonprofit organizations to promote U.S. agricultural marketing abroad. Requires that at least one-third of foreign assistance funds be used to make U.S. food commodities available to foreign countries pursuant to the Agricultural Trade Development and Assistance Act of 1954.
