Agricultural Trade Expansion Act - Amends the Food for Peace Act of 1966 to permit the Commodity Credit Corporation to finance export sales of agricultural commodities on credit terms in excess of three years, but not more than ten years. Exempts such sales from the requirement that exports be transported on privately owned United States - flag commercial vessels.

Food Safety and Nutrition Amendments - Amends the Federal Food, Drug, and Cosmetic Act to require food processors to: (1) notify the Secretary of Health, Education, and Welfare of any possibly adulterated food; (2) establish a food coding system; (3) maintain food distribution records; and (4) register with the Secretary. Provides for administrative detention of food believed to be adulterated. Requires: (1) State and local food labeling requirements to comply with Federal standards under such Act; (2) packaged perishable food to show the sell date; (3) certain labeling information regarding ingredients; and (4) importers to notify the Secretary of the identity of the imported food and the registration of the food processor.

Amends the policy of Congress to restrict to a specified quota the annual aggregate importation of fresh, chilled, or frozen beef, goat, or sheep meat after December 31, 1978. Prescribes a formula for adjustment of such quota.

Declares that it is the policy of the Congress in the interest of public health to phase out Federal assistance which promotes the production of tobacco and the manufacturing and marketing of tobacco products for human consumption. Directs the Secretary of Agriculture to study and report to the President and to the appropriate Congressional committees his findings and recommendations regarding the probable economic effects (particularly on family farmers) of the phasing out of specified Federal tobacco assistance programs.

Amends the Federal Crop Insurance Act to require the Secretary of Agriculture, acting through the Federal Crop Insurance Corporation to establish a national three-year pilot program for insuring farmers and ranchers who raise beef and dairy cattle against losses incurred between January 1, 1979 and December 31, 1982, as a result of brucellosis.

Authorizes the Secretary of Agriculture, with the Secretary of State and the Administrator of the Environmental Protection Agency, to organize and convene, during fiscal year 1978, an international conference of Northern Hemisphere nations on the effects of long-range transport of air pollutants, especially as manifested in acid rain and snow, on agricultural crops, livestock, forests, and associated ecosystems. Requires the Secretary to report to Congress on the conference and to make recommendations as to appropriate changes in domestic and foreign policy.

Petitions the President and the Secretary of Agriculture to: (1) increase price supports to bring commodity prices up to parity; (2) provide diversion payments for devoting land to conservation practices; (3) implement the critical lands and graze-out programs; (4) prevent Government dumping of surplus grain and dairy products into already depressed markets; (5) re-implement fully the summer-fallow provisions of the Agriculture and Consumer Protection Act of 1973; and (6) maximize agricultural exports.

Amends the Federal Meat Inspection Act to require the Secretary of Agriculture to submit to the House Committee on Agriculture and the Senate Committee on Agriculture, Nutrition, and Forestry quarterly reports evidencing that all foreign plants exporting meat have been inspected by inspectors appointed by the Secretary and are in compliance with such Act and the regulations issued thereunder.

Amends the Food and Agriculture Act of 1977 and the Agriculture Act of 1949 to: (1) increase the established prices of wheat and corn for the 1978 crops; (2) require land diversion payments whenever a set-aside of wheat or feed grains cropland is in effect for the 1978 crop year; (3) declare that no further acreage set-aside shall be required in any year on a summer fallow farm if at least 55 percent of cropland acreage is diverted to summer fallow use; (4) require implementation of the critical lands resource conservation program for the Great Plains states for the 1978 crop year; and (5) allow, under specified circumstances, interest-free extensions of the repayment period on wheat and feed grains loans.

Shelterbelt Act - Directs the Secretary of Agriculture to enter into renewable ten-year agreements with landowners and operators for the establishment and preservation of shelterbelts on land subject to wind erosion. Requires the Secretary to make annual payments to participants at fair and reasonable rates, and to bear an appropriate part of the cost of establishing and rehabilitating shelterbelts.

Amends the Soil Conservation and Domestic Allotment Act to remove: (1) the December 31, 1981 termination date for the period during which the Secretary of Agriculture may enter into conservation contracts with land owners and operators in the Great Plains States; (2) the restriction on such contracts to lands designated by the Secretary as susceptible to serious wind erosion; and (3) the ceilings on the total cost of the program and on aggregate annual payments.

Amends the Federal Food, Drug, and Cosmetic Act to exclude from the definition of "food additive", and to include in the definition of "adulterated food", environmental contaminants in raw or processed fish or shellfish, when such contamination is due directly or indirectly to agricultural, industrial, or other activities, and not to deliberate use in the production, processing, treatment, packaging, holding, or transportation of such fish or shellfish. Directs the Secretary of Health, Education, and Welfare to promulgate regulations establishing tolerance levels for unavoidable environmental contaminants in such fish or shellfish. Specifies factors in the determination of such tolerance levels.

Freedom in Livestock Marketing Act - Title I: General Provisions and Definitions - States the findings of Congress that the public interest would be served by the application of open, free, and competitive factors declaring certain livestock marketing transactions unfair or unlawful. Title II: Livestock Marketing Commission - Establishes, within the Department of Agriculture, the Livestock Marketing Commission. Title III: Jurisdiction - Authorizes such Commission to investigate any facts, conditions, practices, persons, or matters which it may deem necessary or proper to aid in the enforcement of the provisions of this Act. Title IV: Unlawful Transactions - Declares it unlawful for any person engaged directly or indirectly in livestock marketing to commit any act of fraud or to steal or convert livestock or money to its own use or to the use of another. Title V: Illegal Marketing Practices - Deems as unfair and illegal certain marketing practices, including violations of Title VI and VII of this Act. Title VI: Financial Responsibility - Requires every livestock market, livestock dealer, and livestock broker to maintain a financial position which reflects total assets in excess of total liabilities under established accounting principles customary and usual to those businesses. Title VII: Scales and Weighing - Requires regular maintenance and service and accurate operation of livestock scales in all livestock transactions in commerce where the purchase and sale price of the livestock is determined on the basis of the weight of the livestock. Title VIII: Multiple Business - Deems it not unlawful, nor an unfair marketing practice, for any livestock market, livestock dealer, or livestock broker to engage in any other business of any kind. Title IX: Arbitration - Requires the Livestock Marketing Commission to establish fair and equitable arbitration procedures for resolving disputes arising in livestock marketing transactions. Title X: Penalties - Establishes administrative and criminal penalties for the violation of provisions of this Act. Title XI: State Law - Deems this Act controlling to the extent that State statutes or laws regulating livestock markets, livestock dealers, and livestock brokers are inconsistent with this Act and the regulations promulgated pursuant to its provisions by the Commission. Title XII: Repealing Clauses - Repeals specified provisions of the Packers and Stockyards Act of 1921 relating to dealers, bonds, registration requirements, charges, fees and rates. Title XIII: General Provisions - Declares that the validity of the remainder of this Act shall not be affected if any provision of it or the application thereof to any person or circumstances is held invalid.

International Emergency Food Reserve Act - Authorizes the President: (1) to enter into negotiations with other nations to develop an international system of food reserves to provide for humanitarian food relief needs; and (2) to establish and maintain an International Emergency Food Reserve, as a contribution of the United States toward the development of such a system, to be made available in the event of food emergencies in foreign countries. Requires for such Reserve minimum stocks of two million tons, allowing an increase up to six million tons pursuant to an international agreement.

Directs the Commodity Futures Trading Commission to prescribe regulations, including registration requirements, for brokers who engage in forward contracting for the purpose of merchandising a particular quantity of an agricultural crop by shifting the ownership of such quantity from the producer of the crop to another party as a result of such a contract and of the future delivery of, and payment for, such quantity of the crop.

Amends the Perishable Agricultural Commodities Act of 1930 to require the Secretary of Agriculture, upon such licensee's request, to examine the circumstances of the bankruptcy of a person licensed to do business as a commission merchant and/or dealer and/or broker, or the bankruptcy of a partner of such licensee. Authorizes the Secretary, after examining such circumstances, to rule that such licensee's license should not terminate.

Amends the Federal Food, Drug, and Cosmetic Act to exclude from the definition of a food additive as defined by such Act any substance used as a component of food-contract articles provided it is not reasonably expected to contribute more than 0.05 part per million to the contacted food as determined under conditions provided for by this Act. Authorizes the Secretary of Health, Education, and Welfare to establish a lower limit for a substance in order to protect the public health.

Farm Income Protection Act - Empowers the Secretary of Agriculture, through the Farm Credit Administration, to protect producers of agricultural products against loss of income from sale of farm products up to a maximum of 50 percent of the average annual sales of the most recent five-year period. Authorizes the Secretary (1) to fix premiums and determine and pay claims for and (2) to provide reinsurance to private insurance companies which insure producers of any agricultural commodity. Amends the Federal Crop Insurance Act to require that the maximum guarantee of production to be provided for any crop insured shall not exceed 75 percent of the average of not less than five years annual yield of all the acres in the farm unit for each crop.
