QUIET Act

United States · United States Congress · 4 December 2025

Quashing Unwanted and Interruptive Electronic Telecommunications Act or the QUIET Act This bill establishes a disclosure requirement for robocalls that use artificial intelligence (AI) to emulate a human being and increases forfeiture and fine amounts for certain violations of the Telephone Consumer Protection Act (TCPA). (The TCPA prohibits certain telemarketing calls made without the recipient’s consent and using specified automated technologies.) Specifically, any robocall that uses AI to emulate a human being must include a disclosure at the beginning of the message indicating that AI is being used. Under the bill, robocalls are defined as calls made or text messages sent (1) using automatic dialing technology, or (2) using an artificially generated message or an artificial or prerecorded voice. Calls or texts that are made or sent using equipment that requires substantial human intervention are excluded.  Further, the bill doubles the maximum forfeiture penalty and criminal fine that may be imposed for certain violations of the TCPA involving the use of AI to impersonate an individual or entity with the intent to defraud, cause harm, or wrongfully obtain anything of value. This provision applies to violations that occur after the bill’s enactment.

READ AI Models Act

United States · United States Congress · 4 December 2025

Resources for Evaluating and Documenting AI Models or the READ AI Models Act This bill requires the National Institute of Standards and Technology (NIST) to develop a customizable template for information to accompany artificial intelligence (AI) models. Specifically, NIST must initiate a pilot program to establish a structured template that may be used to document information about an artificial intelligence model and any associated data, such as the model’s name, the developer, and the cutoff date for the model’s training data. The template must be modular to enable users to adopt and complete various sections to suit their needs and intended audience. NIST must also provide technical guidelines to accompany the template that incorporate consensus-based standards and industry best practices, as appropriate. In developing these materials, NIST must collaborate with and conduct periodic outreach to various stakeholders, including private sector entities, international standards organizations, and institutions of higher education. NIST must publish and solicit public comment on a draft of the template and guidelines. Within 12 months of the start of the pilot program, NIST must publish the finished products and report to Congress with an assessment of the program.

Right to Override Act

United States · United States Congress · 9 October 2025

Right to Override Act This bill requires employers of health care professionals to allow such professionals to override artificial intelligence clinical decision support systems. It also prohibits employers from retaliating against those who override these systems.  The bill defines   artificial intelligence clinical decision support systems as technology that supports decision-making through the use of algorithms or models that are based on clinical practice guidelines or training data and that produces predictions, recommendations, evaluations, or analysis . Health care facilities, health plans, and other entities (including government entities) that employ health care professionals and use these systems must adopt policies that allow health care professionals to use their independent judgment to override outputs from these systems. Such entities must also provide training and establish a committee to advise the entity on these systems. The Department of Health and Human Services (HHS) must enforce these requirements, including by imposing civil penalties for violations. Also, the bill prohibits these employers from taking adverse employment actions, discriminating, or retaliating against those who override these systems in accordance with employer policies. The Department of Labor must enforce these protections, which may include civil penalties specified in the bill. Individuals alleging violations of these protections may (1) submit an administrative complaint to Labor, or (2) commence a civil action. State programs receiving federal funds do not have immunity regarding such civil actions brought by employees.  States may also bring civil actions against employers for violating the bill’s requirements upon notice to HHS or Labor, as appropriate.

Deceptive Practices and Voter Intimidation Prevention Act of 2025

United States · United States Congress · 18 September 2025

Deceptive Practices and Voter Intimidation Prevention Act of 2025 This bill generally prohibits deceptive communications and voter interference regarding federal elections. Specifically, the bill prohibits any person, within 60 days before a federal election, from communicating, causing to be communicated, or producing for communication certain information on voting, if the person (1) knows such information to be materially false, and (2) has the intent to impede or prevent another person from voting in an election. Additionally, the bill prohibits any person, within 60 days before a federal election, from using an artificial intelligence system to produce certain information on voting, if the person has the intent to use the system to (1) produce false information, and (2) impede or prevent another person from voting in an election. The bill also prohibits hindering, interfering with, or preventing voting or registering to vote. A private right of action for preventive relief is established for persons aggrieved by violations of these prohibitions. Criminal penalties are also established for violations. If the Department of Justice (DOJ) receives a credible report that materially false information has been or is being communicated in violation of the prohibitions on deceptive communications, and state and local election officials have not adequately communicated corrected information, then DOJ must communicate to the public accurate information designed to correct the materially false information. The bill extends the prohibition on certain types of intimidation in federal elections to also prohibit intimidation for processing ballots or tabulating, canvassing, or certifying votes.

NSF AI Education Act of 2025

United States · United States Congress · 15 September 2025

NSF AI Education Act of 2025 This bill establishes, or authorizes the National Science Foundation (NSF) to establish, various scholarship, fellowship, and grant programs to promote education and professional development related to artificial intelligence (AI). The bill authorizes NSF to award scholarships and fellowships to college students focusing their studies on AI. NSF may also support AI-related professional development fellowships for (1) students and faculty, (2) K-12 teachers and school professionals, and (3) industry professionals seeking short-term appointments to teach AI. NSF must also establish up to eight centers of AI excellence at community colleges or area career and technical education schools. Designated centers must develop best practices for AI research and education, integrating AI into the classroom, and facilitating partnerships with the private sector, among other topics. This program must be administered in coordination with the Department of Commerce Regional Technology and Innovation Hubs program. NSF may make merit-based grants to eligible entities, including institutions of higher education and nonprofit organizations, for research on AI teaching models, integration of AI in the classroom, and AI’s impact on educational outcomes for students through grade 12. Awards must be used to (1) prepare K-12 teachers to integrate AI into their classrooms; and (2) research, test, and implement AI-related instructional materials, teaching models, and professional development for teachers. Finally, NSF may establish a pilot program through which regional cohorts will provide AI-related peer support, mentoring, and research experiences to K-12 teachers and school leaders.
