Veterans Claims Continuation Act - Authorizes the substitution of any of the following parties in the case of a veteran's claim for benefits provided through the Department of Veterans Affairs when the original claimant dies while the claim is pending: (1) the surviving spouse; (2) any surviving child at least 21 years of age; (3) a surviving parent; (4) the legal representative of the deceased claimant's estate; or (5) the next of kin of the veteran. Authorizes: (1) the payment of accrued benefits in the case of deaths occurring before the date of enactment of this Act; and (2) the substitution of the above eligible parties in cases pending before a U.S. Circuit Court or the U.S. Court of Appeals for Veterans Claims.

Amends the Immigration and Nationality Act, with respect to the granting of posthumous citizenship to a member of the armed forces who died from an active service-related injury or disease incurred during a period of military hostilities, to eliminate the prohibition on the provision of, and provide immigration status benefits to, the surviving spouse and children of such person. Makes the provisions of this Act applicable to grants of posthumous citizenship after September 11, 2001.

Recognizes the necessity to pursue justice and national reconciliation in Iraq through the establishment of a special court or other appropriate tribunal or commission which should adjudicate the cases of those accused of bearing greatest responsibility for war crimes and crimes against humanity, including prosecuting Saddam Hussein and other Iraqi officials, military leaders, and other citizens who may have committed crimes in contravention of the Hague and Geneva Conventions on the laws of war. Considers the International Criminal Court not to be the appropriate forum for the prosecution of such crimes since that court only has jurisdiction to hear cases relating to crimes committed after July 1, 2002. Calls upon the Secretary of Defense and the Secretary of State to notify Congress of the steps the United States and allied coalition nations are taking to seek justice for the violations of international law against the Iraqi people and others.

Anti-Hoax Terrorism Act of 2003 - Amends the Federal criminal code to set penalties for engaging in conduct with intent to convey false or misleading information that may reasonably be believed and that concerns an activity which would violate prohibitions regarding biological weapons, chemical weapons, nuclear materials, or weapons of mass destruction. Makes any persons who engage in such conduct jointly and severally liable to any party incurring expenses incident to any emergency or investigative response to that conduct. Directs the court to order a defendant who has been convicted of such an offense to reimburse any party incurring such expenses. Specifies that an order of reimbursement shall, for the purposes of enforcement, be treated as a civil judgment.

Armed Forces Tax Fairness Act of 2003 - Amends the Internal Revenue Code (IRC) to authorize a member of the uniformed services or the Foreign Service on "qualified official extended duty" to extend for five years the five-year period utilized in determining full exclusion of gain from the sale of a principal residence. Excludes from gross income as a qualified military benefit the amount of the death gratuity with respect to deaths occurring after September 10, 2001. Exempts amounts received under the Homeowners Assistance Program from inclusion as gross income. Extends combat zone filing rules to contingency operations. Includes ancestors or lineal descendants of past or present members of the armed forces or of cadets as qualifying members of veterans' organizations for purposes of such organizations' tax-exempt status determination. Includes dependent care assistance provided under a dependent care assistance program for a member of the uniformed services by reason of such member's status or service as an income-excludable qualified military benefit. Exempts distributions from an education individual retirement account from the ten percent additional tax for non-educational use if made for an account holder at a U.S. military academy, to the extent that the distribution does not exceed the costs of advanced education. Provides a deduction for itemizers and non-itemizers for unreimbursed overnight travel, meals, and lodging expenses of National Guard and Reserve members who must travel and stay overnight as part of their official duties. Provides tax relief for families of the Columbia Space Shuttle by making the tax relief provisions applicable to terrorist attack victims applicable to the Columbia Space Shuttle. Provides that amounts transferred to Social Security trust funds shall be determined as if this Act had not enacted.

Mobilized Reserve Savings Account Act - Amends the Internal Revenue Code to allow a qualified armed forces reservist to deduct annual contributions to an Armed Forces reserve savings account (as defined by this Act). Limits annual contributions to the lesser of $5,000, or $25,000 reduced by previous contributions to such accounts. Treats account distributions from deductible contributions as taxable income. Provides an additional ten percent tax unless the distribution is made: (1) while the account holder is serving on active duty (including the 60-day period immediately preceding or following such period); or (2) after the account holder ceases to be a member of a reserve component or is transferred to such component's retired list. Exempts an Armed Forces reserve savings account from taxation unless such account has ceased to be an Armed Forces reserve savings account due to a prohibited transaction by a contributor or a person for whose benefit such account was established.

Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to rename the Act as the Servicemembers' Civil Relief Act and to revise provisions with respect to certain civil protections and rights afforded to servicemembers while on active-duty assignment. Authorizes any servicemember to waive any of such rights and protections, pursuant to written agreement. Provides certain protections of servicemembers against default judgments, including a minimum 90-day stay of proceedings, with respect to the payment of any tax, fine, penalty, insurance premium, or other civil obligation or liability. Prohibits an eviction or distress from being made against a servicemember or his or her dependents during a period of military service for a premise for which rent does not exceed $1,700 (currently $1,200), except by court order. Prohibits: (1) rescinding or terminating for breach of contract during a period of military service a contract for the purchase or lease of real or personal property entered into prior to such service; and (2) a person holding a lien on property or effects of a servicemember from foreclosing or otherwise enforcing such lien (with penalties and protection for materially affected dependents) during a period of service and 90 days thereafter. Increases the total amount of life insurance coverage protection provided under the Act to $250,000, or an amount equal to the Servicemembers' Group Life Insurance maximum limit, whichever is greater. Allows findings of fact and conclusions of law made by the Secretary of Veterans Affairs in administering the life insurance provisions of the Act to be reviewed by the Board of Veterans Appeals and the U.S. Court of Appeals for Veterans Claims (not reviewable under current law).

Deployed Service Members Financial Security and Education Act of 2003 - Directs the Secretary of the military department concerned to pay a monthly $1,000 allowance to a member of the armed forces for each month of deployment in the case of a member who is deployed for: (1) 191 consecutive days; or (2) 401 or more of the preceding 730 days. Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to apply a provision limiting the rate of interest on student loans during a period of military service to all student loans, including loans under Title IV of the Higher Education Act of 1965. Requires a person in the military service who is enrolled in an institution of higher education at the time of entry into service to be granted a leave of absence from the institution during the period of service and for one year thereafter. Requires such person, after such leave of absence, to be restored to the same educational status (including academic credits, scholarships or grants, and amount of tuition) attained before entry into service. Requires the institution to refund, or provide a credit for, tuition or fees paid for the period covering the leave of absence.

International Parental Kidnapping Act of 2003 - Amends the Federal criminal code to provide attempt liability for parental kidnapping. Makes it an affirmative defense that the defendant acted within the provisions of a valid court order granting the defendant legal custody or visitation rights obtained pursuant to the Uniform Child Custody Jurisdiction Act (current law) or the Uniform Child Custody Jurisdiction and Enforcement Act.

Amends Federal provisions relating to the military Survivor Benefit Plan (SBP) to change from October 1, 2008, to October 1, 2003, the effective date on or after which no reduction may be made in the retired pay of an SBP participant for any month after the later of: (1) the 360th month for which such pay was so reduced; and (2) the month during which the participant attains 70 years of age.

Foreign Relations Authorization Act, Fiscal Years 2004 and 2005 - Authorizes appropriations to the Department of State for FY 2004 and 2005 for the administration of foreign affairs, international organizations and conferences, certain international commissions, migration and refugee assistance, and specified centers and foundations. Amends Federal law to. provide for: (1) grant authority to promote biotechnology; (2) immediate response facilities under the Secure Embassy Construction and Counterterrorism Act of 1999; (3) mine action programs grant authority; (4) a U.S. Diplomacy Center; and (5) public affairs grant authority. Amends Federal civil service law and the Foreign Service Act of 1980 to provide for: (1) cost of living allowances for State Department personnel; (2) a waiver of annuity limitations on re-employed foreign service annuitants; (3) a Fellowship of Hope Program; (4) claims for lost pay; (5) suspension or enforced leave of Foreign Service members; and (6) an Ombudsman for the Department of State. Amends the Foreign Service Act of 1980 to repeal the recertification requirement for Senior Foreign Service. Amends the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995 to raise the cap on peacekeeping contributions. Amends the Immigration and Nationality Act to revise requirements for designation of foreign terrorist organizations. Amends the Foreign Relations Authorization Act, Fiscal Year 2003 to allow the use of Economic Support Funds to address the water needs of Southern Lebanon. Amends the Arms Export Control Act to: (1) raise the minimum thresholds for congressional notification of specified arms transfers; (2) authorize the President to waive any requirements for a bilateral agreement relating to licensing of defense exports; and (3) authorize appropriations for foreign military financing, international military education and training (IMET), and nonproliferation, anti-terrorism, demining, and related programs. Provides for presidential authority to waive restrictions and eligibility requirements under the Cooperative Threat Reduction Act of 1993 with respect to an independent state of the former Soviet Union for a fiscal year. Amends the Arms Export Control Act to: (1) require congressional notification for comprehensive defense export authorizations; and (2) revise authorities for loan of material, supplies, and equipment for research and development purposes. Authorizes the transfer of certain obsolete or surplus defense articles in the war reserve stockpiles for allies to Israel. Extends certain waivers with respect to assistance to Pakistan. International Parental Child Abduction Prevention Act of 2003 - Amends the Immigration and Nationality Act to revise requirements with respect to the inadmissibility of aliens supporting international child abductors and relatives of such abductors. Repeals specified reporting requirements. Amends the Arms Export Control Act to repeal the requirement for annual renewals of presidential nuclear reprocessing transfer waivers. Establishes a United States Complex Foreign Contingency Fund from which the President is authorized to furnish on such terms and conditions as he may determine assistance to respond to complex foreign: (1) political crises threatening democratic institutions; (2) food, agricultural or health crises; or (3) fiscal or economic crises affecting countries, regions or ethnic groups.

Amends the Elementary and Secondary Education Act of 1965 to entitle certain local educational agencies (LEAs) to receive specified Federal payment amounts under Impact Aid programs: (1) relating to Federal acquisition of real property; and (2) for basic support for eligible federally-connected children. (Current law makes such LEAs eligible for such payments up to specified maximum amounts.) Extends the authorization of appropriations for: (1) construction and school modernization payments for certain LEAs, including ones with high percentages of children living on Indian lands or children of military parents; and (2) facilities maintenance payments for certain schools located on military bases and serving military dependent children. Makes appropriations for payments in each fiscal year to LEAs under Impact Aid programs: (1) relating to Federal acquisition of real property; and (2) for basic support for eligible federally-connected children. Declares that provisions relating to payments for such programs constitute budget authority in advance of appropriations and represent the Federal obligation to pay such amounts to LEAs.

National Defense Authorization Act for Fiscal Year 2004 - Authorizes appropriations for the Department of Defense (DOD) for FY 2004 for: (1) armed forces procurement, including aircraft, missiles, weapons and tracked combat vehicles, ammunition, shipbuilding and conversion, the defense health program, and chemical agents and munitions destruction; (2) research, development, test and evaluation; (3) operation and maintenance, including defense working capital funds and the Armed Forces Retirement Home; and (4) active and reserve military personnel, including authorized end strengths. Increases as of January 1, 2004, the rates of military basic pay. Extends certain bonus and special and incentive pay authorities. Authorizes an incentive bonus for conversion to undermanned military occupational specialties. Sets forth provisions or requirements concerning: (1) active and reserve military personnel policy; (2) military education and training; (3) military health care; (4) acquisition policy and management, including Buy American requirements and the temporary assignment to DOD of certain non-Government personnel; (5) DOD organization and management; (6) space activities, including the provision of space surveillance network services to U.S. and non-U.S. Government entities; (7) DOD civilian personnel policy; (8) matters relating to other nations, including the recognition of superior noncombat achievements by friendly foreign forces or foreign nationals; (9) homeland security, including the sale of chemical and biological defense articles and services to State and local governments; and (10) military construction and military family housing.

Military Survivors Equity Act of 2003 - Repeals the social security offset applicable to certain annuities paid to surviving spouses under the Survivor Benefit Plan (SBP) for retired members of the armed forces, to the extent that such offset is due to integration with social security benefits when the surviving spouse reaches 62 years of age. Repeals the required reduction in such annuity when such person reaches age 62. Directs the Secretary of Defense to recompute the existing annuities of certain individuals under the SBP to reflect the changes made by this Act.

Veterans Health Care Cost Recovery Act of 2003 - Prohibits the absence of a participation agreement or other contractual arrangement entered into by the Secretary of Veterans Affairs under a health-plan contract or with a preferred provider organization from being used to, or from operating to, prevent or reduce the amount of any veterans' medical care cost recovery or collection by the United States. Mandates that whenever the Secretary furnishes care and services to a person other than a veteran, the United States shall have the right to recover the costs of such care and services in the same manner and to the same extent as care and services provided to a veteran.

Veterans Life Insurance Improvement Act of 2003 - Amends Federal provisions concerning the National Service Life Insurance and United States Government Life Insurance programs to allow payment of their insurance proceeds to: (1) another beneficiary if the first designated beneficiary has not made a claim to such payment within two years after the death of the insured; and (2) a person designated by the Secretary of Veterans Affairs if no claim has been filed by any designated beneficiary within four years after the insured's death. Requires service-disabled life insurance premium rates, as well as all policy cash, loan, paid-up, and extended values, for months beginning on or after the date of enactment of this Act to be based on the 1980 Commissioners Standard Ordinary Basic Table of Mortality, with five percent annual interest. Increases from $90,000 to $200,000 the maximum amount of veterans' mortgage life insurance coverage.

Air Transportation Employees Assistance Act - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to provide for additional TEUCA benefits for certain individuals separated from employment with air carriers, or at airport facilities that provide transportation to or from an airport, or with upstream producers or suppliers for air carriers, if the Secretary of Labor determines that such separation was due, in whole or part, to: (1) reductions in service by an air carrier as a result of a terrorist action or security measure; (2) a closure of an airport in the United States as a result of a terrorist action or security measure; or (3) a military conflict with Iraq that has been authorized by Congress.

Servicemembers Health Protection Act of 2003 - Establishes in the Department of Health and Human Services the National Center for Military Deployment Health Research, headed by a Director, to: (1) conduct research on deployment-related health issues of members of the armed forces, veterans, and their families; and (2) serve as the national center for coordination of private and public research on those issues. Requires the Center to have an Advisory Committee on Military Deployment Health Research to advise the Secretary of Health and Human Services and the Center Director on all aspects of Center activities. Directs the Secretary of Veterans Affairs to establish and operate centers for research, education, and clinical activities related to post-deployment illnesses, designating such centers as National Centers for Military Post-Deployment Illness Research. Allows the designation of no more than 25 centers and requires geographical diversity of such centers. Requires the Under Secretary for Health of the Department of Veterans Affairs to establish a panel to assess the scientific and clinical merit of proposals submitted for center designation.

Supplemental Appropriations Act to Support Department of Defense Operations in Iraq for Fiscal Year 2003 - Makes supplemental appropriations for FY 2003 for: (1) the Agricultural Research Service; (2) the Department of Justice; (3) the Department of State and the Broadcasting Board of Governors; (4) the Department of Defense (DOD), including the Defense Emergency Response Fund; (5) the Department of the Interior; (6) the Department of Energy; (7) bilateral economic assistance, including the Iraq Relief and Reconstruction Fund; (8) the Department of State; (9) military assistance; (10) the Department of Homeland Security; (11) the Department of Health and Human Services; (12) the Legislative Branch; (13) the Department of Transportation; (14) the Department of Commerce and related agencies; (15) the District of Columbia; (16) the Department of Labor; (17) the Department of Education and related agencies; (18) the Department of Housing and Urban Development; and (19) liquidation of obligations of the Corporation for National and Community Service. Makes specified transfers of DOD funds for drawdown support in the war against Iraq. Repeals the Iraq Sanctions Act of 1990. Expresses the sense of the Senate that the reconstruction of Iraq should be funded to the maximum extent possible from revenues produced by Iraqi oil. Makes specified funds from this Act available to DOD to carry out military construction projects necessary to respond to or protect against acts or threatened acts of terrorism or to prosecute operations in Iraq. Columbia Orbiter Memorial Act - Directs the Secretary of the Army to construct in Arlington National Cemetery, Virginia, a memorial marker honoring the seven members of the crew of the Columbia Orbiter who died on February 1, 2003, during the landing of space shuttle mission STS-107. Makes appropriations to the Secretary of Transportation for FY 2003 to: (1) reimburse the airline industry for certain increased aviation security costs; and (2) compensate air carriers for costs of strengthening flight deck doors and locks. Places specified limits on executive officer compensation for the provision by the Secretary of Transportation of war risk insurance or reinsurance for air carriers. Provides additional temporary extended unemployment compensation for displaced airline related workers.

Condemns: (1) the Syrian Government's actions in transferring military equipment to the terrorist government of Iraq at a time when coalition forces are fighting to liberate the Iraqi people, and demands that such transfers cease immediately; (2) Syria's policy of allowing terrorists to cross its border to fight for the regime of Saddam Hussein; and (3) the failure of the Russian Federation to intercede and prevent Russian private entities from engaging in the sale of lethal military weapons and other military goods to the terrorist government of Iraq. Demands that Syria and all other states bordering Iraq prevent the crossing into Iraq of Iraqi or non-Iraqi individuals or groups who intend to fight in support of the regime of Saddam Hussein and the emigration from Iraq of Iraqi soldiers or officials affiliated with such regime. Declares that any state that continues to assist the Saddam Hussein regime will be seen by the U.S. people as opposing the vital interests of the United States and that there should be the most severe consequences for the future relations between the United States and such state.

National Defense Authorization Act for Fiscal Year 2004 - Authorizes appropriations for the Department of Defense (DOD) and military construction for FY 2004. Authorizes appropriations to DOD for: (1) procurement, including for aircraft, missiles, weapons and tracked combat vehicles, ammunition, shipbuilding and conversion, the defense health program, and chemical agents and munitions destruction; (2) research, development, test and evaluation; (3) operation and maintenance, including defense working capital funds and the Armed Forces Retirement Home; and (4) active and reserve military personnel, including authorized end strengths. Sets forth provisions governing continuing military readiness activities on military lands and range preservation. Increases as of January 1, 2004, the rates of military basic pay. Extends certain bonus and special and incentive pay authorities. Authorizes an incentive bonus for conversion to undermanned military occupational specialties. Sets forth provisions or requirements concerning: (1) active and reserve military personnel policy; (2) military education and training; (3) military health care; (4) acquisition policy and management, including Buy American requirements, the temporary assignment to DOD of certain non-Government personnel, and the extension of the Defense Production Act of 1950; (5) DOD organization and management, including protection of the operational files of the National Security Agency; (6) space activities, including the provision of space surveillance network services to non-U.S. Governmental entities and launch and reentry services to commercial entities; (7) DOD civilian personnel policy; (8) matters relating to other nations, including the recognition of superior noncombat achievements by friendly foreign forces or foreign nationals and the expanded use of cooperative threat reduction funds; (9) homeland security, including the sale of chemical and biological defense articles and services to State and local governments; and (10) military construction and military family housing. Establishes a National Defense Heritage Foundation.

Amends the Internal Revenue Code to exclude from the gross income of members of the Armed Forces any "qualified bonus." Defines the term "qualified bonus" to mean an enlistment, accession, reenlistment, retention, or other bonus paid to a member of the Armed Forces of the United States in exchange for the agreement of the member to accept a commission as an officer, extend an active service commitment as an officer, enlist, reenlist, or extend an enlistment as an enlisted member in an active or reserve component, or enter into a reserve affiliation agreement.

Coast Guard Authorization Act of 2003 - Authorizes appropriations for the Coast Guard for FY 2004. Amends Federal law to permit the Secretary of the department in which the Coast Guard is operating (Secretary) to provide bonuses to enlisted members who complete training in a critical skill. Increases the limits to the number of active duty commissioned officers (except commissioned warrant officers) and the percentages of commanders and lieutenant commanders on the active duty promotion list. States that in time of war or national emergency the Secretary shall establish the total number of active duty commissioned officers (excluding commissioned warrant officers). Authorizes the Secretary to make direct loans to eligible entities for the acquisition or construction of military housing units. Authorizes the Coast Guard Auxiliary to exercise dominion over personal property, subject to the Commandant's approval. Amends the Ports and Waterways Safety Act to permit the Secretary to cooperate with a public or private entity for Marine vessel traffic services. Amends Federal law to revise suspension criteria, and the bases for suspension and revocation of a license, certificate of registry, or merchant mariner's document. Increases civil penalties for violations of bridge statutes and failure to comply with established safety standards. Amends the Oil Pollution Act of 1990 to increase the amount of funds available to the President for the removal of a discharge of oil or a hazardous substance. Amends Federal law to authorize members of the Coast Guard, subject to guidelines approved by the Secretary and the Attorney General, to carry firearms, make arrests, and seize property. Amends the National Historic Lighthouse Preservation Act of 2000 to require the Secretary oversee the conveyances of lighthouses. Authorizes appropriations for capital expenses related to Loran-C navigation infrastructure.

Authorizes military personnel who have completed at least six years of service and who agree to serve for at least four more years to transfer a portion of their entitlement to veterans' basic educational assistance to a spouse, child, or combination of such individuals. Limits the transferable number of months of such assistance. Requires the member to designate the dependent(s) to whom such assistance is being transferred as well as the number of months being transferred. Allows such members to make, revoke, or modify such transfers at any time. Requires a pro rata repayment of transferred assistance for any of the four-year service period not successfully served by the member (with exceptions in the case of member death or release or discharge for a service-connected disability, for hardship, or for a physical or mental condition).

Secure Authentication Feature and Enhanced Identification Defense Act of 2003 (SAFE ID Act) - Amends the Federal criminal code to prohibit knowingly trafficking in false authentication features for use in false identification documents, document-making implements, or means of identification. Directs the court, in addition to any penalty prescribed for fraud and related activity in connection with identification documents and information, to order the forfeiture and destruction or other disposition of all illicit authentication features, identification documents, document-making implements, or means of identification.

Expresses the outrage of Congress at the flagrant violations by the Government of Iraq of the customary international law of war and the Convention Relative to the Treatment of Prisoners of War, dated at Geneva August 12 1949, and entered into force October 21, 1950. Supports in the strongest terms the President's warning to Iraq that the United States will hold the Government of Iraq, its officials, and military personnel involved accountable for any and all such violations. Expects Iraq to comply with the requirements of the international law of war and the explicit provisions of the Convention Relative to the Treatment of Prisoners of War, which afford prisoners of war the proper and humane treatment to which they are entitled. Expects that Iraq will afford prisoners of war access to representatives of the International Committee of the Red Cross, as required by the Convention Relative to the Treatment of Prisoners of War.

Access for Afghan Women Act of 2003 - Directs the Administrator of the U.S. Agency for International Development (USAID) to establish a fund to assist women and girls in Afghanistan in the areas of political and human rights, health care, education, training, security, and shelter. Requires the funds to support specified activities, including: (1) direct financial and programmatic assistance to the Ministry of Women's Affairs in Afghanistan to promote its strengthening and enable it to fulfill its mandate; (2) direct financial assistance to the National Human Rights Commission of Afghanistan; and (3) construction of women's educational facilities in Afghanistan. Earmarks a minimum percentage of the economic and humanitarian assistance authorized for Afghanistan for each of FY 2003 though 2005 to be made available for assistance directly to Afghan-led local nongovernmental organizations, including Afghan women-led organizations, with demonstrated experience in delivering services to Afghan women and children to support their programmatic activities and organizational development. Requires an appropriate percentage of such assistance for FY 2006 and each subsequent fiscal year to be made available to such organizations. Prescribes general requirements with respect to Afghanistan for: (1) its governance; (2) post-conflict stability; (3) training for military and police forces; and (4) relief, resettlement, and repatriation of refugees and internally displaced persons.

Reservist Opportunities and Protection of Education Act - Amends the Higher Education Act of 1965 to declare that: (1) whenever a student who is a member of the National Guard or other reserve component of the Armed Forces of the United States, or a member of such Armed Forces in a retired status, is called or ordered to active duty, the institution of higher education in which the student is enrolled shall grant the student a military leave of absence from the institution while the student is serving on active duty, and for one year after the conclusion of such service; (2) as a consequence of military leave, upon return, such student is entitled to restoration to his or her previous educational status with regard to academic credits earned, scholarships or grants awarded, or tuition and other fees paid; and (3) the student has the option of having tuition fees refunded, subject to a certain condition, or credited to the next period of enrollment.

Depleted Uranium Munitions Study Act of 2003 - Requires the Director of the Agency for Toxic Substances and Disease Registry and the Director of the Center for Disease Control and Prevention to conduct jointly and report to Congress on: (1) a comprehensive study of the health effects of exposure to depleted uranium munitions upon uranium-exposed veterans and upon their children born after such exposure; and (2) a public health assessment of persons who are thought to have an epidemiological link to any U.S. military installation or production facility at which depleted uranium munitions have either been, or currently are being used or produced. Directs the Administrator of the Environmental Protection Agency to conduct and report to certain congressional committees on a comprehensive environmental evaluation of possible contamination of the soil, air, water, and vegetation by depleted uranium at sites listed by the Secretary of Defense where depleted uranium munitions have been used or produced. Requires the Secretary of Defense to: (1) develop and implement a plan for the mitigation and cleanup of depleted uranium at the pertinent sites; and (2) submit annual progress reports to the Administrator and such congressional committees.
