Authorizes a member of the Selected Reserve to enroll for self or self and family coverage under the TRICARE program (a Department of Defense managed health care program).

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints. Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.

Adjusts the amount provided for fiscal years after FY 2007 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capital baseline amount for FY 2005, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of State home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Federal Land Recreational Visitor Protection Act of 2005 - Directs the Secretary of the Interior to establish an avalanche protection program to: (1) provide early identification of the potential for avalanches that could endanger the safety of recreational users of public land and visitors to units of the National Park System (NPS); and (2) reduce the risks and mitigate the effects of avalanches on visitors, recreational users, neighboring communities, and transportation corridors. Requires the Secretary and the Secretary of Agriculture to: (1) use the resources of the National Avalanche Center of the Forest Service to carry out this Act; and (2) establish an advisory committee to assist in the development and implementation of the program. Directs such Secretaries and the Secretary of the Army to establish a central depository for weapons, ammunition, and parts for avalanche control purposes, including an inventory that can be made available to Federal and non-Federal entities. Authorizes the Secretaries of Interior and Agriculture to make grants to carry out projects and activities under the program to: (1) assist in the prevention, forecasting, detection, and mitigation of avalanches; (2) maintain essential transportation and communications; (3) assist avalanche artillery users to ensure the availability of adequate supplies of artillery and other explosives required for avalanche control in or affecting NPS units, other Federal land used for recreation, and adjacent communities, and essential transportation corridors; and (4) assist research and development activities for alternatives to minimize reliance on military weapons for avalanche control.

Small Business Military Reservist Tax Credit Act - Amends the Internal Revenue Code to allow: (1) certain small business employers (50 or fewer employees) and small manufacturers (100 or fewer employees) a tax credit for a percentage of the differential between the average daily civilian compensation and average daily military pay and allowances of their military reservist employees who are called to active duty; (2) such employers a tax credit for the hiring of temporary replacement employees; and (3) self-employed military reservists a comparable tax credit for a percentage of the differential between their average daily self-employment income and their average daily military pay and allowances. Denies a tax credit: (1) to employers who fail to comply with employment or reemployment rights of military reservists; and (2) for employees who are called to active duty for training.

Medicare Enhancements for Needed Drugs Act of 2005 - Directs the Comptroller General to review and report to Congress on the retail cost of prescription drugs in the United States during 2000 and 2003, and through April 1, 2006, with an emphasis on the prescription drugs most utilized for individuals age 65 or older. Requires the Comptroller General to conduct an ongoing study that compares the average retail cost in the United States for each of the 20 most utilized prescription drugs for individuals age 65 or older with: (1) the average prices at which private health plans, the Department of Defense under the Defense Health Program, and the Department of Veterans Affairs acquire each such drug; and (2) the average negotiated price for each such drug that eligible beneficiaries have access to under a Medicare prescription drug plan providing only basic prescription drug coverage. Amends title XVIII (Medicare) of the Social Security Act (SSA) to include in the comparative plan information for beneficiaries under new Medicare part D (Voluntary Prescription Drug Benefit Program) a comparison of average aggregate prescription drug plan beneficiary costs and savings with such costs for a beneficiary with no prescription drug plan. Repeals the prohibition against interference by the Secretary with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors, as well as the requirement of a particular formulary to institute a price structure for the reimbursement of Medicare part D covered drugs. Authorizes the Secretary instead, like other Federal entities that purchase prescription drugs in bulk, to negotiate contracts with manufacturers of covered part D drugs.

Directs the Securities and Exchange Commission (SEC) to report to specified congressional committees on: (1) any measures taken by a registered broker or dealer voluntarily to refund payments made by military service members on any such certificate; and (2) the sales practices of such brokers or dealers on military installations over the past five years. Amends the Securities Exchange Act of 1934 to require a registered securities association to establish and maintain: (1) a system for collecting and retaining broker/dealer registration information; and (2) a toll-free telephone listing, and a readily accessible process to respond promptly to registration information inquiries. Amends the Investment Advisers Act of 1940 to authorize the SEC to require an investment adviser to file with the SEC certain documentation. Directs the SEC to require such entity to maintain a toll–free telephone listing or other readily accessible process to receive and promptly respond to registration, disciplinary, and other relevant inquiries. Prohibits an insurer or producer from: (1) selling or soliciting, in person, any life insurance product to any member of the Armed Forces on a Federal military installation unless certain written disclosures have been provided before the sale; or (2) contracting with an insurance producer that solicits or sells life insurance on U.S. military installations unless the insurer has implemented a system for reporting any disciplinary actions against the producer to the appropriate State insurance commissioner. Requires the Secretary of Defense to establish a registry of insurance agents and financial advisors that have been barred or banned from doing business on Federal military installations.

Equal Access to Justice Reform Act of 2005 - Includes within the functions and duties of the Small Business Administration's (SBA's) Office of Advocacy ensuring that the justice system remains accessible to small businesses for the resolution of disputes with the Federal Government. Directs the Office to advise, cooperate with, and consult with the President and Attorney General regarding provisions concerning the awarding of Federal contracts to small businesses and minority-, female-, and veteran-owned businesses. Requires the Attorney General to report to specified congressional committees on: (1) the effectiveness of the Equal Access to Justice Act (EAJA) in achieving its purpose of easing the burden upon small businesses of engaging in dispute resolution with the Federal Government; (2) variations in the frequency and amounts of fee awards paid by specified Federal entities; and (3) recommendations for congressional oversight or legislative changes. Eliminates the EAJA's: (1) substantial justification standard whereby the Government can deny attorney's fees to prevailing parties if the agency's position was substantially justified; and (2) rate cap on expert witness and attorney's fees. Sets forth provisions regarding settlement offers, declarations of intent to seek a fee award, payments from agency appropriations, and taxpayer eligibility for fee awards. Defines "prevailing party" in EAJA cases to include a party whose pursuit of a non-frivolous claim or defense was a catalyst for a voluntary or unilateral change in position by the opposing party that provides any significant part of the relief sought.

Provides retroactive applicability of such increase with respect to members who died in the performance of duty between the period beginning on October 1, 2000, and ending 120 days after the enactment of this Act and who, on the date of death, were insured for the maximum coverage available.

Makes the amount of such allowance the same amount as the pay deduction for such insurance coverage. Declares that such a development in European security policy is inconsistent with the mutual security interests that lie at the heart of U.S. laws for transatlantic defense cooperation at both the governmental and industrial levels and would necessitate unwelcome constraints in these relationships. Requests the President to urge European leaders to reconsider such course of action and, instead, work to prevent any future sale of arms or related technology to the PRC.

Stabilization and Reconstruction Civilian Management Act of 2005 - States that the purpose of this Act is to provide for the development, as a core mission of the Department of State and the United States Agency for International Development (USAID), of an expert civilian response capability to carry out stabilization and reconstruction activities in a country or region that is in, or is in transition from, conflict or civil strife. Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance and permit the export of goods and services to assist in stabilizing and reconstructing a country or region that is in, or is in transition from, conflict or civil strife. Amends the State Department Basic Authorities Act of 1956 to direct the Secretary of State to establish an Office of International Stabilization and Reconstruction. Authorizes the Secretary to establish: (1) a Response Readiness Corps, in consultation with the Administrator of USAID, to provide stabilization and reconstruction activities in foreign countries or regions that are in, or are in transition from, conflict or civil strife (up to 250 personnel to serve in the Corps, and such other personnel as the Secretary may designate from the Department of State and USAID); and (2) a Response Readiness Reserve of personnel to augment the Corps. Amend the Foreign Service Act to authorize the Secretary, in cooperation with the Secretary of Defense and the Secretary of the Army, to establish a stabilization and reconstruction curriculum for use in programs of the Foreign Service Institute, the National Defense University, and the United States Army War College. Sets forth related personnel provisions.

Salt Cedar and Russian Olive Control Demonstration Act - Directs the Secretary of the Interior (the Secretary), acting through the Commissioner of Reclamation and in cooperation with the Secretary of Agriculture and the Secretary of Defense, to carry out a salt cedar (Tamarix spp) and Russian olive (Elaeagnus angustifolia) assessment and demonstration program to: (1) assess the extent of the infestation by salt cedar and Russian olive trees in the western United States; (2) demonstrate strategic solutions for the long-term management of such trees and the reestablishment of native vegetation; and (3) assess economic means to dispose of biomass created as a result of removal of those trees. Requires the Secretary to: (1) complete an assessment of the extent of the infestation on public and private land; (2) identify and document long-term management and funding strategies that could be implemented by federal, state, and private land managers in addressing the infestation and that should be tested as components of specified demonstration projects; and (3) establish a program that selects and funds at least five projects proposed by and implemented in collaboration with federal agencies, state and local governments, national laboratories, Indian tribes, institutions of higher education, individuals, organizations, or soil and water conservation districts to demonstrate and evaluate the most effective methods of controlling salt cedar and Russian olive trees.

Requires the Secretary of Defense and the Secretary of State to: (1) make stabilization and reconstruction capabilities one of the core competencies of their respective Departments; (2) increase cooperation between their Departments; and (3) allocate funding for strategic communication. Requires the Secretary of Defense to: (1) direct commanders of the combatant commands to develop intelligence plans as part of their planning process; (2) develop a program to identify, locate, and track hostile asymmetric warfare operations; and (3) designate the Director of the Defense Intelligence Agency to serve as executive agent of a Department of Defense (DOD) program to exploit open sources of information. Requires the Director of National Intelligence to refocus intelligence reform from reorganization to problem solving, including the establishment of a human resource coordination office to develop a comprehensive human resource strategy to optimize resource allocation against critical problems.

Honoring Every Requirement of Exemplary Service Act of 2005 or HEROES Act of 2005 - Increases from $12,000 to $100,000 the death gratuity payable to the survivors of members of the Armed Forces who die: (1) as a direct result of armed conflict; (2) while engaged in hazardous service; (3) in the performance of duty under conditions simulating war; (4) through an instrumentality of war; or (5) in an operation or area designated as a combat operation or a combat zone. Requires the Secretary of the military department concerned to pay an additional death gratuity of $238,000 for a member of the Armed Forces who died before the date of enactment of this Act as a direct result of one or more wounds, injuries, or illnesses that were: (1) incurred in the theater of operations of Operation Enduring Freedom or Operation Iraqi Freedom; or (2) as a direct result of armed conflict, while engaged in hazardous service, in the performance of duty under conditions simulating war, or through an instrumentality of war on or after October 7, 2001. Increases the maximum amount of life insurance coverage for a member of the armed forces under servicemembers' group life insurance. Provides for $150,000 additional life insurance with no deductible due from the member for combat-related deaths. Requires spousal approval for a member to elect not to have life insurance coverage or have less than the maximum amount allowable.

Revises the formula for calculating additional Impact Aid payments to LEAs for federally-connected children with disabilities who are eligible for services under the Individuals with Disabilities Education Act. Extends the authorization of appropriations for: (1) construction and school modernization payments for certain LEAs, including ones with high percentages of children living on Indian lands or children of military parents; and (2) facilities maintenance payments for certain schools located on military bases and serving military dependent children.

The 9-11 Commission Combating Proliferation Implementation Act - Establishes within the Executive Office of the President the Office for Combating the Proliferation of Weapons of Mass Destruction (WMDs). Requires the Director of the Office to: (1) develop and advise the President on WMD anti-proliferation policies; and (2) implement a Strategy for Combating the Proliferation of WMDs. Expresses the sense of Congress that: (1) the President should request the President of the Russian Federation to appoint a corresponding official to the Director; (2) the President should expand and strengthen the Proliferation Security Initiative (PSI); and (3) the United States should engage the United Nations (UN) to develop a UN Security Council resolution authorizing the PSI under international law. Authorizes funding for: (1) acceleration of removal or security of fissile materials, radiological materials, and related equipment at vulnerable sites worldwide; (2) joint training exercises regarding interdiction of weapons of mass destruction under the PSI; and (3) Cooperative Threat Reduction programs (CTR). Gives the President permanent waiver authority over provisions prohibiting the use of certain CTR funds for chemical weapons destruction facilities in Russia. Amends the National Defense Authorization Act for Fiscal Year 2004 to repeal specified CTR fund limits for activities outside the former Soviet Union.

Grants the Secretary instead, in order to ensure that beneficiaries enrolled under prescription drug plans and Medicare Advantage prescription drug plans pay the lowest possible price, authority similar to that of the Secretary of Veterans Affairs, Secretary of Defense, and the heads of other Federal agencies and departments that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered Medicare part D drugs, consistent with the requirements and in furtherance of the goals of providing quality care and containing costs under such part.
