Fort Hood Victims and Families Benefits Protection Act - Expresses the sense of Congress that: (1) any member of the Armed Forces who was killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009, and the family members of those victims, should receive the same treatment and benefits as the victims and families of the September 11, 2001, terrorist attacks on the United States; (2) such members and families have made tremendous sacrifices, and the United States should provide them with the maximum level of benefits available, identical to that available to those killed or wounded in an overseas combat zone such as Iraq or Afghanistan; and (3) the Department of Defense (DOD) should honor the Americans killed or injured in such attack with awards that recognize their sacrifices, including the Purple Heart for members and the Secretary of Defense Medal for the Defense of Freedom for civilian DOD employees. Treats members and DOD civilian employees killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible.

Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2009 - Amends the Iran Sanctions Act of 1996 (ISA) to direct the President to impose two or more specified ISA sanctions if a person (defined by such Act to include a natural person, business enterprise, or government entity operating as a business enterprise) has, with actual knowledge, made an investment of $20 million or more, or any combination of investments of at least $5 million which in the aggregate equals or exceeds $20 million in any 12-month period, that directly and significantly contributed to Iran's ability to develop petroleum resources. (Under current law the sanction thresholds are $40 million, $10 million, and $40 million, respectively.) Directs the President to impose specified ISA sanctions on a person that, with actual knowledge, sells or provides goods, services, technology, information, or provides support related to the production of refined petroleum products in Iran: (1) any of which has a fair market value of $200,000 or more; or (2) that during a 12-month period have an aggregate fair market value of $1 million or more. Directs the President to impose specified ISA sanctions on a person that, with actual knowledge: (1) provides Iran with refined petroleum products that have a fair market value of $200,000 or more, or that, during a 12-month period, have an aggregate fair market value of $1 million or more; or (2) sells or provides to Iran certain goods, services, technology, information, or support any of which has a fair market value of $200,000 or more, or that during a 12-month period have an aggregate fair market value of $1 million or more. Sets forth mandatory foreign exchange, banking, and property sanctions for violations of such refined petroleum product production and export prohibitions. Expands the definition of "person" to include a financial institution, insurer, underwriter, guarantor, and any other business organization including a foreign subsidiary, parent, or affiliate, or a governmental entity acting as an export credit agency. Redefines "petroleum resources" to include petroleum, refined petroleum products, oil or liquefied natural gas, natural gas resources, oil or liquefied natural gas tankers, and products used to construct or maintain pipelines used to transport oil or liquefied natural gas. Defines "refined petroleum products" to mean diesel, gasoline, jet fuel (including naphtha-type and kerosene-type jet fuel), and aviation gasoline. Applies specified additional economic sanctions to Iran. Makes a United States person (as defined by this Act) liable for activities conducted by a foreign subsidiary that: (1) was established to circumvent specified U.S. sanctions or statutes regarding Iran; and (2) engages in activities which, if committed in the United States or by a United States person, would violate such provisions. Makes such prohibitions and penalties inapplicable to a United States person that divests or terminates its business from a controlled subsidiary not later than 90 days after enactment of this Act. Prohibits the head of any U.S. executive agency from entering into procurement contracts with an entity that has exported to Iran sensitive communications technology intended to be used to monitor or disrupt free communications to the people of Iran. Urges the President to consider imposing sanctions on the Central Bank of Iran and any other Iranian bank engaged in proliferation activities or support of terrorist groups. Expresses the sense of Congress that: (1) the United States should continue to target Iran's Revolutionary Guard Corps with economic sanctions and counter support for Hezbollah; and (2) the President should work with our allies to impose multilateral sanctions on Iran if diplomatic efforts to end Iran's nuclear activities fail. States that it is U.S. policy to support the decision of state and local governments and educational institutions to divest from, and to prohibit the investment of assets they control in, persons that have investments of $20 million or more in Iran's energy sector. Authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit the investment of assets they control in, such persons. Amends the Investment Company Act of 1940 to shield any registered investment company and its directors, officers, employees, or advisors from civil, criminal, or administrative action based upon its divesting from, or avoiding investing in, Iran. Expresses the sense of Congress that a fiduciary of certain employee benefit plans may under specified conditions divest plan assets from, or avoid investing plan assets in, any person who engages in prohibited investment activities in Iran without breaching fiscal responsibilities. Directs: (1) the Secretary of Commerce to designate a country as a Destination of Possible Diversion Concern if such designation is appropriate for activities to strengthen the county's export control systems based on specified criteria; and (2) the United States upon such designation to initiate specified government-to-government activities to strengthen the country's export control systems. Directs the Secretary of Commerce to designate a country as a Destination of Diversion Concern if the country: (1) allows substantial transshipment, reexportation, or diversion of U.S.-originated items to unidentifiable end-users or to entities in Iran; or (2) has failed to cooperate with government-to-government activities or to adequately strengthen its export control systems. Directs the Secretary of Commerce to: (1) report to Congress identifying items that if transshipped, reexported, or diverted Iran could contribute to Iran obtaining nuclear, biological, or chemical weapons, or other defense items or technologies, or could contribute to Iranian support for acts of international terrorism; and (2) require an export license for a listed item to a country designated as a Destination of Diversion Concern. Requires the Director of National Intelligence to report: (1) annually to the Secretaries of Commerce, State, Treasury, and to Congress identifying countries where sensitive U.S. technology is being illegally transshipped to Iran via other countries; and (2) to Congress on whether or not to extend the measures in this title to countries that allow diversion to other countries seeking weapons of mass destruction or supporting international terrorism. Terminates the provisions of this Act 30 days after the date on which the President certifies to Congress that: (1) the government of Iran has ceased supporting acts of international terrorism and no longer satisfies certain requirements for designation as a state sponsor of terrorism; and (2) Iran has ceased the development of nuclear, biological, chemical, and ballistic weapons.

Subcontractor Fairness Act of 2009 - Amends the Federal Property and Administrative Services Act of 1949 to require any offeror responding to an executive agency's solicitation for competitive proposals for the procurement of property or services in an amount greater than $550,000 or for construction in an amount greater than $1 million to enter into an agreement that provides that each subcontract to be awarded in the performance of the contract. shall: (1) become a valid subcontract if the offeror is awarded the prime contract; and (2) include the identity of the subcontractor, the scope of work to be performed under the subcontract, and the dollar amount of the subcontract. Requires a copy of each subcontracting agreement to be included in any competitive proposal submitted. Establishes the same requirements for defense contracts.

Smoke-Free Federal Workplace Act - Prohibits smoking in federal buildings. Defines "federal building" to: (1) include any building, any area within 25 feet of such building, any courtyard, any areas used for children's playgrounds, or any structure owned, leased, or leased for use by a federal agency; and (2) exclude any building or other structure on a military installation, any health care facility under the jurisdiction of the Secretary of Veterans Affairs (VA), or any area of a building that is used primarily as living quarters. Requires the head of each executive agency, the Director of the Administrative Office of the United States Courts, the House Office Building Commission and the Senate Committee on Rules and Administration, and the Architect of the Capitol to: (1) take such actions as necessary to institute and enforce the prohibition as it applies to all federal buildings; and (2) implement an enforcement process to impose a fine on an individual who fails to comply with the prohibition ($250 fine for a first offense, $500 for a second offense, and $1,000 for any subsequent offense). Permits a state or local government or a federal agency, including a military installation or VA facility, to implement more protective smoke-free or tobacco-free laws.

Hunger Free Schools Act

Hunger Free Schools Act - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to make performance awards to states that demonstrate outstanding performance or show substantial improvement in directly certifying as eligible for free meals under the school lunch and breakfast programs any children whose families are eligible for supplemental nutrition assistance under the Food and Nutrition Act of 2008. (Direct certification eliminates the need for such families to submit applications for participation in the school lunch and breakfast programs.) Requires each state that directly certifies less than 95% of their children who are eligible for direct certification to implement: (1) a corrective action plan for the current school year; and (2) a direct certification improvement plan, approved by the Secretary, for the following school year. Requires direct certification of children who are members of a household that includes a child: (1) who is eligible for and receiving assistance under title XIX (Medicaid) or title XXI (Children's Health Insurance Program [CHIP, formerly known as SCHIP]) of the Social Security Act; and (2) whose income does not exceed 133% of the federal poverty level. Directs the Secretary to award grants to states to assist them in implementing such certification program. Allows local educational agencies (LEAs) to directly certify children whose household is eligible for a supplemental subsistence allowance for low-income members of the Armed Forces with dependents. Permits schools and LEAs to receive special assistance payments for free or reduced price meals under the school lunch or breakfast programs that are based not on applications for such meals, but on: (1) estimates, made from recent socioeconomic data, of the number of children eligible for such meals; or (2) if the school or LEA is from a high poverty area, the direct certification of a specified minimum percentage of their students as eligible for free meals due to their eligibility for certain other public assistance. Requires such schools and LEAs to provide free meals to all their students under the school lunch and breakfast programs and cover, from nonfederal sources, the costs of serving such meals that exceed the assistance received under such programs.

Veterans Appeals Improvement and Modernization Act of 2009 - Provides that if a veteran claimant submits evidence in support of a case for which a substantive appeal has been filed to the Board of Veterans' Appeals, such evidence shall be submitted directly to the Board and not to a regional office of the Department of Veterans Affairs (VA), unless the claimant requests that the evidence first be reviewed by the regional office. Empowers the Court of Appeals for Veterans Claims to affirm, modify, reverse, remand, or vacate and remand a decision of the Board after deciding all relevant assignments of error raised on appeal. Provides that whenever the Court reverses a decision on the merits of a particular claim and orders an award of benefits, the Court need not decide any additional assignments of error relating to that claim. Establishes the Veterans Judicial Review Commission to evaluate and make specific decisions to improve the administrative and judicial appellate review processes of veterans' and survivors' benefits determinations.

Increasing Housing Opportunities for Veterans Act of 2009 - Directs the Secretary of Housing and Urban Development (HUD) to provide assistance to for-profit developers to expand the supply of supportive housing for veteran families, such assistance coming in the form of zero interest loans and project rental assistance. Requires: (1) not less than 75% of the units in such housing to be made available for occupancy only by veteran families; (2) rent contribution limits for low-income veterans; and (3) owners of assisted housing to ensure that veterans and their families are provided a range of supportive services tailored to their needs. Provides housing development cost limitations. Directs the HUD Secretary to provide information concerning the availability of such housing to the Secretaries of Veterans Affairs and Labor. Requires the repayment of housing assistance and the prevention of undue benefits with respect to housing that fails or ceases to be used for veterans' purposes. Provides funding for such assistance from the Troubled Asset Relief Program (TARP) under the Emergency Economic Stabilization Act of 2008. Amends the Cranston-Gonzalez National Affordable Housing Act to include veterans service agencies as entities authorized to submit state and local housing strategies for housing assistance provided under such Act. Requires a study by the Comptroller General on the availability of credit for veterans of Operations Iraqi Freedom and Enduring Freedom. Directs the HUD Secretary to carry out a program to provide mortgage assistance through the provision of grants and loans for direct mortgage payments on behalf of eligible households (households containing a member of the Armed Forces serving on active duty for more than 30 days). Outlines assistance requirements and limitations. Requires assistance repayment when the annual income of the household exceeds 200% of the poverty level applicable to that family size. Provides TARP funding for such assistance.

Post-9/11 Veterans' Job Training Act of 2009 - Amends requirements for the Post-9/11 Veterans Educational Assistance Program to entitle an eligible veteran of the Armed Forces (including eligible dependents) pursuing a full-time educational program of apprenticeship or other on-job training to a monthly benefit payment equal to: (1) 75% of the monthly benefit payment otherwise payable to such individual for each of the first six months of the program; (2) 55% of such payment for each of the second six months of the program; and (3) 35% of such payment for each of the months following the first 12 months of the program. Reduces the payment an individual receives in any month in which the individual fails to complete 120 hours of training under the program of education. Entitles an eligible veteran of the Armed Forces receiving such monthly benefit to receive also a monthly housing stipend equal to the basic allowance for housing payable for an Armed Forces member with dependents in pay grade E-5 residing in the military housing area that encompasses the ZIP code area in which the individual resides. Requires an individual's entitlement for each monthly benefit payment to be charged at the rate of: (1) 75% of a month for each of the first six months of the program; (2) 55% of a month for each of the second six months of the program; and (3) 35% of a month for each of the months following the first 12 months of the program.

Provides for similar coverage under the TRICARE program (military health care). Amends the Employee Retirement Income Security Act (ERISA), the Public Health Service Act, and the Internal Revenue Code to provide coverage in group and individual plans of such food and vitamins and amino acids. Requires the Secretary of Health and Human Services (HHS) to determine the minimum yearly coverage for all health insurance plans based upon the expanded coverage provided by this Act.

Requires the Director to establish a program of grants to centers that will develop specialized programs to assist veteran-owned small businesses in securing capital and repairing damaged credit, counsel on how to improve financial presentations, facilitate access to financing, and assist unemployed veterans become entrepreneurs. Requires the Director to establish a program of grants to centers to: (1) assist veteran-owned small businesses to identify contracts that are suitable to such businesses; (2) prepare veteran-owned small businesses to be ready as subcontractors and prime contractors for contracts made available through the American Recovery and Reinvestment Act of 2009, particularly with respect to the construction trades; and (3) provide veteran-owned small businesses technical assistance with respect to the federal procurement process. Requires the Director to establish a program of grants to centers to develop outreach programs for service-disabled veterans to promote self-employment opportunities and to train and assist such veterans with respect to developing business plans and securing business opportunities. Authorizes the Director to carry out a veterans entrepreneurial development summit. Requires an annual report from the Administrator to Congress on appointments made to, and activities of, the interagency task force on veteran-owned small businesses. Directs the Comptroller General to carry out a study of the effects of this Act on small businesses owned and controlled by veterans.

Military Families Act - Directs the Secretary of Homeland Security or the Attorney General to adjust the status of an eligible alien to that of an alien lawfully admitted for permanent residence if the alien: (1) applies for adjustment (with a time limit for an alien applying as a family member of a deceased Armed Forces member); (2) is admissible to the United States as an immigrant; (3) pays the application fee (unless waived); and (4) is physically present in the United States. Applies such provision to an alien who is: (1) a parent, spouse, child, son, or daughter (and their spouse, child, son, or daughter, if any) of a living Armed Forces member or of a deceased Armed Forces member who died as a result of service-incurred injury or disease; or (2) a son or daughter of a Filipino parent who was naturalized based upon active duty World War II service in the Philippine Army, Philippine Scouts, or a recognized guerilla unit. Defines "Armed Forces member" as a person who: (1) is, or was at the time of the person's death, a U.S. citizen or lawfully admitted permanent resident; (2) is serving, or has served honorably on or after October 7, 2001, as a member of the National Guard or the Selected Reserve of the Ready Reserve, or in an active-duty status in the U.S. military; and (3) if separated from service was separated under honorable conditions. Waives specified grounds of inadmissibility and authorizes the waiver of additional grounds of inadmissibility.
