Military Construction Authorization Act - Authorizes the Secretaries of the Army, Navy, Air Force and Defense to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating or installing permanent or temporary public works, appurtenances, utilities, and equipment at designated projects to the extent of the dollar amounts designated by this Act. Authorizes the Secretary of Defense to construct family housing umits and mobile home facilities, after consultation with the Secretary of Housing and Urban development, in the locations designated by this Act. Authorizes the appropriation of funds needed to carry out the provisions of this Act. Reserve Forces Facilities Authorization Act - Authorizes the Secretary of Defense to establish or develop additional facilities for the Reserve Forces of the Army, Navy, Marine Corps, Air National Guard, and the Air Force Reserve, and the Army National Guard.

Provides that the Secretary of Defense, after consulting with the Secretary of Health, Education, and Welfare, may contract with health maintenance organizations as identified by the Secretary of Health, Education, and Welfare. States that the provisions of such a contract may deviate from the cost-sharing arrangements prescribed and the types of health care authorized under title 10 of the United States Code when the Secretary of Defense determines that such a deviation would serve the purpose of that title. Provides that such a contract, however, may not provide for annual payments per beneficiary, by the Government and a beneficiary, of any amount greater than the estimated average annual cost for comparable amounts of care of similar quality provided under the cost-sharing arrangements prescribed in that title. Directs the Secretary of Defense to provide a special services program for the morale, recreation, welfare, and mental, physical, and cultural improvement of Armed Forces personnel. Requires that to the maximum extent possible special services employees shall be paid from funds appropariated for the purpose of payment of their basic pay rates. Provides that special services employees who have had a least three years on nonappropriated funds and have an eligible rating on appropriate civil services registers and are recommended by authorities of the employing agency, may transfer to a position of the same level of duties and responsibilities in the competitive civil service and be placed in the appropriate grade of the General Schedule at basic pay rates. Provides that service as a special services employee prior to enactment of this Act shall be included in computing length of creditable service for civil services retirement purposes. Provides that credit for years of service performed as a special service employee paid from nonappropriated funds will be computed for purposes of seniority toward promotions and appointment to higher levels of responsibility in the military services morale, recreation, and welfare programs, and that sepcial services personnel paid from nonappropriated funds will be eligible to participate in certain referral programs. Directs the Civil Service Commission to issue regulations to carry out the purposes of this Act.

Official Accountability Act - States that the purpose of this Act is to assure that public officials charged with the implementation of foreign, military, and national security policy will do so according to law. Title I: National Security Crimes - Describes the persons subject to this Act. Provides that no such person shall engage in the planning or preparation for, or initiation or waging in any way of aggression or a war in violation of any international treaty, agreement, or assurance to which the United States is a party. Declares that no such person shall order or engage in the planning of, preparation for, or commission of any violation of the laws and customs of war. Provides sanctions for violations of this Act and states that no person who violates this Act pursuant to an order of his government or superior shall be relieved of criminal liability for such violation unless he did not know and could not reasonably have been expected to know that the act ordered was unlawful. Title II: Administration and Enforcement - Establishes a Legal Office of National Security Affairs which shall be independent of the executive departments and shall be directed by a National Security Solicitor and an Assistant Solicitor. Directs the Solicitor to enforce the prohibitions contained in Title I of this Act by conducting appropriate investigations and any kind of legal proceedings civil or criminal, including grand jury proceedings and proceedings before committing magistrates, which United States attorneys are authorized by law to conduct. Requires the Solicitor to conduct public hearings at least twice a year for the purpose of hearing testimony and taking evidence from individuals claiming to possess information relevant to any violation of this Act. Directs the Solicitor to render advisory opinions when requested to do so by the President or the Congress

Directs the Foreign Affairs Committee of the House and the Foreign Relations Committee of the Senate to thoroughly investigate the negotiations to obtain release of prisoners of war in Southeast Asia, all information concerning the missing in action and dead, the noncooperation of North Vietnam and its allies concerning the Vietnam agreement and the joint communique in Paris in April, and the possibility of obtaining information in the future concerning the missing, captured, or dead in the Vietnam conflict. Directs the committees to report the results to their respective Houses and make recommendations to the appropriate branches of Government concerning the best way to resolve the impasse in the negotiations. Prohibits, in the interim, aid to North Vietnam or any other government supported by insurgent Communist forces in Southeast Asia, until the conflict concerning the missing, captured, or dead in the Vietnam conflict is resolved to the satisfaction of Congress. Requires that inquiries shall be made of all nations in the vicinity of Vietnam concerning any Americans being held in any nation as a result of the Vietnam conflict.

Defense Manpower Study Act - Establishes a seven-member Defense Manpower Commission to conduct a comprehensive study and investigation of the overall manpower requirements of the department of Defense on both a short-term and long-term basis with a view to determining what the manpower requirements are and will be over the next ten years, and how manpower can be more effectively utilized in the Department of Defense. Empowers the Commission to hold such hearings and sit and act at such times and places as the Commission or such subcommittee or member may deem advisable. Directs the Commission to submit interim reports to the Congress and to the President regarding its duties under this Act, and to include in any such report its findings together with such recommendations for administrative or legislative action as the Commission considers advisable. Requires the Commission to submit its final report to the Congress and to the President not more than eighteen months after the appointment of the Commission. Provides that the Commission shall cease to exist sixty days after the submission of its final report. Authorizes appropriation to the Commission of such sums as may be necessary to carry out the provisions of this Act.
