Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

States that the reason why such member was so separated (other than by reason of discharged dismissal pursuant to a sentence of a general or special court-martial) and all other records or documents pertaining to such reason or reasons shall be treated as confidential and shall not be made known to or otherwise released to any private person or any public agency (whether Federal, State, or local) without the prior written consent of the member concerned. Sets forth the conditions under which an enlisted member of the Armed Forces may be discharged under other than honorable conditions. Establishes procedures for military review panels in considering the dishonorable discharge of enlisted personnel. Requires military review panels to conduct hearings which afford the enlisted member concerned an opportunity to: (1) appear before the panel and present evidence in his own behalf; (2) be represented by counsel; (3) confront the witnesses against him; and (4) examine documentary and real evidence against him. States that the recommendation of a review panel appointed under the provisions of this Act for separation under other than honorable conditions may be appealed to an appeal board established by the Judge Advocate General concerned, or the General Counsel of the Department of Transportation, as appropriate. Authorizes the Secretaries concerned to prescribe regulations to carry out the provisions of this Act. Requires the Secretaries concerned, after consultation with the Administrator of Veterans' Affairs, to establish a number (but not less than ten) of regional boards of review throughout the United States. States that the function of the regional boards shall be to review the discharge or dismissal (other than a discharge or dismissal by a general or special court-martial) of any former member of an Armed Forces under the jurisdiction of the military department concerned. Provides that if a request for the review of a discharge or dismissal of any person who was discharged or dismissed from the Armed Forces within the fifteen-year period immediately preceding the effective date of this Act was filed before such effective date and such review resulted in no change to the discharge or dismissal, or no new discharge was issued, another request for review of that discharge or dismissal pursuant to this Act may be filed and such review shall be acted upon without prejudice, if such request for review is filed with the appropriate regional board of review within the one-year period immediately following such effective date.

Armed Services Discharge Review Procedure Act

Armed Service Discharge Review Procedure Act - Directs the Secretary of Defense to provide for the establishment of regional boards of review throughout the United States to review the discharge or dismissal under specified conditions of any former member of an armed force upon motion of any such board or upon request of the former member, or, if deceased, the surviving spouse or other specified persons. Provides for a procedure whereby a judge advocate may be appointed to represent a person requesting a review under this Act before a board established under the provisions of this Act. Provides that a person who requests a review under this Act shall be promptly advised in writing, upon filing his application, of his right to make a personal appearance before the board, and of his right to be represented by counsel, of his own choosing or appointed by the Judge Advocate or by an accredited representative. Directs that no information (in code or otherwise) shall be included on any discharge certificate by any military department if such information in any way indicates the attitude, opinion, or decision of the military department concerned with respect to whether the person to whom such certificate was issued should be accepted for reenlistment in the armed forces. Requires that all such information shall be treated as strictly confidential and may be released to another department or agency of the Government only on a need-to-know basis. Directs the Secretary of each military department (and the Secretary of Transportation with respect to the Coast Guard), to the maximum extent practicable, to issue new discharge certificates to all former members of such department whose last discharge certificate contains any information (in code or otherwise) described in this Act. Directs the Secretary of Defense to, within sixty days after the date of enactment of this Act, initiate and carry out a comprehensive nationwide program designed to contact and inform all former members of the armed forces who have been issued discharge certificates with the type of information described in this Act and who have not been contacted and issued new discharge certificates as provided in this Act. Directs the secretary to consult with the Administrator of Veterans' Affairs in carrying out such program and the Administrator shall utilize the full services and facilities of the Veterans' Administration to assist in contacting such former members. Provides that any action taken by the Administrator of Veterans' Affairs shall be in addition to, and not in lieu of, action to be taken by the Secretary of Defense. Provides that not later than sixty days after the date of enactment of this Act the Secretary of Defense shall submit a written report to the Congress disclosing the plan to be carried out by him under this Act.

Authorizes the Secretary of Defense to construct family housing units and mobile home facilities, after consultation with the Secretary of Housing and Urban Development, in the locations designated by this Act. Authorizes the appropriation of funds needed to carry out the provisions of this Act. Reserve Forces Facilities Authorization Act - Authorizes the Secretary of Defense to establish or develop additional facilities for the Reserve Forces of the Army, Navy, Marine Corps, Air National Guard, the Air Force Reserve, and the Army National Guard.

Authorizes the President to: (1) procure services of experts and consultants; and (2) procure goods and administrative services necessary in connection with the performance of his official duties (including maintenance, operation, and preservation of the Executive Residence). Authorizes appropriations for each fiscal year to the President and Vice President for carrying out specified duties and responsibilities. Authorizes to be appropriated to the President each fiscal year such sums as may be necessary to enable the President, in his discretion, to respond to and deal with emergencies involving the national interest, security, or defense which may arise. Increases, from $40,000 to $100,000 per year, the maximum amount authorizable for traveling expenses of the President.

Directs the Administrator of Veterans' Affairs to pay a pension to each veteran who served in the active military, naval, or air service at any time during World War I and who is not eligible for other pension benefits. Defines World War I as meaning the period beginning on April 5, 1917, and ending on July 2, 1921. Provides for a schedule of pension payments under this Act. Provides that if the veteran is married and living with or reasonably contributing to the support of his spouse, or has a child or children, the monthly rate of pension under this Act shall be $150. Provides that if the veteran is unmarried (or married but not living with or reasonably contributing to the support of his spouse) and has no child, the monthly rate of pension shall be $135. Provides that if the veteran has a disability by reason of which he is permanently housebound, the monthly rate hereunder shall be increased by $50. Provides that veterans in need of regular aid and attendance shall have their monthly rates increased by $125. Directs the Administrator to pay to widows of veterans, receiving benefits under this Act at time of death, pension benefits at a schedule provided in this Act.

Authorizes appropriations during the fiscal year 1975 for procurement of aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons, and research, development, test and evaluation for the Armed Forces. Prescribes the authorized personnel strength for each active duty component and of the Selected Reserve of each Reserve component of the Armed Forces and of civilian personnel of the Department of Defense. Prescribes military training student loads. States it to be the policy of the United States to modernize the strike forces of the United States Navy by the construction of nuclear powered major combatant vessels. Calls for an adequate industrial base for the research, development, design, construction, operation, and maintenance of such vessels. Requires that new construction major combatant vessels for the strike forces of the United States Navy authorized subsequent to the date this Act becomes law shall be nuclear powered, except as the Congress shall hereafter provide. Requires the Secretary of Defense to submit to Congress each calendar year a written report regarding the application of nuclear propulsion to major combatant vehicles for such strike forces.

Provides for the recomputation of military retirement benefits. Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

Provides that any member of a Regular or Reserve component of the Armed Forces who is retired and is receiving from the United States retired or retirement pay and other benefits incident to his retired status, and who is required by provisions of the Constitution or statutes of a State to resign his military commission, terminate his retired status, and forgo receipt of retired or retirement pay and other benefits incident to such retired status, in order to be eligible to accept elective or appointive civil office under the said State, shall with his consent, be reappointed by the service Secretary alone to the grade and position on the retired list which he held prior to his resignation, effective the day following termination of his State civil office, and as of such date be entitled to resume receipt of the retired or retirement pay and other benefits incident to his retired status to which he was entitled prior to his resignation. Provides that if such retired member is participating in the Survivor Benefit Plan at the time of his resignation, to accept a State civil office, he may, notwithstanding the provisions of any other law, continue to participate in the plan as if he had never resigned by depositing in the Treasury each month thereafter the sum of money that otherwise would have been deducted from his retired pay for the month under the plan, and if the said retired member should die while holding State civil office his beneficiary or beneficiaries under the plan shall be paid the annuity authorized thereunder as if the said member had died while in retired status.
