Establishes a program of educational assistance for veterans of the military service who entered, reenlisted, or extended active duty after September 30, 1981. Provides procedures for such persons to earn a maximum of 36 months of educational assistance under such program. Sets forth a formula for the computation of monthly subsistence allowances for eligible members enrolled in and pursuing an approved program of education. Authorizes eligible persons to transfer any educational benefits to their children. Authorizes the Administrator of Veterans' Affairs and the Secretary of Defense to jointly determine a method of expanding benefits provided by this Act, when they both consider such expansion necessary for recruitment and retention of qualified persons in a selected category within an armed force. Limits educational assistance to the date ten years beyond the completion of an eligible members' military obligation. Sets forth circumstances which qualify such members for an extension of such assistance. Prohibits dual participation in the program provided by this Act and programs authorized for post-Vietnam era veterans.

Strategic and Critical Materials Transaction Authorization Act of 1981 - Authorizes appropriations for the acquisition of strategic and critical materials for the National Defense Stockpile. Authorizes the disposal of certain such materials determined to be in excess of stockpile requirements. Requires such acquisition and disposal to be carried out in accordance with the Strategic and Critical Materials Stock Piling Act.

World Peace Tax Fund Act - Amends the Internal Revenue Code to permit conscientious objectors to designate their income, estate, or gift tax payments for nonmilitary purposes. Establishes within the Treasury of the United States a World Peace Tax Fund to receive such tax payments. Defines a conscientious objector as an individual who is opposed to war in any form and who has been exempted from combat training in the Armed Forces under the Military Selective Service Act, or who satisfactorily demonstrates that he is conscientiously opposed to war in any form. Requires tax forms to contain a checkoff for taxpayers who wish to claim conscientious objector status and designate their tax payments for the World Peace Tax fund. Permits the setting aside of criminal or civil penalties imposed upon a taxpayer for nonpayment of tax prior to 1979 if the taxpayer pays the tax and satisfactorily establishes that the nonpayment was due to his religious beliefs. Directs the Comptroller General to determine the percentage of actual appropriations made by the United States from the Federal budget during the preceding fiscal year for military purposes. Requires the publication of such information in the Congressional Record. Establishes a World Peace Tax Fund Board of Trustees. Sets forth the membership structure and duties of the Board. Authorizes appropriations.

Military Spouse Retirement Equity Act - Entitles a former spouse of a member of the uniformed services who was married to such member for at least ten years to an annuity based upon a percentage of such member's retired or retainer pay. Allows annuities to be paid to former spouses covered by spousal agreements or court orders which are not inconsistent with provisions of this Act. Provides that the ten-year requirement for the marriage of a former spouse to a member of the uniformed services should not be construed to affect the rights of any such person under applicable State laws. Amends the Survivor Benefit Plan to make such former spouses eligible to receive annuities under such plan.

Department of Energy National Security and Military Applications of Nuclear Energy Authorization Act of 1982 - Title I: National Security Programs - Authorizes appropriations for fiscal year 1982 to the Department of Energy for operating expenses incurred in carrying out national security programs, including scientific research and development, strategic and critical materials necessary for common defense, military applications of nuclear energy, and additional authorizations for specific projects. Title II: General Provisions - Prohibits the use of funds authorized under this Act where the costs of the program exceed 105 percent of the program authorization or the costs exceed by more than $10,000,000 the amount authorized by this Act, whichever is the lesser. Prohibits the use of funds authorized by this Act for programs which have not been presented to, or requested of, Congress unless 30 calendar days have elapsed since the Secretary of Energy has presented to all the appropriate Congressional committees a full and complete statement of the action proposed. Allows the written waiver of such requirement where such waiver is approved in writing by each appropriate committee of Congress. Authorizes the Secretary to start any general plant project only if the maximum estimated cost of such project does not exceed $1,000,000. Sets forth procedures for approval of construction projects that exceed the 25 percent estimated cost provision, and exempts from such procedures any project which has an estimated cost of less than $5,000,000. Allows the transfer of funds from specified projects to other Government agencies for the performance of work for which the appropriation is made. Authorizes the Secretary to perform construction design services for construction projects in support of national security programs as appropriated under this Act. Directs the Secretary to notify the appropriate committees of Congress in writing of specific cost overruns. Title III: Authorization of Appropriations for Fiscal Year 1983 - Authorizes the appropriation of funds for fiscal year 1983 to the Department of Energy for programs set forth in this Act.

Vietnam-era Veterans' Health Care and Benefits Act of 1981 - Entitles to hospital, nursing home, and domiciliary care any veteran determined to be in need of such care for the treatment of a condition that may be associated with exposure to Agent Orange while serving in Vietnam. Permits the Administrator of Veterans' Affairs to furnish medical services on an outpatient or ambulatory basis to such veterans. Amends the Veterans Health Programs Extension and Improvement Act of 1979 to expand the scope of the epidemiological study of the health effects of Agent Orange to include an evaluation of the long term adverse health effects on humans serving in the armed forces of the United States in Vietnam during the Vietnamese conflict or other factors involved in such service, including exposure to other herbicides, chemicals, medications, or environmental hazards or conditions. Directs the Administrator of Veterans' Affairs to expand the scope of the literature analysis and review to include an analysis and review of the literature covering other studies relating to the effects of such factors. Extends through September 30, 1983 (two additional years) the period during which Vietnam-era veterans may initially request psychological readjustment counseling. Extends educational assistance without a delimiting period for vocational training for veterans of the Vietnam era determined to be in need of such assistance.

Department of Defense Authorization Act, 1982 - Title I: Procurement - Authorizes appropriations for the armed forces for procurement of aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons. Permits the Secretary of Defense, in carrying out the Multilateral Memorandum of Understanding Between the North Atlantic Treaty Organization (NATO) Ministers of Defense concerning the NATO Airborne Warning and Control System (AWACS) Program, to waive reimbursement for the cost of specified functions performed by other than AWACS personnel and to assume contingent liability for program losses and specified charges for fiscal year 1982. Title II: Research, Development, Test, and Evaluation - Authorizes appropriations for the armed forces for research, development, test, and evaluation for fiscal year 1982. Amends the Department of Defense Authorization Act for 1971 to repeal the requirement for an annual report on independent research and development and bid and proposal costs. Title III: Operation and Maintenance - Authorizes appropriations for the armed forces and for other activities and agencies of the Department of Defense. Authorizes additional sums for increases in benefits for civilian employees of the Department of Defense. Repeals the requirement that the Secretary of Defense submit to Congress an annual report on the operation and maintenance of the Army, the Navy, the Air Force, and the Marine Corps. Title IV: Active Forces - Establishes end strength levels for fiscal year 1982 for active duty personnel for the Army, Navy, the Marine Corps, and the Air Force. Title V: Reserve Forces - Establishes average strengths for fiscal year 1982 for: (1) the Army National Guard; (2) the Army Reserve; (3) the Naval Reserve; (4) the Marine Corps Reserve; (5) the Air National Guard; (6) the Air Force Reserve; and (7) the Coast Guard Reserve. Sets forth the number of Reserves serving on full-time active duty to administer, recruit, or train the Reserve components. Provides for the adjustment of average strength levels in the national interest and as specified. Increases the number of enlisted personnel who may be on active duty in support of the Reserve components for fiscal year 1982. Title VI: Civilian Personnel - Establishes an end strength level for civilian personnel for the Department of Defense for fiscal year 1982. Requires the apportionment of such personnel among the various military branches and departments. Requires the Secretary of Defense to report to Congress on such allocation within 60 days. Specifies the types of civilian employees to be included in such end levels. Permits the Secretary to increase the number of civilian personnel beyond the authorized end strength. Title VII: Military Training Student Loads - Establishes average military training student loads for fiscal year 1982. Title VIII: General Provisions - Amends the Department of Defense Appropriation Authorization Act, 1976, to repeal the cancellation charge ceiling on multiyear procurement contracts. Amends the Department of Defense Authorization Act, 1978 to repeal the requirement for a reduction in the number of senior-grade civilian employees of the Department of Defense. Repeals the limitation on enlistment and induction of persons into the armed forces whose score on the Armed Forces Qualification Test is below a specified level. Extends the exemption from profit limitation on contracts for aircraft and naval vessels to contracts for which final payment is made before July 1, 1982.

Military Construction Authorization Act, 1982 - Title I: Army - Authorizes the Secretary of the Army to establish or develop military installations and facilities at specified locations. Authorizes appropriations in specified amounts for each of these locations. Authorizes the Secretary to establish or develop other installations by proceeding with construction made necessary by unforeseen security considerations, new weapons development, new and unforeseen research and development requirements, improved production schedules or revisions in the tasks or functions assigned to a military installation or for environmental considerations if the Secretary of Defense determines that deferral of such construction for inclusion in the next Military Construction Authorization Act would be inconsistent with the national security. Authorizes appropriations for such emergency construction. Authorizes the Secretary to accomplish minor construction projects in a specified amount. Amends the Military Construction Authorization Acts of 1980 and 1981 to increase the authorization levels for specified projects. Title II: Navy - Authorizes the Secretary of the Navy to establish or develop military installations and facilities at specified locations. Authorizes appropriations in specified amounts for each such location. Authorizes the Secretary to establish or develop other installations where necessary under the same conditions as those relating to the Secretary of the Army under title I of this Act. Authorizes the Secretary to accomplish minor construction projects in a specified amount. Authorizes the Secretary to acquire interests in lands by exchange of Government-owned lands to ensure unhampered air operations at the Naval Air Station, Key West, Florida. Title III: Air Force - Authorizes the Secretary of the Air Force to establish or develop military installations and facilities at specified locations. Authorizes appropriations in specified amounts for each such location. Authorizes the Secretary to establish or develop additional facilities where necessitated by those factors enumerated in title I of this Act. Authorizes the Secretary to accomplish minor construction projects in a specified amount. Title V: North Atlantic Treaty Organization Infrastructure - Authorizes the Secretary of Defense to incur NATO facilities construction costs up to a specified amount. Requires the Secretary to report to the Senate and the House Armed Services and Appropriations Committees concerning such costs. Title VI: Military Family Housing and Homeowners Assistance Program - Authorizes the Secretary of Defense to construct or acquire military family housing. Requires the Secretary to consult with the Secretary of Housing and Urban Development as to the availability of private housing in a U.S. location before constructing any family housing at such location. Directs the Secretary to give the appropriate congressional committees 30 days notice of any disagreement as to housing availability with the Secretary of HUD before contracting for construction. Authorizes appropriations for such housing at specified locations in the U.S. and overseas. Authorizes the Secretary to: (1) improve existing quarters; and (2) provide for advance planning and construction design, including architectural and engineering services. Limits the amounts that may be expended for such purposes. Increases the number of family housing units that may be leased in a foreign country. Increases the number of units which the Secretary may exempt from cost limitations. Authorizes appropriations for military family housing for fiscal year 1982, including construction, operating costs, mortgage costs under the National Housing Act, and for homeowners assistance under the Demonstration Cities and Metropolitan Development Act of 1966. Title VII: Authorization of Appropriations and Administrative Provisions - Authorizes the Secretaries of the various military departments to develop installations under this Act without regard to provisions of law which prohibit the advancement of public moneys and which require the submission of detailed cost estimates to Congress. Establishes expenditure ceilings for each title of this Act. Authorizes limited increases in the amounts authorized pursuant to this Act if the Secretary of the military department or the Director of the defense agency concerned determines that such an increase is required for the sole purpose of meeting unusual and unanticipated variations in costs. Requires the Secretary of Defense to report annually to the appropriate committees of Congress concerning projects exceeding the amount authorized by more than a specified percent. Directs the Secretary of Defense to encourage the use of solar energy for projects authorized by this Act and authorizes the Secretary to increase the cost limitations or floor area limitations for a project in order to equip it with solar energy heating or cooling equipment. Establishes measures and responsibility for supervising the construction work authorized under this Act. Requires the respective Secretaries to report to Congress annually on the costs of construction contracts by the construction agency. Repeals prior Military Construction Authorization Acts. Specifies exceptions to such repealer. Sets forth unit cost limitations based on square footage for projects authorized pursuant to this Act. Title VIII: Guard and Reserve Forces Facilities - Authorizes the Secretary of Defense to establish or develop additional facilities for the Guard and Reserve Forces of various military departments. Authorizes appropriations in specified amounts for each such entity. Title IX: General Provisions - Sets forth a formula for determining the cost effectiveness of a solar energy system. Authorizes the Secretary of Defense to undertake military construction necessary to support the required employment of the armed forces during a declaration of war or a national emergency. Title X: Authorizes appropriations for military construction for fiscal year 1983.

Authorizes the disposal of certain materials determined to be in excess of stockpile requirements. Department of Defense Authorization Act, 1982 - Title I: Procurement - Authorizes appropriations for the armed forces for procurement of aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons. Permits the Secretary of Defense, in carrying out the Multilateral Memorandum of Understanding Between the North Atlantic Treaty Organization (NATO) Ministers of Defense concerning the NATO Airborne Warning and Control System (AWACS) Program, to waive reimbursement for the cost of specified functions performed by other than AWACS personnel and to assume contingent liability for program losses and specified charges for fiscal year 1982. Title II: Research, Development, Test, and Evaluation - Authorizes appropriations for the armed forces for research, development, test, and evaluation for fiscal year 1982. Amends the Department of Defense Authorization Act for 1971 to repeal the requirement for an annual report on independent research and development and bid and proposal costs. Title III: Operation and Maintenance - Authorizes appropriations for the armed forces other than the Coast Guard and for other activities and agencies of the Department of Defense. Authorizes additional sums for increases in benefits for civilian employees of the Department of Defense. Repeals the requirement that the Secretary of Defense submit to Congress an annual report on the operation and maintenance of the Army, Navy, Air Force, and Marine Corps. Title IV: Active Forces - Establishes end strength levels for fiscal year 1982 for active duty personnel for the Army, Navy, Marine Corps, and the Air Force. Title V: Reserve Forces - Establishes average strengths for fiscal year 1982 for: (1) the Army National Guard; (2) the Army Reserve; (3) the Naval Reserve; (4) the Marine Corps Reserve; (5) the Air National Guard; (6) the Air Force Reserve; and (7) the Coast Guard Reserve. Sets forth the number of Reserves serving on full-time active duty to administer, recruit, or train the Reserve components. Provides for the adjustment of average strength levels in the national interest and as specified. Increases the number of enlisted personnel who may be on active duty in support of the Reserve components for fiscal year 1982. Title VI: Civilian Personnel: - Establishes an end strength level for civilian personnel for the Department of Defense for fiscal year 1982. Requires the appointment of such personnel among the various military branches and departments. Requires the Secretary of Defense to report to Congress on such allocation within 60 days. Specifies the types of civilian employees to be included in such end levels. Permits the Secretary to increase the number of civilian personnel beyond the authorized end strength. Title VII: Military Training Student Loads - Establishes average military training student loads for fiscal year 1982. Title VIII: General Provisions - Amends the Department of Defense Appropriation Authorization Act, 1976 to repeal the cancellation charge ceiling on multiyear procurement contracts. Amends the Department of Defense Authorization Act, 1978, to repeal the requirement for a reduction in the number of senior-grade civilian employees of the Department of Defense. Repeals the limitation on enlistment and induction of persons into the armed forces whose score on the Armed Forces Qualification Test is below a specified level. Repeals the profit limitation on contracts for aircraft and naval vessels.

Defense Contract Profit Control Act - Requires defense contractors, during an emergency period, to submit an annual report to the Secretary of Defense disclosing their total profit, and the percentage of such profit, on certain contracts during the preceding year. Sets forth the baseline profit percentage allowable on defense contracts during such period and the method to determine how much excessive profit should be returned to the United States. Repeals existing provisions of law relating to profit limitations on contracts for the construction of aircraft and naval vessels.

Establishes a career development and advancement program and a career development and training program for Vietnam-era veterans. Defines such veterans as those who: (1) served on active duty for a period of more than 180 days between August 4, 1964, and January 1, 1977; (2) enlisted or were assigned to a reserve component prior to January 1, 1977, and served in such component for a period of 180 days, any part of which commenced after January 1, 1977; or (3) were discharged or released from either type of active duty because of a service-connected disability. Provides that a career development and advancement program includes a partial subsidy of an eligible veteran's wages and benefits and that a career development and training program includes a subsidy of training costs and partial subsidy of wages and benefits. Entitles eligible veterans to allowances equal to the amounts of educational assistance entitlements remaining for such veterans in accordance with provisions of this Act. Prohibits certain veterans whose income exceeds a specified amount from participation in such programs unless the Administrator of Veterans' Affairs determines that such participation is necessary and appropriate. Provides that an eligible veteran may select a career program if the eligible employer hires such veteran with the expectation of permanent employment of the veteran after training and career development assistance ends. Sets forth application procedures and the types of employment which will not be approved for such programs. Authorizes the Administrator to discontinue allowances for unsatisfactory progress of enrolled veterans. Authorizes the Administrator to pay allowances to eligible employers to meet certain costs of employing eligible employees prior to approval of either career development program. Provides penalties for fraud under such programs. Directs the Administrator to periodically conduct compliance surveys with employers offering programs under this Act. Requires the Secretary of Labor, in consultation wih the Administrator, to provide for participation of eligible veterans in programs authorized by this Act and the Comprehensive Employment and Training Act. Directs the Administrator, the Secretary of Labor, and the Secretary of Health and Human Services to provide outreach services to inform eligible veterans and employers of programs under this Act.
