Veterans Disability Compensation and Survivor Benefits Act -- Title I: Veterans Disability Compensation -- Increases the rates of disability compensation for disabled veterans. Title II: Survivors Dependency and Indemnity Compensation -- Increases the rates of dependency and indemnity compensation for the survivors of disabled veterans. Title III: Clothing Allowance and Effective Date Provisions -- Increases the clothing allowance for disabled veterans who wear prosthetic appliances that tear clothes. Declares that the provisions of this Act shall become effective on October 1, 1977.

Exempts courses which lead to a standard college degree from the "85-15" rule whereby the Administrator of Veterans' Affairs is required to disapprove enrollment of any eligible veteran, not already enrolled, in any course offered by an educational institution where more than 85 percent of the students enrolled have their fees paid by either the Veterans' Administration or the institution itself. Limits application of the "85-15" rule to proprietary (that is, private) profit or proprietary nonprofit educational institutions. Grants the Administrator discretion to permit a veteran or an eligible person to continue a course of training, without mitigating circumstances for a reasonable length of time beyond the approved length for the course before progress will be considered unsatisfactory. Consolidates existing provisions of title 38 United States Code relating to the certification of courses required before educational assistance allowances will be paid to otherwise eligible veterans or eligible persons. Exempts from the required two-year minimum of operation prior to approval: (1) any course which is available only to active duty military personnel, civilian employees of the military departments, and dependents of such personnel and employees; (2) any course meeting general criteria of past compliance with regulations, specified academic standards, a 50-percent placement rate (if vocational), and recommendation by the appropriate State approving agency, if the Administrator determines such course should be approved; and (3) any course offered by a branch or extension of an approved institution if the course is identical to a course offered at the main campus of the institution. Prohibits, as of December 1, 1976, the execution of a power of attorney, by an educational assistance allowance payee, giving an attorney-in-fact authority to negotiate a benefit check.

Veterans Health Care Amendments Act

Veterans Health Care Amendments Act - Requires the Administrator of Veterans' Affairs to furnish initial readjustment professional counseling (including a general mental and psychological assessment) for any veteran with readjustment problems who requests such aid within four years after his discharge or release from service, or within two years after enactment of this Act, whichever is later. Requires further mental health services on an outpatient basis if a physician employed by the Veterans' Administration determines on the basis of initial counseling that such services are necessary for the veteran's successful readjustment. Directs the Chief Medical Director to provide for the training of professional, paraprofessional, and lay personnel necessary to carry out such programs. Directs the Administrator to ensure that all potentially eligible veterans are advised of such potential eligibility. Authorizes the Administrator to provide a preventive health care program to ensure the best possible health care for veterans with service- connected disabilities. Directs the Administrator to provide for a health maintenance pilot program to demonstrate the medical advantages and cost-effectiveness of furnishing comprehensive preventive health care services to veterans with varied types and degrees of service-connected disabilities. Requires a comprehensive annual report to Congress on such programs. Requires the Administrator to carry out programs providing inpatient and outpatient treatment and rehabilitation services on a nationwide basis to eligible veterans suffering from alcohol or drug dependence or abuse disabilities. Directs the Administrator to assist the Secretary of Labor in providing veterans receiving such treatment with appropriate job and training opportunities. Requires the Administrator, when an applicant for such treatment has received a less than honorable discharge from the armed services, to advise such applicant of his right to apply for review and correction of such discharge. Requires the provision of such services to eligible veterans who are charged with or convicted of any criminal offense and who are not confined and not required to participate in such a treatment program; and permits provision of such services, under specified conditions, to eligible veterans similarly charged or convicted, if a court does require participation in such a program. Allows a member of the active armed services with alcohol or drug problems to transfer to any Veterans' Administration facility for treatment within the last 30 days of such member's tour of duty. Directs the Administrator and the Secretary of Health, Education and Welfare to coordinate the Professional Standards Review program carried out under part B of title XI (General Provision) of the Social Security Act and the comparable programs carried out by the Department of Medicine and Surgery to assess the quality of patient care in Veterans' Administration health care facilities. Requires the Chief Medical Director, through the Administrator, to report to Congress on the effectiveness of such coordination. Requires the Chief Medical Director to report to Congress, not later than three months after the end of each fiscal year, on all activities in which he or a designee, as a representative of the Veterans' Administration, has participated in an advisory or coordinating capacity with respect to programs carried out by the executive branch.

A bill to amend the Civil Rights Act of 1964 to provide that, except in certain limited circumstances, it shall be an unlawful employment practice for an employer to request that an employee or an applicant for employment provide military discharge papers or other service-connected records.

Directs the Administrator of Veterans' Affairs to provide special psychological readjustment therapy and counseling services, and such follow-up treatment as may be necessary, to any veteran of the Vietnam era and to the dependents of any such veteran who is having emotional problems in adjusting to civilian life as the result of psychological disturbances experienced during the Vietnam era. Requires the Administrator to conduct a comprehensive study of the psychological and sociological effects of military service in the Vietnam War and the readjustment and rehabilitation problems related thereto, for the purpose of making recommendations for more effective psychological services by this Act.

A bill to amend title 10, United States Code, to provide for the regionalization and traveling of discharge review panels; to establish guidelines for review and correction of military discharges; to provide for legal counsel for discharge applicants; to provide for the recognition of exemplary post-service conduct through the issuance of an Honorable Discharge (Limited); and to otherwise expand and enhance the effectiveness of the Armed Forces discharge review procedures.

Directs the Secretaries of the various armed forces to establish discharge review boards and panels and to geographically disburse such panels on the basis of population concentrations of discharge applicants. Requires such panels to travel to areas where a reasonable number of applications for review have been filed. Directs the discharge review boards and panels to review any discharge or dismissal from the armed forces granted under other than fully honorable conditions upon their own motion or upon the request of the former member or the representative of a former member. Directs the review board or panel to determine whether such discharge was fair and equitable, or in the interest of justice, by standards current at the time of review, taking into consideration all the circumstances of the case. Directs the Secretary of Defense to establish guidelines and directives to be followed by the review boards and panels including specified mitigating and extenuating circumstances. Stipulates that the presence of strong mitigating factors shall normally warrant the upgrading of an other than fully dishonorable discharge to an honorable discharge, unless they are offset by serious aggravating factors which have a direct relationship to the issuance of an other than fully honorable discharge. Authorizes a review board or panel to issue an honorable discharge (limited) to individuals who were discharged under less than honorable conditions if such individuals have rehabilitated themselves and their conduct, activities and habits since being granted original discharge have been exemplary. Stipulates that such new discharge certificate shall be the same as a fully honorable discharge for all records and information pertaining to the individual. Stipulates that no benefits under any laws shall automatically be afforded to any individual issued an honorable discharge (limited) unless such an individual would have been entitled to such benefits under the original discharge or dismissal. Sets forth the procedures which review boards and panels must follow regarding review hearings. Requires the Government to furnish legal counsel or assistance as may be necessary to insure that an applicant is competent to present a claim for review, in clear cases of need. Directs the Secretary of Defense to carry out a public information program designed to inform former members of the armed services of the new discharge review program under this Act. Requires each Secretary of the various services concerned to prepare a semiannual report on the functions, problems, and accomplishments of the review boards and panels established under this Act. (Amends 10 U.S.C. 1553)

Urges other nations to destroy their stockpiles. Urges the Conference of the Committee on Disarmament to conclude a treaty banning the manufacture and possession of such weapons.

Concurrent resolution expressing the sense of the Congress that the United States should deny diplomatic recognition to the Socialist Republic of Vietnam, and oppose its membership in the United Nations, until such country makes a full accounting of Americans unaccounted for and missing in action in areas under its control.

Title III: Miscellaneous and Effective Date Provisions - Increases the monthly rate of death compensation payable to a widow or dependent parent if the payee is a patient in a nursing home or helpless or blind. States that the effective date of this Act shall be January 1, 1978.

Veterans Education Reform Act -- Permits the Administrator of Veterans' Affairs to discontinue educational assistance to an eligible veteran or survivor or dependent of a veteran if the Administrator finds that the institution of higher learning concerned has failed to enforce its regularly prescribed standards and practices as approved by the appropriate State approving agency with respect to such veteran or person. Denies the Administrator any authority to prescribe educational standards or practices with respect to any institution of higher learning empowered to award a standard college degree. Requires the Administrator to provide individual educational and career counseling and other appropriate services to facilitate the education of any veteran or person whose educational assistance has been discontinued under this Act.

Military Construction Appropriation Act - Appropriates specified sums for military construction projects for fiscal year 1978 for: (1) the Army; (2) the Navy; (3) the Air Force; (4) the Defense agencies; (5) the Army National Guard and the Air National Guard; (6) the Army Reserve; (7) the Naval Reserve; (7) the Air Force Reserve; (8) family housing for the Army, Navy, Marine Corps, Air Force, and Defense agencies; and (9) the Homeowners Assistance Fund. Sets forth restrictions on the use of funds appropriated under this Act. Authorizes the use of funds made available under this Act for the hire of passenger motor vehicles and for advances to the Federal Highway Administration to construct defense access roads which are certified to be important to the national defense. Prohibits the use of funds under this Act for any military base closure or realignment unless all the provisions of the National Environmental Policy Act have been complied with.

A bill to repeal a restriction on the availability of health care under the civilian health and medical program of the uniformed services (CHAMPUS).

Limits expenditures of the Government other than those for national defense and security for fiscal year 1978, to an amount which is five percent less less than the total of such expenditures for fiscal year 1977. Limits Government expenditures for fiscal year 1978, for compensation of officers and employees of the United States other than those whose employment is directly related to national defense and security, to an amount which is ten percent less than such expenditures for fiscal year 1977.

World War I Pension Act

World War I Pension Act - Requires the Administrator of Veterans' Affairs to pay (in addition to any already paid) a monthly pension of $150 to each veteran of World War I who meets specified service requirements, or to the surviving spouse of each such veteran, or when there is no surviving spouse, to the child or children of each such veteran.

A bill to require the Secretary of Defense to conduct a systematic cost-effectiveness review before contracting for personal services.

Requires the Secretary of Defense, before entering into any contract for more than $100,000 for the performance of any commercial or industrial activity of the Department, to conduct a cost effectiveness review of such activity to determine whether it should be done by contract or by Government personnel. Authorizes the Secretary to waive such review under specified circumstances. Directs the Secretary to conduct random audits of such contracts.

A bill to amend title 38, United States Code, in order to entitle veterans to 54 months of educational assistance for all educational programs under chapter 34 of such title, to eliminate the time limitation within which educational assistance must be used, and to restore on behalf of certain veterans educational assistance benefits previously terminated.

Increases the period of veterans' education assistance from 45 to 54 months, and eliminates the delimiting period. Grants eligibility for such assistance to any veteran of World War II, the Korean conflict, or the Vietnam era whose previous entitlement terminated without such veteran's availing himself of all the assistance to which he was entitled.

A bill to amend title 38 of the United States Code to make certain that recipients of veterans' pension and compensation will not have the amount of such pension or compensation reduced because of increases in monthly social security benefits.
