Veterans Education and Transfer Extension Act or the VET Extension Act This bill makes changes to Post-9/11 educational assistance for veterans or active duty military service members. Specifically, the bill increases the number of months of educational assistance available under the Post-9/11 GI Bill by (1) 15 months, or (2) the amount of months needed to complete remedial and deficiency courses that may be needed prior to beginning a program of education. Under the bill, individuals who do not currently have a dependent, but wish to elect to transfer educational assistance to a dependent, may do so at such a time when they do have a dependent. Additionally, the Department of Defense may not prescribe any additional limitation on the time period in which a member of the Armed Forces may make an election.

Faster Access to Federal Student Aid Act of 2018 This bill requires the Internal Revenue Service (IRS) to disclose certain tax return information to the Department of Education (ED) for the purpose of administering financial aid and loan programs under the Higher Education Act of 1965. (Under current law, students must obtain their own tax return information from the IRS and submit it to ED.) Upon receiving a request from ED, the IRS must disclose specified tax return information to ED for the purposes of establishing, renewing, administering, and conducting analyses and forecasts for estimating costs related to income-contingent or income-based repayment programs; the discharge of loans based on a total and permanent disability; determining the eligibility for, and the amount of, federal student financial aid; and conducting analyses and forecasts for estimating costs related to federal student financial aid programs. ED may only use the disclosed information for the purposes above and for mitigating risks related to the programs. Mitigating risks includes activities related to analyzing or estimating costs, conducting oversight, developing statistics, and reducing improper payments. It does not include conducting criminal investigations or prosecutions. With the consent of the taxpayer, ED may disclose the return information to certain institutions of higher education, state higher education agencies, and scholarship organizations solely for the use in financial aid programs. The bill also specifies notification and reporting requirements related to the disclosures and the implementation of this bill.

Affordable Loans for Any Student Act This bill amends the Higher Education Act of 1965 to revise requirements concerning repayment options for student loan borrowers. For instance, the bill terminates interest capitalization and origination fees for Federal Direct Loans, provides assistance to low-income borrowers or borrowers who are delinquent on loan payments, and replaces the existing income-based repayment plans with two new plans. Under the new plans, borrowers may choose: (1) a fixed repayment plan with equal monthly payments paid over a period of 10 years; or (2) an income-based repayment plan with monthly payments equal to 10% percent of their income above a poverty level. The income-based plan is capped at 20 years of payments. The bill also revises requirements concerning student loan disclosures and student loan counseling for borrowers.

Innovations in Mentoring, Training, and Apprenticeships Act This bill requires the National Science Foundation (NSF) to award competitive grants to community colleges to develop or improve associate degree and certificate programs in STEM (science, technology, engineering, and mathematics, including computer science) fields in which there is a significant workforce demand in their region and a need to strengthen the global competitiveness of affected companies. The NSF shall award competitive grants to universities partnering with employers or employer consortia that commit to offering apprenticeships, internships, research opportunities, or applied learning experiences to university students in identified four-year STEM degree programs. The NSF shall award competitive grants to institutions of higher education or nonprofit organizations to conduct research on student outcomes and determine best practices and scalability of computer-based and online courses for technical skills training. The NSF Directorate of Social, Behavioral & Economic Sciences, in coordination with the Department of Labor, shall support research to improve the efficiency of skilled technical labor markets in the United States. The NSF shall commission research that compares and contrasts skilled technical workforce development between the United States and other developed countries. The NSF National Center for Science and Engineering Statistics shall coordinate with other relevant federal statistical agencies in exploring the feasibility of expanding its surveys to include the collection of objective data on certain skilled technical workers who use significant levels of STEM knowledge in their jobs.

Keeping Girls in School Act This bill authorizes the Department of State and the U.S. Agency for International Development (USAID) to enter into acquisition, assistance, or financing agreements to address societal, cultural, health, and other barriers that adolescent girls face in accessing quality secondary education. USAID's Senior Coordinators for International Basic Education Assistance and Gender Equality and Women's Empowerment and the State Department's Ambassador-at-Large for Global Women's Issues shall oversee all U.S. resources and activities relating to educational opportunities for adolescent girls. The bill requires USAID to seek to ensure program adherence to monitoring, evaluation, and data requirements and gender equality guidance. The Ambassador-at-Large for Global Women's Issues shall review, update, submit to Congress, and make publicly available a U.S. global strategy to empower adolescent girls. The U.S. Global Strategy to Empower Adolescent Girls, issued in March 2016, shall be deemed to fulfill such requirement.

Securing and Revitalizing Aviation Act of 2018 or the SARA Act of 2018 This bill authorizes the National Transportation Safety Board, in the case of an application for the issuance of an airman certificate, to review a denial that may not be considered a final denial by the Federal Aviation Administration (FFA) when the FAA has twice reconsidered the application and sustained a previous denial of that application. An airman may voluntarily surrender an airman medical certificate for cancellation at any time, unless the certificate is subject to a FAA order at the time of the voluntary surrender. The FAA shall review the process of reserving aircraft registration numbers and enact appropriate changes to ensure the fair participation by the general public, including the implementation of readily available software to prevent any computer auto-fill systems from reserving aircraft registration numbers in bulk. Any person who holds a seaplane rating from the FAA and successfully completes a free online education course on aquatic invasive species mitigation that is acceptable to the Department of the Interior may hold themselves out to the public as qualified to inspect aircraft for aquatic invasive species and to take action to mitigate the spread of aquatic invasive species. The bill amends the FAA Extension, Safety, and Security Act of 2016 to modify FAA tower marking requirements. The bill limits civil liability for certain individuals designated as representatives of the FAA, except for intentional or fraudulent misconduct.

Get the Lead Out of Schools Act This bill amends the Safe Drinking Water Act to require the Environmental Protection Agency (EPA) to promulgate a national primary drinking water regulation for schools and day care facilities that: (1) establishes a lead action level (a level of lead in drinking water that triggers additional actions to control lead contamination) of at least 15 parts per billion; (2) directs each public water system to sample for lead in the drinking water at schools and day care facilities if the EPA determines there is a risk that the lead in the drinking water will meet or exceed the action level; and (3) directs public water systems that serve schools or day cares that meet or exceed the action level to notify the local educational agency, the relevant local health agencies, the municipality, and the state as soon as practicable, but no later than five business days after the system receives the sampling results. The EPA must also establish a grant program for: (1) testing drinking water in schools and day care facilities for lead contamination, and (2) remediating lead contamination in such drinking water by replacing lead pipes and certain plumbing materials with lead-free material.

Clean Water Through Green Infrastructure Act This bill requires the Environmental Protection Agency (EPA) to provide grants to eligible higher education institutions and research institutions to establish and maintain between three and five centers of excellence for innovative stormwater control infrastructure, which is any green stormwater management technique that: (1) uses natural systems or engineered systems that mimic natural processes to infiltrate, evapotranspire, or capture stormwater; and (2) preserves, enhances, or mimics natural hydrology to protect or restore water quality. One of the centers must be the national electronic clearinghouse center and operate a website and a public database on the infrastructure. In addition, the EPA must provide grants to state, tribal, or local governments or entities that manage stormwater, drinking water resources, or wastewater resources for innovative stormwater control infrastructure projects. The EPA must ensure that: (1) EPA's Office of Water, Office of Enforcement and Compliance, Office of Research and Development, and Office of Policy promote the use of the infrastructure in, and coordinate the integration of, permitting programs, planning efforts, research, technical assistance, and funding guidance; and (2) the Office of Water supports establishing innovative financing mechanisms in the implementation of the infrastructure. The EPA must: (1) direct each EPA regional office to promote and integrate the use of the infrastructure within the region, and (2) promote sharing information about the infrastructure approaches. The EPA must establish the innovative stormwater control infrastructure portfolio standard of voluntary, measurable goals to increase the percentage of annual water managed by entities that use the infrastructure.

Scarlett's Sunshine on Sudden Unexpected Death Act This bill establishes several programs and requirements relating to sudden unexpected infant death (SUID) and sudden unexplained death in childhood (SUDC). Among other things, the bill establishes grant programs to: promote comprehensive death scene investigations and autopsies relating to SUID and SUDC; improve infant and child death review programs; and promote education and outreach relating to SUID and SUDC. The Centers for Disease Control and Prevention must also study the use of genetic analysis and publish specified data regarding SUID and SUDC.

School Security is Homeland Security Grant Act of 2018 This bill amends the Homeland Security Act of 2002 to authorize the use of homeland security grants for enhanced school security efforts. The bill authorizes appropriations for FY2019-FY2023 for homeland security grants, of which not less than 5% in each fiscal year shall be for grants relating to securing early childhood education programs, elementary schools, high schools, and secondary schools. Grants awarded under the Urban Areas Security Initiative or the State Homeland Security Grant Program may not be used to purchase firearms or firearm accessories, such as ammunition, including for use by teachers. Such grants relating to securing early childhood education programs, elementary schools, high schools, or secondary schools may be used for: (1) target hardening and other enhancements of the physical security of such programs and schools; and (2) security planning, exercises, and training.
