Know Before You Owe Private Student Loan Act of 2018 This bill amends the Truth in Lending Act to revise requirements for disclosures in private education loan applications. Before issuing a private education loan for a student attending an institution of higher education (IHE), lenders must obtain the IHE's certification of the student's enrollment status, the student's cost of attendance, and the difference between that cost and the student's estimated financial assistance. Lenders must: (1) send loan statements to borrowers at least once every three months a student is enrolled at an IHE, (2) notify the relevant IHE of the loan amount and the student to whom it applies no later than the date funds are issued, and (3) submit an annual report to the Consumer Financial Protection Bureau (CFPB) containing information the CFPB requires concerning private student loans. This bill amends the Higher Education Act of 1965 to require IHEs, before providing lenders with certifications, to determine whether students have exhausted their options for federal financial aid assistance and notify borrowers of: (1) the availability of assistance, (2) their ability to choose their own private educational lender, (3) the impact of the proposed private education loan on their eligibility for other financial assistance, and (4) their right to accept or reject a private education loan within 30 days of the lender's approval of their application and to cancel the loan within 3 business days of its consummation.

Coding Opportunities and Development for Equitable Students Act or the High School CODES Act This bill amends the Carl D. Perkins Career and Technical Education Act of 2006 to direct the Department of Education (ED) to carry out a coding demonstration program. Under the program, ED shall award grants to local educational agencies for the establishment or expansion of programs that allow high-school students to take a coding class in place of a mathematics, science, or foreign language class as graduation requirement.

Addressing Teacher Shortages Act of 2018 This bill directs the Department of Education (ED) to establish an Addressing Teacher Shortages Program. Through this program, ED shall award competitive grants for local education agencies, in partnership with institutions of higher education, to address teacher shortage challenges. Specifically, grant funds may be used to establish or expand: teaching residency programs, teacher mentor programs, specified recruitment and training programs, and other evidence-based strategies to increase teacher retention and support teachers.

High School Voter Empowerment Act of 2018 This bill amends the National Voter Registration Act of 1993 to designate public high schools as voter-registration agencies and require them to conduct annual voter-registration drives. Specifically, a school shall aim to register all of its students who are: enrolled in a class in American Government or Economics, at least 17 years old as of April 10th of that year, and eligible to register to vote in elections for federal office held in the state. The Department of Education shall reimburse a school for reasonable costs incurred in carrying out a voter-registration drive. At a school's request, the appropriate state election official may agree to provide the school with voting machines and related equipment for use in a student council or similar election held at the school.

Parent PLUS Loan Improvement Act of 2018 This bill amends the Higher Education Act of 1965 to modify the applicable terms and conditions with respect to Federal Direct PLUS Loans to parent borrowers (i.e., parent PLUS loans). Specifically, it reduces the interest rate and eliminates the origination fee for a parent PLUS loan disbursed on or after July 1, 2018. The Department of Education must ensure, prior to disbursement, that a parent PLUS loan borrower receives counseling that includes comprehensive information on the terms, conditions, and responsibilities with respect to the loan. The bill makes a parent PLUS loan eligible for the income-contingent and income-based repayment plans. Additionally, it makes a consolidation loan that repays parent PLUS loan eligible for the income-based repayment plan.

Anti-Bullying and Harassment Act of 2018 This bill amends the Safe and Drug-Free Schools and Communities Act to require: (1) states to use grants for safe and drug-free schools to collect and report information on the incidence of bullying and harassment, and (2) local educational agencies (LEAs) and schools to use subgrants to prevent and respond to incidents of bullying and harassment. Such LEAs and schools must: (1) notify parents and students annually of conduct prohibited in their school discipline policies, which must include policies regarding bullying and harassment; and (2) establish complaint procedures for students and parents to register complaints regarding such conduct. The bill also expands the Act's definition of violence to include bullying and harassment.

Make Education Local Act of 2018 This bill authorizes each state that submits to the Department of Education a state management decision to receive federal education funding on a consolidated basis. A state may use funding received pursuant to such a decision for any educational purpose. Each state management decision shall contain specified information, including: (1) a list of programs that are subject to the state management decision, and (2) a description of how the state will address persistently failing public schools. Each state operating under a state management decision shall: (1) establish an accountability system focused on assessing the academic achievement of students, (2) inform the public regarding the student-achievement assessment system, (3) report annually to parents and the general public on student progress and other school options available in the state, and (4) provide for the equitable program participation of private-school children and teachers in the same manner as provided under current law.

Building Understanding, Investment, Learning, and Direction Career and Technical Education Act of 2018 or the BUILD Career and Technical Education Act of 2018 This bill directs the Department of Education to award competitive two-year grants to local educational agencies to support career and technical education exploration programs that provide middle and high school students with experiential learning opportunities that are connected to their education and career pathways. Grant funds must be used for: (1) leasing, purchasing, upgrading, or adapting equipment related to program activities; (2) staff expenses in coordinating or implementing program activities; (3) consultation services that are directly aligned to program goals; (4) professional development programs that are aligned to program goals; (5) minor remodeling to accommodate program equipment; and/or (6) program evaluation. The bill requires each grantee to develop a plan to evaluate specified outcomes.

National Quantum Initiative Act This bill directs the President to implement a National Quantum Initiative Program to, among other things, establish the goals and priorities for a 10-year plan to accelerate the development of quantum information science and technology applications. The bill defines "quantum information science" as the storage, transmission, manipulation, or measurement of information that is encoded in systems that can only be described by the laws of quantum physics. The National Science and Technology Council shall establish a Subcommittee on Quantum Information Science, including membership from the National Institute of Standards and Technology (NIST) and the National Aeronautics and Space Administration (NASA), to guide program activities. The President must establish a National Quantum Initiative Advisory Committee to advise the President and subcommittee on quantum information science and technology research and development. NIST shall carry out specified quantum science activities and convene a workshop to discuss the development of a quantum information science and technology industry. The National Science Foundation shall: carry out a basic research and education program on quantum information science and engineering, and award grants for the establishment of Multidisciplinary Centers for Quantum Research and Education. The Department of Energy (DOE) shall carry out a basic research program on quantum information science. The Office of Science of DOE shall establish and operate National Quantum Information Science Research Centers to conduct basic research to accelerate scientific breakthroughs in quantum information science and technology.

Alerting Local Leaders and Ensuring Responsible Guidelines for Youth Act or the ALLERGY Act This bill amends the Elementary and Secondary Education Act of 1965 (ESEA) to require a local educational agency (LEA), as a condition of receiving funds under the ESEA, to establish and implement a policy on allergy bullying that requires schools to: educate students, school personnel, and parents about allergy bullying; clearly define what the punishment or response may be for violating rules against allergy bullying; encourage each victim of allergy bullying to report the bullying to school personnel; and comply with the Individuals with Disabilities Education Act and the Americans with Disabilities Act of 1990 in carrying out these requirements. An LEA shall certify annually that it has established and implemented such a policy. "Allergy bullying" is an unwanted, aggressive behavior by a student toward another student who has an allergy, including: (1) a real or perceived imbalance of power due to the student's allergy; and (2) actions such as making threats, spreading rumors, making physical or verbal attacks, and purposefully excluding the student from a group.

Johnson-O'Malley Supplemental Indian Education Program Modernization Act This bill requires the Department of the Interior to annually update the number of Indian students eligible for the Johnson-O'Malley Program (JOM Program). The JOM Program awards contracts to tribal organizations, schools, states, and others to educate Indian students. Under the program, the contract amounts are based on the number of students served. Under the bill, contracting parties must annually report to Interior on the number of students they serve and how contract funds were used. If they fail to submit the report, Interior must deny them program funds for the fiscal year following the academic year for which the report should have been submitted. This bill allows Interior to make recommendations for legislation to increase funds per eligible student and to identify additional sources of funding that do not reallocate existing funds utilized by Indian students. Interior must confer with Indian tribes, state and local education agencies, and Alaska Native organizations that have not participated in the program to determine their interest in the JOM Program. This bill requires the Government Accountability Office to review the implementation of this bill.

Patsy T. Mink and Louise M. Slaughter Gender Equity in Education Act of 2018 This bill requires the Department of Education (ED) to establish an Office for Gender Equity to support state and local educational agencies, institutions of higher education, and elementary and secondary schools in fully implementing title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. The office may provide grants and perform activities to reduce or prevent discrimination, bias, harassment, or violence based on actual or perceived sex, sexual orientation, gender, gender identity, pregnancy, childbirth, or related medical conditions or stereotypes in all areas of education. The office must provide technical assistance and annual training to title IX coordinators and develop a handbook for conducting self-evaluations of title IX compliance. The training must address "compound discrimination" (defined as discrimination based on sex and other characteristics, including race, ethnicity, national origin, disability status, religion, age, perceived sex, sexual orientation, gender or gender identity, and related stereotypes). The office may award grants to eligible entities and partnerships to: train students, teachers, faculty, and personnel; increase campus resources, facilities, and course offerings; support title IX coordinators in performing outreach, advocacy, and education; identify patterns or systemic problems in title IX compliance; strengthen prevention education and awareness programs; conduct campus climate and victimization surveys; identify gender inequities; and improve data collection and reporting of gender equity indicators from academic assessments, civil rights data, campus data, employment data, attendance and absenteeism data, or title IX coordinator-to-student ratios. ED must coordinate with the Institute of Education Sciences and other federal offices and entities to investigate, identify, and disseminate best practices to: (1) reduce and prevent sex stereotyping, bias, and discrimination in curricula and educational materials; (2) address sex-based harassment and violence on campuses; (3) develop counseling and career guidance training; (4) mitigate implicit bias in teaching and discipline; and (5) address the needs of students who face compound discrimination.

Student Empowerment Act This bill amends the Internal Revenue Code to allow tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with enrollment or attendance at an elementary or secondary school. (Under current law, distributions in connection with an elementary or secondary school are limited to tuition for a public, private, or religious school.) The bill allows the distributions to be used for additional educational expenses, including: curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for the purposes above in connection with a homeschool (whether treated as a homeschool or a private school under state law).

Protecting Job Opportunities for Borrowers Act or the Protecting JOBs Act This bill amends the Higher Education Act of 1965 to prohibit states from suspending, revoking, or denying driver's licenses, teaching licenses, or professional licenses based solely on individuals' default or delinquency on student loans.

Aviation-Impacted Communities Act This bill directs the Federal Aviation Administration (FAA) to conduct outreach to community leaders of aviation-impacted communities to inform them of the opportunity to be a designated community. An "aviation-impacted community" is a community that is located not more than one mile from any point at which a commercial or cargo jet route is 3,000 feet or less above ground level. The FAA must devise an action plan that alleviates or addresses the concerns of a designated community. It may also make grants for necessary noise mitigation in a designated community for residences, hospitals, nursing homes, and schools.

Free Career and Technical Education for High School Students Act This bill requires a state to conduct state leadership activities that reduce or eliminate out-of-pocket expenses for special populations (i.e., groups of people with needs that require special consideration and attention in an educational setting) participating in career and technical education, and that support the costs for such populations associated with fees, transportation, child care, or mobility challenges relating to such participation.

Building a Health Care Workforce for the Future Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to award matching grants to enable states to implement scholarship programs to ensure an adequate supply of health professionals. Scholarships must cover tuition and educational expenses and provide a cost-of-living stipend. Scholarship recipients must agree to serve as providers in shortage areas in the state for one year for each year they receive the scholarship. HHS may award grants to assist medical schools in developing and strengthening primary care mentorship programs and cultivating leaders in primary care among its students. In order to foster curricular innovations to improve the education and training of health care providers, HHS must award grants to medical and other health professions schools to promote priority competencies that are selected annually by the Advisory Committee on Training in Primary Care Medicine and Dentistry. The National Academy of Medicine (formerly known as the Institute of Medicine) must study the documentation requirements for cognitive services under Medicare, Medicaid, and private health insurers, including whether the requirements are overly burdensome.

Bullying Redress and Verified Enforcement Act or the BRAVE Act This bill amends the Elementary and Secondary Education Act of 1965 (ESEA) to require a local educational agency (LEA) employee who becomes aware of bullying to report to an LEA-designated individual, within seven business days: (1) the acts that constituted the bullying; (2) the victim's protected characteristic, whether actual or perceived, if the bullying included a reference to or was motivated by such characteristic; and (3) the response of the LEA's employees to the bullying. The LEA-designated individual must, within 60 days after receiving such a report, inform all the LEA's employees of the acts described and the response of the LEA's employees. Each LEA shall annually review its policies on bullying. In addition, each LEA must publish and make available to students and parents a quarterly report that: (1) lists the number of bullying reports made since the previous quarterly report, and (2) informs the public of the right to file a complaint with the Office of Civil Rights (OCR) within the Department of Education (ED). OCR shall: (1) establish and publish complaint procedures; (2) investigate each complaint; (3) withhold ESEA funds from, issue a complaint against, or enter into a compliance agreement with any noncompliant LEA; and (4) make information about each complaint available on ED's website. The bill conditions an LEA's receipt of ESEA funds on its: (1) annual written certification to ED that it is in compliance with the bill's requirements, and (2) submission of its four most recent quarterly reports on bullying.

Supporting Useful Career Counseling in Elementary and Secondary Schools (SUCCESS) Act of 2018 This bill amends the Carl D. Perkins Career and Technical Education Act of 2006 to direct the Department of Education (ED) to award competitive grants to enable institutions of higher education or other entities that provide state-recognized elementary and secondary school counseling credentials to: consult with state or local boards to assess local and regional employment needs and trends; develop best practices for training school counselors to provide career counseling based on those trends; and implement curricula, training modules, or materials to train school counselors based on those best practices. ED shall publish and disseminate the best practices. The Government Accountability Office shall report on school counselor certification requirements and the impact of those requirements on the availability of effective career counseling.
