Solar Energy Research, Development and Demonstration Act - Expresses the findings of Congress and declares that it is the policy of the United States to pursue a vigorous and adequately funded program with the objective of utilizing solar energy as a major source for our national energy needs. Defines the terms used in this Act. Establishes the Solar Energy Coordination and Management Project to have responsibility for management and coordination of a national solar energy research, development and demonstration program. Directs the Project to carry out its duties in cooperation with specified Federal agencies, including the Atomic Energy Commission and the Federal Power Commission. Makes conforming amendments to the National Science Foundation Act and the National Aeronautics and Space Act. Instructs the Project to initiate a solar energy resource determination and assessment program, emphasizing identification of promising areas for commercial exploitation and development. Enumerates the specific goals of the determination and assessment program. Directs the Project: (1) to initiate a research and development program for resolving the major technical problems inhibiting commercial utilization of solar energy in the United States; (2) to implement a research and development program to demonstrate the technical means for securing and utilizing the resource base; and (3) to initiate a program to design and construct facilities to demonstrate the feasibility of utilizing the various forms of solar energy. Details the goals of each such program. Authorizes the National Science Foundation to support, coordinate, and encourage the development of policies set forth in this Act. Establishes a Solar Energy Research Institute to perform research functions in connection with the Project's activities under this Act. Calls for the creation of a Solar Energy Information Data Bank, specifying the content of data to be collected and compiled. Transfers specified functions, documents, and personnel to the Energy Research and Development Administration. Authorizes to be appropriated to the National Science Foundation for fiscal year 1975, $2,000,000 for use in the preparation of the comprehensive program. Authorizes to be appropriated to carry out this Act, for fiscal years beginning after 1975, such sums as the Congress may hereafter authorize.

Helium Storage Act - Directs the Secretary of the Interior to collect and store crude helium in the existing Federal helium pipeline and storage system under conditions set forth in this Act. Provides for the redelivery of helium under this Act. Authorizes the appropriation of such sums as necessary to carry out the purpose of this Act.

National Energy Resources Improvement Act - Title I: National Power Grid and Regional Bulk Power Distribution - Sets forth various definitions of terms used in this Act. Creates a body corporate by the name of the "National Power Grid Corporation" which shall establish and operate a national power grid system. Provides that the National Grid Corporation shall have a Board of Directors, which shall consist of three members appointed by the President, by and with the advice and consent of the Senate, and which shall direct the exercise of all of the functions of the National Grid Corporation. Directs the National Grid Corporation to establish and operate a national power grid system, consisting of large electric power generating facilities, and a system of very high voltage transmission lines which, to the extent practicable, shall interconnect such generating facilities and the transmission systems of each regional corporation. Directs the National Grid Corporation to contract to sell electric power to regional corporations at rates which shall be uniform throughout the United States and which shall be set at the lowest possible level consistent with sound business principles and environmental protection requirements, taking into account the charges necessary to pay the operating expenses of the National Grid (including depreciation) and to amortize the indebtedness of the National Grid. Requires the National Grid Corporation to provide base load, peaking, or other power to electric utilities contracting to purchase electric power from such Corporation. Provides that any transmission lines of an agency the facilities of which are transferred to the Corporation under this Act may be transferred by the National Grid to the regional corporation for the region in which such lines are located and shall be operated by such corporation. Requires each regional corporation to obtain such transmission capacity, as may be necessary to sell electric power generated by the National Grid to each electric utility in the region, and to transmit to National Grid transmission lines such electric power as the National Grid may purchase from such utilities. Permits a regional corporation to obtain such additional capacity: (A) by lease of or contract for all or part of the capacity of existing transmission lines of electric utilities; (B) by modification of existing facilities of electric utilities; or (C) by construction of new transmission lines by such regional corporation. Requires electric power marked for the National Grid by the regional corporation to be sold at a rate equal to the uniform rate established by the National Grid, plus a transmission rate charged by such regional corporation. Gives a regional corporation the authority to issue bonds but such bonds shall not be guaranteed by the United States unless issued with the approval of the national board. Provides that any electric utility aggrieved or adversely affected by any action of a regional corporation may obtain administrative review of such action by the national board. Directs the National Grid to carry out a program of research and development in the area of electric power regional corporations to meet requirements of which the National Grid has at least seven years notice. Requires any notice of requirements under this Act to be accompanied by an offer to contract for the required power. Authorizes the National Grid to purchase for resale by the National Grid surplus electric power generated by an electric utility on schedules and at rates agreed upon with such electric utility. Directs the National Grid Corporation to establish by regulation: (1) a number of bulk power supply regions which in the aggregate shall comprise the entire United States; and (2) a regional bulk power supply corporation in each such region. Provides that each regional corporation shall have a Board of Directors which shall be composed of three members appointed by the national board with the approval of the President, and which shall direct the exercise of all of the powers of such regional corporation. Permits a member of a regional board to be removed by the national board for cause. Provides that a regional corporation shall be the exclusive marketing agency for the National Grid within the region for which such corporation was established. Permits any electric utility, publicly or privately owned, to enter into a contract for services with a regional corporation. Permits a regional corporation to sell electric power to any electric utility the needs of which it has adequate notice except in cases of failure of such utility to meet its financial obligations, on proof of fraudulent application, or because of willful failure of such utility to comply with wheeling orders or other requirements of such regional corporation. Provides that a regional corporation may not enter into a contract for services with any electric utility unless such utility agrees to permit (at such time and to such extent as such corporation may order) the use of its excess transmission capacity for the purpose of wheeling power from facilities of such corporation or of the National Grid to load centers of other generation and transmission. Requires the National Grid to expend at least 2 percent of its revenues in each fiscal year. Authorizes annual appropriations of $250,000,000 to carry out the functions of this Act. Transfers to the National Grid all electric power generating and transmission facilities of various Government agencies. Title II: General Provisions Applicable to National Grid and to Regional Corporations - Requires each corporation to be subject to Federal, State, and local environmental standards. Sets forth the procedures to be followed in the appointment of Boards of Directors of each corporation and sets forth regulations relating to officers and employees of each corporation. Sets forth corporate powers and provides for accounts and contracts. Authorizes each corporation to issue and sell bonds and other notes of indebtedness. Authorizes condemnation proceedings. Requires annual reports to the President and the Congress.

National Energy Study Act - Directs the Administrator of the Federal Energy Administration to conduct an annual study of the energy needs of the United States and the methods by which those needs can be met. Authorizes and directs the heads of all Federal departments and agencies to provide the Administrator with any information he requests to assist him in preparing the studies required by this Act. Authorizes to be appropriated $2,000,000 for each of the five fiscal years following the enactment of this Act to carry out the purposes of this Act.

Energy Revenue and Development Act - Title I: Energy Trust Fund; Outer Continental Shelf Revenues Energy Trust Fund - Establishes the Energy Trust Fund and authorizes the transfer to it of specified rentals, royalties, or other sums paid to the Secretary of the Navy in connection with leases on the Outer Continental Shelf made between June 5, 1950 and enactment of this Act. Authorizes such additional appropriations to the Fund as may be necessary under this Act. Directs the Federal Energy Administration (FEA) to develop and direct a program of energy research, development, utilization, and conservation. Authorizes the FEA to enter into contracts with persons for exploration, development, and production of energy resources. Authorizes the FEA to guarantee loans for such purposes. Allows the FEA to purchase, at cost plus a reasonable profit, energy produced from such contractual arrangements. Authorizes the FEA to make monetary awards to persons and institutions for scientific contributions to the FEA's energy activities. Authorizes appropriations from the Energy Trust Fund to carry out this Act. Requires the payment to the States of 60 percent of the first $50,000,000 (and thereafter a lesser percentage up to $100,000,000) of the income from adjacent Outer Continental Shelf leaseholds. Authorizes the payment to adjacent States of $1 times the daily capacity in barrels from oil refineries refining oil from the Shelf. Establishes the Commission on Energy Technology Assessment, headed by a Presidentially appointed Commissioner and a Board. Requires the Commission to advise the FEA, analyze the quality of FEA's work, establish priorities in energy research and development, and identify impacts from energy technology and its economic costs. Requires persons entering contracts under this title with the FEA to keep records available for audit by the Comptroller General. Title II: Changes in Income Tax Deduction Allowed For Percentage Depletion of Oil and Gas - Sets forth the formula for determining the percentage depletion deduction for domestic oil and gas wells. Disallows any such deduction on foreign wells for persons not claiming a domestic deduction. Title III: Termination of Price Controls - Terminates in one year the authority under the Economic Stabilization Act to stabilize prices of energy products and specified steel pipe and drilling equipment in short supply. States that the provisions of the Natural Gas Act shall apply to the transportation of natural gas in interstate commerce, to the sale in interstate commerce of natural gas for domestic, commercial, industrial, or any other use, and to natural gas companies engaged in such transportation or sale, but shall not apply to any other transportation or sale of natural gas, to the local distribution of natural gas, to the facilities used for such distribution, to the production or gathering of natural gas, or to the sale of natural gas dedicated for the first time to interstate commerce, produced from wells commenced on the date of enactment of this Act for domestic, commercial, industrial, or any other use, by any person whose principal business is not the transportation of natural gas in interstate commerce. States that the Commission shall have no power to deny, in whole or in part, that portion of the rates and charges made, demanded, or received by any natural gas company for or in connection with the purchase of natural gas exempt from the Natural Gas Act as provided in this title.

Coastal Zone and Energy Production Coordination Act - States that it is the purpose of this Act to insure that the coastal States affected by the increased commercial and industrial activity in the coastal zones related to the exploration and development of energy resources shall have the capacity to perform the functions required to coordinate energy-related development in their coastal areas. Provides that five percent of the Federal revenues from the Outer Continental Shelf Lands Act shall be paid into the Coastal Zone and Energy Production Coordination Fund to be established in the Treasury for grants to qualifying coastal States. Provides that any coordination program shall include a method for: (1) identifying sites for given energy-related facilities or activities; and (2) economic, environmental, social, and cultural analyses of the impact of such facility or activity on the surrounding areas.

Provides that any plant constructed and operated for the purpose of manufacturing synthetic natural gas for sale in interstate commerce shall be subject to the same jurisdiction of the Federal Power Commission as exercised by the Commission under the Natural Gas Act with respect to any natural gas company. States that such jurisdiction shall not extend to the feedstock of such plant or facilities associated with this feedstock. Stipulates that any natural gas company receiving Federal Power Commission authorization to produce, or to acquire from a subsidiary, such synthetic natural gas, may include in its cost of service a reasonable return on funds expended in connection therewith during the construction period of such plant. Requires that after commercial production has been achieved, the sale or transportation of such gas in interstate commerce shall be priced on a cost of service basis, including a reasonable return on the facility investment. Provides that no return shall be allowed a natural gas company for any funds invested in such plant by either State, local, or Federal Government.

States that allocation regulations promulgated under the Emergency Petroleum Allocation Act of 1973 shall require conservation or curtailment of energy use for residential and space heating only to the extent that similar reductions in the consumption of substitute fuels or forms of energy used for the same purposes are required by the Federal Energy Administration or other appropriate Federal agency. Provides that the regulations promulgated under such Act shall not disproportionately require conservation among members of any class of consumers which could use substitute fuels or forms of energy for the same purposes.

Outer Continental Shelf Energy Policy Act - Expresses the findings of Congress and declares the purposes of this Act, including to insure that the Federal Government has reliable and first-hand information on the nature and extent of energy in the undeveloped areas of the Outer Continental Shelf. Directs the Secretary of the Interior to conduct an inventory of oil and gas resources on the Outer Continental Shelf. Specifies the content of such study. Grants the Secretary administrative subpoena powers to collect documents and data relevant to this Act. Authorizes to be appropriated such sums as necessary to carry out this Act for fiscal years 1975 and 1976. Establishes in the Department of Interior an Outer Continental Shelf Operations Advisory Board to review the provisions and regulations of this Act, monitor enforcement, make recommendations, hold public hearings, and assist the Secretary in compiling policy impact statements. States that after designation of a leasing area on the Outer Continental Shelf and before solicitations for leases, the Secretary shall prepare and make public a detailed policy impact statement describing the extent, policy, means and capacity of the energy resources of such area. Provides that no tracts not subject to a lease entered into under this Act shall be leased until at least 60 days following the submission to Congress of the policy impact statement pertaining to such tracts.

Nuclear Energy Reappraisal Act - Terminates the granting of construction licenses of nuclear fission powerplants in the United States pending action by the Congress following a comprehensive five-year study of the nuclear fuel cycle with particular reference to its safety and environmental hazards, to be conducted by the Office of Technological Assessment. Empowers the Office to compel delivery of any information in the possession of the National Laboratories which the Office deems necessary for conducting its study. Specifies that all Government agencies shall cooperate to the fullest extent with the Office. States that the recommendations of the study shall employ a cost-benefit analysis of the safety and environmental hazards associated with the entire fuel cycle, the long-term economic effect of a commitment to nuclear fission powerplants, and the central question of proliferation of nuclear fission powerplants in relation to the possible alternatives. Specifies topics to be included in the comprehensive study of the Office of Technology Assessment, in addition to those previously stated. Authorizes to be appropriated $100,000,000 for the five-year study authorized by this Act.

Interstate Compact - Declares it to be the national policy to encourage and recognize the performance of functions by the States with respect to the peaceful use of nuclear energy. States that the Congress consents to the Midwest Interstate Nuclear Compact. Describes such Compact, setting forth its policies and purposes. Creates the Midwest Nuclear Board and enumerates its administrative powers.

Requires the Joint Committee on Atomic Energy to make continuing studies of the development, use, and control of Atomic Energy. Require the Atomic Energy Commission and the Department of Defense to keep the Committee fully informed of their activities with respect to the development and application of atomic energy. States that through members of the Joint Committee who are members of each respective House of Congress, the Joint Committee, twice in each session of Congress, shall cause to be made to the House and Senate a report on the development, use, and control of atomic energy for the common defense and security and for peaceful purposes.

Provides that every natural gas company shall for the privilege of doing business as a natural gas company pay to the United States on or before July 1 of each calendar year reasonable annual charges in an amount to be fixed by the Federal Power Commission for the purpose of reimbursing the United States for the costs of administration of the Natural Gas Act and the Federal Power Act.

Provides that any proposed agreement for cooperation in the: (1) sale, lease, or loan to other nations of nuclear reactors or materials for military applications; (2) communication to foreign countries of restricted data concerning nuclear reactors or materials by the Department of Defense; (3) exchange of information concerning weapons, or reserach, development, or design of nuclear reactors; (4) domestic or foreign distribution of nuclear materials; and (5) granting of licenses for commercial or medical activities necessitating the utilization or production of atomic energy shall be subject to the disapproval of Congress, provided that such disapproval is registered within 60 days of submission of the agreement to the Congress.

Increases the funds available for the portion of damages to personal and real property suffered by the public from nuclear incident not indemnified by private insurance by a percentage equal to the annual percentage increase in the Consumer Price Index. Provides that the Atomic Energy Commission shall, with respect to licenses issued between August 30, 1954 and August 1, 1987, for which the Commission requires financial protection, agree to hold harmless and indemnify the licensee, and other persons indemnified, from public liability arising from nuclear incidents in an amount which is in excess of the level of financial protection required of the licensee. Authorizes the appropriations necessary to carry out the provisions of this Act.
