Amends the Low-Level Radioactive Waste Policy Act to prohibit any low-level radioactive waste disposal facility from being located at a site where Federal funds have been expended to decontaminate a high-level radioactive waste storage facility.

To make persons who are nationals of countries that are members of the European Community ineligible to certify products produced outside the United States for compliance with energy conservation requirements prescribed under the Energy Policy and Conservation Act, until the Secretary of Commerce certifies that the European Community is setting product standards and requirements in an open and fair manner and has established equitable rules for testing and certifying products for compliance with product standards and requirements.

Declares that, until the certification required by this Act is made, no national of a European Community (EC) member country shall be eligible to certify compliance of products produced outside the United States with any standard or requirement of specified provisions of the Energy Policy and Conservation Act. Requires those restrictions to remain effective until the Secretary of Commerce certifies to appropriate congressional committees that the EC is setting product standards and requirements in an open and fair manner and has established equitable rules for testing and certifying products for compliance with standards and requirements of the EC by laboratories in non-EC member countries.

Prohibits Federal agencies, after January 1, 1994, from entering into specified leases unless a building has installed or begun to install such energy conservation and renewable energy measures. Prescribes implementation guidelines under which each Federal agency must procure certain energy conservation contracts.

Standby Petroleum Allocation Act of 1990 - Amends the Energy Policy and Conservation Act to direct the President to promulgate and transmit to the Congress a standby regulation for the mandatory 90-day allocation of petroleum products which includes an optional standby crude oil sharing program designed to result in a significant reduction of adverse effects on consumers served by refiners whose crude oil supplies are disproportionately reduced during a severe petroleum supply shortage. Allows petroleum price limitations, disallowing minimum prices. Provides for implementation of the regulation on a national or regional basis.

Energy Policy and Conservation Act Amendments of 1990 - Amends the Energy Policy and Conservation Act to extend all authorities granted under such Act through FY 1993. Directs the Secretary of Energy to amend the Strategic Petroleum Reserve (SPR) Plan to prescribe plans for completion of storage of one billion barrels of petroleum products in the Reserve. Extends to FY 1993 the period during which the President must implement petroleum acquisition, transportation, and injection activities until the quantity of crude oil in storage within the Reserve is at least such amount. Outlines the energy supply disruption conditions under which the execution of new petroleum contracts for the Strategic Petroleum Reserve may be temporarily halted. Declares that it is U.S. policy to encourage supplementation of the Strategic Petroleum Reserve and other domestic petroleum product stocks by contracting for Supplementary Oil Reserve storage in domestic and foreign facilities. Authorizes the Secretary to contract for Supplementary Oil Reserve storage in non-SPR facilities and otherwise unused SPR facilities of petroleum products owned by any person or government. Subjects such stored products to the Secretary's existing drawdown and distribution authority.

Subjects violators of Board orders to civil monetary penalties.

Energy and Environmental Security Act of 1990 - Title I: Extension and Modification of Tax Incentives for Ethanol - Amends the Internal Revenue Code to extend excise tax reductions for specified alcohol fuel mixtures for nine years. Directs the U.S. Comptroller General to study the options for reimbursing the Highway Trust Fund for the reduction in its receipts due to such reductions. Extends a tax credit for alcohol fuels to December 31, 2002. Prohibits carryovers of such credits after 2004. Extends such credits to alcohol used to produce ethyl tertiary butyl ether (ETBE). Amends the Harmonized Tariff Schedule of the United States to extend: (1) the tariff treatment for ethanol to ETBE; and (2) the effective period of the temporary duty on ethanol to December 31, 2002. Title II: Oxygenated Fuels and Aromatic Compounds - Amends the Clean Air Act to prohibit, during October to March of each year, the introduction into commerce in any carbon monoxide nonattainment area of gasoline with an oxygen content of less than 3.1 percent. Provides for the exchange of oxygen credits between sellers of fuels with an oxygen content higher than required and other sellers of fuels to offset the use of fuels with a lower content than required. Prohibits such exchanges between sellers in different nonattainment areas. Requires retailers of oxygenated fuels to label fuel dispensing systems with a notice that the fuel is oxygenated and will reduce carbon monoxide emissions. Directs the Administrator of the Environmental Protection Agency to develop environmental profiles for each of the aromatic compounds in gasoline and to take action to limit the use of such compounds in accordance with the profiles. Title III: Development and Use of Ethanol - Requires the Secretary of Energy to: (1) give funding priority to ethanol development projects that have high potential for immediate benefits; and (2) establish a program to promote the development and use of ethanol in motor fuel.
