This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Directs the Commission to conduct an annual study on the impact on U.S. interests of legislation recently passed by the European Parliament and regulations issued by the European Commission.

Applauds the people of Serbia for their commitment to democracy, free markets, tolerance, and the rule of law. Urges the European Council to adopt a clear position on Serbia's qualifications as a candidate country. Recognizes Serbia's cooperation with the United States on issues such as democratization, anti-drug trafficking, anti-terrorism, human rights, regional cooperation, and trade. Urges the government of Serbia to intensify efforts to capture and transfer at-large indictees Goran Hadzic and Ratko Mladic to the International Criminal Tribunal for the former Yugoslavia (ICTY).

A bill to temporarily prohibit the United States loans to the International Monetary Fund to be used to provide financing for any member state of the European Union, and for other purposes.

Amends the Bretton Woods Agreements Act to: (1) prohibit U.S. loans to the International Monetary Fund (IMF) for assistance to any European Union (EU) member state until the ratio of the total outstanding public debt of each member state to its gross domestic product (as of the end of the most recent fiscal year of the member state ending in the preceding calendar year) is not more than 60%; and (2) direct the Secretary of the Treasury to instruct the U.S. Executive Director of the IMF to use the voice and vote of the United States to oppose any IMF loans to member states until all member states are in compliance with such debt ratio.
