Day Laborer Fairness and Protection Act - Requires day labor service agencies to provide notice of the wage rate expected to be paid by each third party employer using their services. Requires the wage rate for such third party employers to equal the rate paid to their permanent employees who perform substantially equivalent work, with due consideration given to seniority, experience, skills and qualifications. Prohibits employers from reducing the wage rate of any employee in order to comply with requirements of this Act. Sets forth requirements for: (1) agency payments to day laborers for excessive processing time; (2) civil damages and criminal penalties for certain employer violations; (3) itemized wage statements, annual earnings summaries, and optional payment schedules; (4) nondiscrimination; (5) adequate seating, restrooms, and water in waiting areas; (6) health care liability for injuries on the job or in transit; (7) agency notices; (8) equitable expenses for day laborer meals, transportation, and equipment; and (9) agency registration with the Secretary of Labor. Prohibits: (1) charges for cashing wage payment checks or for overpayments; and (2) restrictions on worker acceptance of permanent positions (but allows placement fees to agencies by employers). Amends the National Labor Relations Act to make it an unfair labor practice for employers to offer and grant: (1) permanent replacement employee status or other employment preferences to individuals for performing bargaining unit work for the employer during a labor dispute; or (2) any employment preference based on an individual's being employed, or having indicated a willingness to be employed, during a labor dispute, over any employee who was there at dispute commencement, has exercised rights through the labor organization involved in the dispute, and is working for the employer, or has unconditionally offered to return to such work.

Better Medicine for Children Act - Amends the Federal Food, Drug, and Cosmetic Act to establish a second period of market exclusivity for already-marketed drugs. Amends the Public Health Service Act to require the Secretary of Health and Human Services, in awarding institutional training grants to institutions supporting pediatric training, and in entering into pediatric research loan repayment contracts, to give priority to pediatric speciality areas in which there is significant need. Expresses the sense of the Senate that the National Institutes of Health should consider the formation of a Pediatric/Developmental Pharmacology Scientific Review Group or Special Emphasis Panel to evaluate Federal grants programs relating to pediatric pharmacology. Directs the Secretary to develop a list of approved drugs for which: (1) there is no patient or market exclusivity protection; and (2) additional pediatric safety and effectiveness studies are needed. Directs the Secretary to award contracts to entities with appropriate experience for pediatric clinical trials of such drugs. Establishes a Food and Drug Administration (FDA) contract process for related labeling changes. Amends the Federal Food, Drug, and Cosmetic Act to: (1) eliminate the user fee waiver for pediatric supplements to a human drug application; (2) provide priority status for pediatric supplements; (3) include neonates within the definition of pediatric studies; (4) provide for dissemination of pediatric supplemental information; and (5) set forth requirements for the additional six-month exclusivity period for new or already-marketed pediatric drugs. Directs the Secretary to establish an Office of Pediatric Therapeutics within the Office of the Commissioner of Food and Drugs, which shall coordinate all FDA pediatric activities.

Directs the Secretary to make grants for expanding access to health care services for individuals in rural areas, frontier areas, and medically underserved areas through the use of telehealth. Requires the Joint Working Group on Telemedicine to ensure that individuals representing the interests of rural and medically underserved areas are members of the Group.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to create a new title (this title) covering stroke prevention, treatment, and rehabilitation. Directs the Secretary of Health and Human Services to: (1) carry out a national education and information campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment; and (2) make available, support, and evaluate a grant program to enable a State to develop statewide stroke care systems, foster the development of modern systems of stroke care, and provide technical assistance to State and local agencies. Requires the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse; and (2) ensure the availability of published research on stroke or conduct research concerning best practices, barriers to access, the effectiveness of existing public awareness campaigns, and disparities in the prevention, diagnosis, treatment, and rehabilitation, regarding stroke. Directs the Secretary to award grants to States for the purpose of establishing statewide stroke prevention, treatment, and rehabilitation systems. Requires the Secretary to develop standards of care for stroke patients in all phases of stroke that may be adopted for guidance by the State and a model plan for the establishment of statewide stroke care systems. Authorizes the Secretary to make grants to public and non-profit private entities for the development and implementation of education programs for appropriate medical personnel in the use of newly developed diagnostic approaches, technologies, and therapies for the prevention and treatment of stroke.

Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" the detection and remediation of lead exposures. Authorizes the Administrator of the Health Resources and Services Administration to award grants for translation services for clients for whom English is a second language. Rewrites PHSA provisions regarding rural health. Authorizes the Director of the Office of Rural Health Policy to: (1) award rural health network development grants to promote the development of integrated health care networks; and (2) award grants for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Establishes in HRSA an Office for the Advancement of Telehealth, headed by a Director. Authorizes the Secretary to make grants to eligible certified home care providers for the provision of tele-home care. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Establishes a Healthy Communities Access program to help coordinate services for uninsured and under-insured. Amends the Social Security Act to provide exemptions from copayment and deductible requirements for rural health clinics.

Establishes special rules with respect to Medicare supplemental health insurance (Medigap) for individuals enrolled in the Rx Option.

Directs such Secretaries to: (1) conduct a demonstration project at five qualifying sites to identify advantages of providing integrated management of military treatment facilities and veterans' health care facilities in the same geographic area; and (2) provide for a unified management system for such facilities at each site. Authorizes each Secretary to waive administrative regulations or policies to implement the demonstration project. Terminates the project on September 30, 2006. Directs the Secretaries to: (1) submit to the appropriate congressional committees a prospectus for construction of a new joint medical facility for their departments; (2) enter into a joint contract for an independent, comprehensive review to identify opportunities for joint funding for an integrated graduate medical education program; and (3) develop and implement a common affiliation agreement or contract for graduate medical education purposes at project locations. Requires (current law authorizes) the Secretary of Veterans Affairs to share health care resources with the Secretaries of the military departments. Repeals current Department of Veterans Affairs hospital bed limits.

FamilyCare Act of 2001 - Renames the State Children's Health Insurance program (SCHIP) under title XXI of the Social Security Act (SSA) as the FamilyCare program to provide for: (1) FamilyCare coverage of parents under Medicaid (SSA title XIX) as well as under new SSA title XXI; (2) optional FamilyCare coverage of parents of targeted low-income children; (3) automatic eligibility for FamilyCare coverage of children born to a parent on Family Care assistance; (4) optional coverage of legal immigrants and of children through age 20 under Medicaid and FamilyCare; (5) application of simplified FamilyCare procedures under Medicaid; (6) increased welfare-to-work transition (from six to 12 months) under Medicaid; (7) elimination of the 100 hour rule and other SSA title IV part A (Temporary Assistance for Needy Families) (TANF) related eligibility restrictions under Medicaid; (8) limitations on specified conflicts of interests under Medicaid and FamilyCare; (9) increased FamilyCare allotment for FY 2002 through 2004; and (10) authority to pay Medicaid expansion costs from the FamilyCare appropriation. Directs the Secretary of Health and Human Services to establish a program to award demonstration grants to States to allow them to demonstrate the effectiveness of innovative ways to increase access to health insurance through market reforms and other innovative means. Authorizes the Secretary to award demonstration grants to a limited number of States to conduct innovative programs designed to improve outreach to homeless individuals and families under specified programs for the homeless (including Medicaid and FamilyCare) with respect to enrollment of such individuals and families and the provision of services under such programs.

Medicare Rx Drug Discount and Security Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Medicare Outpatient Prescription Drug Discount and Security Program). Establishes as an independent executive agency a Medicare Prescription Drug Agency, headed by a Commissioner of Medicare Prescription Drugs, who shall establish a Medicare Outpatient Prescription Drug Discount and Security Program under which an eligible beneficiary may voluntarily enroll with an eligible entity and receive described benefits, including a catastrophic benefit. Outlines enrollee protections. Makes the costs of providing program benefits payable from the Medicare Federal Supplementary Medical Insurance Trust Fund. Establishes a Medicare Competition and Prescription Drug Advisory Board. Amends SSA title XVIII part B (Supplementary Medical Insurance) to provide for the exclusion of new part D costs from the determination of the Medicare part B monthly premium. Revises Medicare supplemental health insurance (Medigap) requirements with respect to revision of the 1991 National Association of Insurance Commissioners Model Regulation to accord with this Act.

Medicare Rx Drug Discount and Security Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Medicare Outpatient Prescription Drug Discount and Security Program). Establishes as an independent executive agency a Medicare Prescription Drug Agency, headed by a Commissioner of Medicare Prescription Drugs, who shall establish a Medicare Outpatient Prescription Drug Discount and Security Program under which an eligible beneficiary may voluntarily enroll with an eligible entity and receive described benefits, including a catastrophic benefit. Outlines enrollee protections. Makes the costs of providing program benefits payable from the Medicare Federal Supplementary Medical Insurance Trust Fund. Establishes a Medicare Competition and Prescription Drug Advisory Board. Amends SSA title XVIII part B (Supplementary Medical Insurance) to provide for the exclusion of new part D costs from the determination of the Medicare part B monthly premium. Revises Medicare supplemental health insurance (Medigap) requirements with respect to revision of the 1991 National Association of Insurance Commissioners Model Regulation to accord with this Act.

Equitable Care for All Veterans Act

Equitable Care for All Veterans Act - Requires the Secretary of Veterans Affairs to modify the funding allocation formula for the Department of Veterans Affairs medical care system known as the Veterans Resource Allocation (VERA) system to provide for the incorporation of regional differences in the cost of providing health care to veterans as part of the criteria used to determine the national means differential used. Directs the Secretary to evaluate the effects of such modifications on the regional allocation of funds available to the Department of Veterans Affairs for health care and, if the modifications do not result in a substantive shift in such allocations, to terminate VERA. Directs the Secretary, if required to terminate VERA, to develop a new formula for the allocation of funds to the Department's national service regions, known as Veterans Integrated Service Networks (VISNs), that takes into account specified requirements, including additional costs incurred by a VISN because the age of veterans, or the number of veterans requiring complex care, in that VISN exceeds the median for all VISNs. Authorizes additional appropriations to be allocated to VISNs that have experienced funding reductions.

Medi-Access Act of 2001

Working American Families Access to Health Care Act of 2001 or Medi-Access Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to provide for the availability of Medicaid coverage for uninsured low- to moderate-income working families and uninsured individuals regardless of marital status under the Medi-Access program. Requires coverage of the following for Medicaid-eligible individuals: (1) early and periodic screening, diagnostic, and treatment (EPSDT) services for individuals of all ages; (2) rehabilitative services and assistive technologies for disabled or developmentally delayed children; (3) prescription drugs; (4) drug and alcohol treatment services; (5) inpatient and outpatient mental health and psychiatric services; (6) some chiropractic services; (7) assistive technology devices and services, durable medical equipment, sexually-transmitted disease diagnosis and treatment, and prenatal and post-natal care; (8) reproductive health services; and (9) licensed personal assistive services provided by a home health aide or similarly trained individual for the physically or mentally disabled who need assistance with daily living chores.

Family Care Act of 2001

FamilyCare Act of 2001 - Renames the State Children's Health Insurance program (SCHIP) under title XXI of the Social Security Act (SSA) as the FamilyCare program to provide for: (1) FamilyCare coverage of parents under Medicaid (SSA title XIX) as well as under new SSA title XXI; (2) optional FamilyCare coverage of parents of targeted low-income children; (3) automatic eligibility for FamilyCare coverage of children born to a parent on Family Care assistance; (4) optional coverage of legal immigrants and of children through age 20 under Medicaid and FamilyCare; (5) application of simplified FamilyCare procedures under Medicaid; (6) increased welfare-to-work transition (from six to 12 months) under Medicaid; (7) elimination of the 100 hour rule and other SSA title IV part A (Temporary Assistance for Needy Families) (TANF) related eligibility restrictions under Medicaid; (8) limitations on specified conflicts of interests under Medicaid and FamilyCare; (9) increased FamilyCare allotment for FY 2002 through 2004; and (10) authority to pay Medicaid expansion costs from the FamilyCare appropriation. Directs the Secretary of Health and Human Services to establish a program to award demonstration grants to States to allow them to demonstrate the effectiveness of innovative ways to increase access to health insurance through market reforms and other innovative means. Authorizes the Secretary to award demonstration grants to a limited number of States to conduct innovative programs designed to improve outreach to homeless individuals and families under specified programs for the homeless (including Medicaid and FamilyCare) with respect to enrollment of such individuals and families and the provision of services under such programs. Amends the Public Health Service Act to authorize the Secretary to make grants to eligible entities to assist the development of integrated health care delivery systems to: (1) serve communities of individuals who are uninsured and individuals who are underinsured; (2) expand the scope of services provided; and (3) improve the efficiency and coordination among the providers of such services.

Authorizes grants to States for the planning and implementation of State registries associated with the motor vehicle driver's license application process and for linkages with the Registry. Global Leadership in Developing the Expanded Response Act or the GLIDER Act - Amends the Public Health Service Act to establish a new title (this title) to focus American efforts on HIV/AIDS, tuberculosis, and malaria in developing countries. Authorizes the Secretary of State to: (1) establish and maintain effective partnerships with specified entities to promote and expand primary prevention efforts; (2) coordinate the activities of the Department of State and the Department of Health and Human Services (HHS) in national program development and implementation, those countries receiving assistance, and local initiatives; (3) establish and maintain a GLIDER task force; (4) coordinate the implementation of this title with foreign governments; (5) determine the foreign countries that should receive assistance; and (6) assist in the design of flexible, large scale national programs. Directs the Secretary of State to establish and maintain a database that: (1) contains contact information for Federal employees working overseas; and (2) includes information on projects undertaken by, through, or in cooperation with, the Federal Government. Sets forth provisions regarding coordination of activities and authorities of various officials. Directs the Secretary of HHS to establish the Paul Coverdell Health Care Corps to help such countries meet their needs for trained health care professionals. Amends the Foreign Assistance Act of 1961 to authorize the Overseas Private Investment Corporation to establish a five-year pilot program to assist countries with a high disease burden of HIV/AIDS, tuberculosis, and malaria to develop a health care delivery infrastructure.

Personal Prescription Drug Import Fairness Act - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to promulgate regulations permitting individuals to import into the United States in personal baggage, by mail, or by other approved delivery service a prescription drug that is: (1) imported for personal use by an individual, not for resale, at intervals of not less than approximately 90 days in quantities that do not exceed a 90-day supply; (2) a legally dispensed drug imported from a country, union, or economic area meeting certain criteria; (3) approved by the Secretary; (4) in the form of a final finished dosage manufactured in a registered establishment; and (5) imported under such other conditions as the Secretary determines to be necessary to ensure public safety. Directs the Secretary to maintain and make readily available to the public a list of approved drugs manufactured in registered establishments outside the United States or manufactured in registered establishments inside the United States and exported to a country, union, or economic area meeting certain criteria.

Amends the International Financial Institutions Act to direct the Secretary of the Treasury to instruct the U.S. Executive Directors at certain international financial institutions to: (1) support continued efforts by such institutions in the fight against HIV/AIDS, tuberculosis, malaria, and other infectious diseases; and (2) oppose user fees in impoverished countries for primary education or primary healthcare, including prevention and treatment efforts for HIV/AIDS, malaria, tuberculosis, and infant, child, and maternal well-being, in connection with any strategy or country plan, grant, or loan by such institutions. Sets forth provisions promoting greater transparency with regard to such institutions' activities. Directs the Secretary to instruct the U.S. Executive Directors at such institutions to focus on poverty alleviation, economic growth, increased productivity, sustainable development, environmental protection, labor rights, and an increased focus on education. Commends Omar Kabbaj (an official of the Ministry of Finance of Morocco) for his successful reform efforts as President of the African Development Bank and Fund.

Sets forth registration requirements for individuals who intend to perform human somatic cell nuclear transfer technology, including attesting that such prohibitions will not be violated. Directs the Secretary of Health and Human Services to request the Institute of Medicine to enter into an agreement to conduct a study to: (1) review the current state of knowledge about the biological properties of stem cells obtained from embryos and fetal and adult tissues; (2) evaluate the current state of knowledge about biological differences among stem cells obtained from embryos and fetal and adult tissues and the consequences for research and medicine; and (3) assess what is currently known about the ability of stem cells to generate neurons, heart, kidney, blood, liver, and other tissues and the potential clinical uses of these tissues.

Amends civil service provisions to prohibit taking or failing to take any personnel action with respect to an employee or applicant because of: (1) any disclosure by the employee or applicant, without restriction as to the time, place, form, motive, context, or prior disclosure, including a disclosure made in the ordinary course of an employee's duties that such employee or applicant reasonably believes is credible evidence of any violation of law, gross mismanagement, abuse of authority, or a danger to public health or safety; (2) a disclosure made to the Special Counsel, the Inspector General of an agency, or another employee designated by that agency to receive such disclosures, without such restriction or disclosure; or (3) a disclosure that is made by the employee or applicant of information required by law or executive order to be kept secret that the employee or applicant reasonably believes is credible evidence of any such violation, or a false statement to Congress on an issue of material fact that is made to a member of the congressional committee having primary oversight of the agency to which the disclosed information relates, to any other Member of Congress authorized to receive information of the type disclosed, or to a Federal or congressional employee who has the appropriate security clearance for access to the information disclosed. Prohibits the implementation or enforcement of nondisclosure policies, forms, and agreements that do not state that such policies do not supersede, conflict with, or otherwise alter Federal employee obligations, rights, or liabilities. Permits representation by attorneys for the Office of the Special Counsel in civil actions brought in connection with such disclosures of information or provisions relating to political activities. Allows the Special Counsel to obtain judicial review of any final order or decision of the Merit Systems Protection Board with respect to a case concerning such a disclosure or provision.
