American Dream Act - Amends the Home Owners' Loan Act of 1933 to authorize the Home Loan Bank Board to permit Federal savings and loan associations to offer graduated payment and reverse-annuity mortgages. Requires provisions in any reverse-annuity mortgage to protect the mortgagor from loss of the property involved in the event funds available under such annuity are depleted. Directs each savings and loan association to offer a fixed-rate mortgage along with the offer to extend a graduated-payment or reserve-annuity mortgage and to make a comparison of the terms of such instruments. Stipulates that any graduated-payment mortgage must provide the mortgagor with an option to convert such mortgage to a fixed-rate mortgage. Prohibits any annual increase in the payment due under a graduated-payment mortgage from exceeding seven-and-one-half percent of the total payment during the preceding year. Prohibits any savings and loan association from investing in any variable-rate or rollover mortgage after January 1, 1979. Grants any individual who received such a mortgage after such date the option to convert it to a fixed-rate mortgage bearing interest at the rate available when the alternative instrument was received or at the prevailing rate on the date of enactment, whichever is lower. Exempts any director from criminal penalties for violation of an order from the Board with respect to variable rate or rollover mortgages between January 1, 1979, and the date of enactment of this Act.

Exempts IHA's from income taxation. Excludes from gross income distributions to a taxpayer from an individual housing account used to purchase a principal residence. Allows an income tax deduction for sales taxes on items used in the construction of new homes. Allows a refundable income tax credit for the amount of interest income which a taxpayer loses on amounts paid as real property tax prepayments. Limits the amount of such credit to $200 for the taxable year.

Alternative Mortgage Instruments Act of 1979 - Amends the Home Owner's Loan Act of 1933 to permit federally chartered savings and loan associations to invest and deal in graduated payment mortgages on the security of first liens and reverse annuity mortgages. Permits until December 31, 1982, and federally chartered association with its home office in California to deal in first liens in the form of variable rate mortgages upon real property located in California, provided such mortgages account for no more than 50 percent of the dollar amount of first liens held by such an association. Requires every association to offer a standard mortgage to all applicants for such alternative mortgage instruments. Describes the terms which are permitted in such alternative instruments and sets forth disclosures which must be made to all applicants. Directs the Federal Home Loan Bank Board to transmit an annual report to the President and the Congress concerning the programs established by this Act. Establishes a Commission on Alternative Mortgage Instruments to study: (1) the effects of alternative mortgage instruments on inflation and interest rates; (2) the types of disclosure statements necessary to assist an applicant in deciding whether to accept an alternative mortgage instrument; and (3) the experience of borrowers in using such alternative instruments. Directs the Commission to submit a report to the President and the Congress by December 31, 1981, stating its findings and recommendations.

Requires both federally chartered and federally insured State chartered associations in California to: (1) comply with specified limitations on interest rate adjustments; (2) grant every borrower the option to chose between a standard and variable rate mortgage accompanied by a comparison of the terms and payment schedules of each instrument; and (3) limit the principal amount of variable rate mortgages purchased or made in any year to 50 percent of the principal amount of all home mortgage loans purchased or made in such year. Terminates the authority of federally chartered associations to deal in variable rate mortgages, and the applicability of this Act to State chartered insured associations on December 31, 1982. Directs the Office of Consumer Affairs and the Council on Wage and Price Stability to conduct studies and submit their findings to the Congress on the effects of variable rate mortgages on consumers and inflation.

Campuses for the Elderly Act - Authorizes the Secretary of Housing and Urban Development to institute a program under which qualified organizations, public and private, will submit plans for the development of projects to meet the special health care, housing, and related needs of elderly persons in the campus-type setting. Provides that from the plans submitted the Secretary shall select those which he determines are most promising in furtherance of the objectives of this Act. Authorizes the Secretary to make, and contract to make, interest subsidy payments to the holder of any mortgage covering a project designed in accordance with a plan selected under this Act. Amends the National Housing Act to authorize the Secretary to insure and make commitments to insure mortgages on properties developed under this Act. Requires an evaluation of such projects not later than two years after their implementation to determine their effectiveness and suitability in meeting the needs of elderly persons. Provides that such evaluation shall be made by a committee which shall submit to the Secretary for transmittal to the Congress a report with respect to its findings and recommendations not later than six months after the date on which the committee is fully organized.

Economic Disaster Community Assistance Act

Economic Disaster Community Assistance Act - Amends the Public Works and Economic Development Act of 1965 by adding title VI: Emergency Economic Disaster Community Relief. Establishes within the Department of Commerce an Office of Aid to Economic Disaster Communities, to carry out the purposes of this Act. Authorizes the President to designate as an economic disaster community, any area without regard to political or geographic boundaries where: (1) the average unemployment rate for at least three consecutive months is 150 percent of the average national unemployment rate for the preceding calendar year; (2) the current unemployment rate exceeds the national unemployment rate for the prior month and has increased by at least 100 percent within the past 12 months; or (3) the current unemployment rate is at least six percent and there are such other critical economic conditions as the President determines to warrant assistance under this Act. Directs the appointment of Federal and State coordinating officers for areas designated economic disaster communities. Authorizes all Federal agencies to assist such areas by making available real property, personnel, equipment, and other resources. Authorizes the President, with the concurrence of the Director of the Office, to direct any Federal agency charged with the administration of a Federal grant-in-aid program to modify conditions for assistance in order to facilitate the delivery of aid to economic disaster communities. Establishes a separate Federal Economic Recovery Fund within the Treasury. Directs the heads of Federal agencies and the Director of the Office to select existing Federal grant-in-aid and loan and loan guarantee programs to be assisted by the fund. Authorizes the allocation of fund monies for certain other purposes, including: (1) loans to individuals and businesses to enable them to meet mortgage payments; (2) unrestricted grants to States and local governments to implement local initiatives and projects designed to relieve unemployment and stimulate the economy but which are not eligible for existing grants; (3) grants to accelerate Federal, State, or local projects; (4) relocation assistance for unemployed individuals and their families; (5) unemployment assistance; (6) housing assistance; (7) grants to States and local governments to enable them to pay the State share of other Federal grant-in-aid programs; and (8) grants or loans to nonprofit organizations and loan guarantees to private profitmaking organizations for job creation and holding major employers in the area. Directs that areas designated as economic disaster communities shall remain eligible for assistance under this Act for at least one year after which time benefits will be phased out if the area no longer meets eligibility criteria.

Establishes minimum national standards for all condominium units the sale of which is financed with Federal assistance in any form, and encourages the States through a new program of Federal grants to establish such standards to protect both the residents of previously leased units to be converted and the potential purchasers of such units from undue hardships and unexpected economic expenses. States that any person who willfully violates any of the provisions of this Act shall be fined not less than $15,000 and be imprisoned for not less than two years.

Foreclosure Forebearance Standards Act - Requires any person who makes a federally related mortgage loan to maintain facilities sufficient to assure availability to the mortgagor of information concerning such mortgage. States that within 60 days after payments on a mortgage become delinquent and within 30 days before the initiation of any foreclosure proceedings the following must occur: (1) a meeting with the mortgagor to work out a repayment plan; and (2) a transfer of information with respect to such proceedings to the mortgagor. Places restraints on the initiation of foreclosure proceedings, including the requirement that a mortgagee refrain from instituting such proceedings until at least three full monthly installments are due and unpaid, except where the mortgagor abandons the secured property. States that a mortgagee must cease foreclosure proceedings where a mortgagor tenders the total amount due plus attorney's fees. Provides that any mortgagee who fails to comply with such stated requirements shall no longer be eligible for Federal assistance.
