Amends the Multifamily Assisted Housing Reform and Affordability Act of 1997 to revise the (rental) reimbursement levels for expiring project-based section 8 contracts. (Eliminates the existing reimbursement based upon the lesser of adjusted existing, fair market, or market rents for expiring moderate rehabilitation project contracts.)

New Homestead Economic Opportunity Act

New Homestead Economic Opportunity Act - Directs the Secretary of Education to repay a specified percentage (up to $3,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed in a qualifying county outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least ten percent of the county population. Amends the Internal Revenue Code to allow a tax credit for a specified portion of the purchase price of a qualified residence in such a rural county. Allows a capital loss deduction with respect to sale or exchange of principal residence in certain rural areas. Provides for the creation of tax-exempt individual homestead accounts, which shall receive matching Federal contributions according to a specified formula, whose tax-free distributions after five years are used for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70 percent of the present value of new buildings (including rehabilitation projects) or 30 percent of the present value of existing buildings. Provides for accelerated depreciation of property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to provide for establishment of new homestead venture capital funds, owned by private investors, which shall generate and provide equity capital to rural businesses.

Assisted Living Tax Credit Act

Authorizes appropriations for capital improvements Directs the Secretary to provide PHA grants under the Housing Act of 1937 for service coordinator and congregate services.

Charitable Giving and Compassion Assistance Act of 2001

The Charitable Giving and Compassion Assistance Act of 2001 - Amends the Internal Revenue Code, with respect to charitable giving, to, among other things: (1) allow a charitable giving deduction to individuals not itemizing; (2) permit tax free distributions from IRA accounts for charitable purposes; and (3) increase the cap on corporate charitable contributions. Provides expedited procedures for obtaining tax exempt status. Provides grants for programs for mentoring the children of incarcerated parents. Amends the Runaway and Homeless Youth Act to provide for maternity group homes and evaluation of such homes. Provides financial support nongovernmental community based organizations for, among other things: (1) grant writing, legal, program development, and management assistance; (2) capacity building; and (3) delivering assistance to those in need. Savings for Working Families Act of 2001 - Permits a qualified financial institution, qualified nonprofit organization, or Indian tribe to establish one or more qualified individual development account programs. Defines such an account as an account established for an eligible individual (income based) as part of a qualified individual development account program (matched individual and entity savings accounts for qualifying educational, first-time home purchase, or business expenses). Sets forth provisions concerning such accounts, including: (1) the structure and administration of account programs; (2) procedures for opening and maintaining an account and qualifying for matching funds; (3) withdrawal procedures; and (4) disregarding account funds for purposes of certain means-tested Federal programs. Provides matching funds through a tax credit for a participating entity's program investment.

New Hope in Housing Act

Omnibus Maritime Improvements Act of 2001 - Sets forth provisions concerning, among other things: (1) Coast Guard housing authorities; (2) cable laying vessels: (3) vessel escort and towing; (4) search and rescue; (5) communications; (6) lower Columbia River marine, fire, oil, and toxic spill response communications, training, equipment, and program administration activities; (7) promotion and retirement; (8) lighthouses; (9) drug interdiction jurisdiction; (10) authorization for the Oil Spill Recovery Institute; (11) liability of Coast Guard Vessel Traffic Service pilots for damages related to their official assistance; and (12) recreational vessel and associated equipment recalls.

Health Care Safety Net Improvement Act

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Energy Policy Act of 2002

Energy Policy Act of 2002 - Amends the Federal Power Act to set forth an energy delivery and production scheme that includes: (1) electric reliability standards; (2) electric utility mergers; (3) market-based rates; (4) transmission interconnections; and (5) open access transmission. Public Utility Holding Company Act of 2002 - Repeals the Public Utility Holding Company Act of 1935. Amends the Public Utility Regulatory Policies Act of 1978 to: (1) adopt real-time pricing standards; (2) terminate mandatory cogeneration and small power production purchase and sale requirements; and (3) mandate net metering service. Provides for renewable energy and rural construction grants. Sets forth alternative mandatory conditions for hydroelectric relicensing on Federal reservation lands. Amends the Department of Energy Organization Act to establish within the Department of Energy (DOE) an Office of Indian Energy Policy and Programs. Price-Anderson Amendments Act of 2002 - Amends the Atomic Energy Act of 1954 to provide permanent DOE contractor indemnification authority and to revise liability limits. Prescribes guidelines for domestic oil production and transportation, including Federal onshore oil and gas leasing programs, and full capacity for the Strategic Petroleum Reserve. Alaska Natural Gas Pipeline Act of 2002 - Prescribes guidelines for expedited approval, construction, and Federal loan guarantees for Alaska natural gas transportation and delivery systems into the contiguous United States. Amends Federal transportation law to mandate increased Federal fleet vehicle fuel efficiency. Establishes the National Motor Vehicle Efficiency Improvement Program to provide assistance for State programs to retire fuel-inefficient motor vehicles. Prescribes guidelines for increased use of alternative and renewable fuels. Federal Reformulated Fuels Act of 2002 - Amends the Solid Waste Disposal Act to permit the use of the Leaking Underground Storage Tank Trust Fund for methyl tertiary butyl ether (MBTE) remediation purposes. Amends the Clean Air Act to revise guidelines pertaining to: (1) water quality protection from fuels; (2) oxygen content requirements for reformulated gasoline; and (3) public health and environmental impacts of fuels and fuel additives. Provides increased funding for: (1) Low-Income Home Energy Assistance; (2) weatherization assistance; and (3) State energy conservation plans. Amends the National Energy Conservation Policy Act to: (1) revise energy performance and management requirements for Federal buildings; and (2) mandate procurement of energy efficient products. Establishes the Federal Energy Bank to make loans to assist Federal agency implementation of energy conservation measures in Federal buildings. Amends Federal housing laws to provide further support for energy efficient, affordable housing, including: (1) FHA mortgage insurance incentives for energy efficient housing; and (2) grants for energy-conserving improvements for assisted housing. Climate Change Strategy and Technology Innovation Act of 2002 - Establishes the National Office of Climate Change Response within the Executive Office of the President. Establishes related bodies, including: (1) the Office of Climate Change Technology in DOE to manage an energy technology research and development program that directly supports the Strategy; and (2) the United States Climate Change Response Strategy Review Board. Instructs the Secretary of Commerce to establish the National Greenhouse Gas Database. Establishes the Interagency Task Force on Greenhouse Gas Database as an advisory body. Energy Science and Technology Enhancement Act of 2002 - Sets forth a national energy research, development, demonstration, and technology deployment program that operates as an integral part of the national climate change strategy in partnership with industry, the national laboratories, and institutions of higher learning. Includes within such program: (1) energy efficiency; (2) renewable energy; (3) fossil energy; (4) nuclear energy; (5) fundamental energy science; and (6) critical energy infrastructure protection research and development. Establishes: (1) a Clean Energy Technology Exports Program to focus upon transferring clean energy technology to countries expected to experience the most significant growth in energy production and associated greenhouse gas emissions over the next 20 years; (2) an International Energy Technology Deployment Program to construct an energy production facility outside the United States to implement specified greenhouse gas reduction; and (3) in the Office of Science and Technology Policy an integrated program for the global change research program. Instructs the Secretary of Commerce to: (1) submit to Congress a plan of action for a National Climate Service under the National Climate Program; and (2) initiate a program to develop innovative standards and measurement technologies to calculate greenhouse gas emissions. Mandates establishment of: (1) an integrated ocean and coastal observing system; (2) a global climate change standards and processes research program within the National Institute of Standards and Technology; (3) a National Climate Change Vulnerability and Adaptation Program for regional impacts related to increased greenhouse gas concentrations; (4) a NASA pilot project exploration of remote sensing and other geospatial information in order to forecast a plan for adaptation to coastal zone and land use changes. Instructs the Secretary of Energy (Secretary) to establish national energy research and development advisory boards to exercise external technical review of DOE research and development programs. Creates a coordination and management framework within DOE for civilian science and technology programs, including: (1) an Under Secretary for Energy and Science to serve as the Science and Technology Advisor to the Secretary and monitor the DOE research and development programs; (2) an Assistant Secretary of Science for fundamental DOE science and engineering research functions, including policy and management; (3) a Technology Transfer Coordinator; (4) a Technology Partnership Working Group; (5) a Technology Transfer Infrastructure Program; and (6) appointment of a small business advocate in connection with each National Laboratory. Authorizes the Secretary to establish security enhancement programs for critical energy infrastructure. Instructs the Secretary of the Interior to establish the Outer Continental Shelf (OCS) Energy Infrastructure Security Program to: (1) provide financial assistance for State security plans against threats to critical OCS energy infrastructure facilities; and (2) support public service or transportation activities needed to maintain the safety and operation of critical energy infrastructure activities.

To amend title 37, United States Code, to provide the Secretary of Defense with the authority to make temporary, emergency adjustments in the rates of the basic allowance for housing for members of the uniformed services in response to a sudden increase in housing costs in a military housing area in the United States.

Firefighters Affordable Housing Act

Firefighters Affordable Housing Act - Authorizes the Secretary of Housing and Urban Development to provide mortgage assistance to qualified volunteer firefighters. Ends such assistance upon termination of: (1) use as primary residence; or (2) firefighter duties within ten years of the mortgage's execution. Amends the National Housing Act to provide for one percent downpayments (and deferral and reduction of up-front premium) for Federal Housing Administration mortgage loans for qualified professional firefighters to purchase homes within the jurisdictions of their employing public fire service or rescue or ambulance agency. (Requires the mortgagor to not have had an ownership interest in a principal residence within such jurisdiction during the 12-month period ending upon the mortgage's insurance.)

Emergency Relief and Recovery Supplemental Appropriations Act for Fiscal Year 2002

Emergency Relief and Recovery Supplemental Appropriations Act for Fiscal Year 2002 - Makes additional supplemental appropriations for FY 2002, and provides for other types of emergency relief and recovery from the September 11, 2001, terrorist attacks on the United States. Makes such appropriations to the Department of Labor 's Employment and Training Administration (ETA) for temporary emergency assistance to the State of New York (NYS) for a special fund for unemployment compensation. Establishes an emergency program of health insurance premium assistance for COBRA continuation coverage for certain individuals impacted by the terrorist attacks. Permits a State to elect to provide temporary Medicaid coverage (under title XIX of the Social Security Act) for certain uninsured individuals impacted by the terrorist attacks. Makes additional emergency supplemental appropriations for FY 2002, with respect to claims and activities in response to the attacks, to: (1) the Department of Labor for ETA training and employment services and for State Unemployment Security Office for certain payments to the NYS Workers Compensation Review Board and the NYS Uninsured Employers Fund; (2) the Department of Health and Human Services for the Health Resources and Services Administration to reimburse local area hospitals for unreimbursed care provided in response to, and damage caused by, the attacks, and for the National Institute of Environmental Health Sciences; (3) the Department of Commerce for emergency grants for public telecommunications facilities, planning, and construction by the National Telecommunications and Information Administration; (4) the Department of Housing and Urban Development for the Community Development Fund, with a portion for a program to aid the tourism and travel industry in New York City (NYC); and (5) the Federal Emergency Management Agency (FEMA) for disaster relief, including recovery activities and assistance in NYC and NYS, Northern Virginia, and Pennsylvania, with portions for the Office of World Trace Center Attack Claims and for the NYC Board of Education. World Trade Center Attack Claims Act - Establishes within the Federal Emergency Management Agency (FEMA) the Office of World Trade Center Attack Claims. Entitles to Federal compensation individuals and entities which suffered injury as a result of the attack on the World Trade Center on September 11, 2001, and who reside or maintain a place of business in the area south of Canal Street in Manhattan. Limits claim payments to up to $500,000 for the amount necessary to compensate for injuries (including residential and business losses) suffered during the 18-month period following the attack. Authorizes reimbursement of: (1) public utilities regulated by the New York Public Service Commission; and (2) not-for-profit exchanges and boards of trade regulated by the Securities and Exchange Commission or the Commodity Futures Trading Commission.

To amend the Internal Revenue Code of 1986 to clarify the eligibility of certain expenses for the low-income housing credit.

Requires: (1) the Government to reconvey to the Authority certain disposable real property within the Area; and (2) the Authority to make a payment to the Government, carry out a housing and open space master plan within such Area, and cooperate with the Department of Transportation to secure additional space to expand Department facilities within the Area.

Northern Great Plains Rural Development Authority Act

Northern Great Plains Rural Development Authority Act - Amends the Consolidated Farm and Rural Development Act to establish the Northern Great Plains Regional Authority which shall develop programs and approve grants for the economic development of the region encompassing Iowa, Minnesota, Nebraska, North Dakota, and South Dakota. Authorizes: (1) the Authority to approve grants to States, local governments, and public and nonprofit entities for approved projects, including grants to local development districts for administrative expenses; and (2) the use of Authority funds to supplement Federal grant requirements under specified circumstances. Directs the Authority to designate annually, and obligate funds for, distressed counties and areas. Terminates the Authority as of a specified date.

To amend title 37, United States Code, to reduce the number of consecutive days of deployment required before a member of a reserve component of the uniformed services is entitled to the higher rate of the basic allowance for housing.

Amends the Atomic Energy Act of 1954 to instruct the Nuclear Regulatory Commission to ensure establishment, in individual homes and at public facilities within 50 miles of nuclear power plants, of stockpiles of potassium iodide tablets sufficient to provide adequate protection to the affected population.

To expand the moratorium on foreclosure on FHA single family mortgage loans of borrowers affected by the events of September 11, 2001, to employees of air carriers and aircraft manufacturers who are involuntarily separated after such date and to further extend such moratorium.

Home Ownership Opportunities for Public Safety Officers and Teachers Act of 2001 - Amends the National Housing Act to provide for one percent downpayments (and deferral and reduction of up-front payments) for Federal Housing Administration mortgage loans for qualified elementary and secondary school teachers and administrators and non-Federal public safety officers to purchase homes within the jurisdictions of their employing agencies. Provides a 50 percent discount for teachers and public safety officers purchasing certain eligible asset properties for use as their primary residence. Directs the Secretary of Housing and Urban Development to carry out a mortgage assistance pilot program to assist Federal, State, and local public safety officers purchase primary residences in high-crime areas.

A bill to amend the Internal Revenue Code of 1986 to provide an increased low-income housing credit for property located immediately adjacent to qualified census tracts.

Requires the Federal payment made available in the District of Columbia Appropriations Act, 2001: (1) for the District of Columbia Public Schools and the Metropolitan Police Department to remain available for the purposes intended through FY 2002; and (2) for the Brownfield Remediation to be available until expended. Health Care Safety Net Amendments of 2002

Health Care Safety Net Amendments of 2001 - Reauthorizes the health centers program under the Public Health Service Act (PHSA). Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" the detection and remediation of lead exposures. Authorizes the Administrator of the Health Resources and Services Administration (HRSA) to award grants for translation services for clients with limited English proficiency. Rewrites PHSA provisions regarding rural health. Authorizes the Director of the Office of Rural Health Policy to: (1) award rural health network development grants to promote the development of integrated health care networks; and (2) award grants for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Establishes in HRSA an Office for the Advancement of Telehealth. Provides for telehealth network and telehealth resource centers grant programs. Provides grants, in medically underserved areas, for: (1) improved emergency medical services; (2) mental health services delivered via telehealth; and (3) the establishment of statewide school-based health center networks. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Establishes a Healthy Communities Access program to help coordinate services for uninsured and under-insured. Amends the Social Security Act to provide exemptions from copayment and deductible requirements for rural health clinics.

Second Chance Homes Promotion Act of 2001 Authorizes the Secretary of Health and Human Services to award grants on a competitive and matching-funds basis to enable eligible entities to establish, expand, or enhance a community-based, adult-supervised group home that provides mothers age 23 or under and their children with a supportive and supervised living arrangement in which such mothers are required to learn parenting skills, including child development, family budgeting, health and nutrition, and other skills to promote their long-term economic independence and the well-being of their children.

To amend the Richard B. Russell National School Lunch Act to exclude certain basic allowances for housing of an individual who is a member of the uniformed services from the determination of eligibility for free and reduced price meals of a child of the individual.

Low-to-Moderate Income Home Ownership Tax Credit Act - Amends the Internal Revenue Code to establish a low-to-moderate home ownership credit based upon an applicable percentage of each qualified low-to-moderate income building's qualified basis. Excludes from gross income certain gain from the sale of such housing. Makes the rehabilitation credit applicable to buildings, other than certified historic structures, that are at least 50 years old. (Current law requires a building to have been placed in service before 1936.)

First Things First Act-Amends the Internal Revenue Code to raise certain highest marginal income tax rates. Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to: (1) repeal the phaseout of the overall limitation on itemized deductions and restore the phaseout of personal exemptions; and (2) repeal the termination of the estate and generation-skipping transfer taxes, step-up basis at death, and related items. Amends the Internal Revenue Code to increase the estate tax deduction for family-owned business interests. Establishes the National Priorities Assessment Task Force in the legislative branch. Requires such Task Force to evaluate congressional success in the following areas: (1) the provision of aid and relief to persons injured as a result of the September 11, 2001, terrorist attacks; (2) the security of the Social Security and Medicare trust funds; (3) the provision of a comprehensive prescription drug benefit to Medicare beneficiaries; (4) the provision of Federal funding for school modernization and teacher hiring; and (5) a significant reduction in worst case housing needs.

Military Construction Appropriations Act, 2002 - Appropriates funds for FY 2002 for military construction, family housing, and base realignment and closure functions administered by the Department of Defense (DOD), namely: (1) military construction for the Army, Navy, and Air Force, DOD, the Army and Air National Guards, and the Army, Naval, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing for the Army, Navy, Marine Corps, and Air Force; (4) family housing, DOD; (5) the Department of Defense Family Housing Improvement Fund; (6) the Homeowners Assistance Fund, Defense; and (7) the Department of Defense Base Closure Account 1990. Specifies restrictions and authorizations regarding the use of funds appropriated in this Act and in other military construction appropriations Acts. Directs the Secretary of Defense to notify the appropriate congressional committees 30 days in advance of the plans and scope of any military exercise involving U.S. personnel if construction costs are anticipated to exceed $100,000. Provides for the transfer of lapsed unobligated military construction and family housing funds into the Foreign Currency Fluctuations, Defense account. Directs the Secretary to report to the congressional appropriations committees on actions proposed by DOD to encourage other member nations of NATO, Japan, Korea, and other U.S. allies in the Arabian Gulf to assume a greater share of the common defense burden of such nations and the United States.

Amends the United States Housing Act of 1937 to make enhanced voucher authority under the section 8 rental assistance program subject to certain rent limitations under the Act.
