<b>Bezug:</b> Urteil des Bundesfinanzhofs vom 20.4.1988 (BStBl 1990 II S. 701) <br><br><b>Inhalt:</b> Neuordnung der Grenzgängerbesteuerung unter verstärkter Beachtung der persönlichen und familiären Situation und unter Berücksichtigung des Urteils des Bundesfinanzhofs vom 20.4.1988: Einfügung einer der unbeschränkten Einkommensteuerpflicht weitgehend angenäherten Sonderform der beschränkten Einkommensteuerpflicht bei ausschließlich oder fast ausschließlich im Inland erzielten Jahreseinkünften für Grenzpendler, Unschädlichkeit ausländischer Einkünfte bis 10 v.H. der gesamten Einkünfte und bis zu einer Mindestgrenze von 12.000 DM, Einräumung der Möglichkeit einer Einzelveranlagung auf motion, insbesondere Abzug von Unterhaltsaufwendungen für den Ehegatten sowie des Kinderfreibetrags, Anrechnung einbehaltener Steuerabzüge vom Lohn und Kapitalertrag auf die Einkommensteuer u.a.m.; Änderung der §§ 1, 32b, 39d, 50 und 52 Einkommensteuergesetz sowie der §§ 2, 3, 5, 6, 7 und 8 des Ausführungsgesetzes Grenzgänger Niederlande. Durch das act entstehen Steuermindereinnahmen von insgesamt 94 Mio DM im Jahre 1994 und von jeweils 100 Mio DM in den drei darauf folgenden Jahren.
