This bill imposes a 10% transfer fee on money transfers (remittances) sent to recipients outside of the United States, to be paid by the sender. Individuals who violate the bill are subject to criminal and civil penalties. Foreign countries that aid or harbor violators are ineligible for foreign assistance and immigration programs. The bill also establishes for U.S. citizens a tax credit equal to the amount that the citizen taxpayer paid in such transfer fees for any taxable year. The bill also provides funding for various border-related activities, such as employing and training additional U.S. Border Patrol agents, building a barrier along the U.S.-Mexico border, and building detention facilities for individuals residing in the United States without lawful immigration status. The funding shall be equal to the amount collected by the transfer fee minus the tax credits allowed.

Consequences for Social Security Fraud Act This bill makes certain acts related to Social Security fraud a ground for (1) barring a non-U.S. national ( alien under federal law) from admission into the United States, or (2) deporting the individual. Specifically, this ground shall apply to an individual who has been convicted of the relevant offense or has admitted to committing the acts which constitute the essential elements of the offense. Offenses that trigger this ground of inadmissibility and deportability include (1) knowingly and without lawful authority producing a false identification document, and (2) making a false statement of material fact in an application for Social Security disability benefits.

No Immigration Benefits for Hamas Terrorists Act This bill imposes immigration-related penalties on certain non-U.S. nationals ( aliens under federal law) who are involved with terrorism or attacks against Israel. Under this bill, members of Palestinian Islamic Jihad or Hamas or who participated in or otherwise facilitated the October 7, 2023, attacks on Israel may not be admitted into the United States. The bill also expands an existing admissions bar against officers, representatives, and spokespersons of the Palestinian Liberation Organization (PLO). Under this bill, all PLO members are barred from admission into the United States. The bill also prohibits any non-U.S. national who participated in or otherwise facilitated the October 7, 2023, attacks from seeking any immigration-related relief or protections, including (1) protection from being deported to a country where the individual's life or freedom would be threatened, or (2) asylum in the United States.

Immigration Visa Efficiency and Security Act of 2023 This bill addresses issues concerning family- and employment-based visas. The bill increases the annual per-country cap on family-based immigrant visas from 7% of the total number of such visas available to 15% and eliminates the per-country cap for employment-based immigrant visas. The bill establishes transition rules for employment-based visas such as (1) reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability) and EB-3 (skilled and other workers) visas for individuals not from the two countries with the largest number of recipients of such visas, and (2) allotting a number of visas for professional nurses and physical therapists. The bill imposes additional requirements for H-1B visas, such as prohibiting (1) an employer from advertising that a position is limited to H-1B applicants or that H-1B applicants are preferred, and (2) certain employers from having more than half of their employees as nonimmigrant visa workers. The Department of Labor shall create a publicly available website where an employer seeking an H-1B visa must post information about the open position. The bill also expands Labor's authority to investigate H-1B applications for fraud or misrepresentations. The bill also prohibits H-1B or H-3 (trainee or special education exchange) visas for nationals of a foreign adversary country for employment in any matter vital to U.S. national interests. The bill also allows certain nonimmigrant visa holders to obtain lawful permanent resident status if the individual (1) has an approved immigrant visa petition, and (2) has waited at least two years for a visa.

Armed Conflict Migration Act of 2023 This bill requires the Department of the Treasury to instruct the U.S. Executive Director at each international financial institution to use the voice, vote, and influence of the United States to support the provision of financial assistance to countries that receive an influx of civilian, non-combatant displaced persons as a result of the armed conflict from Hamas' October 2023 attacks in Israel. The requirement sunsets on the earlier of (1) seven years after the date of enactment, or (2) the date Treasury certifies to specified congressional committees that the requirement is no longer in the national interest or that such influx has ceased.

Humane Accountability Act This bill requires the Department of Homeland Security (DHS) and the Department of Health and Human Services (HHS) to jointly report to Congress and the Government Accountability Office (GAO) about assaults, deaths, complaints, and related instances involving immigration detainees. GAO must subsequently issue recommendations to address the reported instances. The joint report must include information from detention centers related to detainee deaths while in custody;  assault or abuse of a detainee while in custody by an officer, staff, or other detainee that requires medical attention; sexual assault of detainees while in custody and investigative findings from each such assault; complaints submitted by detainees or their families regarding abuse, sexual assault, staff neglect or retaliation, lack of proper resources or amenities, lack of access to legal counsel, or death; and  the centers' actions to address and remedy such complaints from detainees or their families. The report must provide information regarding detention centers operated by U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, and the Office of Refugee Resettlement. The bill requires GAO to provide Congress with a list of recommendations to address the information in the report within 90 days following GAO's receipt of such report.

Terrorist Inadmissibility Codification Act This bill statutorily disqualifies a non-U.S. national ( alien under federal law) affiliated with one or more groups from receiving a visa or admission to the United States.  The disqualification applies to a non-U.S. national who (1) is affiliated with Hamas, Hezbollah, Al Qaeda, ISIS, Palestine Islamic Jihad, or a successor group; or (2) endorses or espouses terrorist activities conducted by these groups. Current law bars members of designated terrorist organizations from receiving a visa or admission into the United States. The organizations named in this bill have already been designated as terrorist organizations by the Department of State.

Southern Border Transparency Act of 2023 This bill requires various reports on immigration, particularly regarding individuals paroled into the United States. The U.S. Customs and Border Protection must monthly publish details on non-U.S. nationals ( aliens under federal law) paroled into the United States at ports of entry or individuals encountered between land ports of entry and subsequently granted parole. The report must include details regarding citizenship, nationality, and demographic information. U.S. Citizenship and Immigration Services must quarterly publish the number of humanitarian parole petitions received and the number of those granted, disaggregated by nationality. Quarterly, the Department of Homeland Security (DHS) must report on individuals encountered or apprehended at the southern U.S. border and within nearby patrol sectors. The report must contain information including citizenship, nationality, demographics, the number receiving fear of persecution screenings, and immigration outcomes. DHS must also annually report on individuals paroled into the United States on humanitarian grounds, including demographics, employment authorizations, and current immigration status.
