Finding a way out of the visa conundrum

In application of article 57 of the LOLF, Mr. Adrien Gouteyron, special rapporteur of the “External Action of the State” mission, carried out a documentary and on-site control of the visa administration. Managing visa services, for their managers and agents, has become a “headache”. French consulates are struggling to respond to demand within a satisfactory time frame. In certain countries, they face documentary fraud endemic. Visa services must therefore concentrate on examining files by outsourcing related tasks to the private sector. An outsourcing process generalized to the 30 largest consulates is likely to generate productivity gains of around 15%. Mr. Adrien Gouteyron calls for the emergence of a common work culture among the administrations responsible for managing migratory flows. This goes through creation of a consular and prefectural training institute, regular exchanges of personnel and renovated information systems. Staffing decisions favorable to visa services are necessary: ​​the average cost of processing a visa application is 35 euros, while the average cost of deporting an irregular person to the border reaches 1,800 euros.
