In application of article 57 of the LOLF, Mr. Adrien Gouteyron, special rapporteur of the “External Action of the State” mission, carried out a documentary and on-site control of the visa administration. Managing visa services, for their managers and agents, has become a “headache”. French consulates are struggling to respond to demand within a satisfactory time frame. In certain countries, they face documentary fraud endemic. Visa services must therefore concentrate on examining files by outsourcing related tasks to the private sector.
