Provides that the pair of persons having the greatest number of votes for President and Vice President shall be elected, if such number be at least 40 percent of the whole number of votes cast for such offices. Provides that if no pair of persons has such number, a runoff election shall be held in which the choice of President and Vice President shall be made from the two pairs of persons who received the highest numbers of votes. Requires the days for such elections to be determined by Congress and to be uniform throughout the United States. Requires Congress to prescribe by law the time, place, and manner in which the results of such elections shall be ascertained and declared. Grants to each State the authority as to the time and place and manner of holding such elections and entitlement to inclusion or the ballot. Specifies that if, at the time fixed for declaring the results of such elections, the presidential candidate who would have been entitled to election as President has died, the Vice Presidential candidate entitled to election as Vice President shall be declared elected President. Allows Congress to provide for the case of the death, inability, or withdrawal of any candidate for President or Vice President before a President and Vice president have been elected, and for the case of the death of both the President and Vice President elect.

Directs the Administrator of the American Revolution Bicentennial Administration to prepare the design and plans for such memorial. Limits expenditures for the design and erection of such memorial to $500,000 of the funds available to the American Revolution Bicentennial Administration, other than appropriated funds. Authorizes the appropriation of such funds as are necessary to maintain the memorial.

Constitutional Amendment - Make a person who is constitutionally ineligible for the office of President ineligible for the office of Vice President. Requires the voters for President and Vice President in each State to have the qualifications requisite for voters of the most numerous branch of the State legislature, unless such legislature prescribes lesser qualifications with respect to residence therein. Authorizes Congress to prescribe voter qualifications for voters in the District of Columbia. Continues electoral vote allotments to States and the District of Columbia. Grants to the District of Columbia the number of electoral votes equal to the whole number of Senators and Representatives in Congress to which such District would be entitled if it were a State, but in no event more than the least populous State. Directs the official custodian of the election returns of each State, within 45 days after the election, to make lists of all persons for whom votes were cast, the number of votes cast, and the total vote cast by the voters. Requires that each person for whom votes were cast in each State receive such proportion of the electoral votes as he received of the total vote cast in such State. Declares the person receiving the greatest aggregate number of electoral votes, if at least 40 percent of the total, to be President. Requires in case of a tie or no one receiving 40 percent or more, that the Senate and House of Representatives choose, by ballot, the President and Vice President from the two highest electoral vote getters. Allows Congress to provide for the case of the death of any persons from whom the Congress may choose a President and Vice President whenever the right of choice has fallen upon the Congress.

Constitutional amendment - Changes the length of the term of office for Members of the House of Representatives to four years. Divides the seats of the Representatives into two equal classes so that one class will be elected every second year. Prohibits a person from serving any portion of a term as Representative if at the completion of such term the person would have served as a Representative for more than ten consecutive years. Changes the length of the term of office for a Senator to eight years. Prohibits a Senator from serving any portion of a term if at the completion of such term the Senator would have served for more than 12 consecutive years. Provides that the President and Vice President shall hold office during a term of six years. Prohibits a person from serving any portion of a term as President or Vice President if at the completion of such term such person would have served or acted as President or Vice President for periods aggregating more than nine years. Directs that judges of the Supreme and inferior courts be appointed to their offices for a term of ten years and shall hold their offices during good behavior. Directs that no person shall be appointed more than once as a judge of the Supreme or inferior courts.

Requires that successor electors are bound to follow the declaration of voting intention that each elector must make. Stipulates that any vote cast by an elector contrary to the declaration made by the elector shall be counted as a vote cast in accordance with his declaration. States that in case of a tie the person having a majority of votes cast by electors from electoral districts shall be President. Directs that in a situation of none receiving such a majority, the members of the Senate and House of Representatives, each having one vote, shall choose the President and Vice President from the top three votegetters. Declares a person constitutionally ineligible to be President ineligible to be Vice President. Directs each State legislature to divide the State into electoral districts equal in size, with the number of districts equaling the State's delegation in the U.S. House of Representatives.

Constitutional Amendment- Requires the total number of electoral votes to be equal to the number of Senators and Representatives to which each State and the District of Columbia, if it were a State, is entitled in Congress. Establishes a procedure to allocate electoral votes whereby the person receiving a plurality of popular votes for President or Vice President in each state shall receive two electoral votes. Provides that from the remaining number of electoral votes, each person receiving votes for President or Vice President shall be credited with a number of electoral votes which bears the same ratio to the total number of such remaining electoral votes as the number of votes received by him for President or Vice President bears to the total number of votes cast for President or Vice President. Grants to Congress the power to establish a uniform time for electing the President and Vice President. Requires each State to compile lists of all persons receiving votes for President or Vice President and the number of votes cast for each person. Directs each state to certify and transmit such lists to Congress at which time the President of the Senate, in the presence of the Senate and House of Representatives, shall credit votes to each person for whom votes were cast in the manner prescribed by the article. Provides that the person receiving the highest number of total electoral votes for President shall be President and the person receiving the highest number of electoral votes for Vice President shall be Vice President. Stipulates that in the event two or more persons receive equal electoral votes for President or Vice President, the House of Representatives shall choose the President and the Senate shall choose the Vice President.

Constitutional Amendment - Provides that the people of the several States, and the District of Columbia, shall elect the President and Vice President. Requires each voter to cast a single vote for two persons who shall have consented to the joining of their names as candidates for the offices of President and Vice President. Requires the voters for President and Vice President in each State to have the qualifications requisite for voters for the most numerous branch of the State legislature, except that for voters for President and Vice President, the legislature of any State may prescribe less restrictive residence qualifications and for voters for President and Vice President the Congress may establish uniform residence qualifications. Provides that the pair of persons having the greatest number of votes for President and Vice President shall be elected, if such number be at least 40 percent of the whole number of votes cast for such offices. Provides that if the choice of President and Vice President shall be made from the two pairs of persons who received the highest numbers of votes. Requires the days for such elections to be determined by Congress and to be uniform throughout the United States. Requires Congress to prescribe by law the time, place, and manner in which the results of such elections shall be ascertained and declared. Allows Congress to provide for the case of the death, inability, or withdrawal of any candidate for President or Vice President before a President and Vice President have been elected, and for the case of the death of both the President-elect and Vice President-elect.
