Guatemala Rule of Law Accountability Act This bill directs the President to impose sanctions on foreign persons that are responsible for, or have facilitated, corruption or narcotics trafficking relating to the government of Guatemala. It also directs the Department of State to issue regulations establishing that certain aid provided to the government of Guatemala may be recovered if used for purposes other than those for which it was provided.

Read the Bills Act This bill requires any bill or resolution introduced in either chamber of Congress to contain a provision citing the specific powers granted to Congress in the Constitution to enact the proposed measure, including all of its provisions. The text must also set forth the current law that measure is amending and the proposed modifications to the law. A vote on final passage of a measure (except private bills) may not occur in either chamber unless the full text of the measure is published at least seven days before the vote on an official website of each chamber, public notice of the specific calendar week during which the vote is scheduled to take place is posted on the respective website within six days before the Monday of such week, and there is a reading of its full text verbatim by the Clerk of the House of Representatives or the Secretary of the Senate to the respective chamber.

Defense of Property Rights Act This bill prohibits federal or state agencies from taking private property in whole or in part (including by physical invasion, regulation, exaction, or condition) except for public purpose and with just compensation to the property owner. A property owner shall receive just compensation if the property has been physically invaded or taken without the owner's consent in an action that: does not substantially advance the stated governmental interest; exacts the owner's lawful right to use the property, or a portion of the property, as a condition for an agency's action (including the granting of a permit, license, or variance) without a rough proportionality between the stated need for the property and the impact of the proposed use; deprives the owner, either temporarily or permanently, of substantially all economically beneficial or productive use of the property; diminishes the property's fair market value by at least 20% or $20,000; or constitutes any other taking within the meaning of the Fifth Amendment to the Constitution. The bill allows the U.S. Court of Federal Claims to: (1) render judgment upon a claim against an agency for monetary relief, (2) invalidate federal laws or regulations that violate Fifth Amendment property rights, (3) grant injunctive and declaratory relief, and (4) have concurrent jurisdiction with other courts. The bill also establishes a six-year statute of limitations for actions to be brought after a taking and allows takings disputes to be resolved through settlement or arbitration.

Authorizing Moderated Enumeration Responses Including Citizenship Acquisition Act or the AMERICA Act This bill makes the penalty for refusing or neglecting to answer a decennial census question apply only to the extent necessary to allow the federal government to obtain the information needed for its enumeration of: (1) the population, as required by the Constitution; and (2) its citizen and noncitizen populations. Only questions included on a decennial census short form regarding enumeration of household and citizenship status shall be considered necessary to permit such an enumeration.

Central America Reform and Enforcement Act This bill requires the Deaprtment of State to submit to Congress the United States Strategy for Engagement in Central America, a seven-year strategy to advance reforms in Central American countries that address the factors driving migration to the United States. The bill sets forth elements of such strategy, including strengthening the rule of law, combatting corruption, and confronting and countering violence and crime perpetrated by armed criminal gangs.

Constitutional Amendment This joint resolution states that the only source of funding to directly or indirectly support or oppose a campaign for election to public office shall be either contributions by individual citizens to the principal campaign committee controlled by the candidate or funds provided under a system of public election financing or voter education established by Congress, the state, or other jurisdiction as appropriate. The only source of funding that may be used to directly or indirectly support or oppose a ballot measure to amend a state constitution or other initiatives or referenda shall be either contributions made by individuals who are eligible to vote on the measure or funds provided under a system of public election financing or voter education established by the state. Congress, the states, and local jurisdictions shall establish limits on the amount of contributions individuals may make with respect to a single campaign for election to federal, state, or local office, respectively, including limits on the amount of contributions an individual who is a candidate for such office may make with respect to the individual's own campaign, and the states and local jurisdictions shall establish limits on the amount of contributions individuals may make with respect to a ballot measure.

Venezuela Humanitarian Relief, Reconstruction, and Rule of Law Act of 2018 This bill provides for humanitarian aid for the people of Venezuela, in light of the humanitarian and political crisis there. It also provides for (1) sanctions against those responsible for corruption and narcotics trafficking in Venezuela, (2) efforts to help rebuild the country's infrastructure and restructure its debt, and (3) efforts to otherwise address the humanitarian and political crisis.

Constitution Education Is Valuable in Community Schools Act of 2018 or the CIVICS Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to require national activities supported by American History and Civics Education grants to include programs that educate students about the history and principles of the U.S. Constitution, including the Bill of Rights.

Constitutional Amendment This joint resolution states that if the population of a U.S. territory exceeds 30,000, the territory shall appoint a number of electors of President and Vice President equal to the number of Representatives to the House of Representatives to which the territory would be entitled if it were a state. Such electors shall be in addition to those appointed by the states and Washington, DC. Such electors shall perform such duties as provided by the 12th Amendment to the Constitution.

Establishing a Humane Immigration Enforcement System Act This bill abolishes the U.S. Immigration and Customs Enforcement (ICE) no later than one year after enactment. Congress must establish and convene the Commission to Study and Establish a Fair and Human System of Immigration and Customs Enforcement. The commission's duties shall include identifying all essential functions of ICE and ensuring that all immigration enforcement functions transferred to other agencies maintain strict compliance to the Constitution and applicable laws.

Constitutional Amendment This joint resolution states that the First Amendment to the Constitution does not apply to the political speech of any corporation, partnership, business trust, association, or other business organization with respect to the making of contributions, expenditures, or other disbursements of funds in connection with public elections. The resolution grants Congress the power to set limits on the amounts of contributions and expenditures with respect to candidates in a federal election. The resolution grants states the power to set limits on the amounts of contributions and expenditures with respect to candidates in a state or local election.

History and Tradition Protection Act of 2018 This bill provides that, regarding a civil action for deprivation of rights under color of law, the remedies with respect to a claim shall be limited to injunctive and declaratory relief where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion. No fees shall be awarded in proceedings in vindication of civil rights with respect to such a claim concerning the actions of states and localities. With regard to a claim brought against the United States or a federal official acting in his or her official capacity, the bill prohibits the award of reasonable fees and expenses of attorneys to the prevailing party.

Requests the President and directs the Attorney General to transmit to the House of Representatives copies of any document, record, audio recording, memorandum, correspondence, or other communication in their possession, or any portion of any such communication, that refers or relates to: any pardon issued by the President on or after January 20, 2017; any pardon under consideration, including for Michael Cohen, Paul Manafort, Richard Gates, Michael Flynn, George Papadopoulos, or Alex van der Zwaan; any consideration of the President's power to pardon himself; and the President's decision to issue pardons without first consulting the Office of the Pardon Attorney of the Department of Justice.

Declares that if the President initiates wars without prior congressional declarations, such action shall constitute impeachable "high crimes and misdemeanors," which shall cause the House of Representatives to vote articles of impeachment. Prohibits the President from making the United States a co-belligerent in an ongoing war without a congressional declaration.

Cambodia Accountability and Return on Investment Act of 2018 This bill prohibits assistance for the government of Cambodia unless the Department of State certifies to Congress that Cambodia is taking steps to: (1) strengthen regional security and the enforcement of international sanctions against North Korea, and (2) respect Cambodia's Constitution. The State Department shall continue to restrict the U.S. entry of individuals involved in undermining democracy in Cambodia. The President may prohibit transactions of such individual's U.S.-sited or -controlled property and property interests. The United States shall oppose international financial institution loans and assistance to Cambodia, other than to meet basic human needs, until restrictions on Cambodian officials undermining democracy in Cambodia terminates. Funds are authorized for Khmer-language broadcasting.

Uniting and Securing America Act of 2018 or the USA Act of 2018 This bill provides conditional permanent resident status for an alien meeting specified requirements, including having entered the United States when younger than 18 years old and residing in the United States since December 31, 2013. An individual may apply to have such conditional basis removed after meeting specified eligibility requirements. The Department of Homeland Security (DHS) shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an individual who was granted Deferred Action for Childhood Arrivals (DACA) status, unless such individual has engaged in disqualifying conduct. The bill repeals provisions that deny an unlawful alien eligibility for higher education benefits on the basis of residence within a state unless a U.S. citizen or national is eligible for such benefits without regard to whether such citizen or national is such a resident. DHS shall: (1) deploy the most practical and effective technology available in order to achieve situational awareness and operational control along the U.S. border; (2) submit to Congress a comprehensive southern border strategy to achieve border control; and (3) begin eradicating the carrizo cane plant and salt cedar along the Rio Grande River and the Lower Colorado River. DHS may construct new ports of entry along the northern and southern borders. The bill establishes Operation Stonegarden in DHS to provide border security grants to law enforcement agencies in border or maritime border states that are involved in U.S. Customs and Border Protection operations DHS shall establish a two-year grant program to improve emergency communications in the southern border region for individuals who are at risk of violence and lack cellular and LTE network service. The number of immigration judges is increased. The President shall designate a senior official (Coordinator) to coordinate federal and international efforts to strengthen citizen security, the rule of law, and economic prosperity in Central America.

Expresses concern that: (1) the government of the Democratic Republic of the Congo (DRC) failed to hold elections in 2016 or 2017; and (2) the growing security, humanitarian, and human rights crisis in the DRC is exacerbated by the lack of a duly elected leadership. Recognizes that impunity and lack of effective rule of law undermine democracy and that the arrest and detention of civil society activists and the harassment of political opponents close political space and repress peaceful dissent. Calls on: (1) such government to complete specified concrete steps towards holding elections by December 23, 2018; and (2) the opposition to take all steps possible within the DRC to support and promote immediate free, fair, and inclusive elections. Urges the President of the United States, in close coordination with regional and international partners, to: (1) provide appropriate electoral assistance to support the organization of credible elections as soon as possible, and (2) use appropriate means to deter further electoral calendar slippage and abuses against the Congolese people.

Constitutional Amendment This joint resolution denies as protected speech any financial expenditures, or in kind equivalents, with respect to a candidate for federal office, without regard to whether or not a communication expressly advocates the election or defeat of a specified candidate in the election. The resolution gives Congress the power to enact a mandatory public financing system to provide funds to qualified candidates in federal elections, which shall be the sole source of funds raised or spent with respect to federal elections.

Offers condolences to the family of Argentine prosecutor Alberto Nisman. Recognizes his dedication to the investigation of the bombing of the Argentine Israelite Mutual Association (AMIA) in Buenos Aires, Argentina. Applauds Argentine President Mauricio Macri for calling for an independent investigation into Mr. Nisman's death and encourages the public release of the results. Recognizes the work of the Argentine National Gendarmerie in reviewing evidence to produce credible findings. Commends the government of Argentina for exemplifying the rule of law and the importance of an independent justice system. Urges the President of the United States to: (1) offer technical assistance to the government of Argentina in investigating Mr. Nisman's death and the AMIA bombing, and (2) continue to monitor Iran's activities in Latin America and the Caribbean. Expresses concern about: (1) Iran's terrorist networks in Argentina and the Western Hemisphere, and (2) attempts by former Argentine President Cristina Fernandez de Kirchner and her government to discredit Mr. Nisman and raise unfounded hypotheses on his AMIA findings and the circumstances of his death.
