Strengthening Cyber Resilience Against State-Sponsored Threats Act The bill creates a joint interagency task force to facilitate agency collaboration on efforts to respond to Chinese state-sponsored cyber actors, including Volt Typhoon. The task force shall be established and led by the Cybersecurity and Infrastructure Security Agency (CISA), an agency within the Department of Homeland Security (DHS). The task force shall facilitate collaboration and coordination among the Sector Risk Management Agencies (SRMAs) specified in the President's National Security Memorandum- 22 (e.g., the Department of Defense, the Department of Energy, and the Department of Agriculture) to detect, analyze, and respond to Chinese state-sponsored cyber actors by ensuring that such agencies’ actions are aligned and mutually reinforcing. The bill directs DHS, CISA, the Department of Justice, the Federal Bureau of Investigation, and specified SRMAs to provide the task force with analysis, inspections, audits, and other relevant information that is necessary for the task force to carry out its responsibilities. The production and use of information must comply with all applicable statutes, regulations, and executive orders, and task force members must have appropriate security clearances to access classified information. The task force must provide annual reports and briefings to Congress detailing its assessment of cyber threats and recommendations to improve the detection and mitigation of the cybersecurity threat posed by Chinese state-sponsored cyber actors. The first report must be provided no later than 540 days after the establishment of the task force, and additional reports must be provided annually thereafter for six years.

Secure Artificial Intelligence Act of 2024 or the Secure A.I. Act of 2024 This bill directs federal agencies to establish mechanisms to manage security and safety risks related to the use of artificial intelligence (AI). Specifically, the bill directs the National Institute of Standards and Technology (NIST) and the Cybersecurity and Infrastructure Agency (CISA) to develop a database to track AI-related safety and security incidents. The agencies must enable individuals and entities to confidentially share information about incidents that pose an increased risk of harm to people or property or unauthorized access to and manipulation of AI platforms. In determining which incidents warrant inclusion in the database, NIST must prioritize those that involve critical infrastructure or widely used AI systems, and incidents that could significantly impact the American people or economy. Employers may not retaliate against employees for their involvement in reporting an AI incident or any investigation that follows. The bill also directs the National Security Agency to establish an AI Security Center to foster AI security research and develop guidance for the prevention and mitigation of counter-AI. Under the bill, counter-AI means unauthorized efforts to extract information from or manipulate an AI system. Finally, NIST and CISA are directed to incorporate AI vulnerabilities into specified federal databases. NIST must convene a multi-stakeholder group to evaluate existing voluntary reporting standards for AI security vulnerabilities and CISA must convene a group to consider best practices for addressing AI-related risks to the supply chain.

Safe and Secure Transportation of American Energy Act This bill expands the types of activities that are subject to criminal penalties related to damaging or destroying an interstate gas or hazardous liquid pipeline facility. Under current law, a person who knowingly and willfully damages or destroys a pipeline facility is subject to criminal penalties, including a fine, a prison term of up to 20 years, or both. If a death results from the offense, the person may be imprisoned for any term of years or life. Under the bill, these criminal penalties also apply to a person who knowingly and willfully vandalizes, tampers with, or disrupts or prevents the operation or construction of the facility.

This bill modifies the Aquifer Recharge Flexibility Act to expand provisions concerning authorizations (e.g., rights-of-way) to transport water across public land administered by the Bureau of Land Management (BLM) for aquifer recharge purposes. Under the Aquifer Recharge Flexibility Act, the holder of existing rights-of-way, easements, permits, or other authorizations to transport water across BLM land may transport the water for aquifer recharge purposes without additional authorization from the Department of the Interior so long as the use does not expand or modify the operation of such authorizations across public land. The bill allows the holders of such authorizations to act, not only on behalf of themselves, but also on behalf of third parties to use the existing authorizations for aquifer recharge without additional authorization from Interior.

Protecting American Agriculture from Foreign Adversaries Act of 2024 This bill makes changes to the Committee on Foreign Investment in the United States (CFIUS), including by requiring CFIUS to determine whether a national security review is necessary for reportable agricultural land transactions that are referred by the Department of Agriculture (USDA). (CFIUS oversees the national security risks of certain foreign investment in the United States. CFIUS has the authority to review covered transactions, which include mergers, acquisitions, and takeovers that could result in foreign control of a U.S. business; certain investments in businesses involved in critical technologies, critical infrastructure, or sensitive personal data; and certain real estate transactions.) Specifically, the bill directs CFIUS to, after receiving notification from USDA, determine (1) whether a reportable agricultural land transaction is a covered transaction, and (2) whether CFIUS should initiate a national security review or take another action with respect to the transaction. Reportable agricultural land transaction means a transaction (1) that USDA has reason to believe is a covered transaction; (2) that involves the acquisition of an interest in agricultural land by a foreign person of China, North Korea, Russia, or Iran; and (3) with respect to which a foreign person is required to submit a report to USDA regarding their agricultural land transactions. The bill also expands the membership of CFIUS to include the Secretary of Agriculture on covered transactions that involve agricultural land, agricultural biotechnology, or the agriculture industry (e.g., agricultural transportation, storage, and processing).

Provide Rigorous Oversight To Optimize Connectivity and Offset Latency Act or the PROTOCOL Act This bill requires federal agencies administering funding programs for broadband deployment to coordinate with one another, and with the states, to collect, publish, and utilize data on government-funded broadband deployments. Specifically, the bill requires the Federal Communications Commission (FCC) to collect and publish additional data in the Broadband Funding Map, which captures the location of each federally funded broadband deployment project. The bill also requires the National Telecommunications and Information Administration (NTIA) to include similar information in its database of broadband funding projects, the Federal Broadband Funding Report Dashboard. The FCC and the NTIA shall ensure consistency between the map and the dashboard. Further, the NTIA shall request from each state an annual report listing locations in the state where broadband access was made available through a federal- or state-funded award, and locations to be served via sub-grants made to third parties through a federal- or state-funded award. This information shall be in both the map and the dashboard. Federal agencies providing funding for broadband infrastructure projects are required to consult the map as they award funding. The FCC shall conduct outreach to such agencies to ensure they understand their obligations to consult the map and report funding awards back to the commission.

Safe Streets for All Program Improvement Act This bill revises a funding limitation for the Department of Transportation's Safe Streets and Roads for All grant program, which supports local initiatives to prevent death and serious injury on roads and streets. Specifically, the bill reduces from 40% to 20% the proportion of grant funds which must be allocated to developing comprehensive safety action plans.

Railroad Responsibility Act of 2024 This bill provides states with the authority to adopt or enact any law, regulation, order, or other requirement limiting the duration that a railroad carrier may block a highway-rail grade crossing. Specifically, this bill states that federal transportation laws do not preempt a state from adopting or enacting these limits. As background, state and federal courts have generally found that state laws regarding obstructed crossings are preempted by one or more federal laws, thereby rendering the state laws unenforceable.

Department of Energy Quantum Leadership Act of 2024 This bill modifies and reauthorizes various Department of Energy (DOE) programs related to quantum research and development and establishes several new, related research programs. Specifically, the bill expands the scope of DOE’s quantum information science research program to include research, development, and demonstration on quantum information science, engineering, and technology. Among other requirements, DOE must (1) establish an early-stage research and development program in high-performance quantum computing; (2) study quantum science, engineering, and technology supply chain needs; and (3) establish a university-led trainee program to address quantum workforce development needs. The bill also reauthorizes the National Quantum Information Science Research Centers through FY2029 and the Quantum User Expansion for Science and Technology program through FY2028. Further, the bill modifies DOE’s quantum network infrastructure program to require research related to the development of (1) quantum network and entanglement distribution protocols or applications, and (2) high-efficiency room-temperature photon detectors for quantum photonic applications. Finally, the bill establishes an instrumentation and infrastructure program to maintain U.S. leadership in quantum information science, engineering, and technology; develop domestic quantum supply chains; and provide resources for the broader scientific community. In carrying out the program, DOE must develop, design, build, purchase, and commercialize specialized equipment, laboratory infrastructure, and state-of-the-art instrumentation. In coordination with industry and institutions of higher education, DOE must support the development of quantum foundries focused on meeting the device, hardware, software, and materials needs of the scientific community and the quantum supply chain.

Energy and Water Development and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and several independent agencies. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations; Planning, Engineering, and Design; Construction; Mississippi River and Tributaries; Operation and Maintenance; the Regulatory Program; the Formerly Utilized Sites Remedial Action Program; Flood Control and Coastal Emergencies; Expenses; the Office of the Assistant Secretary of the Army for Civil Works; and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for energy programs, including Energy Efficiency and Renewable Energy; Manufacturing and Energy Supply Chains; Cybersecurity, Energy Security, and Emergency Response; Electricity; Grid Deployment; Nuclear Energy; Fossil Energy and Carbon Management; Energy Projects; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; Technology Coordination and Commercialization; Clean Energy Demonstrations; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.
