Counter-UAS Authority Extension Act This bill reauthorizes counter-drone authorities of the Department of Homeland Security (DHS) and the Department of Justice (DOJ) through FY2025. Under current law, DHS and DOJ have limited authority to protect certain covered facilities and assets from threats posed by drones. Covered facilities and assets include those related to U.S. Customs and Border Protection functions, U.S. Secret Service protection operations, Federal Bureau of Investigation activities, and operations of the U.S. Marshals Service. This authority allows DHS and DOJ to detect, identify, monitor, and track drones; warn drone operators; disrupt or take control of drones; seize, exercise control of, or otherwise confiscate a drone; and use reasonable force to disable, damage, or destroy drones deemed to pose a threat.

Veterans Expedited TSA Screening Safe Travel Act or the VETS Safe Travel Act This bill makes certain veterans eligible for the Transportation Security Administration (TSA) PreCheck Program at no cost if they meet the program's background check and security requirements. Veterans who are eligible for this fee waiver are those who the Department of Veterans Affairs (VA) has determined to have a service-connected disability and require the use of a wheelchair, prosthetic limb, or other device to aid with mobility due to (1) loss, or loss of use, of an extremity; (2) full or partial paralyzation; or (3) permanent blindness. The veteran must also be in the patient enrollment system of the VA. The bill specifies that the TSA may not increase enrollment fees for the PreCheck Program in order to carry out this fee waiver program. The VA and the TSA must implement a process under which eligible veterans may receive the PreCheck Program benefit. Further, the VA and the TSA must implement a process to provide disabled veterans with effective outreach about programs that are designed to improve the screening process for passengers with disabilities. The VA and the TSA must also assess the awareness of veterans of relevant TSA programs and examine the need and feasibility of other measures to improve travel security procedures for disabled veterans.

Pilot Certificate Accessibility Act This bill allows a pilot to present a digital copy of certain certificates (e.g., an airman certificate or a medical certificate) when required to present such documentation by a Federal Aviation Administration (FAA) inspector or other official. Under current FAA regulations, a pilot must present for inspection a physical copy of an airman certificate and other paperwork upon a request from the FAA; a federal, state, or local law enforcement officer; or an authorized representative of the Transportation Security Administration or the National Transportation Safety Board. This bill allows a pilot to present a certificate such as an airman certificate or a medical certificate as (1) a physical, original copy; or (2) a digital copy stored on an electronic device or cloud storage platform. The FAA must update current regulations to implement this change.

School Bus Safety Act of 2023 This bill directs the Department of Transportation (DOT) to issue rules requiring school buses to have certain safety features. DOT must also establish a grant program to assist in the implementation of the requirements. Specifically, DOT must issue rules requiring school buses to include three-point safety belts for all seats, a fire suppression system which addresses engine fires, a firewall between the engine and passenger compartment that prevents hazardous quantities of gas or flames from passing through the firewall, increased performance standards for interior flammability and smoke emissions, an automatic emergency braking system, an event data recorder, and an electronic stability control system. DOT must also require at least eight hours of behind-the-wheel training for school bus operators that meets specified requirements. Further, the Federal Motor Carrier Safety Administration and the National Highway Traffic Safety Administration (NHTSA) must issue rules on the evaluation of safety sensitive personnel for moderate-to-severe obstructive sleep apnea. NHTSA must also study the benefits of requiring school buses manufactured in, or imported into, the United States to be equipped with a motion-activated detection system that is capable of detecting road users (e.g., pedestrians and bicyclists) and alerting the bus operator of their presence. NHTSA must issue rules implementing such a requirement. Finally, DOT must establish a grant program to assist local educational agencies in (1) purchasing school buses equipped with three-point safety belts or any of the other safety features required under this bill, and (2) modifying existing school buses.

Protecting Outdoor Concerts Act of 2024 This bill requires the Federal Aviation Administration to issue or revise regulations to provide for temporary flight restrictions in the vicinity of an outdoor concert or music festival that has a daily attendance of 30,000 people or more. This requirement applies to manned aircraft and unmanned aircraft (i.e., drones).

This bill allows the Coast Guard to pursue the acquisition of an icebreaker without having to meet certain early-stage acquisition steps typically required for Coast Guard major acquisition programs. The bill exempts acquisition or procurement projects from meeting specific requirements to produce information until the first phase of the initial acquisition or procurement is complete and initial operating capacity is achieved. Specifically, the project is exempt from requirements that the Coast Guard clearly define the operational requirements for the project or program; develop an acquisition project or program baseline; and submit to Congress materials on the project, including an acquisition program baseline showing costs and schedule information. If the Coast Guard provides a briefing to Congress within 30 days of the bill's enactment that includes a detailed cost estimate for an icebreaker, then the project is also exempt from additional requirements until the first phase of the initial acquisition or procurement is complete and initial operating capacity is achieved. Specifically, the project is exempt from requirements that the Coast Guard produce documents that include (1) an approved test and evaluation master plan, and (2) a life cycle cost estimate.
