HAMDT 322 (97th)
An amendment to strike the prohibition on transportation of radioactive material through a county with a population density of more than 15,000 persons per square mile except in certain specified circumstances. The amendment requires the Transportation Secretary with the Energy Secretary and the NRC to develop a method for analyzing the comparative risks associated with transporting large quantities of radioactive materials by different means. And the Transportation Secretary is required to conduct a model demonstration of a method, if requested by a state, and report to Congress in one year its findings. The demonstration is to have public notice and public comments are to be solicited. Also, nothing in the act is to effect the 2/1/82 DOT rules for routing and driver training requirements of radioactive materials.
