Amends the Small Business Act to extend the date for making the following low interest disaster loans from October 1, 1978, to October 1, 1979: (1) loans for major disasters declared by the President or for natural disasters determined by the Secretary of Agriculture pursuant to the Consolidated Farm and Rural Development Act; and (2) loans for the repair or replacement of primary residences and personal property.
