Expresses the sense of the Congress that: (1) if the United States is to provide the majority of troops in the multinational force in the Persian Gulf region, the President should wage an intensive campaign to obtain the dollar commitments to support Operation Desert Shield already made by U.S. allies and to obtain pledges from such allies of an increased commitment of funds; and (2) those countries that benefit from the increased deployment of U.S. troops to such region and the increased U.S. commitment of funds to such Operation should honor their current monetary pledges in full and stand ready to pledge additional assistance should war occur.

Expresses the sense of the Congress that: (1) the President, the Secretary of Commerce, and specified other officials should cooperate in providing assistance to U.S. small businesses seeking to become involved in the rebuilding of Kuwait; (2) the Administrator of the Small Business Administration should conduct a public information campaign to advise U.S. small and minority businesses about becoming involved in such rebuilding; (3) U.S. companies that have been awarded contracts pertaining to such rebuilding should seek to subcontract with U.S. small and minority businesses; and (4) all businesses that have been awarded such contracts should seek to hire veterans of the armed forces.

Supports the efforts of the Bush Administration to obtain the release of hostages in Lebanon and urges the President to continue to give high priority to working for the release of such hostages and to seek the recovery of the remains of William Buckley and Lieutenant Colonel Higgins. Encourages senior Government officials to emphasize the plight of the hostages in discussions with foreign governments and appeals to governments which have influence with hostage captors to use such influence to win the release of the hostages. Condemns those holding hostages for the violation of human rights. Calls upon the international community to cooperate in establishing mechanisms for holding individuals who engage in international terrorism accountable. Encourages all nations and international organizations to accelerate efforts to obtain the safe and unconditional release of all hostages.

Expresses the sense of the Congress that the United States should: (1) promote the maximum conservation and protection of whale, dolphin, and porpoise populations; (2) work to strengthen and maintain the current International Whaling Commission moratorium on the commercial killing of whales; (3) work to strengthen the Commission by reaffirming its competence to regulate whaling on all species of cetaceans and take actions to assure global protection for small cetaceans; and (4) in promoting protection, make use of diplomatic channels, domestic and international law, and all other means.

Expresses the sense of the Congress that Federal agencies should not engage in activities that threaten the civil liberties of U.S. citizens, or legal residents, of Arab descent. Urges the Federal Bureau of Investigation to: (1) inform Federal, State, and local law enforcement agencies that Arab Americans are potential victims of, and should be protected from, hate crimes and related discrimination; and (2) encourage such law enforcement agencies to work with community leaders to report such crimes and discrimination.

Calls on the President to: (1) decry the violence in Yugoslavia and affirm U.S. policy for a peaceful resolution through democratic negotiations and adherence to a ceasefire; (2) assert that no border changes that have occurred through force and without benefit of negotiation, and no groups occupying territory obtained through violent means, shall be recognized; (3) affirm his commitment to maintaining the international embargo on arms to all combatants in the conflict; (4) instruct the U.S. representatives of each international financial institution to support U.S. goals in completing and maintaining a ceasefire; (5) request the United Nations (UN) Secretary General to assist the European Community (EC)-sponsored negotiations (or initiate negotiations should the EC negotiations fail), to dispatch a contingent to monitor and enforce any ceasefire, and to assist in the completion of a long-term settlement to the conflict; (6) raise in the UN General Assembly the assessment of multilateral economic sanctions against any party disrupting the ceasefire or refusing to take part in negotiations; and (7) insist that all parties to the conflict approve the presence of a peacekeeping force in Yugoslavia to monitor a negotiated ceasefire.

Expresses the sense of the Congress that the President should: (1) recognize Ukraine's independence and take steps toward the establishment of full diplomatic relations with Ukraine should the December 1, 1991, referendum confirm the Ukrainian parliament's independence declaration; and (2) use U.S. assistance, trade, and other programs to support the Government of Ukraine and encourage the further development of democracy and a free-market.

Condemns Syria's denial of Syrian Jews' right to travel freely and calls upon the Syrian Government to: (1) immediately grant Syrian Jews the right to travel freely without imposing a fee; and (2) release all Jewish prisoners who were charged or suspected of traveling illegally. Urges the President to encourage U.S. allies and trading partners to make similar pleas to the Syrian Government. Calls upon the United Nations to send an official delegation to Syria to investigate the present condition of Syrian Jews.

Expresses the sense of the Congress that the President should: (1) encourage the Contracting Parties to the General Agreement on Tariffs and Trade (GATT) to support the world environment and world wildlife by discouraging trade in goods and services harmful to them; and (2) oppose any GATT action which impinges on the ability of the United States to protect them.

Calls upon the President, as part of the Uruguay Round General Agreement on Tariffs and Trade (GATT) talks, to initiate negotiations to make GATT compatible with the Marine Mammal Protection Act and other U.S. health, safety, labor, and environmental laws, including laws to protect the environment outside of the United States. Declares that the Congress will not approve legislation to implement any trade agreement (including the Uruguay Round of the GATT and the U.S.-Mexico Free Trade Agreement) that jeopardizes such laws, including the Federal Food, Drug, and Cosmetic Act and the Clean Air Act.

Establishes a Joint Committee on the Organization of the Congress to: (1) make a full and complete study of the organization and operation of the Congress; and (2) recommend improvements in such organization and operation with a view toward strengthening its effectiveness, simplifying its operations, improving its relationships with other branches of the Government, and improving the orderly consideration of legislation. Requires a report to the Senate and the House of Representatives not later than the adjournment sine die of the 102d Congress.

Denounces the sexual misconduct that occurred at the annual Navy Tailhook Association symposium in September 1991. Calls on the Secretary of Defense to ensure that the ongoing Department of Defense investigation of such misconduct is full and uncompromising. Urges the Secretary of the Navy to recommend and initiate full disciplinary procedures against any culpable individuals. Recognizes the importance of equality of opportunity for women and men in the armed forces to achieving mutual respect between the sexes. Urges the Secretary of Defense to make available to female military personnel the same opportunities available to male personnel, to the extent consistent with the protection and security of the United States.

Expresses the sense of the House of Representatives that it should be U.S. policy to reduce national emissions of carbon dioxide in the next ten years by 20 percent from the 1988 baseline level and to assume a leadership position in negotiating an international climate protection treaty that includes establishing: (1) agreements by industrialized nations to reduce their current carbon dioxide emissions by 20 percent over 1988 levels in the next ten years, by developing nations to reduce their growth in carbon dioxide emissions from fossil fuel combustion, and by all countries to reduce emissions of greenhouse gases; (2) an international fund and other financial mechanisms to help developing countries achieve such objectives; (3) mechanisms for continuing international cooperation for the development of policies for future emissions reductions; and (4) commitments to cease the destruction of primary forests.

Commends: (1) the people of Guam for their patriotism, bravery, loyalty to the United States, and many sacrifices during World War II, particularly during the invasion and occupation of the Guam territory; (2) the members of the Navy Insular Force and U.S. Navy and Marine Corps for the efforts and sacrifices they made in defense of the U.S.; (3) the Hawaiians for their sacrifices and contributions to the U.S. war effort during the attack on Pearl Harbor on December 7, 1941; and (4) the Hawaii Territorial Guard members, Varsity Victory Volunteers, the civilian workers at the Pearl Harbor Naval Ship Yard and other Hawaiian military installations, 100th Infantry Battalion, Military Intelligence Service, and 442nd Regimental Combat Team for their sacrifices and contributions to the U.S. war effort during such attack.
