Summary

National Monument NEPA Compliance Act - Amends the Antiquities Act of 1906 to treat all national monument declarations as major Federal actions significantly affecting the quality of the human environment, for purposes of the National Environmental Policy Act of 1969. Requires that: (1) environmental impact statements be prepared for such monuments; (2) time be allotted for public review and comment on the statements; and (3) if the President directs, for a maximum 24-month period, emergency withdrawal of lands to protect resources on them during deliberations on a proposal to declare them a national monument.
