Summary
Military Dependents Communications Confidentiality Act of 1999 - Directs the Secretary of Defense to prescribe regulations to provide the maximum possible protection for the confidentiality of communications between a military dependent who is a victim or perpetrator of sexual harassment, sexual assault, or intrafamily abuse and his or her therapist, counselor, or other person providing professional services. Requires a study by the Comptroller General and a report to the Secretary and Congress on study results.
