Amends the Act of August 6, 1956 to rename it the Small Reclamation Project Act of 1956. Establishes a new formula for determining the interest rate for loans made under such Act. Requires a minimum local share to be financed by any non-Indian organization submitting a proposal under such Act. Sets forth a formula for determining such share. Authorizes appropriations as of October 1, 1985.
