Summary

Amends the Agricultural Act of 1949 to permit producers to provide county committees with actual crop yield data for 1989 and subsequent crop years. Requires the Secretary of Agriculture to: (1) conduct a study of the alternative methods of determining payment yields and their impact on producers and commodity programs; and (2) report the results of such study to the appropriate congressional committees.
