Prohibits Federal reimbursement or payment for travel and related expenses incurred during the post-election period by any Member of Congress who will not serve in the succeeding Congress. Excludes travel of a Member: (1) within the district or State the Member represents; (2) between such district or State and the Washington, D.C. Metropolitan Area; or (3) within the Washington, D.C. Metropolitan Area.
