Summary

Older Americans Amendments of 1995 - Revises the Older American Community Service Employment Act (OACSE) and the Older Americans Act of 1965 (OAA-65): (1) renaming them, respectively, the Older American Community Service Employment Act for Fiscal Year 1996 (OACSE-96) and the Older Americans Act of 1995 (OAA-95); (2) reauthorizing and extending the former OACSE program as a modified OACSE-96 program only through FY 1996 at levels lower than those specified for it in FY 1992; and (3) reauthorizing and extending certain OAA-65 programs as modified OAA-95 programs through FY 2001 at levels for FY 1997 generally lower than those specified for such programs in FY 1992, with levels for the remaining authorization period left unspecified. Details new program modifications: (1) eliminating various special offices within the Administration on Aging and giving the Assistant Secretary for Aging responsibility for administering all OAA-95 programs, including a newly added community service employment component under a separate "Older American Community Service Employment Act of 1995" included in OAA-95; (2) revising State and local government authority in designing and operating programs and projects for the aged; (3) combining OAA-related programs, such as the previous congregate and home delivered nutrition services programs, into one single program with associated funding provisions combined as well; (4) eliminating OAA's Title IV Training, Research, and Discretionary Programs component; (5) consolidating OAA's Title VII Elder Rights Protection Program into OAA-95's new supportive service component; and (6) relocating and expanding multipurpose senior center and national volunteer components. Authorizes appropriations.
