Summary

Endangered and Threatened Species Propagation Act of 1989 - Amends the Endangered Species Act of 1973 to require the Secretary of the Interior to establish and implement a program of grants for projects for the propagation of endangered and threatened species. Limits the Federal share to 50 percent of project costs. Authorizes the Secretary to accept and distribute contributions of money, property, and services for supporting projects. Specifies that contributions distributed to a project shall be considered to be part of the non-Federal share of project cost.
